Both suspects managed to flee from the residence in a Jetta, but were later stopped by the military. Acosta Hernández and Sandoval were taken back to the residence for interrogation. The suspects were taken into custody and transferred to Mexico City for further processing.
Acosta Hernández works under José Luis Ledezma, aka, "El JL" leader of La Linea, which is the armed branch of the Juarez Cartel. Ledezma is one of the lieutenants under Vicente Carrillo Fuentes, aka, "El Viceroy," the main leader of the Juarez Cartel.

He is also implicated in the triple murder of three Americans on March 13, 2010, including Lesley Enriquez who worked for the U.S. Consulate in Juarez.
Last Summer, Jesus Ernesto Chavez Castillo, a member of La Linea arrested in connection with the murders of the three Americans confessed to Mexican authorities that Acosta Hernández gave him orders to kill Enriquez.
Acosta Hernández ordered the murder of Sandra Ivonne Salas Garcia, Assistant of Internal Affairs for the Chihuahua State Attorney's Office on June 30, 2010, including the 2008 murders of municipal police and ministry officers, the homicides of 19 people in a rehab drug treatment center and the October 22, 2010 massacre of 13 teenagers in the Horizontes del Sol neighborhood, the SSP reported.
La Linea fought with the Cartel del Pacifico and the Sinaloa Cartel for control of Juarez. Then, Acosta Hernández hired Los Aztecas as an armed enforcer group to help the Juarez Cartel take control of the city of Juarez.

By H. Nelson Goodson
July 29, 2011

Milwaukee - On Thursday, the Milwaukee County Board voted 13-6 to approve a redistricting plan eliminating Supervisor Joseph Rice's 6th District and creating two predominately Hispanic Districts. The plan goes before County Executive Chris Abele for his signature.
By eliminating the North Shore 6th District, the number of Districts will drop to 18 from the current 19 in 2012. In mid June, Rice filed a lawsuit in Circuit Court and on Wednesday he entered a motion asking for an injunction of the current plan claiming the Board didn't allow enough time for public input when it passed a preliminary plan.
The Milwaukee County redistricting plan passed on Thursday creates two Hispanic voting-age majority Districts. The 4th District will have a 50.6% Hispanic voting-age majority and the 12th District will have a 65.9% Hispanic voting-age majority. But the recently approved Milwaukee County redistricting plan could be jeopardize by the state Republican redistricting plan SB-148 that was also passed. Most local and county governments have to adjust their redistricting boundaries to conform with the state plan.
Governor Scott Walker (R) has yet to sign SB-148 into law.
Voting in favor of the Milwaukee County redistricting plan were Supervisors, Eyon Biddle Sr., Gerry P. Broderick, Marina Dimitrijevic, Jason Haas, Nikiya Q. By H. Nelson Goodson
July 26, 2011

Miacatlán, Morelos, Mexico - On Tuesday, the infamous Edgar Jiménez Lugo, 14, aka, "El Ponchis," also known as the child executioner for the South Pacific Cartel (SPC) was convicted and sentenced to three years detention in the Mexican juvenile justice system, according to José Manuel Serrano, prosecutor for the Morelos State Unitary Tribunal for Juveniles (UTJ). Serrano in a press release stated, that was convicted multiple counts of organized crime delinquency, four homicides, kidnapping, illegal possession of military weapons and drugs (marijuana and cocaine).
About 40 witnesses had testified during the week long close-door trial that left the public and media from attending the proceedings. The state of Morelos or the federal Mexican government don't have stiffer sentences for children who commit felony crimes.
Lugo admitted of being a U.S. Citizen. He was born in San Diego, California and was being raised by his grandmother while in Mexico. His mother, Yolanda Jiménez Lugo was taken into custody for illegal re-entry into the U.S. in San Diego by U.S. Border Patrol shortly after El Ponchis arrest.
On December 2, he was taken into custody at the Mariano Matamoros Airport in Cuernavaca, Morelos by the Mexican military while boarding a flight to Tijuana along with one of his sisters. Elizabeth Jiménez Lugo, 19, and Lina Éricka Jiménez Lugo, 23, were also taken into custody.

Republican SB 148 Redistricting Bill Splits Milwaukee's Hispanic Community Into Two Assembly Districts

State Representative JoCasta Zamarripa

Governor Scott Walker called to veto partisan Senate Bill 148.

By H. Nelson Goodson
July 26, 2011

Milwaukee- On Monday, State Representative JoCasta Zamarripa (D-Milw.) during the Nfoque Latino Spanish Radio show at WJTI 1460 AM said, the Redistricting Senate Bill 148 (SB 148) passed by the Republican controlled legislature splits the Hispanic community into two Districts. Zamarripa said, the heart of the Latino community and the Cesar E. Chavez Drive Business District will be split in half, if Governor Scott Walker signs the bill into law. Zamarripa has called on Walker to veto the bill publically, but neither Zamarripa or the Democratic leadership in the legislature have made any effort to meet with Walker to convince him to do so.
Republicans in the state legislature decided to split the Latino community along S. Chavez Drive. The East side of Chavez Dr. will become the 9th Assembly District and the West side of the street will become the 8th Assembly District. Zamarripa, an Hispanic lives within the 8th District.
In 2012, the new redistricting maps are expected to take effect. The state redistricting bill creates a Hispanic voting-age majority population with 54% from the current 22.9% in the 9th Assembly District and the 8th Assembly District was cut to 60% of Hispanic voting-age majority. The Republicans cut Zamarripa's majority and created the two Districts. Zamarripa said, they could have added a 68% to 70% Hispanic majority to the 8th District, but didn't.
The Republican state redistricting process only held one hearing, withheld the maps from the public and Democrats until a week before they were approved. They disenfranchised the Latino community from actually participatiing in the process by not providing more time to challenge the plan and rushing to approve their redistricting plan. The Republican process was viewed as a power grab before the recall elections on August 9. Six Senate Republicans are being recall.
SB 148, if signed into law by Governor Walker will automatically void the Milwaukee Common Council approval of two majority Hispanic voting-age Districts, including the two proposed Hispanic majority Districts by the Milwaukee County Board of Supervisors Special Redistricting Committee.
The state Republicans did not take into account the redistricting efforts by the city and county government officials. The state redistricting process usually takes into account the way local governments draw their district lines, according to the U.S. Census totals every ten years in voting-age populations and the growth of minority populations. The local governments also abide by the Federal Voting Act of 1965, affording minority populations majority Districts.
Zamarripa said, that a federal lawsuit to challenge the state Republican SB 148 will most likely be filed by members of the Latino community, if Walker signs the bill. By creating two Hispanic Districts, it decreases the Latino voting-age population instead of securing a higher majority percentage District as required under the Voting Act.
In June, Democrats had filed a federal lawsuit claiming Republican legislators illegally cut Districts. They amended the lawsuit claiming the state redistricting maps were unconstitutional and violated the Voting Rights Act.
The newly approved Republican SB 148 maps also shows at least six Assembly seats, instead of seven seats for the African-American community and multiple Native American tribes were split into two Districts, which the tribes were within one District each.
Governor Walker on Monday signed a bill allowing the state legislature to draw redistricting maps before the local and county governments draw them.

USPS To Expand Services Into Local Businesses, While Closing Up To 3,700 Post Offices

USPS introduced the Village Post Offices concept to replace 3,700 postal offices.

By H. Nelson Goodson
July 26, 2011

Washington, D.C. - The U.S. Postal Service (USPS) reported losing billions in revenue through the years as customers change their mailing habits to using online E-mail, Internet and other electronic devices (cellphones) as a means to communicate. USPS is evaluating and considering shutting down at least 3,700 post offices nationwide, which are viewed as "low activity" or generate less than $50 a day, has a maximum of two hours work a day and have a minimal walk-in customer base. USPS introduced a new concept to fill the void.
On Tuesday as an innovative strategic change to update its operations and generate revenue, USPS announced in a press release it will expand its operations through the Village Post Office as a potential replacement option. Village Post Offices would be operated by local businesses such as pharmacies, grocery stores and other appropriate retailers, and would offer popular postal products and services such as stamps and flat-rate packaging.
Today, more than 35 percent of the Postal Services retail revenue comes from expanded access locations such as grocery stores, drug stores, office supply stores, retail chains, self service kiosks, ATMs and USPS, open 24/7, said Postmaster General Patrick Donahoe. Our customers habits have made it clear that they no longer require a physical post office to conduct most of their postal business. Donahoe strongly believes that third-party retailers would create easier and convenient access of postal products and services to customers at their local shopping centers and businesses. The Village Post Office will offer another way for us to meet our customers needs, Donahoe said.
Today, USPS has 32,000 postal retail offices and more than 70,000 third-party retailers as Approved Postal Providers that sell postage stamps and are providing expanded access to other postal products and services. USPS customers have about 100,000 locations across the nation where they can do business with the Postal Service.
USPS is the only postal service that delivers ro 150 milliom residences, businesses and Post Office Boxes, generates more than $68 billion in revenues annually and delivers nearly half of the world's mail. The Postal Service receives no tax dollars for operating expenses, and relies on the sale of postage, products and services to fund its operations.

Breivik Appears At Closed Court Hearing For Multiple Homicides And Bombing Charges

Anders Behring Breivik

Breivik facing 42 years in prison for the bombing deaths in Oslo and mass homicides at Utoya Island.

By H. Nelson Goodson
July 25, 2011

Oslo, Norway - On Monday, Anders Behring Breivik, 32, has been charged with 8 bombing deaths and the mass murder of  68 people, who were mostly youths. Police confirmed the dead toll at the Utoya Island was less than previously reported. Breivik on Friday went on a shooting rampage by executing multiple youths in what he called, a horrible act, but necessary. He is a right-wing Christian extremist and a member of the Knights Templar. The Knights were a medieval order of armed monks who went on crusades to keep Muslims from a takeover.
Judge Kim Heger in a press conference said, that Breivik had acted to stop the "colonization of Muslims in Norway" and Europe by killing his victims at the island where they had gathered for a Labor Party Summer camp event. Breivik acted to prevent a Muslim takeover of Norway and blamed the Labor Party of betraying Norway by helping to import Muslims into the country, Heger explained. Heger decided to have a close-door court session and banned the media and public from the hearing. At the hearing, Breivik had admitted that they were two other cells. But, police could not confirm the existance of the cells, according to Heger.
Breivik will remain in custody and in isolation. If Breivik is convicted, he is facing 21 years in prison on each count of bombing and mass murder. Norway has no death penalty.

Norway police released the names of all the Breivik's 76 victims at link: https://www.politi.no/Kampanje_70.xhtml

Breivik Confessed To Killing 92 Victims At Norwegian Utoya Island

Anders Behring Breivik

Several people unaccounted for and could raise the dead toll.

By H. Nelson Goodson
July 24, 2011

Oslo, Norway - On Monday, Norwegian cold blooded killer Anders Behring Breivik, 32, of Oslo is expected to be charged for at least 92 homicides at a Labour's youth Summer camp and 7 other homicides at a building that was bombed. Breivik confessed to police that he had to kill the victims on Friday. Most of the victims were youths attending a youth camp at an event for Norway's ruling Labor party at the island of Utoya about 20 miles northwest of Oslo. More than 575 people were attending the weekend event.
It took Breivik more than 1.5 hours to kill most of his victims. Some of the surviving youths, including other people were able to escape from being massacre by jumping into the water surrounding the island.
Breivik wearing a police uniform arrived at the island and then began to cold bloodedly shoot at people, mostly youths with a Glock handgun and an automatic weapon, according to police. Breivik who is not an officer later surrendered to police.
Earlier, Breivik allegedly planted a bomb in a building in the center of Oslo where the government district is located, which exploded and killed 7 people.
Investigators found a 1,500 page manifesto, which detailed the planning stages for the massacre at the island. It seems Breivik's motive for committing the massacre was political, religious and racial. He is considered a right-wing extremist and a Christian conservative who disliked Islam and Muslims immigrating to Norway and had perceived multicultural problems, according to Breivik's manifesto.
Breivik is facing multiple life terms in prison and 20 years for the bombing, if convicted. Norway doesn't have a death penalty.

Three suspects arrested and fourth suspect sought.

By H. Nelson Goodson
July 21, 2011

Ciudad Juarez, Chihuahua, Mexico - On Thursday, the Chihuahua State Attorney General's Office (PGR) reported that three suspects, Antonio Tarango Montes, 60, Victor Alfonso Cano Molina, 25, aka, "El Gordo," and Lizbeth Nayeli Rodríguez Alanis, 22, were arrested early Tuesday in connection with the kidnapping and homicide of Jorge Luis Dieppa, 57. Dieppa a U.S. Citizen worked for the U.S. District Court El Paso Division as an interpreter for almost seven years and worked part time as a lecturer in the Languages and Linguistics department at the University of Texas El Paso (UTEP), according to its website.
U.S. federal authorities confirmed that Dieppa had been reported missing on July 5 and on July 6 Mexican authorities found his body at the Morenita neighborhood in Ciudad Juarez. The victim had been bound with duct tape and stabbed multiple times.
PGR sources confirmed that Dieppa was killed before his wife refused to pay a $10,000 ransom. Authorities didn't release Dieppa's name, but sources in the U.S. and in Chihuahua identified Dieppa as the murdered victim.
The PGR says, Alanis a nightclub dancer admitted to knowing Dieppa and was having a relationship with him for about five years. She told investigators, Dieppa would give her money and financially supported her. But, when she discovered he was working as a lecturer at UTEP, Alanis and the other suspects decided to kidnap Dieppa when they spotted him in Juarez. Dieppa was having car mechanical problems and crossed the border into Juarez to get his vehicle repaired.
The suspects apparently killed Dieppa and contunued to negiotiate for a ransom. Dieppa's family members requested proof of life before paying the ransom and Molina tried to imitate Dieppa's voice, but the family didn't believe it was Dieppa and decided not to pay the ransom, according to the PGR.
The suspects were arrested during an argument with another group. When Juarez police booked them, they found the suspects were wanted in connection with Dieppa's kidnapping and homicide.
Authorities are looking for a fourth suspect, according to the PGR.

Madison - On Wednesday, State Representative JoCasta Zamarripa (D-Milw.) called on Governor Scott Walker (R) to veto partisan redistricting Senate Bill 148 (SB 148), which the Republican controlled legislature passed. The bill creates majority Republican Districts and disenfranchised the Hispanic community in the state by preventing more than one majority Latino voting-age Districts.
If Governor Walker signs SB 148 into law, Democrats and members of the Hispanic community are planning to file additional federal lawsuits claiming the Republicans violated the federal Voting Rights Act of 1965. In June, Democrats had filed a federal lawsuit claiming Republican legislators illegally cut Districts. They amended the lawsuit claiming the state redistricting maps were unconstitutional and violated the Voting Rights Act.
The newly approved Republican SB 148 maps shows at least six Assembly seats, instead of seven seats for the African-American community and multiple Native American tribes were split into two Districts, which the tribes were within one District each.
Every ten years, legislators and public officials have to redraw District lines to meet the voting-age of the population growth recorded by the U.S. Census. Minorities would have to be given the opportunity to have majority Districts. The newly approved redistricting maps take effect on 2012.
The City of Milwaukee recently approved two majority Hispanic voting-age Districts, which were the 8th and 12th Aldermanic Districts. With the SB 148 passage, the Milwaukee Common Council would have to scrap the two Hispanic Districts and might only get to approve one, if Governor Walker signs the bill into law.
Last week, Governor Walker was quoted in the Milwaukee Journal Sentinel that he is now willing to work with Democrats in the legislature. Walker is expecting a recall once he completes one year in office for ending bargaining collective rights for most state employees and cutting $800 million of aid from the state public schools system.
In a press release, Representative Zamarripa blasted the process that the GOP employed to rush the bill through the Legislature. "Seven days ago only one hearing was held on this massive plan that impacts every single citizen of our great state," said Zamarripa, "The GOP leadership allowed virtually no public input and passed this plan through both houses of the Legislature only one week after the public hearing."
Zamarripa expressed outrage that the Latino community in Milwaukee was cut out of the process. "In order to satisfy their own thirst for a partisan monopoly, the majority party has thrown Wisconsin’s growing Latino community under the bus," said Zamarripa.
"On Saturday, it was reported in the Milwaukee Journal Sentinel that Governor Walker wanted to work with Democrats," said Zamarripa. "A veto of the blatantly partisan SB 148 is an excellent starting point, if the Governor is serious about working with Democrats."
In other state legislature news, the Wisconsin Republican State Assembly adopted an amendment to prevent people from getting unemployment benefits in the 1st week they are unemployed. On Thursday, the Assembly bill was passed with the amendment and then it was stalled in the Senate.
On Tuesday, the Senate voted 30-3 to rejected holding one week from those unemployed and passed their version of the unemployment bill.
Both the Senate and Assembly passed slightly different versions of the bill, which automatically stops the bill from moving forward. The bills have to be compatiable before the extended benefits bill for the unemployed is passed. The Senate will take up the issue once again next week.

Kid amitted to exposing himself

By H. Nelson Goodson
July 20, 2011

Milwaukee - On Wednesday, a 12-year-old juvenile admitted to exposing himself to women in the 2200 block of S. 30th St. A woman walking her dog on S. 30 on Tuesday at about 6:30 p.m. was approached by the juvenile.
The juvenile asked her for the time and then raised his shirt and exposed his erection to the woman. She told him, that what he had just done was every inappropriate for his age and shouldn't be exposing himself. He walked North and then turned around and yelled "Hey bitch, come (pointing down at his penis) and suck this."
The woman is sending out an alert to other women in the area as well as young teenage girls, including children to be aware and call police, if they have been also exposed to the juvenile.
The child is being identified only as a juvenile due to his actions and causing alarm among the children in the neighborhood. Several of the children were able to locate where the juvenile lives after they saw a picture of him. The juvenile lives in the same block and other neighbors a block East have said, the same juvenile had gone to their homes and knocked on the door. When the women opened the door, the juvenile asked them, if they're married and if Adrian lives there.
Earlier in the day, the juvenile was walking barefooted in the 98 degree hot and humid weather, which to some of the kids who saw him seemed weird.
Milwaukee police are investigating the penis exposure incident by the child and around 10:30 p.m. went to the juvenile's residence and are expected to talk to his mother. Police are treating this incident as a priority two, according to Officer Anthony Bialachi from Police District 2.
The hottest day of the Summer was Wednesday, according to the weather report.

July 19, 2011

Miacatlán, Morelos, Mexico - On Monday, the infamous Edgar Jiménez Lugo, 14, aka, "El Ponchis," also known as the child executioner for the South Pacific Cartel (SPC) went on trial in the Mexican juvenile justice system. Lugo admitted, he was born in San Diego, California and was being raised by his grandmother in Mexico. The U.S. State Department hasn't released a statement confirming Lugo as a U.S. Citizen. He is charged in the state of Morelos with multiple murders, torture, kidnappings, crimes against the public health, possession of cocaine, including marijuana, possession of weapons reserved for the military only, and decapitations while he worked for the cartel.
The trial will take between a week to several weeks and at least 60 witnesses are scheduled to take the stand, according to Juan Carlos Castro, spokesperson for the Morelos State Unitary Tribunal for Juveniles (UTJ).
On December 2, he was taken into custody at the Mariano Matamoros Airport in Cuernavaca, Morelos by the Mexican military while boarding a flight to Tijuana along with one of his sisters. Military police found two weapons, including a semi-automatic 9mm handgun on Lugo's luggage, small bags of cocaine and marijuana were found on Lugo and cell phones with photos of his victims while being tortured and killed, according to the preliminary arrest report.
Two of Lugo's sisters, Elizabeth Jiménez Lugo, 19, and Lina Éricka Jiménez Lugo, 23, were also taken into custody. Lugo and one of his sisters were trying to flee into the U.S. by crossing into San Diego from Tijuana. El Ponchis alleged mother, Yolanda Jiménez Lugo who lived in San Diego was taken into custody by the U.S. Border Patrol shortly after he was arrest. Her husband, Gabriel Manuel Aguirre was arrested along with Yolanda. She has two children with Aguirre.
In 1997, Yolanda was convicted on one count for possession and intent to distribute cocaine. She served 90 days in jail and was given three years probation, but was deported, according to court records in San Diego County.
El Ponchis and his sisters resided in Tejalpa, within the municipality of Jiutepec. He worked under Jusús Radilla Hernández or Julio Jesús Padilla Hernández, aka, "E Negro," leader of the SPC who is wanted by the Mexican government. One of Lugo's sister is expecting a child from El Negro.
El Ponchis confessed to killing at least four people in Cuernavaca and hanging some of the corpses in a local bridge. He told authorities that he was kidnapped at the age of 11, then was forced to take drugs and threaten to be killed by El Negro, if he didn't torture, killed and decapitate his victims, according to the criminal complaint.
The trial is taking place behind closed doors and numerous witnesses, including investigators are expected to testify against Lugo. The trial has been closed to the media and public due to security reasons, according to Ana Virginia Pérez, Chief Magistrate Justice for the UTJ.
If convicted, Lugo is facing up to five years in juvenile detention. Mexico has no severe federal penalties for juveniles accused of felony murder and other serious crimes.

Milwaukee - On Monday, the City of Milwaukee sold the former vacant Oxford Apartments property, 924 N. 25th Street to Odgen and Company Inc. for a mere $500.00, where infamous Jeffrey Lionel Dahmer killed most of his victims, according to city records. Dahmer's killing site had remained as a green space for the last 18 years. The city stipulated that no building should be erected in the property and must remain a green space.
Odgen is remodeling and renting 2-bedroom multiple apartment units at the adjacent North-East property to the former Oxford Apartment property.
The Oxford Apartments building was demolished in 1992 and the property remained vacant. Dahmer as a serial killer consumed victim's body parts to keep them closer to him. He frequent gay nightclubs and lured male victims to his apartment to pose as models for pictures. Once inside the apartment, he then drugged them to make them unconsicous. Dahmer later injected chemicals into their brains to murder them and have sex with the corpses.
Most of the Dahmer's victims were African-American, one Laotian and one Hispanic.
He dismembered some victims and dissolved a majority of bodies in a blue acid barrel inside the apartment. He was convicted of murdering at least 17 victims between June 6, 197I to July 19, 1991. Most of the homicides occurred between 1987 to 1991, according to court records.
Dahmer was sentenced to 15 life terms in prison, without parole. While serving time at the Columbia Correction Institute in Portage, Dahmer was killed by another inmate on November 24, 1994 at the age of 34.

Mexican soldiers burned about 120 tons of marijuana.

By H. Nelson Goodson
July 16, 2011

El Rosario, Baja California, Mexico - On Friday, the Mexican National Defense Secretary (Sedena) confirmed that the 300 acres of marijuana plants growing in the desert were cultivated by members of the Sinaloa Cartel. The Sinaloa Cartel is operated by Joaquin "El Chapo" Guzman Loera.
About 200 soldiers began burning 120 tons of marijuana plants on Friday near El Rosario in the municipality of Ensenada. To date, 58 people believed to have been working in the plantation have been arrested. Six of the suspects arrested have confessed to working for the Sinaloa Cartel. The plantation has been considered the largest ever discovered in the state of Baja California and in the country, according to Sedena.
On Thursday, Mexican Army General Alfonso Duarte Mujica first reported that military personnel discovered 300 acres of marijuana plants growing in the desert. A military plane patrolling the zone came upon a large area in the desert that was covered with a black screen-cloth. Ground soldiers on Tuesday went in to investigate the suspicious area and found the marijuana growing.
General Duarte Mujica said, that the military operation involved 300 military personnel. 16 men working at the plantation had been arrested earlier in the week nearby El Rosario as they tried to escape in a bus. The men are originally from the state of Sinaloa and several had confessed that they worked at the plantation. At least, 60 people worked to maintain the huge plantation and attempted to hid the marijuana plants among tomatoes.
Soldiers found an electric power plant source and water for irrigation came from two water holes. Water was pumped through pipes and gutters into the plantation.
Duarte Mujica estimated that the plantation had about 120 tons of marijuana growing worth about $1,800 million pesos ($150 million U.S.).
The plantation was located between the city of El Rosario and Cataviña, about 223 miles South of Tijuana.

Wife Cuts Off 51-year-old Husband's Penis Over Divorce And Argument In California

Paramedics found portions of penis inside garbage disposal.

By H. Nelson Goodson
July 14, 2011

Garden Grove, California - On Wednesday, Catherine Kieu Becker, 48, a real estate broker was charged by Orange County District Attorney's Office with multiple felony counts of false imprisonment, torture and aggravated mayhem, which carries a maximum life sentence, including causing great bodily harm with a dangerous weapon, administering a drug with intent to commit a felony and poisoning. Becker allegedly cut off her 51-year-old husband's penis over a divorce and an argument. Prosecutors speculated in court, the couple had argued over "friends staying at the residence," which later resulted with the castration.
She appeared in court on Wednesday, but Becker's arraignment was rescheduled for July 22 and is currently being held at the Orange County jail. Becker is facing life in prison with the possibility of parole, if convicted on all counts.
The criminal complaint states, on Monday, Becker added an unknown drug to her husband's food knocking him out after an argument. Her husband later woke up tied to the bed and unable to move or free himself.
Becker then castrated her husband in bed and disposed of the penis in the garbage disposal. Afterwards, around 9:00 p.m., she called 911 and requested medical assistance.
When firefighters and police arrived, they found Becker's husband in bed unconcious bleeding. Firefighters recovered parts of the husband's penis inside the garbage disposal. Becker told police that he "deserved it," according to the criminal complaint.
Garden Grove Police Lt. Jeff Nightengale confirmed, investigators recovered a knife and rope at the crime scene. No information was released, if the garbage disposal was removed for evidence.
The couple were married 2009 and had been separated since April after her husband filed for divorce citing "irreconcilable differences," according to court records.
Becker's husband remains in stable condition at the Irvine Medical Center in the University of California.
A similar case in Manassas, Virginia, in June 1993 Lorena Bobbitt of Bucay, Ecuador severed her husband John Wayne Bobbitt's penis with a knife for being unfaithful, physically abusing her, spousal rape and not making her reach her climax (orgasm) during sex, according to court records. Doctors were able to reattach it.
After seven hours of deliberations a jury found Lorena not guilty due to insanity.
In 1995, both Lorena and John W. Bobbitt were granted a divorce.

Major Drop Of Illegal Border Crossing Into The U.S. From Mexico

File photo

Mexican authorities and U.S. study indicate a major drop of illegal crossings into the country.

By H. Nelson Goodson
July 11, 2011

Mexico City, Mexico - On Monday, René Zenteno Quintero, Assistant Secretary of Mexico's Population, Migration and Religious Affairs during a World Day Population press conference said that illegal migration into the U.S. has dropped. In 2005, about 500,000 Mexican nationals made their way into the U.S. illegally and within the last two years between 100,000 to 200,000 continued unauthorized crossings into the U.S., according to Zenteno Quintero. He cited statistics from both the U.S. Census and Mexico's Population Census (MPC). Some of the few factors that kept nationals in Mexico, was a growing middle class, families doing better economically and educational opportunities, anti-immigrant laws and border security in the U.S. Arizona, Alabama, Texas, Georgia and South Carolina adopted state immigration enforcement laws.
Feuds between drug cartels to control border routes into the U.S., border violence, high costs to be smuggled into the U.S. from Mexico was another indicator for less unauthorized border crossings.
MPC showed that women in Mexico are having less than three children per family. The drop in Mexico's young population indicates, there will be less job seekers in the future making it possible for people to find jobs.
In a combine study by the Mexican Migration Project (MMP) at Princeton University and the University of Guadalajara in Mexico also indicated that unauthorized immigrants crossing into the U.S. reached half a million per year between 2000 to 2004 and dropped less than 100,000 a year ago.
In a recent U.S. Census report, Hispanics make 16.3% or 50 million of the U.S. population, a 43% growth since 2000 and 12 million of Hispanics make up the voting age population. U.S. Hispanics will reach 1.3 trillion of spending economic power by 2012 and 1.7 trillion by 2013.
Undocument immigrants living in the U.S. have faced anti-immigrant bills like Arizona's SB 1070. The bill authorizes law enforcement officers to question the legal status of suspects stopped for minor traffic infractions, local ordinance violations and domestic cases. Despite anti-immigrant bills and U.S. Immigration and Customs Enforcement (ICE) enhanced deportations, most undocumented immigrants have remained in the U.S. or have moved to more immigrant friendly states.
Between 2004-2007, immigrants who remained in the U.S. began to purchase their own homes and using ITIN numbers to get mortage loans at higher interest rates. Once federal strict guidelines were adopted by the U.S. Congress in 2007 preventing undocumented homebuyers from using ITIN numbers to qualify for federal housing loans, and most banks adopted a similar policy the homebuying market collapsed nationally. The collapsed of the home mortage market strongly showed the economic contribution to the U.S. economy by undocumented immigrants.
Recently, U.S. ICE deportations have increased under President Barack H. Obama. More than 1,000 of undocumented immigrants are being deported per day (387,790 per year) under Obama's administration (400,000 families with U.S. citizen members are being destroyed by deportations according to the Illinois Coalition for Immigrant and Refugee Rights), compared to almost 650 daily deportations (240,000 per year) under former President George W. Bush. (Source: La Jornada Morelos, 3/9/2010)
The U.S. Department of Homeland Security reported that 10.8 million of undocumented immigrants in the U.S., 62% are Mexican nationals. In 2008, more than 12 million of undocumented immigrants resided in the U.S. An estimated more than 4 million U.S. born children have at least one or both parents who are undocumented.
ICE recently reported that about 400 thousand undocumented immigrants are deported every year from the U.S. and with the Secure Communities Program (SCP) implemented by ICE, the deportations could rise to 800,000 per year. The program under agreement with states are suppose to target criminal undocument immigrants, but only several hundred thousand have been detained and deported in two years. The rest of the deportations were at least 600,000 non-criminal illegal immigrants who were deported under Secure Communities within several years, according to ICE.
The National Institute of Migration in Mexico reported 66,704 Mexican nationals were deported from the U.S. between January and February 2011, 63,970 were over 18 and 2,734 were minors. ICE deported, 30,844 in January and 35,860 in February, of the adults, 57,908 were men and 6,062 were women. (Source Notimex)
In early December, the Congressional Budget Office (CBO) report indicated that the approval of the DREAM Act would help cut the federal deficit by $1.4 billion, and generate $2.3 billion in corporate and social insurance taxes within the next ten years. http://bit.ly/fk6B3N
Last year, the DREAM Act was killed in the U.S. Senate because it failed to get the needed 60 votes to prevent a filibuster inorder for the bill to proceed for a Senate vote.
Today, U.S. House Republicans are trying to implement E-Vertify System for employers to use the federal system to vertify the legal status of all employees. The system has flaws, according to Obama, who wants it fixed first before it is used.

July 10, 2011

Chetumal, Quintana Roo, Mexico - Last Thursday, María de Mar Arjona Rivera, 19, was released from custody after posting $5,000 pesos ($384.00 U.S.) for bail, after being charged in an attempted prison escape. Fernando Campos, spokesperson for the Public Safety Secretary's Office confirmed that Rivera had made bail at 8:00 a.m. and court proceedings will continue against her. She was charged for trying to help her boyfriend Juan Ramírez Tijerina escape from the Chetumal prison inside a black suitcase on July 2.
Rivera is six months pregnant and is facing between 6 months to 5 years in prison, if convicted in the daring escape. Two other prisoners, Manuel López and Edwin Valdemar are also facing charges for helping Tijerina inside the suitcase and even carrying it inside the facility a short distance.
The criminal complaint states, Rivera went to have a conjugal vist with Tijerina at the prison center, which has such visits. Tijerina who is serving 20 years in prison for drug trafficking and crimes against the public health got inside the suitcase in a fetal position.
Rivera after spending Friday night with Tijerina, on Saturday morning at 9:00 a.m. she tried to pulled the suitcase up a set of stairs, she accidently bumped the suitcase and prison guards noticed something move inside, at the first inspection station. She told the prison guards that she was taking out Tijerina's dirty clothes to wash. The guards opened the suitcase and found Tijerina curled up inside.
The prison has three inspection stations as people are exiting the facility.
Tijerina was arrested on August 2007 by military police in the municipality of Othón P. Blanco, Cancún while trying to unload two tons of cocaine from an airplane that was smuggled into Mexico from Colombia. Tijerina had a top position with the Sinaloa Cartel.

Women working as escorts among the dead and the massacre is the worst in Monterrey's history.

By H. Nelson Goodson
July 10, 2011

Monterrey, Nuevo Leon, Mexico - On Saturday, Jorge Domene, spokesperson for the Nuevo Leon State Security confirmed that the death toll has reached 21 at the El Sabino Gordo Bar. One of the 5 wounded victims died at the University Hospital raising the death toll to 21. Domene during a press conference said, that last month the bar was raided and drugs had been found at the establishment. The bar remained opened beyond the time recommended for it to close due to the recent increase in violence in Monterrey.
