A previous Brown Berets of Wisconsin (BBW) Facebook page that was highjacked by a none Wisconsin member had  endorsed candidate Juan Miguel Martinez for Milwaukee County District 12th Supervisor that was a previous member of the BBW who was ousted from the group for allegedly attempting to use the group's name to attack El Supermercado El Rey and the local Conquistador Newspaper.

Milwaukee, Wisconsin - On Monday, Walter Garron, the Commander of Los Brown Berets of Wisconsin confirmed that Juan Miguel Martinez, candidate for Milwaukee County District 12th Supervisor is not being endorsed by the BBW as previously led to believe in a highjacked BBW Facebook (FB) by a none member identified as Sergio Lujan from El Paso Texas. Lujan was part of the administration of the previous BBW highjacked FB page and then he decided to take control of the FB page without authority of the rest of the page administrators in Wisconsin. Lujan is a member of the Brown Berets in Texas, but not a Wisconsin BBW member and he continues to use the previous BBW FB page, according to Garron.

Garron also posted a previous FB post on his account exposing Martinez who was ousted from the Wisconsin group for allegedly lying and attempting to use the group's name to attack El Supermercado El Rey and El Conquistador Newspaper in Milwaukee.

When Hispanic News Network U.S.A. (HNNUSA) attempted to get a statement from Martinez in regards to Garron's FB post alleging that he lied and attempted to use the group's name to attack El Rey and El Conquistador Newspaper, Martinez told HNNUSA that he would not release a statement.

Andrea A. Rodriguez-Strock, Former Candidate For Milwaukee County Supervisor District 4 In 2020 Charged With Felony Child Abuse Intentionally Causing Harm And OWI 2nd In Milwaukee

Rodriguez-Strock was recently charged in early January 2022 with OWI 2nd, a misdemeanor and in July 2021, was charged with one felony count in July 2021 for child abuse intentionally cause harm, according to Wisconsin state court records.

Milwaukee, Wisconsin - Former Candidate for Milwaukee County Supervisor District 4 in 2020 Andrea A. Rodriguez-Strock, 43, was charged with misdemeanor (Operating While Intoxicated) OWI 2nd on January 3, 2022. Rodriguez-Strock was also charged on July 2021 with one count for felony child abuse Intentionally causing harm. If convicted of felony child abuse, Rodriguez-Strock is facing up to 6 years in prison and up to $10,000 in fines, and for a misdemeanor OWI 2nd conviction, she is facing up to 6 months in jail and up to $1,100 in fines.

Rodriguez-Strock is free on a $500 cash bond on the felony charge.

On Saturday, Rodriguez-Strock told Hispanic News Network U.S.A. (HNNUSA) that they are only allegations and her attorneys are handling the cases.

According to the felony criminal complaint, Rodriguez-Strock on June 11, 2021 her 13-year-old son reported her that his mother Rodriguez-Strock used her body to block him into his bedroom and he was able to exit his bedroom, his mother pulled his hair and took his crutches away from him, smashed then on the ground, breaking them, and threw them across the room. The 13-year-old sin then called his father and told him what was happening. His father arrived at Rodriguez-Strock's home to pick up his son, Rodriguez-Strock blocked the front door. When son attempted to unlock the front door, Rodriguez-Strock bit him in the left arm. Milwaukee police officers investigating the incident noticed bite marks on the 13-year-old forearm.

Officers at the scene then spoke to Rodriguez-Strock about the bite marks and she denied biting her son and said that any marks he had must have been self-inflicted in an attempt to get her in trouble. Rodriguez-Strock did admit that she did try to block the front door when her son tried to leave and claimed that the bite marks on his arm may have resulted from him sticking his arm in her face when he attempted to open the door.

Her 8-year-old daughter told police the she heard a lot of shouting and seeing her mom, Rodriguez-Strock, blocking her brother when he attempted to leave out the front door. Her daughter also told police when her brother attempted to leave out the front door, she saw her mother bit her brother in the arm, so she close her eyes and left the room.

Milwaukee, Wisconsin - Juan Miguel Martinez, a candidate for Milwaukee County District 12 Supervisor admitted during a April 9, 2021 interview with Mr. Nice Guy host Ben Slowey that he and three other friends jumped a cop in Mexico City in 2004 or 2005 and took his badge. One of Martinez's accomplices of an alleged assault of a Mexican cop apparently wore the stolen badge on his shirt all night while at a Mexican bar, according to Martinez own admission. He also stated that he was not proud of what happened since he got involved with the wrong crowd at the time. Martinez was 20 at the time of the incident in Mexico.

Martinez didn't elaborate other details about the assault of a Mexican police officer in Mexico City. Martinez returned to the U.S. in 2007, according to the Mr. Nice Guy interview.

Martinez is a known Milwaukee union organizer and writing contributor for the Shepherd Express Magazine and the Milwaukee local El Conquistador Newspaper.

The two highest Primary Election vote getters will face off on the April 15, 2022 General Election in Milwaukee County.

Walter Garron, the Commander of the Brown Berets in Wisconsin posted the following statement on Juan Miguel Martinez, a former Brown Berets member who wanted to target El Supermercado El Rey and El Conquistador Newspaper. Garron says that the Brown Berets in Wisconsin didn't support or backed Martinez and two other former members in his attempt to attack both El Rey and El Conquistador at the time. Both El Rey and El Conquistador Newspaper have helped and supported the Latino community on many occasions including issues affecting the community, according to Garron.

When contacted by Hispanic News Network U.S.A. (HNNUSA) about Garron's Facebook post statement, Martinez told HNNUSA that he wasn't going to make a statement on the allegations.

 

Theodore Edgecomb, 32, Found Guilty Of 1st-degree Reckless Homicide With A Deadly Weapon For The Murder Of Jason Cleereman In Milwaukee

A Milwaukee County jury found Edgecomb guilty of 1st-degree reckless homicide with deadly weapon for the September 2020 homicide of Jason Cleereman.

Milwaukee, Wisconsin - On Wednesday, a Milwaukee County jury found Theodore Edgecomb, 32, of Milwaukee guilty of 1st-degree reckless homicide with a deadly weapon for the September 2020 murder of immigration attorney Jason Cleereman, 54. Cleereman was shot in the head by Edgecomb who testified in court that his weapon fired accidentally.

Edgecomb is facing more than 60 years in prison.

Edgecomb attorneys had previously argued that their client had fired his weapon in self-defense, which Edgecomb testified on the stand in contrary that his weapon was fired by accident.

According to the Milwaukee County Medical Examiner's Office, the toxicology results indicated that Cleereman was intoxicated when he confronted Edgecomb after Edgecomb punched him. Edgecomb testified that Cleereman's wife who was driving almost struck him while she was driving igniting a road rage confrontation between Edgecomb and Cleereman.

Police didn't report, if Cleereman's wife was ever tested for DUI at the scene.

Antonio Galicia, 37, Sentenced To 70 Years And Pascual J. Castrejon, 37, To 51 Years in Prison For Multiple Child Sexual Assaults And Child Pornography

Galicia must serve at least 50 years in prison and 20 years of supervision, and Pascual must serve 35 years and 16 years of supervision for multiple felony counts of child sexual assault, repeated sexual assault of a child, sexual exploitation of child and possession of child pornography, according to Wisconsin state court records.

Milwaukee, Wisconsin - According to Wisconsin court records, Antonio Galicia, 37, of Milwaukee was sentenced to at least 70 years in prison for multiple felony counts:

Pleaded guilty to the following charges:

• Count 1: Repeated sexual assault of a child - party to a crime

• Count 2: 1st-degree child sexual assault - sexual contact with child under 13

• Count 3: Sexual exploitation of child- filming

• Count 7: 1st-degree child sexual assault - sexual contact with child under 13

• Count 11: Sexual exploitation of child- filming

• Count 12: 1st-degree child sexual assault - sexual contact with child under 13

• Count 14: Possession of child pornography 

• Count 15: Possession of child pornography 

• Count 16: Possession of child pornography 

• Count 17: Possession of child pornography 

Note: Counts 11, 14, 15, 16 and 17 were 10 years each concurrent sentences to consecutive counts 1, 2, 3, 7, and 12.

Galicia prison sentences:

• Count 1: 13 years, 10 years confined and 3 years supervision

• Count 2: 13 years, 10 years confined and 3 years supervision

• Count 3: 15 years, 10 years confined and 5 years supervision

• Count 7: 15 years, 10 years confined and 5 years supervision

• Count 12: 14 years, 10 years confined and 4 years supervision

According to the criminal complaint, both Galicia and Pascual J. Castrejon were accused of drugging and then sexually molesting 4 children ages from 7 months to 9 years old multiple times, which some of the child victims were also filmed by the convicted child molesters since 2015.

Castrejon, 37, was charged with two felony counts of child sexploitation, videos, records and etc., three felony counts for 1st-degree child sex assault-sexual contact-sexual contact under 12 and one felony count for repeated sexual assault of the same child and party to a crime.

On 1/19/2022, Castrejon was sentenced to 51 years in prison for 6 felony counts, but will be actually confined for at least 35 years in prison and supervision for 16 years.

Milwaukee, Wisconsin - On Tuesday, the Milwaukee Police Department District 2 Station reported that in 2021 more than 100 firearms left in vehicles along with valuables, which vehicles were broken into by thieves had been reported stolen.

The stolen firearms than end up on the streets and become involved in local firearm crimes and violations by felons and criminals, according to police. Police warned firearm owners not to leave their firearms unattended and easily accessible in vehicles for thieves to steal and to avoid another stolen firearm in Milwaukee.

6 Black Homicide Victims Found At Northside Milwaukee Residence Identified

Five males and one female were found murdered by gunshots at a residence in the Northside of Milwaukee.

Milwaukee, Wisconsin - On Tuesday, the five male victims that were murdered have been identified by the Milwaukee County Medical Examiner's Office as Charles L. Hardy, 42; Caleb A. Jordan, 23; Javoni Liddell, 31; Donald Smith, 43, and Donta H. Williams, 44, the murdered female victim was identified as Michelle D. Williams, 49. All the deceased victims were African-American.

The victims were allegedly shot execution-style, media reports indicate. According to Milwaukee police, officers on Sunday went to a residence located at the 2500 block of N. 21st Street at around 3:45p.m. for a welfare check. They were able to get access into the home and discovered 6 deceased bodies, five males and one female. 

Police are investigating the case as a multiple homicide investigation and unknown suspects are being sought. All the deceased victims were fatally shot, according to the Milwaukee County Medical Examiner's Office.

The Homicide case is ongoing, according to police.

Update: 

On Thursday, January 27, 2022, the Milwaukee Police Department (MPD) released the following update on the 6 homicides at the 2500 block of N. 21st St., MPD detectives have been working tirelessly to solve this case since these events unfolded. We have been relentlessly following up on all leads. At this time, we can report that we have four persons of interest in custody. The persons of interest are all adults. We are still trying to determine what their involvement was, if any, with the homicides. No charges have been referred to the DA’s Office at this time.

Based on evidence at the scene and our ongoing investigation, we believe there were multiple suspects involved in this incident. The time this incident occurred still remains undetermined.

• Kelvin Reyes, 40, acusado de agresión sexual infantil en primer grado: relaciones sexuales, fecha de custodia, 12/5/2021, fianza en efectivo fijada en $75,000.

• Raymond Pérez, de 52 años, acusado de agresión sexual de un niño/a en segundo grado y contacto sexual de un niño/a en primer grado, fecha de custodia, 18/10/2021, fianza en efectivo fijada en $30,000.

• Joel López, de 38 años, acusado de agresión sexual repetida del mismo niño/a, incitación sexual infantil, agresión sexual infantil en primer grado-coito y incitación infantil-contacto sexual, fecha de custodia, 31/8/2021, fianza en efectivo fijada en $200,000.

• José López, de 43 años, acusado de agresión sexual infantil-contacto sexual en primer grado, agresión sexual de un niño/a en segundo grado y agresión sexual en tercer grado, fecha de custodia, 17/1/2022, fianza en efectivo fijada en $50,000.

• Pascual Castrejón, de 37 años, acusado de dos cargos de explotación sexual infantil, videos, registros, etc., tres cargos de agresión sexual infantil en primer grado: contacto sexual y agresión sexual repetida del mismo niño/a, fecha de custodia, 15/01/2021.

El 19/1/2022, Castrejón fue sentenciado a 51 años de prisión por 6 delitos graves, pero en realidad estará encarcelado por al menos 35 años en prisión.

Wisconsin State criminal records show that at least 26 Milwaukee County men are facing one or a combined variety of felony charges for sexual assault of a child, repeated sexual contact with a child including possession of child pornography images, according to court records.

Milwaukee, Wisconsin - According to an exclusive child sexual assault investigation by Hispanic News Network U.S.A. (HNNUSA) in Milwaukee County, at least 26 men in Milwaukee County alone are facing one or a combined variety of felony charges for sexual assault of a child-sex contact, repeated sexual assault of a child and possession of child pornography images, criminal state records show.

If convicted of any of the alleged felony charges, the 26 men are facing between 10 to 60 years in prison including fines from $10,000 to $100,000 for each charge. Most of the current criminal cases are still open without convictions, according to state court records.

They are:

• Miguel Velazquez Lopez, 54, charged for 1st-degree child sexual assault-intercourse under 12 and 1st-degree child sexual assault under 13, custody date: 12/14/2020, cash bail set at $25,000.

• Erik Rodriguez, 34, charged with repeated sexual assault of the same child, custody date: 12/08/2020, cash bail set at $45,000.

• Ricardo Rivera, 55, charged with repeated sexual assault of the same child and 2nd-degree sexual assault of a child, custody date: 10/01/2020, cash bail set at $50,000.

• Raymond Rivera, 31, charged with two counts of 2nd-degree sexual assault of a child, custody date: 1/14/2022, cash bail set at $30,000.

• Scott Belmarez, 40, charged with three counts for 1st-degree sexual assault of a child and sexual contact, custody date: 4/07/2020, cash bail set at $10,000.

• Rodrigo Cruz Lopez, 29, charged with 1st-degree sexual assault of a child-intercourse, child sexploitation, videos, records, etc. and two counts for possession of child pornography, custody date: 9/11/2021, cash bail set at $75,000.

• George Coriano, 33, charged with 2nd-degree sexual assault of a child and 1st-degree child sex assault including sexual contact, custody date, 8/26/2021, cash bail set at $20,000.

• Keyvin Colon-Rosario, 27, charged with two counts for 1st-degree child sex assault including contact and sex intercourse, custody date, 12/29/2020, cash bail set at $20,000.

• Julio Chay-Amaya, 47, charged with 1st-degree child sexual assault-intercourse, 3rd-degree sexual assault, repeated sexual assault of the same child, child enticement-sexual contact, incest with child by step parent, repeated sexual contact with same child and incest with child, custody date, 11/01/2021, cash bail set at $200,000.

• Jose Cerda, 40, charged with five counts for possession of child pornography, custody date, 11/19/2021, cash bail set at $15,000.

• Brandon Evans Ortiz, 23, charged with 2nd-degree sexual assault of a child, custody date, 11/17/2021, cash bail set at $40,000.

• Julean Matos Rodriguez, 21, charged with 1st-degree sexual assault of a child, custody date, 10/23/2020, cash bail set at $40,000.

On 4/02/2021, Matos Rodriguez was charged with an additional felony count for 2nd-degree sexual assault of a child.

• Isidro Mata, 37, charged with 2nd-degree sexual assault of a child, custody date, 7/31/2020, cash bail set at $15,000.

• Miguel Martinez, 71, charged with two counts of 1st-degree child sexual assault including sexual contact, custody date, 1/03/2020. Charges were dismissed on 10/18/2021, but allowed to be read in another criminal case.

• Rosario Barone, 39, charged with two counts of repeated sexual assault of the same child, custody date, 1/15/2022, cash bail set at $50,000.

• Luis Hernandez-Perez, 29, charged with three counts of 1st-degree child sexual assault- intercourse-contact, custody date,7/07/2021, cash bail set at $25,000.

• Emmanuel Guzman, 31, charged with 1st-degree child sexual assault-intercourse, custody date: 6/27/2021,

pleaded guilty on 12/10/2021 and sentencing hearing date scheduled for 3/22/2022.

• Eduardo Guizar Santamaria, 29, charged with child enticement-sexual contact, custody date, 8/30/2021.

• Reynato Guerra, 52, charged with 1st-degree child sexual assault-intercourse, custody date, 7/20/2021, cash bail set at $75,000.

• Raul Feliciano Andino, 28, charged with 1st-degree child sexual assault-intercourse, custody date, 3/30/2020, cash bail set at $20,000.

• Angel Rivas, 24, charged with two counts of 1st-degree child sexual assault-intercourse, custody date, 6/08/2021, cash bail set at $30,000.

• Kelvin Reyes, 40, charged with 1st-degree child sexual assault-intercourse, custody date, 5/12/2021, cash bail set at $75,000.

• Raymond Perez, 52, charged with 2nd-degree sexual assault of a child and 1st-degree child sex assault-sexual contact, custody date, 10/18/2021, cash bail set at $30,000.

• Joel Lopez, 38, charged with repeated sexual assault of the same child, child enticement-sexual, 1st-degree child sexual assault-intercourse and child enticement-sexual contact, custody date, 8/31/2021, cash bail set at $200,000.

• Jose Lopez, 43, charged with 1st-degree child sex assault-sexul contact, 2nd-degree sexual assault of a child and 3rd-degree sexual assault, custody date, 1/17/2022, cash bail set at $50,000.

• Pascual Castrejon, 37, charged with two counts of child sexploitation, videos, records and etc., three counts for 1st-degree child sex assault-sexual contact and repeated sexual assault of the same child, custody date, 1/15/2021.

On 1/19/2022, Castrejon was sentenced to 51 years in prison for 6 felony counts, but will be actually confined for at least 35 years in prison.

Editor's note:

According to the Wisconsin State Sex Offender Registry, there are hundreds of registered child sex offenders living in the predominantly Hispanic Southside community. Most of the child sex offenders that serve their prison sentences do return to the community where they were convicted for their child sex offenses.

Milwaukee, Wisconsin - El martes pasado, 18 de enero del 2022, la Oficina del Fiscal de Distrito del Condado de Milwaukee presentó cargos penales contra José A. López, de 43 años, de Milwaukee, alias Alberto López, El Príncipe De Los Teclados, conocido como cantante solista en el lado sur de Milwaukee. López fue acusado de tres cargos (violaciones criminales) por delitos graves, un cargo por agresión sexual en primer grado de un niño/a-contacto sexual con una persona menor de 13 años, el segundo cargo por agresión sexual en segundo grado de un niño/a y el tercer cargo por agresión sexual en tercer grado. Si es declarado culpable, López enfrenta hasta 60 años de prisión por el primer cargo, hasta 40 años de prisión y hasta $100,000 en multas por el segundo cargo y hasta 10 años en prisión y hasta $25,000 en multas por el tercer cargo. 

López actualmente se encuentra detenido con una fianza en efectivo de $ 50,000, según los registros judiciales de Wisconsin. 

Se espera que López comparezca ante un tribunal del condado de Milwaukee el 27 de enero de 2022 para una audiencia preliminar sobre el caso penal.

Milwaukee, Wisconsin - On Tuesday, the Milwaukee County District Attorney's Office filed criminal charges against Jose A. Lopez, 43, of Milwaukee, aka, Alberto Lopez, El Principe De Los Teclados who is known as a solo singing entertainer in the Southside of Milwaukee. Lopez was charged with three felony counts, one count for 1st-degree sexual assault of a child-sexual contact with a person under the age of 13, second count for 2nd-degree sexual assault of child and third count for 3rd-degree sexual assault. If convicted, Lopez is facing up to 60 years in prison on count one, up to 40 years in prison and up to $100,000 in fines for count two and up to 10 years in prison and up to $25,000 in fines for count three. Lopez is currently being held on a $50,000 cash bail, according to Wisconsin court records.

Lopez is expected to appear in a Milwaukee County court on January 27, 2022 for a preliminary hearing on the criminal case.

Milwaukee, Wisconsin - Monday, January 17, 2022, the Milwaukee County District Attorney's Office issued criminal charges against Keasean J. Ellis-Brown, 19; Dionta'e L. Hayes, 18, and Timonte Karroll-Robinson, 17, in connection with the shooting of an off-duty Milwaukee Police Department detective that occurred on January 13, 2022, at approximately 2:00 p.m., on the 200 block of E. Buffalo Street at the Shake Shack business, the Milwaukee Police Department reported in a press release. The police detective identified as Andrew Wilkiewicz, 37, assisted a female that was being attacked by a suspect. Det. Wilkiewicz attempted to detain the suspect, Ellis-Brown. A struggle ensued, at which time the suspect brandished a firearm from his waist. Ellis-Brown then fired multiple rounds at Wilkiewicz, striking him multiple times with non-life-threatening injuries, and fled the scene. 

Ellis-Brown was charged with one count of Attempt First-Degree Intentional Homicide, Use of a Dangerous Weapon, one count of Second Degree Reckless Endangering Safety, Use of a Dangerous Weapon, one count of Attempt Operating a Motor Vehicle Without Owner's Consent – Party to a Crime, one count of Drive or Operate a Vehicle Without Owner's Consent – Party to a Crime, one count of Carrying a Concealed Weapon and one count of Bail Jumping. If convicted, he could face up to 93 years, 3 months in prison and could be fined up to $60,000.  

Karroll-Robinson was charged with one count of Drive or Operate a Vehicle Without Owner's Consent – Party to a Crime, one count of Attempt Operating a Motor Vehicle Without Owner's Consent – Party to a Crime, one count of Harboring or Aiding a Felon, Party to a Crime, one count of Flee or Elude an Officer, one count of Second Degree Reckless Endangering Safety and one count of Obstructing an Officer. If convicted, he could face up to 30 years, 9 months in prison and could be fined up to $85,000. 

Hayes was charged with one count of Drive or Operate a Vehicle Without Owner's Consent – Party to a Crime, one count of Attempt Operating a Motor Vehicle Without Owner's Consent – Party to a Crime, one count of Harboring or Aiding a Felon, Party to a Crime, one count of Obstructing an Officer and two counts of Bail Jumping. If convicted, he could face up to 29 years, 3 months in prison and could be fined up to $70,000.  

The Milwaukee Police Department continues to seek Ellis-Brown who remains on the run. 

Det. Wilkiewicz was released from Froedtert Hospital on Tuesday. 

According to the criminal complaint, the suspect, Ellis-Brown unsuccessfully attempted to steal a vehicle containing three children at the 200 block of E. Buffalo Street. Ellis-Brown left the vehicle and began to leave the scene in another vehicle. The adult female driver of the vehicle located and picked up a cell phone around her vehicle belonging to Ellis-Brown and entered a nearby business (Shake Shack).  

While the victim was inside the business, Ellis-Brown returned and attempted to steal the vehicle, approached the female and attempted to rob her. An off-duty Milwaukee Police Department detective (Wilkiewicz) intervened, announced that he was an officer and attempted to detain Ellis-Brown. A struggle ensued, at which time the suspect brandished a firearm from his waistline. Ellis-Brown fired multiple rounds at the off-duty detective, striking him multiple times, and fled the scene. The detective returned gunfire, but here is no indication that the officer's gunfire struck anyone.  No one else was reported injured in the incident.

Ellis-Brown fled in a vehicle that was later observed by officers at the 2700 block of W. State Street. Officers attempted to stop the vehicle; however, the driver refused to stop and a vehicle pursuit ensued. The vehicle pursuit ended at the 3000 block of N. 30th Street. Multiple suspects fled on foot. Hayes and Karroll-Robinson were apprehended without further incident.  

Milwaukee Acting Mayor Cavalier Johnson Signed Redistricting Map A Into An Ordinance After 11 Members Of The Common Council Voted To Pass It And Failing To Create A Third Majority Voting-age Aldermanic Hispanic District

Milwaukee, Wisconsin - On Tuesday, the Milwaukee Common Council members on a vote of 11 - 3 passed Redistricting Map A that the Judiciary & Legislation (J&L) Committee voted unanimously to adopt City of Milwaukee Aldermanic redistricting Map A, which failed to create a third Hispanic majority voting-age population district in Aldermanic District 13 in the Southside of Milwaukee.

Three members of the Milwaukee Common Council, Alderwoman JoCasta Zamarripa, Alderman Jose Perez and Alderwoman Marina Dimitrijevic voted "No".

Soon after the majority of the Milwaukee Common Council passed the recommended Redistricting Map A, Milwaukee Acting Mayor Cavalier Johnson signed the redistricting ordinance into law and will take effect on January 20, 2022.

Previously, members of the Latino community and allies were in opposition of Redistricting Map A and favored Map C, which had a Hispanic majority voting-age populations of 70.6% in the 8th Aldermanic District, including 69.9% Hispanic majority voting-age population in the 12th Aldermanic District and 32.1% Hispanic voting-age population in the 13th Aldermanic District.

Map A, which the J&L Committee unanimously adopted after the Milwaukee City Attorney's Office in a close door session recommended in their legal opinion that it wasn't possible to create a third Hispanic voting-age population majority Aldermanic District will most likely face a federal legal challenge by those opposing Map A.

The majority of the Milwaukee Common Council and the J&L Committee adopted Map A, which has 66.5% of the Hispanic majority voting-age population in the 8th Aldermanic District, 66.2% of the Hispanic majority voting-age population in the 12th Aldermanic District and at least 25.6% of Hispanic voting-age population in the 13th Aldermanic District.

Alvarado sang and played the Güiro and performed traditional folk rural music known a Jibaro (borinquen), Danza including Plena and Taino style of Puerto Rican music at church and neighborhood events including local Latino festivals.

Milwaukee, Wisconsin - On January 12, 2022, Josefina Alvarado, 87, passed away. Alvarado was a well known local Boriqua folk singer that performed with her Güiro at neighborhood events, church and Latino festivals. She was instrumental in preserving and performing what has become known as the traditional folk rural music known as Jibaro (borinquen), Danza including Plena and Taino genre style of Puerto Rican music in Wisconsin.

Alvarado arrived in Milwaukee from Caguas, Puerto Rico with her husband in 1955. She volunteered at the Guadalupana Senior and Adult Day Center at the United Community Center in the Southside of Milwaukee.

Alvarado received a Leadership Award for her contribution to the Latino community along with other leaders at the Borinquen "99" Festival.

Milwaukee Common Council Judiciary & Legislation Committee Unanimously Voted For Map A, Which Failed To Create Third Hispanic Majority Aldermanic District

Milwaukee, Wisconsin - On Monday, Milwaukee Common Council members in the Judiciary & Legislation (J&L) Committee voted unanimously to adopt City of Milwaukee Aldermanic redistricting Map A, which failed to create a third Hispanic majority voting-age population district in Aldermanic District 13 in the Southside of Milwaukee.

Most of the members of the Latino community and allies in attendance during the Judiciary & Legislation Committee hearing favored Map C, which had a Hispanic majority voting-age populations of 70.6% in the 8th Aldermanic District, including 69.9% Hispanic majority voting-age population in the 12th Aldermanic District and 32.1% Hispanic voting-age population in the 13th Aldermanic District.

Map A, which the J&L Committee unanimously adopted after the Milwaukee City Attorney's Office in a close door session recommended in their legal opinion that it wasn't possible to create a third Hispanic voting-age population majority Aldermanic District.

The J&L Committee adopted Map A has 66.5% of the Hispanic majority voting-age population in the 8th Aldermanic District, 66.2% of the Hispanic majority voting-age population in the 12th Aldermanic District and at least 25.6% of Hispanic voting-age population in the 13th Aldermanic District.

The J&L Committee's adopted Aldermanic redistricting Map A goes before the full Milwaukee Common Council for adoption on Tuesday, January 18, 2022. 

Former Milwaukee Mayor Tom Barrett vetoed the previous redistricting maps to allow for a third Hispanic majority voting-age population redistricting map after members of the Hispanic community objected that the Hispanic voting-age population growth in Milwaukee was not being fully included to create a third Hispanic majority voting-age population district.

Unfortunately, Alderperson JoCasta Zamarripa who favored a third Hispanic majority voting-age population district was not successful in arguing for a third Hispanic district and the J&L Committee also failed to consider alternative redistricting maps from Voces de la Frontera, an immigrant rights organization that would have significant Hispanic voting-age populations in the 8th, 12th and raise the Hispanic voting-age population in the 13th Aldermanic District. 

Christine Neumann-Ortiz from Voces de la Frontera (VDLF) claims that it was an absolute disgrace by the Judiciary & Legislation Committee not to uphold the democratic principles and to not move forward to account for the dramatic population growth of the Latino community in the City and that Alderman Scott Spiker simply wants to maintain a majority White conservative Aldermanic District and claimed reverse discrimination to prevent adoption of redistricting maps that would create a third Hispanic majority voting-age population district. 

On late Monday, Neumann-Ortiz said in a Zoom streaming statement that 20% of the City of Milwaukee population is Hispanic and 1 of 5 people in Milwaukee are Latino and the 15 member Milwaukee Common Council should have at least 3 Hispanic Aldermanic representatives. Neumann-Ortiz also says that VDLF are looking into options to address the current decision of the J&L Committee's adoption of Map A.

Editor's note: The Voces de la Frontera maps did not provide stats and percentages of the actual Citizenship voting-age population (CVAP) in their redistricting maps nor the Judiciary & Legislation Committee including the Milwaukee City Attorney's legal opinion addressed the CVAP, just the Voting-age population.

No one from the public or elected officials attending the hearing on Monday addressed the CVAP gap, which would have led to addressing the Stat percentages.

On Friday, January 14, 2022, Voces de la Frontera (VDLF), Forward Latino and allies held a press conference at City Hall in Milwaukee, which claimed that the City Attorney's opinion on the redistricting maps was erroneous and that the Milwaukee Common Council should seek an outside legal opinion.

25-year-old Reighnn Post-McNab Found Unresponsive At A Kenosha County Pre-Trial Facility And Was Later Pronounced Deceased

Post-McNab died while in custody of the Kenosha County Sheriff's Office.

Kenosha, Wisconsin - On January 1, 2022, Reighnn Post-McNab, 25, of Kenosha was found unresponsive by a corrections officer at a Pre-Trial holding facility managed by the Kenosha County Sheriff's Office.

According to the Kenosha County Sheriff's Office, at 1:04 a.m. an inmate of the Kenosha County Jail was found unresponsive in his jail cell at the downtown Pre-Trial facility.  The inmate identified by family members as Post-McNab was discovered by a correctional officer who had been conducting cell checks. CPR was initiated as rescue was called, however, the inmate remained unresponsive.

 

Jail Medical Staff and the Kenosha Fire Department responded, and the inmate was transported by rescue to Froedtert South - Kenosha campus.  At about 2:20 a.m. on January 1, hospital staff advised that the inmate appeared to have died from medical causes.

Family members say that Post-McNab had no medical issues and was healthy. The family also learned that Post-McNab was heard by other inmates arguing with a corrections officer shortly before he was found unresponsive.

Investigators from the Racine County Sheriff's Department responded to the Pre-Trial Facility to conduct the investigation based on an agreement between our two departments. The Racine County Sheriff's Department will be the lead agency in the investigation.  

The death does not appear to be suspicious and did not involve any use of force by our correctional staff, according to the Kenosha County Sheriff's Office.
