Nacozari, Sonora, Mexico - On Tuesday, the Sonora State Police Investigation Agency arrested eight members of a family, including a 15-year-old girl in connection with three murders. Several family members allegedly confessed of killing a woman and two children in multiple separate rituals involving sacrifice to the Santa Muerte (Narco Holy Death idol). The non-catholic saint La Santa Muerte is an idol worshipped by members of organized crime to keep them safe and to prevent police from busting them for illegal activities.
They were able to take investigators to where the victims bodies were buried. The victims were killed with a machete and then stabbed multiple times in the abdomen to drain blood from the bodies.
Mexican authorities identified the suspects as Silvia Meras Moreno, 44, the head of the family sect; Eduardo Sánchez, 37, her husband; Francisca Magdalena Barrón Meras, 21, aka, "Nena"; Georgina Guadalupe Barrón Meras, 20, aka, "Cookies";  Martín Barrón López, 48, her husband; Ramón Omar Palacios Meras, 28; Zoila Santacruz, his girlfriend and Yajaira, 15.
The victims were killed and their blood offered to the Santa Muerte, according to homicide investigators. The victims were identified as Jesús Octavio Martínez Yañez, 10, aka, "Tete," who was reported missing on March 6, 2012; Martín Ríos Chaparro, 10, disappeared on July 2010 and Clotilde Pacheco, 55, had been missing since September 2009.

Chheda Exposes Felon For Working On Alderman Witkowiak's Re-election Campaign

Milwaukee - On Thursday, Sachin Chheda, Chair of the Milwaukee County Democratic Party faced a backlash in Facebook after he blatantly targeted Natalia Santamaria for being a felon and working as a campaign manager/assistant to re-elect Alderman James "Jim" N. Witkowiak in the 12th Aldermanic District. Santamaria claims, she was convicted for writing checks without the permission of Attorney Armando Arellano who she lived with more than a decade ago. She wrote, that the relationship with Arellano was abusive and that he stalked her and her children for years. Arellano pressed charges for writing checks and she was convicted when she made a plea bargain to move on with her life, according to Santamaria's statement written in Facebook. Arellano could not be reached for comment.
Chheda apparently became upset when he was identified as a non-Hispanic managing candidate José Pérez' campaign for Alderman in the 12th District. The Pérez campaign has been accused of making race an issue because Witkowiak is White and Pérez is of Puerto Rican descent, according to Witkowiak's supporters.
Santamaria's past became an issue with Chheda as an attempt to discredit Witkowiak's campaign for having Latinos working for him. Chheda was criticized for personally attacking Santamaria, by Facebook follower Robert Miranda, a Witkowiak supporter, editor for the Spanish Journal and executive director for Esperanza Unida.
Chheda later apologized to Santamaria for bringing up her past. "I admit when I'm wrong. It was a cheap shot, and I don't know her, so I apologize," Chheda wrote responding to Miranda's criticism on Facebook. Chheda later explained that he had twice apologized to Santamaria, but the conviction had already been made public in Facebook world and gossip connection.
Candidate Pérez has maintained a low profile and has failed to come forward to comment about Chheda's bashing of Santamaria for her felony record while managing Witkowiak's campaign indicates that Pérez himself could be actually condoning Chheda's targeted bashing, according to multiple women who condemn Chheda's negative attacks.
In a statement released by Alderman Witkowiak on Saturday, he stated, "For everyone that feels that they have a say in the matter, I want to silence you all - Natalia lived through an abusive situation. Like many women find themselves, the system failed her because her abuser was a man in a position of political and economic power. As part of the system that failed her, I feel very satisfied with the person she is and has been while working for me. I knew of this event, and she and I knew that José Pérez's campaign may throw it out: as a dirty and sleezy tactic to embarrass her. She never backed down, even when she received a call from Juan Carlos Ruiz earlier this week threatening to put this private matter out in the public.
Since then, Juan Carlos has shown his true colors and endorsed José - to be honest with all of you, I would not want his endorsement anyway. This method of campaigning is NOT what I am about, Natalia did not do anything wrong, and eventually took this mistake in the civil process to the Supreme Court - her case was heard earlier this year after defending it on her own for 5 years because no lawyer in Madison or Milwaukee would help her, - because they didn't "want to make an enemy out of Victor Arellano." I think she has had remarkable strength and dignity, and that is why I asked her to work for me. This is a private matter, and I request that no one judge her but for the person that she has demonstrated herself to be with each and everyone of you. Thank You," Witkowiak wrote in Facebook.
The General Election is on Tuesday, April 3rd.

Office of Lawyer Regulation (OLR) disciplinary 14 count complaint filed on February 28, 2011 against Victor M. Arellano, Attorney at Law regarding Natalia Santamaria and three other women. The OLR is seeking for the state Supreme Court to revoke Arellano's law license. Santamaria and three other defendants testified in court and the Arellano's disciplinary case is at its final stage. The victims are now waiting for a judge decision whether to revoke Arellano's law practice license, which the decision can come at anytime, according to Santamaria. Madison - On Thursday, the state Government Accountabilty Board (GAB) confirmed that more than enough recall valid signatures have been submitted to recall the governor. The GAB will meet on Friday morning to officially certify recall elections for both Republicans, Governor Scott Walker and Lieutenant Rebecca Kleefisch.
The GAB released the final numbers, recall organizers had turned in 931,053 signatures, which 26,114 were found invalid and 4,001 were duplicates and had been voided leaving a total of 900,938 valid signatures to recall Governor Walker.
The GAB also confirmed that Lt. Governor Kleefisch had a total of 809,000 valid recall signatures from 842,854 submitted, which 29,601 were found invalid and 4,263 were duplicates and were voided.
The GAB needed more than 540,000 valid signatures each for Governor Walker and Lt. Governor Kleefisch to certify a recall election.
On Friday, potential candidates for Wisconsin Governor and Lt. Governor will begin to circulate and collect the required 2,000 nomination signatures, including 400 signatures for Senate candidates. Candidates have until 5:00 p.m. on April 10 to gather the signatures needed inorder to get on the ballot. Both Governor Walker, Lt. Kleefisch and Republican Senators being recall will automatically be on the ballot, according to the GAB.
The recall elections have been targeted for the Primary Election on May 8. A primary election will be held only for any political party and offices for which more than one candidate qualifies for the ballot, according to the GAB. The General Election is expected for June 5.

Race Has Become A factor For Aldermen In The 8th And 12th Aldermanic District In Milwaukee

Facebook has become a forum for political expression and has allegedly created a race feud to attempt to oust the current White aldermen in the 8th and 12th Districts.

Milwaukee - The get out the Latino vote has created a race identity factor for the 12th Aldermanic District in the predominately Hispanic community. The organizers involved for the get out the Latino vote have been accused of crossing the line and making race as a the main issue to get elected instead of experience, economic development or accomplishments in the district.
On Thursday, Juan Carlos Ruiz, who has been campaigning to get out the Latino vote disputed the allegations. He said, that race was not an issue in both districts as some have tried to play on, but to get out the Latino vote. Hispanics need to come out and vote, according to Ruiz. Ruiz confirmed, he is not telling anyone who to vote for, as he leads the get out to vote campaign, but wants people to come out on Tuesday and vote.
Ruiz of Peruvian descent has also taken the lead to get out the Latino vote on his Facebook account and has campaigned during his three day a week Nfoque Latino radio program, which he is one of the radio hosts. Zonia Lopez, a Mexican national is the other co-host at Nfoque.
So far, Ruiz has invited Latino candidates from the 8th and 12th Districts to speak about issues in the program. Ruiz says he has invited Alderman James N. Witkowiak as well to the program. Witkowiak has appeared on Nfoque and is currently running for re-election in the 12th District.
The alleged controversial race issue has raised awareness that an election is taking place and the final results would effect the future leadership and economic well being of both the 8th and 12th Aldermanic Districts. Both Aldermen Robert "Bob" Donovan from the 8th and James "Jim" N. Witkowiak from the 12th District are White.
Would race even matter in this election? Donovan and Witkowiak have proven track records of bringing economic development into the districts, returning calls to residents, assuring city services continue to be provided in their districts, regulating beer or alcohol licensing, fighting crime and have built a working relationship with the 2nd and 6th District Police Station captains.
Challengers and candidates José Pérez from the 12th District and Benjamin Juarez from the 8th District are both Hispanics, viewed as political newcomers and have never held an elected position. Pérez is of Puerto Rican descent and Juarez is Salvadorian, who are well educated and capable of holding public office. Pérez and Juarez do represent a minority population compared to a large Mexican population residing in the 8th and 12th Districts. They and their counter parts are running campaigns to represent everyone in their districts.
Alderman Witkowiak hired a Hispanic to lead his re-election campaign and Pérez hired a non-Hispanic to run his campaign. If race has become a factor in the 12th Aldermanic District, it sure shows it in the management of the campaigns for these candidates. It seems, Witkowiak works better with Latinos and provides an opportunity for a Hispanic to manage his campaign and also has a Latina working as his legislative aid. Pérez seems to have better confidence of hiring a non-Hispanic to run his campaign.
But as usual, Pérez has kept quite about the whole race factor in the aldermanic race.
Should race be a factor?, especially when the 12th Aldermanic District is composed with 67% of Latino population, according to Ruiz.
The most important factor about both Aldermanic districts is that they have become very diverse in population. In the next nine years, if gentrification is not regulated and Hispanic business growth is not allowed to flourish or promoted in the districts, they will become increasingly a White population dominated district. The outcome, a loss of political representation.
For example, Walker's Point and Third Ward in the 12th District have increasingly become White business dominated, including in population and are independently working separatedly from the predominately south side Hispanic community district.
The Hispanic population is slowly, but steadily spreading and moving south and west from the south side.
Voting-age Hispanics should stand their ground and elect the best candidate that will fight for their interests and the right to co-exist in the rapid economic development growth taking place in the 8th and 12th Aldermanic Districts.
The General Election is on Tuesday, April 3rd.

Two Separate Wisconsin District Courts of Appeals Upheld Lower Courts Injunctions Of The Voter ID Law

Madison - On Wednesday, the Wisconsin Attorney General J.B. Van Hollen received a major setback in his appeals to stay a temporary and a permanent injunction of the Voter ID law. Both the Wisconsin District IV and District II Courts of Appeals lack of decision kept the lower courts decision valid to halt implementation of the Voter ID law for the April 3 elections.
The Government Accountability Board, local and county election commissions won't be required to implement the ID law requiring those electors to present a valid Wisconsin ID to cast a vote.
The District IV and II Courts of Appeals consolidated both Van Hollen's appeals and sent the cases directly to the state Supreme Court for review. The appeal judges agreed that the cases raise legal issues affecting state government functions and they couldn't address the issues, automatically upholding the lower courts injunctions of the ID law. The state Supreme Court would have to decide, if it will accept the cases to resolved whether to implement the Voter ID law or uphold the lower courts injunctions for the upcoming elections. At least 4 justices out of 7 are needed to take the cases. 
Van Hollen had filed a petition with District IV Court of Appeals to overturn a permanent ruling by Dane County Judge Robert Niess in a lawsuit brought by the League of Women Voters. Van Hollen had argued that the state legislature's authority wasn't limited and under Article III, Section 2 of the state Constitution it didn't violate the Constitution by enacting the Voter ID.
On March 12, Judge Neiss ruled otherwise and said that the state Constitution didn't give authority for the legislature to create another class of citizens to implement voter restrictions.The League of Women Voters claimed the Wisconsin state Constitution only allowed legislators to prevent felons and mentally incompetent people from voting and did not include another category of citizens. The Voter ID also known as Act 23, illegally created another group to be excluded from voting and Judge Niess agreed.
Van Hollen also had filed a petition with District II Court of Appeals to stay a temporary injunction of the Voter ID by Dane County Judge David Flanagan. The lawsuit was filed the Milwaukee Chapter of the NAACP and Voces de la Frontera. Van Hollen had argued that the Voter ID law did not provide burdens for a citizen to acquire a birth certificate copy and the legislature provided funds ($6 million) for those who couldn't afford an ID to get one free for the purpose of voting.
On April 16, Judge Flanagan ruled that the Voter ID would keep about 220,000 low income voting-age citizens from voting due to the burdens imposed by the state legislature. Some citizens could not afford $10 to $40 to get a birth certificate copy to apply for a state ID.
The Republican control legislature passed the Voter ID law in May and Governor Scott Walker (R) signed it into law.
The Republicans are accused by Democrats of trying to keep low-income minorities from voting to set the stage for a Republican presidential candidate to win Wisconsin in an efford to oust President Barack H. Obama (D-IL) from office in 2012.

Milwaukee - Summerfest officials have confirmed that two Salsa legends Tito Rojas and La India will headline and perform live at the Henry Maier Festival Park also known as Summerfest. Rojas and La India are scheduled to appear on July 8th, the last day of the eleven day festival at milwaukee's lake front music festival.
World Festival Inc., which operates Summerfest will be celebrating its 45 Anniverary this summer. Summerfest is held annually at the 75-acre Henry Maier Park and draws about one million festivalgoers.

The Racine Fiesta Mexicana 2012 In Wisconsin Canceled By Organizers

Racine - On Monday, the Hispanic Business and Professional Association, Inc. (HBPA) Board of Directors decided to cancel this year's August Racine Fiesta Mexicana 2012 due to lack of funds needed to provide a quality event at the lakefront, Guadalupe "Wally" Rendon, Director of the Racine Fiesta Mexicana announced in the Racine Fiesta Facebook site. "As much as I would have liked to have one again this year, we just do not have the funds to put on a quality event, such as you have enjoyed these past five years," Rendon wrote.
The Fiesta Mexicana organizers will focus on fundraising this year to pay off their incurred debt. Rendon did not specify how much the fiesta's debt totaled in Facebook, but the HBPA non-profit organization will have smaller fund raising events throughout the year to generate funds for next year's Fiesta Mexicana, a popular Mexican-American lakefront festival.
The Racine Fiesta Mexicana committee plans to "regroup than to try to have an event without the necessary funds to do it right...as we re-organize, pay off our debt and prepare for future events for you all to enjoy," Rendon wrote.
Rendon when contacted on Tuesday said, that Fiesta Mexicana has paid up to $10,000 of incurred debt from the festival since August and they still owe nearly $19,000. Payments will continued to be made to those who we owe and smaller events like a Fajita Festival with entertainment is on the planning stages to generate funds. In the last five years, we've been able to pay our incurred costs for the festival. But last year, we encountered a set back when a promoter failed to fulfill his contract and we had to divert more funds into the festival to provide a quality event last year, according to Rendon.
Last year, Fiesta organizers had to invest more funds than they had planned when the music venue focusing on regional Mexican music had to be change at least seven days before the August 12-14, 2011 lakefront festival. Luis Enrique Martínez from L.E.M. Marketing and Productions in Milwaukee had entered into a contract agreement to bring Bobby Pulido and at least 22 Mexican groups in a package deal to Fiesta Mexicana, but Fiesta organizers discovered that Martinez was allegedly trying to scam the organizers.
Organizers decided to cancel Martínez' contract once it was apparent that Martínez wasn't providing concrete documents and flight or travel confirmations that the groups were actually appearing in Racine, according to Rendon.
At the last minute, Rendon had to change the program venue and was able to get other groups, including the Puma de Sinaloa. Rendon explained, that Martínez had requested some money upfront from the Board to help pay a deposit for Pulido. The Board refused, since Martínez previously promised he would take care of the contracts with the groups himself. The Fiesta Board tried to get information about Martínez credibility in the music industry, but found no one that could vouch for him. The Fiesta Board "after some discussion and the fact that we had no upfront money, we opted to give him the opportunity to bring that type of entertainment.
We felt that for Martínez to make money, he needed to book entertainers that would bring people in and spend money consuming beverages," Rendon wrote in a 2011 e-mail to Hispanic News Network U.S.A.
Racine Fiesta Mexicana organizers filed a complaint for alleged fraud against Martínez with the Racine Police Department, Rendon confirmed on Tuesday.

Two Milwaukee Men Charged With 1st-Degree Intentional Homicide Of A 22-year-old Man

Milwaukee - Last Friday, both Louis Manuel Hernández, 25, and Joshua Rosa, 20, were charged in intake Milwaukee County Circuit Court with 1st-degree intentional homicide and 1st-degree attempted homicide in connection with the murder of Donovan M. Bond, 22, and injuring Anthony Perkins, 22, on March 18. The suspects were taken into custody on the same day they allegedly committed Bond's homicide.
Police took the suspects into custody after they were lured by a drug sting. Rosa was charged on Friday with an additional four felony counts of manufacturing and intent to deliver heroin. Hernández was charged in September with three felony counts for cocaine and heroin possession with intent to deliver, according to court records.
The criminal complaint states, that the suspects shot at a vehicle Perkins and Bond were in at a stop. Perkins, who was driving was shot in the left hip and Bond, a passenger suffered a fatal wound to the head in the rear of the vehicle. Perkins' car lost control and went through a fence into I-43 highway from N. 7th St. and W. Keefe St. The vehicle stopped in the middle of the concrete barrier separating the north and south bound traffic on I-43.
If convicted on both homicide counts each, Hernández and Rosa face life in prison without parole and more than 40 years each on the drug convictions. They are expected back in court for a preliminary hearing on April 3.
A judge set a cash bond of $200,000 for Hernández and $300,000 cash bond for Rosa, according to court records.

Milwaukee (HNNUSA) - On Sunday, the Peruvian Association of Milwaukee held their Spring "Pollada" at San Vincent de Paul Church basement, 2114 W. Mitchell St. in the south side.  Roberth Rodriguez was one of the DJ's providing music during the event.
A pollada is an event where chicken is cooked and provided as a delight during the event to raise funds for the non-profit organization. The popular chicken plate includes salad, potatoes with ocopa green salsa. The pollada attracts a large gathering of people, including friends and those that enjoy the Peruvian culture.

IRS Imposed More Than $200K In Tax Liens Against Esperanza Unida In Wisconsin

Milwaukee - Last week, The Internal Revenue Service (IRS) filed a tax lien totaling $260,125 dating back to 2009 against Esperanza Unida, Inc., 611 W. National Ave. of not paying employee tax witholdings, including unemployment, Medicare and Social Security withholding revenue for the feds. Last month, the IRS revoked Esperanza Unida's tax exempt for failing to file non-profit organization tax reports for the last three years.
In February, the State of Wisconsin revoked the Esperanza Unida's daycare license for not paying $104,000 of unemployment compensation taxes to the state Department of Workforce Development. The state filed tax warrants totaling more than $104K against Esperanza Unida.
Robert Miranda, Executive Director of Esperanza Unida told the Milwaukee Journal Sentinel (JSonline) on Tuesday, that the agency has laid off four of its 13 employees that were left at the non-profit organization. The agency is facing a financial collapse and Miranda is now left to beg, borrow and trying desperately to do what ever possible to generate funds, according to JSonline.
Miranda is also trying to work out a payment plan with both the IRS and the State of Wisconsin Revenue Service.
Miranda's salary totals $48,000 per year and hasn't had a raise, since he took over the agency in 2005. As executive director, Miranda has barely kept Esperanza Unida afloat and operating in the last seven years.
Six months ago, Jose Toledo and Nydia Millan, who worked at Esperanza Unida filed a complaint with Voces de la Frontera (VDLF) about not getting paid in time. VDLF filed also filed a complaint with the National Labor Relations Board (NLRB) that Miranda terminated both Toledo and Millan in November 2010 for complaining to VDLF about not getting paid and receiving payroll checks that bounced.
Miranda fired both employees citing a confidentiality clause, but NLRB found that the clause was meant to protect trade or product secrets and not to bar employees from complaining about work related issues as payroll.
Miranda settled the case on April 27, 2011 by agreeing to reinstate both employees and pay Toledo in back pay wages with interest totaling $15,000 and Millan $7,371. Toledo had worked in Esperanza Unida for five years as a mechanic instructor, Millan had worked as a day care instructor, according to the NLRB case records.
In July 2008, about 20 Esperanza Unidad employees signed a petition against Miranda claiming they weren't getting paid in time.
On Saturday, Miranda in Facebook wrote, "there is no one at Esperanza Unida who has no been paid. Everyone is current paid. Everyone is compensated."
Some of Miranda's critics in the Latino community agreed, that Miranda should resign or should get ousted by the Esperanza Unida Board in the hope to keep the jobs training agency from shuting down due to a financial collapse.

Army Staff Sergeant Bales Could Be Freed For Lack Of Evidence Connected To Alleged 17 Afghan Civilian Murders

Fort Leavenworth, Kansas - On Friday, Army Staff Sergeant Robert Bales, 58, is expected to be charged with 17 counts of murder and 6 counts of assault in connection with the early March 11 Afghan civilian massacre in several villages. Bales is accused of walking out of his military compound and going to a nearby village and cold bloodedly shot at least 23 villagers while they slept in their homes, including killing 9 children and three woman. He set some of the bodies on fire and then returned to the base.
The U.S. military failed to gather any forensic evidence, secure the crime scene or even get a confession from Bales, according to John Henry Browne, Bales attorney. Bales is claiming that he remembers leaving the base, but blacked out during the alleged murders.
He has serve four tours and was previously injured. Bales might be suffering from post traumatic stress due to his injuries that he suffered during one of the combat tours.
Earlier this week, Bales' attorney confirmed that the U.S. lacks any forensic evidence or confession to convict Bales. Bales is facing the death penalty, if convicted on all charges.
A lack of evidence by the U.S. government could lead to an acquittal and Bales could be freed.
He is married and has two children ages 3 and 4.
Staff Sgt. Bales was assigned to the 2nd Battalion, 3rd Infantry Regiment of the 3rd Stryker Brigade Combat Team, of the 2nd Infantry Division.

Milwaukee - 12th District Aldermanic candidate José G. Pérez has been been taking credit for the south side PNC Bank development project at the 1600 block of W. National Ave. But, an e-mail made public dated March 16, from attorney Michael J. Widmann, who represents Hussein Govani and Vine Property, LLC  notified Pérez to stop taking credit for the PNC project and "to terminate any further activity involving this project. Your services are terminated by Mr. Govani. In addition, do not reference your involvement in this project with Mr. Govani at any time henceforth."
Pérez during his campaign has said, his company LRG Development had been instrumental in helping to bring the PNC Bank to the Giovani property development and the project would create 15 jobs.
No explanation why Pérez was terminated from the PNC project was provided by Giovani's attorney in the e-mail.

Some Strip Cavity Searches By Milwaukee Police Gang Unit From District 5 Occurred In Public

Milwaukee - The Milwaukee police special gang unit from the 5th District Police Station have been placed on administrative duty and their police powers have been temporarily suspended. They have also been reassigned to desk duty on other districts pending the outcome of the investigation.
At least 8 officers, including a sergeant have been targeted in the internal investigation that was initiated by the department after complaints surfaced, according to Edward Flynn, Milwaukee Chief of Police.
On Thursday, Chief Flynn confirmed that an internal investigation had been launched to investigate alleged illegal cavity searches in public and at the District 5 station by the officers in question. The public should not jump into conclusion about the searches, some of the allegations could be false and other allegations could be true, according to Flynn.
The officers accused of illegal searches might have violated department policy. The sergeant involved apparently lacked proper authority by rank and file supervisors to approve cavity searches. Most of the searches were conducted on suspected drug users stopped by police on the field, according to Flynn.
Some of the victims who are mostly black males are stepping forward and filing complaints against the accused officers, local media outlets reported. The victims claimed they were stopped without cause and searched in public.
A victim says, police made him lower his trousers in public during the day. He was padded down while other pedestrians looked on or people drove by.
Black women are also expected to come forward and admit that alleged cavity searches by the police gang unit were done on them as well. Illegal cavity searches by police might have violated the civil rights of the victims involved.
Chief Flynn called on the community in the District 5 area and those who believe they were victimized by the accused officers to come forward and file complaints with the Fire and Police Commission.
So far, no information has been released by the department of how wide the problem of cavity searches has spread, or if other police gang units assigned to other district stations have engaged in illegal cavity searches.

Milwaukee - On Thursday, the body of Thomas Hecht, 28, who was reported missing on March 10 has been recovered from the Milwaukee River. Hecht disappeared without a trace several weeks ago while partying with some friends during St. Patrick's Day.
His body was found floating in the river about half a mile where he was last seen at the 1100 block of N. Water St., according to Police.

Milwaukee - On Thursday, a three federal judge panel ruled that the State of Wisconsin and the Government Accountability Board cannot use the newly drawn redistricting maps (Act 43) for the 8th and 9th Assembly Districts. The judge panel agreed that Act 43 violated Section 2 of the Voting Rights Act and by implementing the new redistricting maps would deprive the Hispanic community in the south side of Milwaukee an effective voting majority in the 8th Assembly District.
In a press conference held at the Voces de la Frontera office in Milwaukee, Christine Neumann-Ortiz, Executive Director of Voces de la Frontera said, "This is a vindication, that we were right. If the Republican Party had chosen to honor the public process-instead of secretly-there would have been the opportunity for a meaningful discussion and debate. Instead,  it only serves as a lenghty and costly lesson."
Attorney Peter Earle, who represented Voces de la Frontera in the federal lawsuit stated, the Republican controlled legislature drew up "a stupid and unconstitutional map that was adopted" in secret and now they will have to craft a remedy as soon as possible. "There will be no place for secrecy agreements. Most importantly, the new 8th Assembly District must have a Latino citizen voting-age majority of 60%," Earle said. The 9th Assembly District would have what ever Hispanic voting-age population left over, according to Attorney Earle. If, the state legislature fails to comply with the federal court order, 2011 redistricting maps would be used for the upcoming Assembly elections or the federal court would have to set its own remedy.
The judge panel agreed with Dr. Kenneth Mayer, who testified for the plaintiffs, that the new redistricting maps especially for the 8th Assembly District constituted an estimated 47.07% and the 9th Assembly District constituted 40.52% of eligible Hispanic voting-age population.
In conclusion, the judge panel found that "the Baldus and Voces de la Frontera plaintiff's are entitled for relief on their Section 2 claim concerning New Assembly Districts 8 and 9, because Act 43 fails to create a majority-minority district for Milwaukee's Latino community. Two influence districts have never been held to be an adequate substitute for such a district under the factual circumstances that we have before us. This holding is not intended to effect any other district drawn by Act 43. Indeed, to avoid disrupting other lines, the court emphasizes that the re-drawing of the lines for Districts 8 and 9 must occur within the combined outer boundaries of those two districts."
The judges gave the first opportunity for the state legislature to address the redistricting issue for the 8 and 9 Assembly Districts. The legislature must act quickly given the impending elections and should not be an impossible task to accomplish since, "Dr. Mayer has prepared at least one alternative configuration that should be a useful starting point," the three federal judge panel ruled.
JoCasta Zamarripa, (D) who represents the 8th Assembly District said, that at least 1 million people have been displaced statewide by the new redistricting maps, which were previously approved by the Republican controlled legislature and Republican Governor Scott Walker.
Josh Zepnick, (D) who represents the 9th Assembly District said, that he is eager to go back to the legislature and work to comply with the judges decision.

Internal Probe Launched At Milwaukee Police District 5 For Alleged Illegal Strip Searches Of Detainees

Milwaukee - On Wednesday, TMJ 4 News reported that an internal investigation was launched to look into allegations that suspects detained and processed at Milwaukee Police District 5 Station were illegally strip searched by officers. Citizens detained and who underwent search procedures filed complaints against the officers. The investigation is targeting 7 officers and a sergeant assigned to the special gang unit at the district station.
The officers are suspected of violating the civil rights of those detained by unlawfully strip searching them. A sergeant approved the cavity searches, but department policy only authorizes higher rank and file supervisors to approve such searches instead of a sergeant.
No information has been released by the department, if officers actually conducted anal or sexual parts exposure, including probing and other methods of cavity search procedures to look for contraband that violated department policy.
The officers and sergeant allegedly connected to the illegal strip cavity searches have been temporarily transferred to other districts and were stripped of police powers pending the outcome of the investigation.
Milwaukee Police Chief Edward Flynn, including other rank and file officials are keeping the investigation quiet and away from the mainstream media radar.

Howell, An Afro-American Selected As Racine Chief of Police In Wisconsin

Racine - On Tuesday, the Fire and Police Commission in the City of Racine selected the current Deputy Chief of Police Arthel Howell as the new police chief. Howell is Afro-American and the first minority to become chief in Racine's history. He will replace retired Chief Kurt Wahlen. Howell will be sworn on April 2.
Last month, the commission faced criticism for attempting to reopen the search for a new chief after the only remaining White candidate decided not to seek the position. Howell and a Hispanic, police Lt. Carlos Lopez were left as the only candidates for the Commission to choose from after eight other candidates were eliminated.
Community members, several non-profit organizations the NCAAP and the Racine Police Association cried foul and accused the Commission of discrimination for trying to search for a White candidate after two minority candidates were left to compete for the job.
The Commission avoided a possible legal challenge by deciding not to reopen the search.

Davis Charged In Hit-and-Run Of A 22-year-old Pedestrian

Milwaukee - On Tuesday, Douglas W. Davis, 25, was charged with one felony count for hit-and-run causing bodily harm in connection with hitting Mai Kaw Xiong, 22, while crossing the E. North Ave. and N. Farwell Ave. intersection on early Thursday. Xiong was crossing the avenue with some friends when Davis hit Xiong with his vehicle and then fled the scene without stopping.
Davis went home and hid the vehicle in a garage.
On Monday, someone called Milwaukee police and tipped them that Davis was involved in Xiong's hit-and-run. He was taken into custody and his vehicle was confiscated for evidence.
Davis, a Marine had returned to Milwaukee a few months ago after serving his tour.
Xiong remains in critical condition and is currently on induced comma. She was supposed to graduate from Alverno College this summer, according to family members.
Davis, if convicted is facing up to 15 years in prison. A $20,000 cash bond was set for Davis.

Milwaukee - On Tuesday, Sylvia Ortiz, a 12th District County Supervisor candidate and Bill Buresh, a candidate for Milwaukee County Supervisor in the 4th District were absent from Tuesday's  Southside Organizing Committee (SOC) debates. Ortiz on Monday announced, that she had decided to declined to participate in the debates. Buresh also declined to particpate, but no information has been released for his reasons to skip the debates. The south side debates were sponsored by SOC, Voces de la Frontera and three other non-profit groups.
Ortiz stated, she didn't find it prudent to attend an event sponsored by SOC and particular participating sponsors, claiming "obvious bias" and "self serving interests." She will continue going door to door to talk to people in the 12th District who can vote, according to Ortiz.
Ortiz alleged that board members from certain groups have shown bias and have already been supporting their candidates making the debate a politically bias event.
Voces de la Frontera Action (VDLFA) has endorsed multiple candidates for various public office positions in Milwaukee. Thus, making the debates a partisan event and unfair for other candidates in the race to get elected and address issues, according to residents in the area.
Voces de la Frontera (VDLF), a non-profit organization is affiliated with VDLFA.
The debates were held on Tuesday at the Ascension Lutheran Church, 1236 S. Layton Blvd.

Proliferation Of Marijuana Smoking In Public Gaining Popularity In Milwaukee's South Side

Citing or arresting marijuana smokers who burn a few in public has become a low priority for the Milwaukee Police Department, according to south side residents.

Milwaukee - The warm weather came early and Spring has finally arrived. Residents in the near south side are noticing a proliferation of marijuana smokers who light up a few in public. The distinctive smell can be easily identified as marijuana.
Teenagers and adults have become so daring that they just light up a joint anywhere they please. Several days ago, around 6 to 8 teens sat on the north side of the Kosciuszko Park monument facing the 900 block of W. Lincoln Ave. and just lit up some joints as children played in the park.
People walking, bicycling or cruising around the neighborhood have at one time or other noticed someone burning up a joint.
Resident have seen a lack of drug enforcement by Milwaukee police due to classifying marijuana smoking in public a low priority has conveyed a strong message to those marijuana users that its ok to light one up in public.
It's unfortunate to hear a teenager telling a child, "pass the joint."

Ten Mexican Severed Heads Found Lined Up On The Sidewalk In Teloloapan, Guerrero

Teloloapan, Guerrero, Mexico - On early Sunday, the Guerrero State Attorney General's Office (PGRE) reported the discovery of ten severed heads on a side walk. The heads were lined up along a side walk in the municipality of Teloloapan and the gender were three women and seven men between the ages of 25 to 30. Their missing bodies had not been found or located.
Mexican authorities say, a message was left that read "this will also happen to you for supporting La Familia Michoacana." The narco message and beheadings have been tied to Los Caballeros Templarios who are feuding over a drug war trade with La Familia Michoacana for control of the region that includes Acapulco.

Republicans Lose Majority Control Of The Wisconsin State Senate Halting Governor Walker's Agenda

Madison - On Saturday, Republican Governor Scott Walker and the GOP majority in the state Senate were unexpectly set back from imposing any future legislative reforms when State Senator Pam Galloway (R-Wausau) from the 29th District officially resigned. With Galloways resignation, the GOP in the Senate chamber has lost its majority and splits control to both Republicans with 16 Senators and Democrats with 16 Senators.
Galloway was one of four GOP senators being recall this summer. The remaining Republican State Senators are being recall, Terry Moulton of Chippewa Falls, Van Wanggaard of Racine and Senate Majority Leader Scott Fitzgerald of Juneau. Also same day recall elections are set for Governor Scott Walker (R) and Lt. Governor Rebecca Kleefisch (R).
The recall elections will continue without Galloway's name on the ballot, according to the state Government Accountabilty Board (GAB). The Primary Recall Elections will be held on May 8 and the General Recall Elections for June 5, costing taxpayers an estimated $9 million, according to the GAB.
Former Senator Galloway who was first elected on November 2010, cited family health issues for her decision to resign from office.
Galloway released a statement on Friday announcing her retirement from the Wisconsin State Senate. "After a great deal of thought and consideration, I’ve decided to put the needs of my family first. My family has experienced multiple, sudden and serious health issues, which require my full attention. Unfortunately this situation is not compatible with fulfilling my obligations as State Senator or running for re-election at this time."
The GOP still maintains the majority control in the State Assembly chamber, but without a majority control in the State Senate, the Republicans will have to work and compromise with Democrats to pass any future nonpartisan legislative reform or laws.
Both Republicans and Democrats hope they can get a majority control in the State Senate by electing partisan members after the recall elections.
The recall elections were sparked last summer when the GOP controlled legislature and Governor Walker eliminated union bargaining rights from most state employees, cut nearly $1 billion from public school funding, repealed in-state tuition for undocumented students residing in Wisconsin, cut health benefits for the elderly and the low income population, especially children and have failed to aid those Wisconsin workers whose state and federal unemployment benefits expired.
Governor Walker in a re-election campaign ad says, the unemployment rate went down to 7%, but fails to mention people whose unemployment benefits expire don't get counted on the Wisconsin Department of Workforce Development statistics. Most of the unemployed and their families who have lost benefits in the state do end up homeless and without any source of income. They become ghosts and live in the shadows due to economic dispair throughout the state.

Staff Sgt. Bales Facing The Death Penalty For Massacre Of 16 Afghan Villagers including 9 Children

Fort Leavenworth, Kansas - On Friday, Army Staff Sergeant Robert Bales, 38, was booked at the Fort Leavenworth Military Prison for allegedly killing 16 Afghan villagers, including 9 children on early Sunday. Bales is facing 16 counts of intentional homicide and is expected to be charged on Saturday. If convicted on all counts, Bales could be sentenced to death by a military court.
Bales identity was confirmed by his defense attorney, John Henry Browne, according to media outlets. The Pentagon has yet to officially release Bales name because he hasn't been charged. Browne also acknowledge Bales was being held at Fort Leavenworth Military Prison.
Bales is married, has two children ages 3 and 4 and resided in Lake Tapps, Washington. His family has been under military protection, the Pentagon informed.
Staff Sgt. Bales was assigned to the 2nd Battalion, 3rd Infantry Regiment of the 3rd Stryker Brigade Combat Team, of the 2nd Infantry Division.
Last Sunday, Bales walked out of a military base and walked one mile to a nearby village. He broke into several homes and cold bloodedly killed all the civilians. He then went to another area and murdered more Afghan civilians and set some bodies on fire. After the massacre, Bales returned to the military base and confessed to officials of committing the murders.
Bales has served four tours and it is not known what triggered the killing spree that resulted in the deaths of mostly women and children.

Tamaulipas, Mexico - The Mexican Federal Attorney General's Office (PGR) announced that Jaime González Durán, aka, "El Hummer" was sentenced to 35 years in a federal prison for operating a criminal drug trafficking organization known as Los Zetas. Los Zetas under the leadership of co-founder Durán, engaged in mass murders, kidnappings and drug smuggling operation in the state of Tamaulipas.
The recent sentence resulted from a third conviction for Durán, in connection with the Zeta criminal enterprise. In 2010, Durán was convicted twice in several cases and received a sentence of 21 years for unlawful possession of weapons and explosives and also 16 years for criminal activities.
In 2009, Durán was one of 11 kingpins who were indicted in the U.S. District Court for the District of Columbia for narcotics trafficking.
Durán was taken into custody in Reynosa by the Mexican military and federal police on November 2008 and has been in prison ever since.
Also the PGR reported that the following four municipal police officers from Guadalupe, Nuevo León were sentenced after they were convicted for crimes committed while working for the Zetas. Both Anselmo Rivera Alonso and Benito Peña Gutiérrez were sentenced to 25 years in prison for kidnapping four AFI agents on Apirl 2007. Maria Cristina Tapía Papalotzin was sentenced to 35 years in prison for organize crime and kidnapping. Francisco Javier Páez Arredondo was sentenced to 10 years in prison for organize crime.

Milwaukee (HNNUSA)-  On Wednesday, the Independent Riders from Milwaukee, Wisconsin gathered to acknowledge their 14th Anniversary. The Milwaukee chapter was first initiated on February 26, 1998, but the official membership drive began on March 14, 1998 by three Hispanic Co-founders, H. Nelson Goodson, Joselito Velez and Eduardo Velez. Most of the Independent Riders ride Harley-Davidson (HD) motorcycles, but membership is not limited to only HD riders.
The Independent Riders motorcycle group provided an opportunity for riders to organize trips, ride to motorcycle rallies and travel throughtout the U.S. and other countries without being identified as a club. The group later expanded to Tallahasee, Florida, where another co-founder Max "Tito" Rivera established a chapter.
Joselito Velez said, "It's been a good 14 years of outdoor motorcycle riding and congrats to the Independent Riders on our 14th Anniversary."
Eduardo Velez said, "Happy 14th Anniversary to all my brothers from Milwaukee, Tallahasee and everyone else. It's been a good 14 years of riding and wishing a lot more years to come. Ride safe and enjoy life, that's what its all about."
"It's incredible that after 14 years of riding as a group, we continue to be Independent Riders that ride free and without boundaries or borders. The adventure began in 1998, today we celebrate and tomorrow new horizons will guide us to new adventures," H. Nelson Goodson said.
Since 1998, many other riding groups throughout the U.S. and other countries have started their own Independent Riders group to ride free and enjoy motorcycle riding, especially the festivities and parties associated with motorcycle gatherings.

Milwaukee - On Tuesday, Jose L. Mora, 58, of Milwaukee was charged with six misdeamenor counts, including two counts for having sexual gratification with an animal, two counts of dognapping, one count of intentional mistreatment of an animal and one count of disorderly conduct. On March 9, Mora was taken into custody by Milwaukee police after Maribel Sánchez-Murillo, 29, filed a complaint alleging that she witnessed Mora raping her dog named "Diego" in a family garage at the 1500 block of S. 9th St. A video surveillance camera inside the garage was live stream and transmitted horrid and cruel images to an inside house monitor showing Mora forcing the 1-year-old German Shepherd to have sex with him.
Mora was arrested after Sánchez-Murillo who owns the dog pressured police to file multiple charges. She was dismayed, that Mora wasn't charged with a single felony.
Mora later confessed to police that he actually had sex with the dog twice. He also admitted to having a problem and couldn't guarantee, if he could control himself when beasty thoughts and acts of molesting dogs would trigger him to act. Mora "may be capable of doing other inappropriate or harmful things sexually" as he did with Diego (dog), according to the criminal complaint.
Police confirmed that they took a DNA swab from Mora's mouth, groin and confiscated his underwear for evidence. Diego was taken to a local veterinarian pet hospital for emergency treatment and to get DNA evidence, the complaint says.
Mora's bail was raised to $350.00 from $100 and the court found probable cause to proceed with the case. He is expected back in court on March 19 for a pre-trial conference.
If convicted on all counts, Mora is facing 4 years in prison and up to $51,000 in fines or both.
Mora was ordered not to have contact with witnesses against him and also must not have contact with medium or large dogs.
Mora, an alleged Mexican national was provided with a Spanish interpreter during the initial court hearing. He is currently married and has to boys ages 3 and 5. He has lived in the same block where the unusual, strange and cruel dog rape incident occurred.
No information has been released, if the U.S. Immigration and Customs Enforcement have confirmed that Mora is illegally in the U.S.

Bayview Bank Robbery Suspect Sought By Milwaukee Police

Bayview - Milwaukee police are looking for a black male suspect between the age of 25 to 30 who on March 9, walked into an M&I Bank at 2701 S. Kinnickinnic Ave. around 4:28 p.m. and robbed it. The suspect weights between 200-250 lbs. and is heavy build. He wore wire-rimmed sunglasses, a dark knit hat, dark hooded sweatshirt and dark jeans, according to police.
The suspect had his right hand in his pocket indicating he had a weapon and demanded money from a teller. After getting an undisclosed amount of cash, he then fled the scene. Police are now looking for the male suspect who was caught on video surveillance camera.

Milwaukee - On Sunday, a criminal complaint was filed against Jose L. Mora, 58, accusing him of raping a 1-year-old German Shepherd dog at a neighbor's garage in the 1500 block of S. 9th St. Mora, an alleged Mexican national is facing six misdeamenor charges, which includes two counts of sexual gratification with an animal, two counts of dognapping, one count of intentional mistreatment of an animal and one count of disorderly conduct.
Mora who is married and has two boys ages 3 and 5 has lived in the block for 10 years.
Mora was taken into custody on March 9 and was released the next day on a $100 cash bail. The criminal complaint states that, Maribel Sánchez-Murillo, 29, who owns a dog named "Diego" noticed Mora in her family garage raping the dog. She was able to see Mora on an indoor monitor having sex with Diego through a live stream video camera in the garage.
Sánchez-Murillo confronted Mora inside the garage and he denied having sex with the dog. Police were called and later took him into custody after the dog owner continued to push for police to press criminal charges. Mora was released from custody last Saturday.
Mora admitted to police that he had raped the dog. Police took a DNA swab sample from Mora's mouth, groin and confiscated his underwear for evidence. He is expected in court for an initial hearing on Tuesday, according to the complaint.
The dog was taken to a local veterinarian for treatment and to also get DNA for evidence. Mora was taken to a hospital for mental evaluation, according to the complaint.
Sánchez-Murillo says, it's unfortunate that Mora is just being charged with multiple misdeamenors and not with a felony.
Neighbors in the block have become aware of Mora's arrest and are taking precautions to keep Mora away from children, their pets, yards or garages.

Three Milwaukee Men Arrested After Firing Shots From A Roof In The South Side

Tactical unit arrested three suspects after gunfire erupted on a roof top.

Milwaukee - On Monday, Milwaukee police reported the arrest of three men suspected of firing multiple gunshots. A resident at the 2100 block of S. 18th St. called police after spotting a man firing shots from a nearby roof.
When police responded, they also heard gunfire and called for the tactical unit to handle the incident at about 7:45 p.m. Police were able to take three men into custody after an hour who allegedly fired multiple gunshots from a roof of a residence.
No one was reported injured, according to police.

Four Republican State Senators, Including Majority Leader Will Face Recall Elections In Several Months

Madison - On Monday, the Government Accountability Board (GAB) received the approval by an election panel to hold recall elections for four Republican state senators, including the senate majority leader. The GAB confirmed that there were more than the sufficient valid recall petition signatures needed to hold elections.
Primary elections for Republican State Senators Terry Moulton of Chippewa Falls, Van Wanggaard of Racine, Pam Galloway of Wausau and Senate Majority Leader, Scott Fitzgerald of Juneau could be held in May and a General election in June.
Senator Fitzgerald was the main author of a bill that eliminated most union bargaining rights from most state employees, which sparked multiple major protests and takeover of the Capitol building for several months last summer.
The GAB wants to hold elections during the same dates as Governor Scott Walker (R) and Lt. Governor Rebecca Kleefisch (R) recall elections, according to the GAB. But a state judge might have to decide the appropriate recall election dates.

Second State Judge Issues Permanent Injunction Against The Wisconsin Voter ID

Madison - On Monday, Dane County Judge Richard Niess became the second state judge to issue an injunction against the Voter ID law, known as Act 23. Judge Niess ruled the Voter ID law created an unconstitutional burden for voters and issued a permanent injunction halting the implementation of the Voter ID law for the upcoming April 3 presidential election.
The lawsuit was filed by the League of Women voters in October 2011 claiming the Wisconsin state constitution only allowed legislators to prevent felons and mentally incompetent people from voting and did not include another category of citizens. The Voter ID illegally created another group to be excluded from voting and Judge Niess agreed.
Last week Tuesday, Dane County Judge David Flanagan issued a temporary injunction preventing implementation of the Voter ID in a lawsuit filed by the Milwaukee Branch of the NAACP and Voces de la Frontera. The plaintiffs claimed that 220,000 low income voting-age citizens would not be able to vote because they were unable to afford to pay between $10 to $40 to get birth certificates as required and needed to apply for a state ID.
J.B. Van Hollen, the Republican State Attorney General has vowed to challenge Judge Flanagan's injunction and will probably also challenge Judge Niess' permanent injunction as well to keep low income voting-age citizens and elderly from voting.
The Republican control legislature passed the Voter ID law in May and Governor Scott Walker (R) signed it into law.
The Republicans are accused by Democrats of trying to keep low-income minorities from voting to set the stage for a Republican presidential candidate to win Wisconsin in an efford to oust President Barack H. Obama (D-IL) from office in 2012.

Juarez Files Campaign Financial Limit Violations Against Alderman Donovan In An Attempt To Oust Him

Milwaukee - On Monday, Benjamin Juarez, a candidate in the 8th Aldermanic District filed a financial campaign complaint with the Milwaukee Election Commission targeting the incumbent, Alderman Robert "Bob" Donovan. Juarez is claiming that Alderman Donovan has continued a pattern of receiving over the limit campaign contributions by businesses and contributors.
Previously, Donovan has been forced to return over the limit contributions, but no penalties have been imposed or reported. Juarez will submit a copy of Donovan's complaint to the Milwaukee County District Attorney's (DA) office for possible consideration into looking at Donovan's over the limit campaign finance contributions reported on his election campaign reports, which are public. Most likely, Donovan will only be ordered to return over the limit contributions to those making them, if found that he indeed violated campaign financial limits.
In most over the limit finance contribution cases, candidates usually return those contributions avoiding any penalties or action by the Milwaukee Election Commission or DA.
Juarez says, that it's unfair to allow Donovan to receive more than the campaign contribution limits allowed. Since, Juarez is running short in raising campaign funds to run a competitive campaign to challenge Donovan.
Juarez is attempting to oust Donovan who received more than 3-1 votes on the Primary election and is running strong in the 8th District and is expected to get re-elected on April 3.
Most constituents, including Latinos support Donovan, because he has been able to raise funds to place surveillance cameras around busy areas in the district to prevent crime, earning him the crimefighting Bob label. In contrary to other city aldermen, Donovan actually walks several times a week around the district to confront issues (crime, nuisance, drug houses and trash) before they escalate into problems that would affect the neigborhood, according to constituents.
On the February 21, Primary election, Alderman Donovan received 60% of the vote, totaling 935 votes and Juarez received 30% of the vote totaling 309 votes.
Alderman Donovan on Monday said, on occassion people contribute over the limit campaign donations allowed and they are identified and we then return exceeded contributions. Donovan admitted, he has never been penalized for receiving over the limit contributions, which are always returned to those donating them. Exceeded donations do not occur on a regular pattern as Juarez is trying to portray. Campaign contributions are accumulated through a four year cycle. Juarez is just trying to get some attention to his campaign, according to Alderman Donovan.
