Tamaulipas Governor's Bodyguard Shows Up Again In U.S. Treasury-Mexico Most Wanted Zetas And Gulf Cartel Poster

Zeta suspect Ismael Marino Ortega Galicia wanted by U.S. Department of Treasury identified working for Tamaulipas governor

Tamaulipas, Mexico - On Saturday, la Reforma mexican newspaper reported Ismael Marino Ortega Galicia, 35, wanted by both the Mexican and the U.S. Department Treasury is working as a bodyguard for the Tamaulipas governor. A March 23, 2010 final revised wanted poster of Los Zetas and Gulf Cartel suspects issued by the U.S. Treasury shows, Galicia as an alleged known member of Los Zetas Cartel and has a $5 million U.S. bounty on his head. Galicia was spotted in a photo on March 27, escorting and protecting Eugenio Hernández, the Tamaulipas Governor, while shaking hands with Nuevo Leon Governor Rodrigo Medina. The photo was taken before the start of Holy week to promote safe travel in the state and federal highway Reynosa-Monterrey at kilometer 31.
The Zetas and the Gulf Cartels had been feuding to take control of the multi-billion drug routes near the U.S.-Mexico border. Los Zetas once provided security and armed protection for the Gulf Cartel until they ended the partnership and began a drug war between them after one of the leaders was ambushed and killed.
Governor Hernández said, Galicia first appeared on the U.S. Treasury wanted list in 2003 and then again in 2007 with 54 other wanted suspects believed to belong to the Gulf and the Zeta Cartels. In 2003, the PGR named Galicia as one of the state police officers that were allegedly connected to Los Zetas. They were considered dangerous and armed.
Both times, Galicia turned himself to Mexico's Attorney General's Office (PGR) and was released and exonerated of any criminal charges. 
In various occassions, Galicia has travel into the U.S. and Mexico legally with a U.S. Visa and Mexican passport. He was exonerated by the PGR in 2003 and returned to work as a State Preventive Police Officer, according to Ives Soberón, Tamaulipas State Police Chief.
The U.S. State Department and U.S. Treasury have not confirmed, if Galicia was given a Visa to enter the country or has been taken out of the 2010 most wanted list by both the U.S. and Mexico governments.
On Sunday, Mexico is holding elections for governor's races in numerous states and municipalites, despite the drug cartels attempt to elect their own candidates. President Felipe Caldéron, federal military police and the PGR are monitoring the elections.
