On Thursday, January 22, 2026, in a Facebook post, MAGA USDHS Secretary Kristi Noem intentionally lied again, she posted the arrest of Nekima Levy Armstrong, a Civil Rights Attorney, former President of the Minneapolis National Association for Advancement of Colored People (NAACP), Chauntyll Louisa Allen, and William Scott Kelly, 36, a U.S. Army veteran, for entering a church service to peacefully protest. Noem referred the Cities Church protest as the St. Paul church riots, which it was not a church riot, it was merely a protest.
The federal charges filed by the MAGA USDOJ against Armstrong, Allen and Kelly are considered frivolous, according to Twin Cities immigration rights advocates.
All three were charged for conspiracy against rights (18 USC 241), but the USDOJ haven't criminally charged USICE and fed partners with conspiracy against rights when they violate the rights peaceful protesters. Today's MAGA USDOJ is practicing double standards during the government's immigration enforcement operations in Minneapolis and throughout the U.S..
The USDOJ has been weaponized by Trump to go after peaceful protesters who oppose his directive to deploy MAGA USICE, USCBP and USICE-ERO to the Twin Cities, for USICE and fed partners to do what it takes to ramp up immigration enforcement operations even, if they allegedly commit illegal acts, don't follow state and federal laws, including not abiding by the U.S. Constitution and due process.

Currently, USICE agents are follwing a directive from a memorandum dated May 12, 2025, by Acting ICE Director Todd Lyons authorizing USICE agents to forcibly enter into certain people's homes without a judicial warrant, consent, or an emergency. Memo found on pages 17 to 19.
Also the U.S. Department of Homeland Security under Noem has adopted the Nazi slogan, "One of ours, all of yours," and the USICE has posted White supremacists propaganda in their social media page. The Armstrong, Allen and Kelly along with others enter the Cities Church and called for the resignation of Pastor David Easterwood, who is also the Assistant deputy director of USICE in the Twin Cities.
Kelly before his arrest indicated, as long as Easterwood would remained as pastor, the church would be considered as a White supremacist and Christian church of hate.
