December 28, 2015

Milwaukee, WI - On Monday, Captain Heather N. Wurth confirmed that she will continue to make the Milwaukee 2nd Police District Station a safe place for community members to visit or seek services from the Milwaukee Police Department (MPD). Wurth was promoted to Captain by MPD Chief of Police Edward Flynn in November and has been working with Hispanic and non-Hispanic officers to learn about the Southside community she now serves and protects.
Captain Wurth says, that she has an open mind and in the short time she has been in the 2nd Police District, Wurth has noticed how diverse the community is in the Southside compared to other districts she has worked. She is looking forward "to learning more about the district itself, the culture, history and diversity, but also learning about the stake holders, community organizations and faith based organizations really engaged in their own neighborhoods assisting the police with our enforcement activities." She has met with community based organization leaders and Business Improvement District (BID) members in the area in the short time that she has been at the 2nd Police District Station.
Captain Wurth wants for the community in the 2nd Police District to continue to trust and work with police officers in the area as a partnership to help prevent and solve crimes. She acknowledged a number of challenges in the district and looks forward in meeting those challenges with a partnership between the community and police. Currently, Captain Wurth has assigned police officers with squads including to walking beats to patrol W. Lincoln Ave., W. Greenfield Ave., W. National Ave. and the Walker's Point area.
A current rise in crime is contributed to car thefts. Now that the Winter weather has arrived, people start their vehicles and leave them unattended during the cold weather and many end up being stolen, according to Captain Wurth. "I strongly believe in community partnerships. I know that it is a cornerstone of what we do and our success largely depends with the cooperation that we have with the community and our citizens. So, I would encourage all of our community and all our citizens, community based organizations and faith based organizations, if you are not already involved, to become involved because we need you, we simply cannot do this job alone. Whether you act as a witness or a partner with some of our stake holders, become engaged, take investment in your neighborhood, take investment in your lives and become a partner with police. I understand trust building is extremely important as well and that is something that we will continue to focus here at district number two with our professionalism by maintaining, building and strengthening our relationship with the community."
Captain Wurth says that district two has dedicated police officers including Spanish Speaking officers and a Milwaukee County Community Prosecution Unit (CPU) that works in partnership with the community. Two of the Community Liaison Police Officers at district two are Jose Acevedo and Jesús Gloria.
Captain Wurth confirmed that she will be attending both the Spanish and English  language community crime analysis meetings in the Southside, so that she can meet community members residing in the area.
Captain Wurth has an impressive career with MPD, she has been with the Milwaukee Police Department for 23 years and have worked a variety of assignments, both patrol and administrative. Captain Wurth previously worked at District 3, District 4, District 5, District 7, the Warrant Squad (now known as the Fugitive Apprehension Unit), the Vice Squad, and Internal Affairs.  "During my patrol assignments, I have been enthusiastically involved in activities designed to build community relationships and believe this to be integral to the success of the Department and its officers, as well as the strengthening of our neighborhoods.  I have also been committed, through my administrative assignments at the Internal Affairs Division and as an adjunct instructor, to the partnerships between professionalism and advanced training," Captain Wurth stated.
Captain Wurth has a Master's Degree in Administration of Justice from Marquette University and is a graduate of the Federal Bureau of Investigation National Academy Session # 249.

ACLU-CA Confirmed, At Least Six Attorneys Will Provide Legal Assistance And Advocate For U.S. Deported Veterans To Return

U.S. deported Veterans in Tijuana will now get available legal assistance from the ACLU-CA, which will include policy advocacy change for their return to the country where they honorably served.

December 16, 2015

Tijuana, Baja California, México - On Wednesday, Hector Barajas, the Director/Founder for the Deported Veterans Support House in Tijuana announced that the American Civil Liberties Union in California (ACLU-CA) has confirmed on Tuesday that it will assign a team of 6 attorneys to provide legal assistance and policy change advocacy for U.S. deported Veterans in Tijuana. According to Jennie Pasquarella from the ACLU-CA, she wrote to Barajas, the ACLU-CA will "...provide legal assistance, where possible, and work with you to advocate for pathways for individuals to return home to the United States to be reunited with their families and to push for broader policy reforms to ensure that veterans receive greater protections against deportation.
"We have identified two principal ways in which we believe we can work with the Deported Veterans Support House to provide legal and policy support. First, we can provide immigration legal assistance to individuals who may be eligible for:

- Post-conviction relief in California to enable them to reopen their immigration cases;
- U.S. citizenship based on military service;
- Asylum; and
- Humanitarian parole based on medical need.

"Second, we would like to explore opportunities for policy advocacy, such as by writing a report documenting the many compelling stories of veterans who have been deported and making policy recommendations to the administration, including that individuals be allowed to return to the United States."
The ACLU-CA will do intake interviews with U.S. deported Veterans in Tijuana or from around the area on January 23, 2016. The ACLU-CA will also schedule appointments by phone for deported Veterans unable to attend for "intakes mainly to screen individuals for possible immigration relief in the categories mentioned above, as well as to document cases for a possible report (only with the individual's consent and participation)...All intake conversations will be subject to the attorney-client privilege and will be confidential."
The mission of the Deported Veterans Support House is to support deported veterans on their path to self-sufficiency by providing assistance in the realms of food, clothing, and shelter as they adjust to life in their new country of residence. Ultimately, we hope to see an end to the need of our services as we advocate for political legislation which would prohibit the deportation of United States service personnel, both former and current. We advocate for Veterans and their families.

Empresa LM Operated By Luis Enrique Martinez Allegedly Scammed People With Larry Hernandez Dance Promotion Tickets

Known event and music alleged scammer continues to con people and dance events in Wisconsin and Illinois out of their cash.

By H. Nelson Goodson
Hispanic News Network U.S.A.

December 14, 2015

Waukesha, WI - It has been five years since fake dance and events promoter Luis Enrique Martinez, 42, aka, Miguel Zaragoza who currently has three active Facebook accounts with the name Empresa LM had attempted to scam people and other dance promoters in Wisconsin and Illinois. Hispanic News Network U.S.A. (HNNUSA) first interviewed Enrique Martinez in 2011, when he was accused by the Racine Fiesta Mexicana executive director Wally "Guadalupe" Rendon of attempting to scam event organizers for thousands of dollars. Enrique Martinez denied the allegation, but Rendon said that he had to turn one of his victims away, a food vendor at the Fiesta because she paid Enrique Martinez at least $500 to $1,500 to sell food at the Fiesta and he didn't notify Rendon or turned the contract fees to the Fiesta organizers.
The scam was caught several weeks before the event by Rendon when he noticed that multiple Mexican music groups promised by Enrique Martinez to appear at the three-day event hadn't booked flights or hotel rooms in Racine. Several groups had only received partial deposits to appear at Fiesta. Luis Enrique Martínez from L.E.M. Marketing and Productions in Milwaukee had entered into a contract agreement to bring Bobby Pulido and at least 22 Mexican groups in a package deal to Fiesta. Martínez offered a package deal that included artists of regional Mexican music. He printed posters and then turned them over to Rendon for distribution around Southeastern Wisconsin that Pulido and the groups would be playing at the Fiesta Mexicana in Racine. Most of the main groups that Martínez had promised to bring didn't appeared due to the cancellation of his contract, except a few, according to Rendon. Rendon had to renegotiate contracts with several groups to appear at the Fiesta.
Rendon fired Enrique Martinez from the event and since then the Fiesta has not been able to fully recover financially from the debt incurred by getting replacement groups in 2011. Last year, Rendon cancelled the three-day Fiesta citing a debt.
Today, Enrique Martinez has been accused by Reynita Guzmán on her Facebook account of being scammed by Enrique Martinez. He sold three tickets to Guzmán for $52 each for the expected Larry Hernandez performance event in November 27, 2015, sponsored by both La GranD 104.7 FM radio and Empresa LM. The event was cancelled and didn't provide any refunds. Enrique Martinez had even attempted to sell VIP table tickets to Guzmán for $600, but Guzmán didn't buy them, according to her FB post on Sunday. She had tried to get a refund since last month, but Enrique Martinez has not provided any refunds. Guzmán tagged Larry Hernandez, the Mexican narco ballad regional singer on Facebook to let him know about Enrique Martinez scam that included his name.
According to other event dance promoters, Enrique Martinez has allegedly scammed people for the Paulina Rubio and El Chapó performances. When contacted, Mario Arias, the manager for 97.9 FM Radio La Caliente in Milwaukee confirmed that La Empresa LM has tried to place advertising for events with La Caliente, but has been denied due to a lack of credibility to present groups at events or provide ticket refunds for cancelations of such events.
On February 28, Enrique Martinez held a dance for Valentines Day at the Budista Temple in Milwaukee featuring Los Primos MX, but he failed to pay the group and it didn't show. Those attending the event became upset and a brawl broke out in the VIP section where bottles of liquor were served. Police were called to control the crowd at the event. Some minors were arrested and cited for consuming alcohol. Since then, only beer is sold at the Budista Temple. Enrique Martinez failed to give refunds to those attending Los Primos MX dance.
On July 18, Enrique Martinez was held against his will, tied up, choked and beaten after scamming Saul Robles, 48, the owner of the Victory Sports Complex (VSC) in Loves Park, Illinois. Enrique Martinez had promised to present certain groups to a prior event at the VPC and they failed to showed up after Robles had paid Enrique Martinez for the bands to perform, so Robles and James Carrington, 48, held and beat Enrique Martinez that Saturday morning after he was lured to the VSC. He later escaped when he was unattended.
Police arrested Robles and charged him with aggravated battery, unlawful restraint, robbery, theft and mob action. Robles later relinquish part ownership of the VSC in order for several other partners to keep the business in operation and liquor license.

Republican Controlled Legislature Under AB450 Wants To Penalize Local Governments For Non-immigration Enforcement Compliance With Feds

The Wisconsin Republican controlled legislature Committee on Urban and Local Affairs is holding a hearing about Assembly Bill 450 that would penalized local cities, municipalities, counties, townships and villages for not complying with federal immigration enforcement.

December 14, 2015

Madison, WI - The Republican controlled legislature Committee on Urban and Local Affairs (CULA) is working to pass Assembly Bill 450 allowing the state to reduce shared revenues including financial aid for not allowing law enforcement officials during their daily duties from enquiring the legal status of those individuals arrested for a certain violation or detained and even when becoming witnesses of a crime. AB450, if approved by the State GOP legislature and signed into law by Governor Scott Walker (R) would prohibit any local Political Subdivision to pass any ordinance banning their public employees, police officers and sheriff deputies from enquiring the legal status of individuals they come into contact on a daily basis and prohibiting feds to go into local public buildings and courts to seek legal status enquiry of individuals, including reporting the illegal status of individuals to the U.S. Immigration and Customs Enforcement (ICE).
For townships, villages, municipalities and cities with a population of 10,000, the penalty would be $500 per-day, for a population of 22,000, penalty would be $1,000, for a population of less than 250,000, the penalty is $2,000 and for a population of more than 250,000, the penalty would be $5,000 per-day, according to AB450.
The bill would also allow for the State Attorney General, County District Attorneys and local County Sheriffs to file a writ of mandamus with a circuit court against any political subdivision to determine non-compliance and penalty issuance.
A public hearing on AB450 was canceled on Monday afternoon by CULA Chair Edward Brooks (R-Reedsburg), State Representative from the 50th Assembly District. Brooks decided to pull the bill from the committee hearing on Tuesday to avoid a major public controversy and condemnation by Democrats. CULA is still scheduled to meet for a hearing on other bills and business at 9:30 a.m. on Tuesday, December 15, at the Assembly: Committee on Urban and Local Affairs, Wisconsin State Capitol building, 400 Northeast in Madison, Wisconsin.
JoCasta Zamarripa (D-Milwaukee) declared a small victory on Monday for the immigrant community in the state. At around 5:26 p.m., Zamarripa confirmed in her Facebook account that the bill was pulled from the CULA scheduled meeting and posted "CANCELLED! Tomorrow's public hearing on anti-immigrant bill, AB 450, has been cancelled! A small victory today, but it may come back in 2016! We must be vigilant!"

Beach Park, Illinois - On Monday, Armando Trejo Jr., 47, was charged with two felony counts for 1st-degree murder in connection with the aluminum baseball bat beating death of his wife, Lailani Uy Trejo, 43, and stepson, Patrick K. Cruz Uy, 14, including one felony count for aggravated assault in the beating of his elderly mother. On Sunday around 2:45 a.m., Lailani called 911 after a domestic dispute violence erupted between Trejo and her. It took Lake County Sheriff deputies about five minutes to respond to the 10200 block of W. Bairstow Ave. where they discovered the bloodied bodies of both Lailani and Patrick inside the home.
Trejo's mother, age 68 was also beaten with an aluminum baseball bat and had her armed broken as she attempted to help Lailani, according to the Lake County criminal complaint. The domestic dispute began over an argument and Trejo brutally beat Lailani with the baseball bat and Patrick as he tried to aid his mother as well causing fatal injuries. Trejo confessed to Lake County Sheriff investigators that he used the baseball bat to murder his wife and stepson.
A Lake County judge set a $5M dollar bail for Trejo. If convicted, Trejo is facing two life terms in prison.
Trejo is scheduled to be back in court on December 22.
