Party On The Hoan Bridge


Here’s an innovative idea, lets save the Hoan Bridge by making it into a Milwaukee tourist attraction

Milwaukee, WI -For years a proposal has been lingering to replace the Hoan Bridge, which once was known as the bridge to no where. Today, over 40,000 vehicles commute from downtown to the Bay View area, South side of the city and vice a versa. The bridge has access to the lakefront, Port of Milwaukee and the harbor, the Henry W. Maier Festival Park (Summerfest Grounds), and Milwaukee Metropolitan Sewerage District treatment operations.
Alderman Robert Bauman of the 4th aldermanic district which represents downtown and the Third Ward sent out a press release on July 7th promoting the idea of replacing the Hoan bridge with a new lower and shorter bridge. The Hoan Bridge not only connects Bay View and the south side directly with the lakefront and downtown, it also spans several of the city’s key facilities, including the
Port of Milwaukee and the harbor, the Henry W. Maier Festival Park, and Milwaukee Metropolitan Sewerage District treatment operations.
Late last year the Wisconsin Department of Transportation (DOT) said it wanted to explore “options” for the bridge after it received estimates of $200 million for replacing the aging bridge deck, work which would need to be completed by 2013. A consultant’s report also touted development opportunities on 500 acres of land that could be freed up if the bridge were to be dismantled and rebuilt as an at-grade four-lane boulevard with a movable bridge section over the Milwaukee River, according to Bauman. Bauman wants the Council’s Public Works Committee to look into the issue.
City officials, and the Wisconsin DOT are looking for options to replace it with a ground level road connected to highway (I-794). The bridge six lane bridge is in need of repairs estimated at $200,000,000 for the redecking, and the DOT is looking into demolishing the 2.5 mile bridge and replacing most of the road way with a boulevard, which would be more expensive to built on the short term, according to state officials.
No doubt, any attempt to replace the bridge will have lasting effects in the area, it would result in the loss of federal dollars, traffic, and the interstate route would be removed from maps.
Remember the removal of the Park East Freeway in Milwaukee. The Park East Freeway connected traffic flow to the East side and Brady Street. Today, the area where it once stood is far from being fully developed as a result of our stagnate economy.
H. Nelson Goodson, a resident from the South side is suggesting an innovative idea for Ald. Bauman, the Common Council, DOT and the Public Works Committee; lets save the Hoan Bridge by making it into a Milwaukee tourist attraction. Use one lane for traffic with moderate speed and the other lanes for parking and allow people to walk, bike, and jog along the bridge to view the scenery. On weekends, have live concerts on the Hoan and plenty of food and beverage vendors from one end to the other. Add chicken wire fencing to both sides of the bridge to keep drunks and wanna-be jumpers from jumping. "Party on the Hoan Bridge should be added as a marketing slogan to attract tourism from throughout the Midwest and would add millions of tourist and local dollars to our local economy per year,” Goodson said.

El Juez Chávez absolvió dos Citaciones Dadas al Club Internacional

Milwaukee -El pasado martes, el Juez Municipal Phil Chávez absolvió dos citaciones dadas por la policía a los propietarios del Club Internacional antes de que esta fuera designada una molestía crónica. Estas fueron dadas el 2 de febrero de 2009 y cada citación contiende que Hussein (Mickey) Govani falló en reducir las actividades de molestia en la propiedad después que esta fuera designada una Propiedad de Molestia Crónica”. Una citación carga con una violación el 22 de noviembre de 2008 y la otra violación el 4 de enero de 2009.
El Jefe de la Policía Edward A. Flynn, y el departamento de policía fallaron en seguir procedimiento apropiado como es descrito en relación a la ordenanza en Molestia Crónica. La propiedad de Govani fue designada una molestia crónica antes de que le fuera permitido el combatir la actividad de molestia y “después de recibir la nota”. El nunca fue cargado por el costo de tres aplicaciones en un año. Solo entonces, Govani se hubiera tenido que enfrentar a citaciones y perdida de no menos de $1,000, y no más de $5,000 en multas.
El Abogado Vince J. Bobot quien representa a Govani discutió el Martes que la policía y la Ciudad de Milwaukee fallaron en probar que la premisas del Club Internacional era una molestia crónica antes de que le dieran las dos citaciones. El Juez Chávez estuvo de acuerdo y absolvió los cargos.
En marzo, el Concilio Común bajo recomendación del Departamento de la Policía suspendió la licencia del Club Internacional por 25 días porque la propiedad fue designada por el Jefe Flynn como una propiedad de molestia crónica. Flynn ilegalmente designó la propiedad como una molestia crónica, antes de permitir que Govani resolviera cualquier alegada actividad de molestia en su propiedad.
Desde entonces, la policía continua vigilando las actividades del negocio Club Internacional. Temprano por el lunes pasado, las cámaras portatiles que la policía instaló el viernes en la propiedad de Badger Mutual Insurance, para vigilar las actividades al cruzar la calle en el Club Internacional fueron removidas por la policía.

Cuando Roy Bubeck, Presidente y CEO de Badger Mutual Insurance fue contactado el lunes el dijo que “la policía había pedido permiso para instalarlas en el estacionamiento de Badger Mutual”. Cuando se le preguntó el porque las cámaras estaban vigilando el Club Internacional durante el fin de semana, Bubeck inmediatamente respondió “No tengo comentarios”.
El Concejal Bob Donovan también dijo el lunes, el se enteró antes del viernes que la policía iba a colocar las cámaras en Badger Insurance. Donovan manejó por el área y vio las cámaras en el estacionamiento de Badger. “Yo vote para suspender la licencia de licor del Club Internacional en marzo”, por causa de una serie de reportes de la policía concernientes a varias citaciones. Donovan no se opusó a que instalaran las cámaras y que usaran las cámaras dentro de una propiedad de negocios para espiar las actividades de otro negocio al cruzar la calle.
El Concejal James Witkowiak cuando fue contactado el lunes dijo, que él no sabía que las cámaras de la policía habían sido instaladas en el estacionamiento de Badger, pero iba a investigar.

El Martes pasado, el Capital de la Policía Donald J. Gaglione del 2do Distrito dijo, las cámaras fueron instaladas en el Badger Mutual Insurance debido a una serie de querellas de los ciudadanos en relación a peleas y que los clientes estaban causando molestias mientras se iban desde que el Club Internacional reabrió. Las cámaras fueron instaladas en un área segura para prevenir vandalismo. Las actividades en el Oeste de la Avenida National y el Club Internacional estaban siendo vigiladas por el Distrito de la Policía 2do. El Capitan Gaglione añadió que el consideraría el reinstalar las cámaras en Badger este fin de semana. Él también negó que clientes del Club Internacional fueron hostigados o intimidados por los oficiales. Gaglione dijo que su trabajo era el proveer seguridad para la comunidad en el área, y si las cámaras necesitan ser colocadas en algún lugar donde son necesitadas, “yo lo voy a hacer”.
Govani, quien opera el Club Internacional dijo que ellos decidieron el cerrar el Club el viernes y sábado en la noche. Govani y sus empleados vieron a oficiales de la policía deteniendo y cuestionando a clientes tan pronto ellos abrieron. Los clientes se quejaron al dueño del Club. Govani entonces decidió el cerrar el club para evitar que sus clientes fueran hostigados e intimidados por la policía.
El abogado de Govani registró una petición de registros abiertos con varios departamentos de la Ciudad de Milwaukee el lunes. Govani quiere copias de cualquier querella por parte de ciudadanos u oficiales contra el Club Internacional presentadas a los concejales y el alcalde las cuales fueron registradas con departamentos de la ciudad y la Alcaldía incluyendo el Departamento de la Policía.
El pasado viernes, personal de la policía instaló unidades de cámaras portátiles poco después de las 5:00 p.m. en el estacionamiento cercado de Badger Mutual Insurance, 1635 Oeste Avenida National, aparentemente, el Capitan Gaglione del 2do distrito de la policía, 245 Oeste Avenida Lincoln aprobó la instalación para proveer vigilancia del Club de Hip Hop Club Internacional, 721 Sur de César Chávez Dr. con la cooperación de Bubeck.
El único espacio que las cámaras pueden cubrir es norte en dirección al club de Hip Hop el cual atrae clientes mayores de 25 años de edad, de acuerdo a su página de la Internet. Aparenta ser que Bubeck no esta de acuerdo con el factor de que el club es popular con afro-americanos y Latinos, según al dueño de un local. Badger Mutual Insurance también instaló cámaras alrededor de su propiedad y una detrás del centro de servicios financieros a la comunidad (Check Cashing Place) en el 801 Sur César Chávez Dr. mirando hacia el norte directamente al Club Internacional.
Bubeck es propietario de una serie de edificios y casas de habitaciones a lo largo del Oeste Avenida National y junto al Club Internacional. El National Avenue Hotel y el edificio Badger Properties son propiedad y manejados por Badger Mutual Insurance.
Querellas previas de parte de residentes cercanos, multas y citaciones por conducta desordenada a un número de empleados del club (los empleados fueron más tarde despedidos) y ruidos duros por parte de clientes en el estacionamiento del club y áreas cercanas fueron registradas por la Ciudad de Milwaukee contra el Club Internacional. Las querellas y los incidentes con la policía llevaron a la suspensión temporera por 25 días de la licencia del Club Internacional el 9 de marzo de 2009, de acuerdo al Concejal Ashanti Hamilton.
El Club Internacional es operado por Homestyle Restaurant Group, LLC y es propiedad de Govani. Govani apareció frente al comité de licencias en marzo para reaplicar por las renovación de las licencias de taberna clase B y entretenimiento de taberna (Cabaret/Club Nocturno).
Aun cuando el club ha instalado más cámaras, ha contratado más seguridad, reemplazado a empleados, añadió un monitor de ID, elevaron la edad mínima de entrada al lugar a 25 años de edad, el dueño del Club Internacional dice que ahora ellos son blanco para que local de entretenimiento sea cerrado.

Milwaukee, El pasado lunes, el Concejal Bob Donovan, un número de oficiales de la ciudad y dos enlaces con la comunidad de la policía del 2do Distrito de Policía caminaron a lo largo del 8vo Distrito de Concilio Común para reclutar a capitanes de vigilancia de bloque e inspeccionar el vecindario. Donovan caminó a través de su distrito un par de veces a la semana, usualmente los lunes y miércoles.
Los oficiales de la policía Jesús Gloria, y José Arzaga junto con el inspector de Sanidad Dennis Murawski, y Jennifer Weiser, Oficial de Control de Molestias, ambos de la Ciudad de Milwaukee se unieron a Donovan en su caminata rutinaria a través del vecindario.

Mientras caminaban por un callejón en el Oeste del Sur Calle 37 en el bloque 1600, los oficiales vieron a una gallina pequeña mantenida en una jaula al lado de un garaje. El Oficial Gloria se comunicó con la mujer en la residencia y le advirtió que ella tenia que remover la gallina fuera del patio debido a razones de que no eran condiciones sanitarias. La mujer cumplió.
Mientras entraban en otro callejón, el Concejal Donovan fue detenido temporalmente por una pasajera femenina en un autobús de escuela quien le gritó “tu estás haciendo un gran trabajo… gracias”. Donovan sonrió. Murawski dijo, Donovan es prácticamente el único Concejal que él conoce que actualmente camina dos veces por semana a lo largo del vecindario para ayudar a identificar áreas las cuales necesitan ser limpiadas y propiedades que tienen que ser mantenidas bajo los códigos de la ciudad. El Concejal Terry Witkowski del distrito 13 lo hace de vez en cuando, pero su vecindario no es tan malo como el de el Concejal Donovan, de acuerdo a Murawski. Una palabra de advertencia a los residentes, “mantengan sus patios limpios y si me ven venir, hay un problema”, dijo Murawski. Donovan notó el lunes, algunas áreas y propiedades a lo largo del Sur de la Calle 35 hasta el Sur de la Calle 38 entre la Calle Oeste de la Burnham y Oeste de Branting Lane tiene que recortar sus arbustos y deshacerse de la yerba en los patios junto a los callejones y aceras.
Dos años atrás, Donovan y Murawski recordaron un incidente. Mientras caminaban a través del vecindario una mujer llamó a Donovan y le pidió que le diera una multa para que limpiara la propiedad. La mujer le dijo a Donovan “es la única forma en que mi esposo la va a limpiar”. Donovan dijo que ellos cumplieron con la petición de la mujer, pero era una violación de la propiedad menor.

Judge Chavez Dismissed Two Citations Issued To Club International


Police issued citations before property was designated a chronic nuisance property

Milwaukee - On Tuesday, Municipal Judge Phil Chavez dismissed two citations issued to the owners of Club International by police before it was designated a chronic nuisance property. They were issued on February 2, 2009 and each citation contends that Hussein (Mickey) Govani “failed to abate nuisance activity at the property after it was designated a Chronic Nuisance Property.” One citation charges a violation on Nov. 22, 2008 and the other violation on January 4, 2009.
Police Chief Edward A. Flynn, and the police department failed to follow proper procedure as describe per Chronic Nuisance ordinance. Govani’s property was designated for chronic nuisance before he was allowed to abate the nuisance activity and “after receiving notice.” He was never billed for three separate costs of enforcement within one year. Only then, Govani could have face a citation and forfeiture of not less than $1,000, nor more than $5,000 in fines.
Attorney Vince J. Bobot who represents Govani argued on Tuesday that police and the City of Milwaukee failed to prove that Club International was a chronic nuisance premises before issuing two citations to Govani. Police issued the citations before legally designating the property a nuisance, Judge Chavez agreed and dismissed the citations.
In March, the Milwaukee Common Council on recommendation from the Police Department suspended the license of Club International for 25 days because the property was designated by Chief Flynn as chronic nuisance property. Flynn illegally designated the property a chronic nuisance, before allowing Govani to resolve any alleged nuisance activity in his property.
Since then, police continued to monitor Club International business activity. On early Monday, the portable police cameras installed inside the Badger Mutual Insurance property on Friday, to monitor the weekend business activity of Club International across the street were removed by police officials.

When contacted Monday, Roy Bubeck, President and CEO of Badger Mutual Insurance said “Police had requested permission to install them in the Badger parking lot.” When asked, why were the cameras monitoring Club International weekend activity? Bubeck immediately responded “No Comment.”
Alderman Bob Donovan also said on Monday, he learned before Friday that the police cameras were going to be placed at Badger Insurance. Donovan drove thru the area and saw the cameras inside the Badger parking lot. “I voted to suspend the Club International liquor license in March,” because of prior police reports concerning various citations. Donovan did not object installing and using police cameras inside a business property to monitor another business activity across the street.
Alderman James Witkowiak when contacted on Monday said, he did not know that the police cameras were installed in the parking lot at Badger, but would look into it.

On Tuesday, Police Captain Donald J. Gaglione from District 2 said, the cameras were installed at Badger Insurance due to multiple citizen complaints that fights and patrons were causing nuisance while leaving Club International since it reopened. The cameras were installed in a secure area to prevent any vandalism to them. The W. National Ave. and Club International activity was being monitored from Police District 2. Captain Gaglione would not confirm, if Badger Insurance was a complainant. Gaglione added that he would consider reinstalling the cameras at Badger for this upcoming weekend. He also denied that any patrons from Club International were being harassed or intimidated by his officers. Gaglione stated that his job is to provide a secure and safe area for the community, and if the cameras need to be placed somewhere else where they are needed, “I will do so.”
Govani, who operates Club International said they decided to close the club on Friday and Saturday night. Govani and employees saw police officers stopping and questioning patrons soon after opening. Patrons complained to the club owner. Govani then decided to close the club to avoid his patrons getting harassed and intimidated by police.
Govani’s attorney filed an open records request on Monday with various City of Milwaukee departments. Govani wants copies of any citizen or official complaints to aldermen, the mayor that were filed with city departments and City Hall including the Milwaukee Police Department concerning his Club International business.
Last Friday, police personal installed a portable unit with cameras just after 5:00 p.m. in the fenced parking lot of Badger Mutual Insurance, 1635 W. National Ave. Apparently, Captain Gaglione from the Police District 2, 245 W. Lincoln Ave. approved the installation in order to provide surveillance targeted at Hip-Hop Club International, 721 S. Cesar E. Chavez Dr. with cooperation from Bubeck.
The only open space the police camera can actually cover is North towards the popular Hip-Hop club which attracts a crowd over the age of 25, according to its web site. It seems, that Bubeck is not too happy with the club that is popular to Blacks, and attracts thugs into the area, according to a local business owner. Badger Mutual Insurance has also installed cameras around their property and one behind the Community Financial Service Center (Check Cashing Place) on 801 S. Cesar E. Chavez Dr. facing North directly to the entrance of Club International.
Bubeck owns several buildings and rooming houses along W. National and adjacent to Club International. National Avenue Hotel, 1700 W. National Ave. and Badger Properties building at 1630 W. National Ave. are owned and managed by Badger Mutual Insurance.
Prior complaints by nearby residents, fines and citations for disorderly conduct to several club employees (the employees were later terminated) and loud noise by patrons in the club’s parking lot and nearby were recorded by the City of Milwaukee against Club International. The complaints and police incident reports led to temporarily suspended the Club International license for 25 days on March 9, 2009, according to Alderman Ashanti Hamilton.
Club International is operated by Homestyle Restaurant Group, LLC and owned by Govani. Govani in March went before the Licenses Committee to reapply for a Class “B” Tavern and Tavern Amusement (Cabaret/Nite Club) renewal applications.
Despite that the club has installed more cameras, hired more security guards, replaced employees, added an ID scanner, raised their minimum age requirement to 25 years of age, the owners of Club International say they are now being targeted for shutdown of their entertainment venue.

Neighborhood Walk By City Officials Result In Clean Up


Resident along the 1600 block of S. 37 St. told by police to remove young chicken from property

Milwaukee- On Monday, Alderman Bob Donovan, several city officials and two police community liaisons from the 2nd Police District walked along the 8th Aldermanic area to recruit block watch captains and inspect the neighborhood. Donovan walks through his district a couple of times a week, usually on Mondays and Wednesdays.

Police officers, Jesus Gloria, and Jose Arzaga along with Dennis Murawski, Sanitation Inspector, and Jennifer Weiser, Nuisance Control Officer, both from the City of Milwaukee joined Donovan’s walk through the neighborhood routine. While walking through an alley West of S. 37 St. in the 1600 block, the officers spotted a young chicken kept in an out door cage adjacent to a garage. Officer Gloria contacted a women in the residence and advised her they had to remove the chicken from the yard due to unsanitary conditions. The woman complied.
While entering into another alley, Alderman Donovan was temporarily stopped by a female passenger in a School bus who yelled at him “you are doing a great job...thank you.” Donovan smiled.
Murawski said, Donovan is practically the only Alderman he knows that actually walks twice a week along his neighborhood to help identify areas which need to be cleaned up and properties which need to be kept up to city code. Alderman Terry Witkowski from the 13th district does it once in while that I’m aware off, but his neighborhood isn’t as bad as Alderman Donovan’s, according to Murawski. A word of advice to residents, “Keep your yards clean and if you see me coming, there is a problem,” Murawski said.
Donovan on Monday noticed, some areas and properties along S. 35 St. to S. 38th St. between W. Burnham St. and W. Branting Lane need to trim their bushes and get rid of the weeds in yards adjacent to alleys and side walks.
Two years ago, Donovan and Murawski recalled an incident. While walking through the neighborhood a woman called to Donovan and ask him to give them a citation to clean up their property. The woman told Donovan “it’s the only way my husband cleans it up.” Donovan said they did comply with the woman’s request, but it was a minor property violation.

Mexican Fiesta Federal Lawsuit Claims It Lost $103,410 In 2008


Texas promoters were paid $18,500 by organizers to bring two popular bands to Fiesta, but the bands never showed up

Milwaukee - A federal lawsuit filed by Wisconsin Hispanic Scholarship Foundation Inc. (WHSF) who operates Mexican Fiesta claims that they paid at least $18,500 to Texas ‘La Otra Mitad’ promoters to bring two popular bands to Fiesta. The money was paid as a deposit to bring Los Primos de Durango and Big Circo to last year’s lakefront festival. Los Primos del Durango were supposed to have performed twice during the Aug. 23 and 24, 2008 event and would have cost a total of $27,000. Fiesta sent $13,500 as a deposit to contract Los Primos on May 5, 2008 to the promoters and $5,000 as a deposit on May 29, 2008 for Circo. Big Circo was also supposed to have performed twice at a cost of $10,000.
WHSF alleges the Texas promoters, Albert Ramirez Sr. and Martha Ramirez have yet to return the $13,500 in deposits, and is claiming a breach of contract. Fiesta organizers say the festival lost attendance, and revenues including marketing costs as a result of the no show of the bands.
Organizers estimated the festival lost profits from food, beer, and beverage sales totaling $103,410 and seeks a total of $211,110 in damages, the lawsuit states.

Milwaukee -Una demanda federal registrada por el Hispanic Scholarship Foundation Inc. (WHSF) quienes operan Mexican Fiesta claman que ellos pagaron $18,500 a los promotores “La Otra Mitad” de Texas para que trajeran bandas populares a Fiesta. El dinero fue pagado como depósito para traer a Los Primos de Durango y Big Circo al festival del año pasado.
Los Primos de Durango estaban supuestos a actuar dos veces durante el evento en el 23 y 24 de agosto, 2008 y hubieran costado $27,000 por sus dos presentaciones.
Fiesta envió $13,500 a los promotores como depósito del contrato de Los Primos el 5 de mayo de 2008 y $5,000 como depósito el 29 de mayo de 2008 para Circo. Big Circo también estaba supuesto a actuar dos veces a un costo de $10,000.
WHSF alega que los promotores de Texas, Albert Ramírez Sr. y su esposa Martha Ramírez aun no han reembolsado el depósito de 13,500 a Fiesta, y están clamando violación de contrato.

27-year-old Man Sentenced For Killing Homeless Man

Milwaukee - Last week, Matthew Eric McAfee, 27, of Cudahy was sentenced to 69 years, but will serve 52 years in prison for the homicide conviction of Kelly Graf, 29, in October of 2008. Graf who was homeless at the time of his death was living in a near by wooded area at the 700 block of S. 56th St.
McAfee will serve 40 years of 50 years for first-degree reckless homicide and 10 years of supervision, will serve 2 years in prison and 2 years of supervision of 4 years for being a felon in possession of a weapon, and will serve 10 years in prison and 5 years of extended supervision of 15 years for armed robbery, according to court records. Sentences to be served consecutively.
McAfee and three others attacked and murdered Graf for allegedly taking nude cell phone photos of a 15-year-old girl. The cell phone and photos of the teenager were never recovered by Mcafee or police.
In connection with Graf’s murder, Kyle James King, 26, of Okauchee was sentenced to three years in prison and four years of extended supervision for felony battery; and Timothy J. Fuchs, 33, of Milwaukee, convicted of felony murder, is scheduled to be sentenced July 28.
Sean J. Smith, 18, of Milwaukee was charged with felony murder and battery and is scheduled for trial on Oct. 19.

Milwaukee – La semana pasada, Matthew Eric McAfee, 27, de Cudahy fue sentenciado a a 69 años de prisión, pero servirá solo 52 años por el homicidio de Kelly Graf, 29, en octubre de 2008. Graf quien no tenia hogar al momento de su muerte estaba viviendo cerca de un área de árboles en el bloque 700 Sur de la Calle 56ta.
McAfee servirá 40 años de los 50 por homicidio descuidado en primer grado y 10 años de supervisión, él servirá 2 años de prisión y 2 años de supervisión de los 4 años por ser un maleante en posesión de un arma, y servirá 10 años en la prisión y 5 años de supervisión extendida por robo a mano armada, de acuerdo a registros en la corte. Las sentencias a ser servidas consecutivamente.
McAfee y otros tres atacaron y mataron a Graf por alegadamente haber tomado fotos con su celular de una niña de 15 años de edad desnuda. El teléfono celular y las fotos nunca fueron recobradas por McAfee o la Policía.
En conexión con el homicidio de Graf, Kyle James King, 26, de Okauchee fue sentenciado a tres años de prisión y cuatro años de supervisión extendida por golpiza criminal; y Timothy J. Fuchs, 33, de Milwaukee, convicto del crimen de asesinato, está programado a ser sentenciado el 28 de julio.
Sean J. Smith, 18, de Milwaukee fue cargado con el crimen de asesinato y golpiza y está programado a ser enjuiciado el 19 de octubre.

Milwaukee – El pasado miércoles la Junta Ética de Milwaukee desestimó una querella registrada por un grupo de ciudadanos alegando que la relación extra-marital del Jefe Edward A. Flynn viola el código ético de la ciudad. El Director de la Junta de Ética Dwight Ellis dijo que la junta decidió que la querella de La Monte Harris no presentaba un caso apropiado para que la Junta en Ética tomara acción contra el Jefe Flynn.
La ley del Estado de Wisconsin dice, que el cometer adulterio es una ofensa criminal Clase I. Raramente alguien ha sido cargado con esa ofensa, pero sin duda es una ley. ¿Cometió Flynn un crimen? Su propia admisión pública confirmando la relación con Jessica McBribe, indica que él cometió un crimen bajo la ley de Wisconsin. Ambos McBribe and Flynn están casados con otras personas.

Niña del Lado Sur de 13 Años de Edad Muere a Causa del H1N1

Milwaukee -Oficiales de salud de la Ciudad reportaron la muerte de Gisela Alanis, 13, quien se convirtió en la victima más reciente al virus mortal de influenza A (H1N1). El reporte del Médico Forense de Milwaukee dice que Alanis fue admitida al Hospital de Niños de Wisconsin el 27 de mayo debido a complicaciones con su asma. Alanis más tarde desarrolló dificultades respiratorias, fiebre y fue diagnosticada con A (H1N1) por lo cual falleció el domingo 12 de julio a causa de dicha enfermedad. Ella se convirtió en la cuarta victima de la Influenza Porcina en Milwaukee y la quinta persona en morir de la misma en el Estado de Wisconsin.
Alanis, una estudiante de octavo grado quien asistiera a la Escuela Intermedia Notre Dame en el lado Sur de Milwaukee, y faltó a la graduación que se llevara a cabo el 5 de junio. El padre de ella aceptó el diploma de Alanis.

Puede que ella no había sido examinada para ver si estaba infectada con el virus de la influenza. El pasado miércoles, sus compañeros de escuela del octavo grado llevaron a cabo una venta de pasteles para recaudar fondos y así ayudar a la familia de Alanis con los gastos funerales.
El Centro de Control y Prevención de Enfermedades reportó que Wisconsin tiene 6,037 casos ambos confirmados y probables de la influenza Porcina.
El Comisionado de Salud de la Ciudad Bevan K. Baker también reportó que en Milwaukee solamente existen 3,268 casos. Los números de Milwaukee han estado declinando, pero se espera aumenten, de acuerdo a oficiales de salud. “Nosotros también esperamos que los número se incrementen en el otoño”, dijo Baker el pasado martes.
El Estado de New York ha reportado hasta el 10 de julio 2,582 casos influenza Porcina confirmados y probables, con 52 muertes reportadas por causa de la enfermedad. New York tiene el más alto número de muertes por causa del virus de influenza en el país.

Milwaukee - City health officials reported the death of Gisela Alanis, 13, who became the latest victim to the A (H1N1) deadly influenza virus. The Milwaukee Medical Examiner report says Alanis was admitted to Children's Hospital of Wisconsin on May 27 due to complications related to asthma. Alanis later developed respiratory difficulties, fever and was diagnosed with A (H1N1) and died last Sunday, July 12 from the influenza virus. She became the fourth victim of the Swine flu in Milwaukee and the fifth person to die from A (H1N1) in the State of Wisconsin.
Alanis, an eighth-grader attended Notre Dame Middle School in the South side of Milwaukee, and missed the June 5th graduation. Her father accepted Alanis’ diploma.
Family members didn’t know how sick she was because she suffered from asthma, and doctors from the Children's Hospital never notified the parents that Alanis had A (H1N1). She might not have been tested for the influenza virus. The family first found out about the cause of her death when reporters went to the family asking questions.
On Wednesday, her eighth-grade classmates held a bake sale fundraiser to help Alanis family with funeral expenses.
The Centers for Disease Control and Prevention reported that Wisconsin has 6,037 both confirmed and probable swine flu cases. City Commissioner of Health Bevan K. Baker also reported that Milwaukee by itself has 3,268 cases. Milwaukee case counts have been declining, but are expected to rise, according to health officials. “We're also expecting the numbers to ramp back up in the fall,” Baker said on Tuesday.
As of July 10th, the State of New York reported 2582 of confirmed and probable swine flu cases, with 52 reported deaths from A (H1N1). New York has the highest deaths from the influenza virus than any other state in the country.

Milwaukee Police Chief Above The Law?


The Ethics Board dismissed a citizen’s complaint alleging Police Chief Edward Flynn's extra-marital affair violated the city's ethics code

Milwaukee - On Wednesday, the Milwaukee Ethics Board decided to dismissed a complaint filed by a group of citizens alleging Chief Edward A. Flynn's extra-marital affair violated the city's ethics code. Ethics Board Chairman Dwight Ellis said the board decided that the La Monte Harris complaint did not state a proper case for the Ethics Board to take action against Chief Flynn.
Wisconsin State Law states, that committing adultery is a Class I Felony Offense. Rarely has anyone ever been charged with the offense, but no doubt it’s a law. Did Flynn commit a felony? His own public admission of confirming the affair with Jessica McBribe, indicates he did commit a felony under Wisconsin law. Both McBribe and Flynn are married to other spouses.
Even though, Milwaukee County District Attorney John Chisholm decided not to prosecute the police chief, Flynn should be removed from office for committing a felony.
Harris is optimistic that “someone with integrity and standards” will hold Flynn accountable. On Tuesday, Harris and a group calling for accountability for the top law enforcement official is requesting for Milwaukee County Chief Circuit Judge Jeffrey Kremers to launch a John Doe investigation targeting Flynn.
On Wednesday, South side Alderman Bob Donovan criticized Mayor Tom Barrett for using Chief Flynn for next Tuesday Barrett’s 400 dollar per person fundraiser at the Italian Community Center. “I'll be honest, Tom, this whole thing just doesn't smell right to me,” Donovan wrote Barrett.
The Milwaukee Fire and Police Commission has terminated Police Officers for violating the Police Officer Code of Ethics and who have committed a felony act, even though they don’t get prosecuted. The Ethic Board’s decision to dismiss the complaint and their lack of judgement to launch an investigation sets precedent that Chief Flynn has become immune from justice, according to Taxpayers.

Concejal del Lado Sur Decide el No Proceder con Dominio Eminente

Milwaukee -El miércoles 1ro de julio el Concejal James Witkowiak quien representa el Distrito 12do envió una declaración diciendo que él y la Ciudad de Milwaukee no va a continuar persiguiendo el usar dominio eminente para tomar poder de la propiedad de la familia Eligio Cetina. Los Cetina están ahora planeando el desarrollar el terreno como espacio al detal y la ciudad les está permitiendo el desarrollar el terreno, aun sin someter los nuevos planes, de acuerdo al abogado Don Stinespring Jr. quien representa a los Cetina.
“Desde un punto de vista legal y constitucional, nadie debe de ser permitido el construir en una propiedad que no ha sido destrozada, la cual no ha recibido ninguna violación y no le está haciendo daño a nadie”, dijo Stinespring. Los Cetina han contratado a un arquitecto para que finalice los planes y los someta a la ciudad.
La ciudad de Milwaukee por años ha tratado de negar a la familia Cetina permisos para comenzar la construcción de su negocio. Oficiales se la hizo a la familia Cetina creer que se les iba a otorgar un permiso para construir una vez reparaciones en un edificio existente en su propiedad. Ellos gastaron miles de dólares en la reparación del edificio. Finalmente, como la ciudad no les estaba otorgando un permiso para construir un restaurante Maya con barra, la familia Cetina decidió el gastar otros $30 mil dólares para remover el edificio. Una vez la demolición comenzó, los Cetina recibieron una carta una semana más tarde de la ciudad demandando la demolición del edificio, de acuerdo a Eligio.
Las propiedades de Cetina están localizadas en el 1443 y 1445-47 Sur de la Avenida Muskego. Las dos parcelas de terreno fueron designadas como destrozadas para facilitar la adquisición del terreno por parte de la Autoridad de Reconstrucción de la Ciudad de Milwaukee, Wisconsin a finales de mayo. La Autoridad de Reconstrucción de la Ciudad de Milwaukee y el Departamento de Desarrollo de la Ciudad (DCD) no tienen ningún registro de haber citado alguna vez las propiedades de Cetina por ninguna clase de violación que actualmente la hubiera catalogado como destrozada.
El Concejal Witkowiak dirigió la decisión de quitarle la propiedad a los Cetina y entonces vendersela a Pete Tsitiridis, propietario de Pete’s Fruit Market en al 1400 Sur de la Calle Union quien quiere construir una expansión de su negocio de 51,790 pies cuadrados valorada en $5.7 millones lo cual incluiría la propiedad de los Cetina.
Las acciones de Witkowiak llevaron a formarse un grupo de negocios Hispanos quienes entonces se opusieron públicamente al uso de dominio eminente para quitarle la propiedad a los Cetina. El grupo amenazó con remover al Concejal Witkowiak y comenzar un boicot contra Pete’s Fruit Market, el cual depende en los consumidores Latinos.
La propuesta expansión de Pete’s Fruit Market no estuvo incluida en Plan de Desarrollo Comprensivo de Lado Sur Cercano el cual fue aprobado el pasado mayo por el Concilio Común. El plan se considera discriminatorio en contra de los negocios Hispanos, porque le falta el promover crecimiento, y el construir en los negocios Hispanos existentes a lo largo de los corredores del Oeste de la Avenida National, Oeste de la Histórica Calle Mitchell y el Oeste de la Avenida Lincoln. El plan comprensivo tampoco tenía una versión en Español antes de que fuera pasado por la ciudad. La ciudad quiere crecimiento de negocios al detal en esos corredores.
Los planeadores del Plan de Desarrollo Comprensivo de Lado Sur Cercano incluyendo a la firma HNTB, Planeadores del Departamento de Desarrollo de la Ciudad, Equipo de Gerencia de Contratos, y compañeros proveedores de fondos Maria Monreal-Cameron, directora ejecutiva y CEO del Hispanic Chamber of Commerce de Wisconsin y el Dr. Tony Baéz, director ejecutivo y CEO del Spanish Speaking Council.
Ambos Concejales Witkowiak y Tony Zielinski han sido criticados por usar los planes de Desarrollo Comprensivo de Area aprobados en sus distritos para promover el crecimiento de intereses especiales.
Witkowiak durante la reunión en mayo del Comité de División de Zona, Vecindarios y Desarrollo, ha dicho que él o la ciudad nunca le quitarían terrenos a los residentes del Lado Sur, pero solo tres semanas después de pasar el Plan de Desarrollo Comprensivo de Lado Sur Cercano, Witkowiak estaba usando dominio eminente para quitarle la propiedad a los Cetina.
La controversia del plan comenzó el pasado diciembre cuando el Plan Comprensivo del Sur Este fue aprobado por el Concilio Común fue usado por el Concejal Zielinski para evitar que AK Food Mart en Bay View obtuviera una licencia de licor. En una audiencia del Comité el 15 de diciembre de 2008 ellos trajeron a Michael J. Maierle, Planeador Urbano para el DCD para que testificara que no iba a avanzar el plan, si la licencia fuera otorgada.
Pero un mes más tarde el Concejal Tony Zielinski dirigió la aprobación de una licencia de licor para otro negocio bajo construcción llamado Tonic Tavern en el bloque 2300 de Sur de la KK sin avisar a los residentes de vecindario como es requerido por la ley. Al presente, Zielinski es miembro del Comité de Licencias.

Madre Adoptiva Sentenciada a Prisión por la Muerte de una Criatura de 13 meses de edad

Milwaukee- El martes pasado, Crystal Keith, 25, fue sentenciada por la juez del condado de Milwaukee Patricia McMahon a 50 años de prisión y 25 años de supervisión en la golpiza fatal el pasado noviembre 2008 de Christopher Thomas de 13 meses de edad. Keith también fue sentenciada por torturar a la hermana Thomas de 2 años de edad. Es la tía por parentesco de los Thomas, de acuerdo a registros de la corte.
En mayo, Keith fue convicta por primer grado de homicidio precipitado y por abuso de niños, ambos felonías.
La muerte de Thomas resultó en cambios dentro del Negociado del Departamento de Niños y Familias de Bienestar de Niños de Milwaukee. Trabajadores de casos ahora están requeridos a visitar a niños en casas adoptivas dos veces al mes.
La Causa, una organización sin fines de lucro del Lado Sur se le había otorgado previamente un contrato de 11 millones para el bienestar de niños para que proveyera gerencia de casos continua y servicios de seguridad para 650 casos y había empleado a 120 trabajadores de casos de bienestar público.
Una investigación interna por el estado de Wisconsin culpa a La Causa por haber manejado mal el caso de Thomas. El estado encontró que el trabajador del caso de La Causa no tenía experiencia, le faltaba el entrenamiento adecuado y falló en supervisar a ambos, Thomas y su hermana de 2 años de edad.
En diciembre 2008, Hugo Cardona, ex presidente y CEO de La Causa decidió el terminar el contrato de 11 millones de dólares con el estado poco después de la muerte de Thomas. Cardona personalmente presentó la decisión de la agencia de terminar el contrato a Reggie Bicha, Secretaria del Departamento de Niños y Familias del estado.
En mayo 2009, Integrated Family Services tomo control del contrato del estado y contrató a la mayoría del personal de La Causa para manejar los servicios de bienestar. Integrated Family Services es una agencia sin fines de lucro subsidaria de St. Aemilian-Lakeside, de acuerdo al Departamento de Niños y Familias del estado.

Foster Parent Sentenced To Prison In Death Of 13-month-old Child

Milwaukee - On Tuesday, Crystal Keith, 25, was sentenced by Milwaukee County Circuit Judge Patricia McMahon to 50 years in prison and 25 years of supervision in the November 2008 beating death of 13-month-old Christopher Thomas. Keith was also sentenced for torturing Thomas’ 2-year-old sister. Keith is the Thomas kinship aunt, according to court records.
In May, Keith was convicted of 1st-Degree Reckless Homicide and Child Abuse - Intentionally Cause Great Bodily Harm, both felonies.
The death of Thomas resulted in changes within the Wisconsin Department of Children and Families' Bureau of Milwaukee Child Welfare. Caseworkers are now required to visit children in foster homes twice a month.
La Causa a South side non-profit organization was previously awarded an 11 million child welfare contract to provide ongoing case management and safety services for 650 cases and had employed 120 child welfare case workers.
An internal investigation by the state blamed La Causa for mishandling Thomas case. The state found that a case worker from La Causa was inexperienced, lacked adequate training and failed to supervise both Thomas and his 2-year-old sister.
In December 2008, Hugo Cardona, former president and CEO of La Causa decided to end the 11 million contract with the state shortly after Thomas death. Cardona personally turned in the agency’s decision to end the contract to Reggie Bicha, Secretary of the state's Department of Children and Families.
In May 2009, Integrated Family Services took over the state contract and hired most of La Causa’s staff for managing the child welfare services. Integrated Family Services is a nonprofit subsidiary of St. Aemilian-Lakeside, according to state's Department of Children and Families.

South Side Alderman Decides Not To Pursue Eminent Domain


City planned to take Latino family land to sell to neighboring business for their 5.7 million expansion

Milwaukee- On Wednesday, July 1st, Alderman James Witkowiak who represents the 12th Aldermanic District sent out a statement saying he and the City of Milwaukee will no longer pursue using eminent domain to take property from Eligio Cetina’s family. The Cetina’s are now planning to develop the land as retail space and the city is letting them develop the land, even without submitting new plans, according to attorney Don Stinespring Jr. who represents the Cetina’s.
“From a legal and constitutional point of view, no one should be forced to build on property that is unblighted, without any violations and is not harming anyone,” Stinespring said. The Cetina’s have hired an architect to finalize their plans and submit them to the city.
The City of Milwaukee for years had tried to deny the Cetina family permits to break ground for a business. City officials led the Cetina family to believe that they would be granted building permits once repairs were made to an existing building in their property. They spend thousands of dollars for repairs of the building. Finally, since the city was not granting them a permit to open a Mayan Restaurant and bar, the Cetina family decided to spend another 30 thousand to remove the building. Once demolition began, the Cetina’s received a letter a week later from the city demanding demolition of the building, according to Eligio.
Cetina’s properties are located on 1443 and 1445-47 S. Muskego Ave. The two land parcels were blight designated to facilitate the acquisition of the land by the Redevelopment Authority of the City of Milwaukee, Wisconsin in late May. The Redevelopment Authority and the Department of City Development (DCD) have no record of ever citing the Cetina’s properties for any kind of violations that would actually classify them as blighted.
Alderman Witkowiak led the decision to take the Cetina’s properties and then sell it to Pete Tsitiridis, owner of Pete's Fruit Market at 1400 S. Union St. who wants to build a $5.7 million, 51,790-square-foot expansion of his business that would include Cetina’s property.
Witkowiak’s actions led to the forming of a Hispanic business group who then publicly opposed using eminent domain to take the Cetina’s properties. The group threatened to recall Alderman Witkowiak and to begin a local boycott against Pete’s Fruit Market, which depends on Latino consumers.
Pete’s Fruit Market proposed expansion was not included in the South Side Comprehensive Development Area Plan that was approved in May by the Common Council. The plan is considered discriminatory against Hispanic businesses, because it lacks to promote growth, and to build on existing Hispanic businesses along W. National Ave., W. Historic Mitchell St. and W. Lincoln Ave. corridors. The comprehensive plan also lacked a Spanish version before it was passed by the city. The city wants retail growth in those business corridors.
The planners of the South side Comprehensive Area Plan include the consulting firm of HNTB, Department of City Development planners, the Contract Management Team, and funding partners Maria Monreal-Cameron, executive director and CEO of the Hispanic Chamber of Commerce and Dr. Tony Baez, executive director and CEO of the Spanish Speaking Council.
Both Aldermen Witkowiak and Tony Zielinski have been criticized for using the Comprehensive Development Area Plans approved in their districts to promote special interest growth.
Witkowiak during the Zoning, Neighbors and Development Committee meeting in May, had said he or the city would never take land from residents of the South side, but in just three weeks after passing the South Side Comprehensive Area Plan, Witkowiak was using eminent domain to take the Cetina’s properties.
The plan controversy ignited back in December when the South East Comprehensive Plan approved by the Common Council was used by Alderman Zielinski to keep AK Food Mart in Bay View from getting a Class Malt license. At a License Committee hearing on December 15, 2008 they even brought Michael J. Maierle, Urban Planner from DCD to testify that it wouldn’t further the development plan, if a license was granted.
But a month later Ald. Tony Zielinski spear headed the approval of a liquor license to another business under construction called the Tonic Tavern in the 2300 block of S. KK without advising the neighborhood residents as required by law. Currently, Zielinski is a member of the License Committee.
