44-year-old Milwaukee Suspect Arrested In Kidnapping Of Down Syndrome Woman

Milwaukee, WI - On Thursday, Milwaukee police after a short pursuit around 7:56 p.m. from the 2700 block of W. Pierce St. to S. 39th St. along Pierce ended with the arrest of Tonnie J. Tolliver, 44, an alleged kidnapping suspect. The suspect was wanted for felony probation violation, failing to register in the sex offender registry and charges for kidnapping, fleeing from police and reckless endangering safety. Tolliver kidnapped his stepdaugther, Kiara S. Freeman, 22, a Down Syndrome woman who went missing on Tuesday from her mother's resident at the 8200 block of W. Capitol Dr.
The suspect eluded police at the Mitchell Park Domes and began to drive recklessly over several concrete street island dividers and breaking off several parts of his vehicle's fender light fixtures. He then crashed into a police squad car at the 700 block of S. 39th St. 
Tolliver was taken into custody and Freeman was transported to a nearby hospital for minor medical treatment.
No police officers were reported injured, according to the Milwaukee police Facebook page.
