Delavan, Wisconsin - On Friday, Hispanic News Network U.S.A. (HNNUSA) learned that City of Delavan Police Detective Trevor G. Hinman, the lead investigator filed an alleged false police report (claiming new incident for Kidnapped Minor to Sexually Asslt) in the run away incident reported on January 10, 2023 of 15-year-old Ethan Valadez who was identified by the Walworth County Scanner as the missing person in a Facebook post and also identified by name by both  Det. Hinman and the Walworth County District Attorney's Office criminal complaint filed against Julie Valadez, Ethan's mother after he ran away in early 2023. Julie was in Canada at the time Ethan decided to run away on his own accord.

Ethan's grandparents on his father's side were leaving to Mexico on January 10th when he decided to run away because he was staying at their house and Ricardo was going to pick up Ethan who didn't want to return to his abusive father's home.

According to the Delavan Police report, Julie contacted a neighbor of Ethan's grandparents on Ricardo's side to try and convince his grandparents not to leave to Mexico because Ethan wouldn't have a place to safely stay.

Delavan Police Lt. David Markley reported that Ethan was safe after he ran away from his abusive father and that it wasn't planned for Ethan to run away. In order words, Markley seemed to indicate that Ethan ran away on his own accord and wasn't kidnapped as Det. Hinman and Attorney Molly Jasmer, the Guardian Ad Litem (GAL) attempted to portray to the feds. Attorney Jasmer had contacted the U.S. DOJ and claimed that Ethan had been kidnapped by Julie, which days later turned out that Ethan ran away on his own accord.

Also, when Waukesha Police Det. Shelly Fischer was contacted by Lt. Markley from the Delavan Police Department on January 11, 2023, she told Markley that she believed Ethan had ran away, since he had a history of doing so, and always attempted to reach his mother.

On January 25, 2023, Det. Hinman contacted GAL Attorney Jasmer, who was appointed by Waukesha County family court Judge Aprahamian to the Julie Valadez v. Ricardo Valadez Waukesha divorce case after it closed, and Hinman asked Jasmer, if Ethan had sent her a letter pertaining to his father and his wishes not to live with his father. Jasmer verified to Det. Hinman that she nor the courts had received a letter from Ethan and that no legal paper work was filed by Julie. Which in this case, GAL Attorney Jasmer allegedly lied to Det. Hinman, since Julie had previously filed appellate filings that mentioned Ethan's letter about him not wanting to stay with his abusive father addressed to Jasmer.

Several days after Ethan ran away, Det. Hinman told Ricardo that Ethan was safe and he had crossed into Canada and then asked Ricardo, Ethan's father, if Ethan could have planned this out (running away) on his own?, Ricardo told Det. Hinman that he believed Ethan could have, as he is extremely smart, but was unlikely Ethan did this on his own.

Ricardo Valadez had previously told police that Ethan, his son had ran away on his own at least five times.

On February 1, 2023, Det. Hinman sought for Walworth County D.A. Zeke Wiedenfeld to issue an arrest warrant for Julie in the incident. Det. Hinman filed a Delavan police incident report supplement number 23-000655 for incident dated 01/10/2023, which Hinman filed it as a new incident "Kidnapped Minor to Sexually Asslt" with a booking # 23-000062 with the following charges, abduction of child taking, interfere with custody-beyond, interfere with custody of other parent and conspiracy to commit, Hinman also claimed "Arrested" then identified Julie by name and other information.

The incident police report claimed that Julie was arrested and the booking number was 23-000062 claiming the victims were Ricardo Valadez and his son Ethan.

Hinman also filed the same police report for Alamea-Xian dated 03/01/2023, also claiming new incident "Kidnapped Minor to Sexually Asslt" with a booking # 23-000168, claiming that the victim was Ethan. Hinman claimed in the police report supplement "Arrested" with Alamea-Xian's name and other information.

Det. Hinman sought the help from the FBI by claiming that Ethan was kidnapped by Julie, Alamea-Xian and Kimberlee Coronado who is still incarcerated in Walworth County with a $100,000 cash bond for Ethan's run away incident.

It appears that Hinman who was the criminal complaint Delavan Police detective to filed and signed the complaint with the Walworth County D.A.'s Office also seemed to intentionally file misinformation with omission of facts implying that Julie was in the U.S..

The criminal complaint case # 2023CF000048 on page 2, paragraph 5 in Probable Cause, "Detective Hinman reports that on January 12, 2023 he spoke with US Customs and Border Patrol Agent Juan Chaves.  Agent Chaves advised that Chaves received information about this case from the FBI and was reaching out to Det. Hinman to pass along information. Agent Chaves told Hinman that based on their records, E.B.V. crossed the US-Canada border via the Surrey Pacific Highway crossing on 01/11/2023 and was believed to be in Vancouver, CA. Agent Chaves told Det. Hinman that they have records that show E.B.V. took the Amtrak (8906) from Seattle Washington to Vancouver, Canada. Agent Chaves said that this Amtrak was located at/near the airport in Seattle.  Agent Chaves advised that records indicated that the defendant was last documented crossing the border into Canada." In the last sentence of the paragraph, Det. Hinman failed to mention the date Julie was last documented crossing the border into Canada, which Agent Chaves told Hinman that Julie on July 21, 2022, she left Puerto Rico and arrived in Miami, then flew to Dallas and then to Canada, which indicated that Julie was not in Wisconsin as Det. Hinman intended to imply. Hinman also included that paragraph in Kimberlee Coronado's criminal complaint case # 2023CF000150 in page 2, Probable Cause paragraph 5, which reads, "Detective Hinman reports that on January 12, 2023 he spoke with US Customs and Border Patrol Agent Juan Chaves. Agent Chaves advised that records indicated that Julie was last documented crossing the border into Canada." In Coronado's criminal complaint, Det. Hinman also intentionally omitted what Agent Chaves told him of Julie's last documented crossing into Canada to internationally imply that Julie was in the U.S. and make it seem that she and Ethan crossed into Canada, which is incorrect.

In the Delavan Police report, all the police investigators assigned to Ethan's run away incident on January 10, 2023 learned that Julie had filed an appeal with the Wisconsin State Court of Appeals after Waukesha County family court Judge Michael J. Abrahamian illegally placed the four Valadez children with the abusive father and also that Waukesha County Judge Ralph M. Ramirez failed to abide with the Wisconsin Court of Appeals to reverse Aprahamian's illegal decision to place the Valadez children with the abuser.

Unfortunately, it seems that Delavan Police Department Det. Hinman attempted to allegedly fabricate a crime of Kidnapped Minor to Sexually Asslt. The Walworth County D.A.'s Office never charged Julie, Alamea-Xian and Coronado with abduction of a child or kidnapping.

The FBI has no ongoing investigation case against Julie or Alamea-Xian in regards to alleged kidnapping charges that Det. Hinman and Jasmer falsely claimed.

HNNUSA learned, that Det. Hinman's false Delavan Police report supplement allegedly accusing both Julie and Alamea-Xian of Kidnapped Minor to Sexually Asslt was included in the discovery report released to Canada Border Services Agency by Delavan police, according to sources.

On March 24, 2023, Julie Valadez filed a Petition of Writ of Mandamus with the Wisconsin State Supreme Court against Waukesha County family court Judge Ralph M. Ramirez for illegal placement of her 4 children with the abusive father (Ricardo) at link (includes court transcripts, documents and all state and federal Constitutional violations committed by Judge Ramirez in Waukesha County against Julie and her children): http://bit.ly/40PkEWY

Wisconsin State Court of Appeals document filed (Case # 2021AP189 & 2020AP1738) by Julie Valadez, dated 12/12/2022 shows that Waukesha County family court Judge Ralph M. Ramirez and Attorney Molly Jasmer, the Guardian Ad Litem (GAL) knew that Ethan Valadez had ran away from his abusive father in May 22, 2022 and in paragraph 43 of the appeal's document had asked to be placed with his mother, which confirms that GAL Jasmer lied to Delavan Police Department Det. Hinman when she was asked, if she knew that Ethan wanted to be placed with his mother Julie, Jasmer told Det. Hinman that she nor the Waukesha Court were never told by Ethan that he didn't want to be with his abusive father and wanted to be with his mother and that Julie never filed legal paper work. So far, Ethan has run away at least 5 times, according to his father, Ricardo and Det. Hinman.

Editor's note:

Did the Walworth County D.A. Zeke Wiedenfeld and his D.A. assistants know that City of Dalavan Detective Trevor G. Hinman failed to include verified information by U.S. Customs and Border Patrol agent Juan Chaves who told Hinman that Julie Valadez was last documented leaving the U.S. on July 21, 2022 and she wasn't in the country when her 15-year-old son decided to run away from his abusive father? Det. Hinman failed to add the date when Agent Chaves told him that she left the country in July 2022, but it seems Det. Hinman omitted that information in the Julie Valadez and Kimberlee Coronado's criminal complaints, and most likely in the Kathryn Alamea-Xian criminal complant as well in an attempt to imply that she was in the country when her son ran away. Did Walworth County Judge Daniel Johnson and City of Delavan Police Chief Jim Hansen know that Det. Hinman intentionally omitted that Julie was last documented leaving the country on July 21, 2022 and did Walworth County D.A. Wiedenfeld including Judge Johnson and Police Chief Hansen know that Det. Hinman filed a misleading or fraudulent police arrest report with new incident of "Kidnapped Minor to Sexual Assault" for Julie Valadez and Kathryn Alamea-Xian, which was also included in the City of Delavan Police Department (DPD) discovery documents sent to the Canada Border Services Agency by the DPD?  Or were they all complicit with Det. Hinman fraudulent arrest documents that included booking numbers and documenting that Julie and Alamea-Xian were arrested?
Also did Walworth County Deputy District Attorney James T. Sempf know that Det. Hinman intentionally included misinformation and omitted facts to imply Julie was in country and did he know about the misleading or fraudulent arrest documents that were filed in the police report allegedly and falsely accusing both Julie and Alamea-Xian of Kidnapped Minor to Sexual Assault?
