Marshal Public Safety Officers Are Not Licensed Under Wisconsin State Law To Carry Weapons, William Sulton, Attorney For The Lorenzo Family Says

El Rey Supermarket on South W. César E. Chávez Drive in Milwaukee is responsible for hiring a security company whose armed guards are not licensed to carry in Wisconsin, Attorney Sulton claimed at a press conference on Sunday.

Milwaukee, Wisconsin - On Sunday, William Sulton, the attorney for the Lorenzo family claimed that according to state business records, the Marshal Public Safety (MPS) officers are not licensed to carry weapons at businesses they provide security. Also, Attorney Sulton said that El Rey Supermarket is liable for hiring a security company whose guards or officers are not licensed to carry weapons.

The Lorenzo family is pursuing legal action against both El Rey and the Marshal Public Safety company.

Sulton confirmed that the Milwaukee police investigators have not addressed or cited the officers of the MPS company for carrying weapons when they are not trained and licensed to carry weapons.

Attorney Sulton stated, "Mr. Nolden and other private security personnel that work at El Rey do not have licenses to carry firearms while acting as private security and that is a crime in our state and chargeable to the supervisor here at El Rey...that is something that MPD has ignored and we intend to ask them why is that the case...Right now certainly we have enough information to pursue a case against both El Rey’s and the private security firms based on the fact that they hired folks and allowed them to work unlawfully carrying firearms." Nolden's license to carry a firearm as a private security guard expired on March 10, 2022 and Wilson's license to carry a firearm expired on June 28, 2022, according to the Wisconsin Department of Safety and Professional Services website.

Sulton says that the MPD hasn't made any referrals the Milwaukee County District Attorney’s Office to criminally charge MPS company for illegal carrying of firearms as a private security company and El Rey for hiring and allowing armed security guards to illegally carry firearms at the grocery store who are not trained or licensed to carry firearms while acting as security guards.

Hispanic News Network U.S.A. (HNNUSA) went to ask police who were stationed at the El Rey parking lot, why haven't the MPS officers been cited for being unlicensed to carry weapons? One Milwaukee police officer said that Wisconsin is an open carry state and anyone can carry a weapon openly. I guess this police officer doesn't want to enforce state law. The second Milwaukee police officer said, that they weren't going to get involved in that matter and that it should be resolved in a court.

Attorney Sulton says, that the problem with the Milwaukee Police Department today, is that they only enforce laws that they want to enforce. Sulton added that he will pursue the matter in an upcoming lawsuit against El Rey and the MPS company.

On Friday, July 9, 2022, Luis Lorenzo, 36, was killed by Enoch Wilson, 43, the Director of the Marshal Public Safety company in the parking lot of El Rey, MPS Officer Anthony James Nolden, 59, was allegedly shot by Lorenzo and died at the scene.

The whole deadly incident was ignited over El Rey Supermarket in-store policy that prohibits their clientele from carrying backpacks and large bags inside the store. Lorenzo refused to leave his backpack at the front of El Rey customer service counter. Lorenzo left El Rey store and Nolden including Wilson pursued him to the end of the parking lot at the Southeast side near a public sidewalk where the deadly incident occurred.

Both Nolden and Wilson followed Lorenzo outside the store and allegedly assaulted Lorenzo who took out a weapon from his waistband band and fired shots allegedly striking Nolden and then Wilson in return killed Lorenzo.

Attorney Sulton says that the deaths of Nolden and Lorenzo could have been avoided, if the security guards weren't armed to begin with.

It seems, that neither Nolden or Wilson called police before Lorenzo exited the El Rey Supermarket.

The Milwaukee County District Attorney's Office (D.A.) has not decided yet to charge Wilson in the case nor has the D.A. determined that Wilson was justified in killing Lorenzo.

Update: Attorney William Sulton released the following statement to Hispanic News Network U.S.A. (HNNUSA) on Monday, July 18, 2022 in regards to firearms use by private security, I will add that Fox6's reporting is inaccurate and misleading.  

Wis. Admin. Code s. SPS 34.01 governs when private security persons may carry firearms. The law generally prohibits private security persons from possessing firearms while working as private security. SPS 34.01(1) states that "[n]o . . . employee of an agency may carry any firearm unless" several conditions are met. Two of the required conditions are SPS 34.01(a) and (b), which obligate that "[t]he circumstances or conditions of the . . . employee's assignment as a private security person give rise to a substantial need for being armed" and that "[t]he client and the agency agree in writing that the agency will assign armed security personnel to the client." As I explained at yesterday's press conference, El Rey's and Marshal Public Safety's owners had to first decide that there was a "substantial" need for armed private security at a grocery store with no history of violent interactions with customers requiring armed intervention. Our point is that there was not, we doubt they performed the required analysis, and publicly available information suggests that did not follow the law. The public should not be told that any person with a CCW permit can automatically carry a firearm by working for a private security firm. Many private security firms hire folks as independent contractors. The belief that they can carry firearms under any situation is dangerous and will lead to more deaths.

Editor's note:

It seems that El Rey Supermarket and the Marshal Public Safety company insurance might not cover a wrongful death lawsuit, since El Rey had MPS officers with expired firearm permits at the store when the tragic deadly incident occurred. Might turnout to be a costly liability for both El Rey and MPS company.

Sinaloa, Mexico - On Friday,  Rafael Caro-Quintero, 69, the former Guadalajara drug cartel leader who walked out of prison in 2013 over an appeal decision was arrested in the State of Sinaloa, Mexico. Caro-Quintero was hiding in the mountain range bush near the Town of San Simón in the municipality of Chiox in the State of Sinaloa when a government military police K-9 dog named Max led federal authorities to the wanted fugitive around midday, according to the Mexico's Attorney General's Office. Caro-Quintero was given water and then he conversed with his captors.

The joint operation between military Navy police from the Secretary of the Navy and Mexico's Attorney General's Office successfully led to the capture of Caro-Quintero.

Caro-Quintero was taken to the Altiplano maximum Mexican federal prison to await quick extradition to the U.S.. During the operation to capture Caro-Quintero, 14 Mexican Naval Marines died after their Blackhawk helicopter accidentally crashed, only one survivor was reported.

Caro-Quintero spent 28 years in prison of a 40 year sentence in connection with the February 1985 kidnapping, torture and murder of both DEA Agent Enrique "Kiki" Camarena Salazar and his pilot Alfredo Zavala Avela, a Mexican national. 

Caro-Quintero and several other suspects in 1985 ordered Camarena killed after their $10 billion dollar marijuana and drug manufacturing ranch called the Buffalo was raided and confiscated by Mexican federal authorities. Camarena and his pilot were kidnapped in Guadalajara and then their bodies were discovered in a shallow grave a month later. Both Camarena and his pilot's bodies showed signs of torture before being killed. 

A $20,000,000 reward was offered for Caro-Quintero by the U.S. government for any information leading to the arrested and conviction of Caro-Quintero. He was on Federal Bureau of Investigation's (FBI) and Drug Enforcement Administration's (DEA) 10 most wanted list.

U.S. Attorney General Merrick B. Garland released the following statement Friday on the capture of Rafael Caro-Quintero, one of the FBI's Ten Most Wanted Fugitives. Caro-Quintero was wanted for his alleged involvement in the kidnapping and murder of Drug Enforcement Administration (DEA) Special Agent Enrique "Kiki" Camarena in 1985.  

"There is no hiding place for anyone who kidnaps, tortures, and murders American law enforcement. We are deeply grateful to Mexican authorities for their capture and arrest of Rafael Caro-Quintero. Today's arrest is the culmination of tireless work by DEA and their Mexican partners to bring Caro-Quintero to justice for his alleged crimes, including the torture and execution of DEA Special Agent Enrique "Kiki" Camarena. We will be seeking his immediate extradition to the United States so he can be tried for these crimes in the very justice system Special Agent Camarena died defending.

Xavier Sevilla, 17, Charged As An Adult With 8 Felony Counts For 1st-degree Reckless Injury And 2 Misdemeanors For The 2020 Mass Shooting At Mayfair Mall

Sevilla charged with 10 counts including 8 felonies for 1st-degree reckless injury and use of a dangerous weapon, if convicted on all counts, he is facing up to 201 years and 6 months in prison, according to court records.

Milwaukee, Wisconsin - On Thursday, Xavier Sevilla, 17, was charged with 8 felony counts for 1st-degree reckless injury and use of a dangerous weapon and 2 misdemeanor counts for possession of dangerous weapon by a person under 18 and carrying a conceal weapon for the November 20, 2020 mass shooting at Mayfair Mall. Sevilla injured 8 victims (7 adults and 1 teen) during a mass shooting while inside Mayfair Mall after an altercation between two groups brokeout. Sevilla then fled the scene with the help of his family, according to court records.

If convicted Sevilla is facing up to 25 years in prison for each felony count and up to $100,000 in fines for each count. He is also facing up to 9 months in jail and up to $10,000 in fines for each misdemeanor count.

A cash bond of $150,000 was set for Sevilla. He is scheduled for a preliminary hearing for July 22.

According to police, Sevilla fled the scene by calling a Uber, which took him to his family residence. Police arrested Sevilla a day after, while traveling in a vehicle with Illinois plates. A Glock 9mm handgun was recovered when the teen was taken into custody. The suspect also had a packed bag and was attempting to flee the state.

Lydia Carmona-Cartagena Sentenced To 26 Years In Prison And 14 Years Extended Supervision For The Murder Of Chad Sean Alexander Wilson In 2021

Under a plea agreement, Carmona-Cartagena gets 40 years in prison with 26 years incarceration and 14 years of extended supervision for the 2021 Wilson's homicide.

Milwaukee, Wisconsin - On Thursday, Lydia Nini Carmona-Cartagena, 23, was sentenced to 26 years in prison and 14 years of extended supervision for 1st-degree reckless homicide for the December 9, 2021 homicide of Chad Sean Alexander Wilson, 41, at the 4800 block of N. 60 Street, according to the Milwaukee police criminal complaint.  Carmona-Cartagena pleaded guilty in May 2022 under a plea agreement and her previous charge of 1st-degree intentional homicide was reduced to 1st-degree reckless homicide.

According to the criminal, Wilson was stabbed multiple times in the stomach and legs before Carmona-Cartagena used his vehicle (2011 Cadillac SUV) to run over him multiple times until he died.

Police say that a nearby church outdoor surveillance camera captured the deadly incident. A witness also stated that the suspect ran over Wilson's neck and head with the vehicle.

Carmona-Cartagena told police that she had met Wilson through Facebook a couple of weeks before they actually met. During the day, both Wilson and Carmona-Cartagena had some drinks and did drugs to the point where Wilson and the suspect got into a dispute in the vehicle. Wilson stopped the vehicle and told her to get out of the vehicle near W. Stark Street. 

Carmona-Cartagena got out with a bundle of clothes and decided to take out a knife and stab Wilson in the stomach and legs. She then went into Wilson's vehicle and fatally ran him over multiple times while he was on the ground injured with stab wounds. 

She left the scene and later returned to check, if Wilson was dead. A witness later identified her as the suspect who repeatedly ran over Wilson.

Police say that Carmona-Cartagena had a choice to leave, but she decided to run over Wilson because she suspected that he was a gang member and would later retaliate against her, so she killed him.

Several Black Males Were Not Allowed To Seat At The Outdoor César E. Chávez Placita By Marshal Public Safety Officers At El Rey Supermarket In The Southside Of Milwaukee

Two unidentified Marshal Public Safety officers were caught on video telling several Black males to leave private property at El Rey Supermarket in the Southside of Milwaukee.

Milwaukee, Wisconsin - On Tuesday, two unidentified Marshal Public Safety officers were video recorded telling several Black males to leave the El Rey Supermarket property. The Black males happened to be seating and relaxing at the outdoor César E. Chávez Placita (Plaza) while other friends were shopping at El Rey.

The outdoor Chávez Placita where the life-size bronze statue of the late United Farm Workers Union leader César E. Chávez is stationed and considered open to the public eventhough it's located in private property. The incident on Tuesday is the first ever confirmed situation where Blacks weren't welcomed to enjoy a relaxing moment at the Chávez Placita. If people are going to be continued to be banned or told to leave private property, especially from the El Rey Placita by the current security company, then the Placita should be moved to another location in the community and public setting so people who want to enjoy the Placita won't face alleged discrimination or told to leave private property. No sign has been posted by El Rey management at the Chávez Placita to indicate, the Placita is currently closed.

The video recorded at the Chávez Placita happened to capture the incident and one of the Black males tells Hispanic News Network U.S.A. (HNNUSA) what actually happened.

This is the third incident involving officers from the MPS company.

The first incident happened on Saturday, July 9, 2022, where two men got killed at the El Rey Supermarket parking lot. Both Luis Lorenzo, 36, and MPS Officer Anthony James Nolden, 59, lost their lives over an enforcement of no backpacks or large bags allowed inside El Rey. Two MPS officers followed Lorenzo outside of El Rey when he refused to leave his backpack at the front customer service desk and then exited the store. A scuffle between MPS Officer Nolden, Enoch Wilson, the Director of MPS company and Lorenzo resulted in the alleged shooting incident where Lorenzo is believed to have pull out a handgun from his waistband and fire shots fatally striking Nolden and then Wilson returned fire fatally striking Lorenzo.

The second incident on July 10, 2022, MPS officers aggressively threw Ivory Suttle, the cousin of Lorenzo to the ground and handcuffed him for allegedly taking photos and being on private property after a public vigil was held for fallen MPS Officer Nolden. Suttle did not take any photos while inside El Rey property, which there are no posted signs prohibiting anyone from taking photos of any kind at the private property.

It seems that the MPS officers at El Rey have definitely become a liability for El Rey. Have El Rey owners and the management at the store become aware of what these security guards are actually doing in their property and are they condoning it? If the El Rey management is business smart, they should part themselves from the MPS company to avoid any future liability and get a more public relations security company to do a better job for public safety.

Were The Tragic Deaths At El Rey Supermarket The Result Of Execessive Use Of Force By Marshal Public Safety Officers Attempting To Enforce Store Rule Of No Large Bags Allowed Inside?

According to the mainstream media reports, the Milwaukee Police Department has submitted their final triple shooting investigation report at El Rey Supermarket over the weekend to the Milwaukee County District Attorney's Office to determine, if charges will be filed against Enoch Wilson, the Director of Marshal Public Safety, a private security company.

Milwaukee, Wisconsin - Enoch Wilson, 43, is the Director of Marshal Public Safety (MPS), a private security company who fatally shot Luis J. Lorenzo, 36, aka. "Pito" during an altercation at the El Rey Supermarket parking lot, 916 S. César E. Chávez Drive in the Southside of Milwaukee. Apparently, Wilson and MPS Officer Anthony "Tony" James Nolden, 59, who also lost his life were attempting to enforce El Rey's in house rule that their clientele is prohibited from entering the supermarket with large bags or backpacks.

Rumors spread quickly after Dan O'Donnell, a Trump supporter and a conservative WISN radio talk host tweeted that Lorenzo was allegedly stealing from El Rey, according to his sources, which turned out to be untrue and has since deleted the tweet, and also an unrelated social media post to O'Donnell with the assumption that Nolden gave his life to "save so many people" and was being hailed as a hero for possibly attempting to stop a mass shooting at the popular grocery store, which has yet to be confirmed. 

In reality, why did both Wilson and Nolden decided to follow Lorenzo into the parking when he had already left El Rey? Did both Wilson and Nolden use excessive force prompting Lorenzo to feel threatened of losing his life and taking out a handgun from his waistband and firing the fatal shots allegedly striking Nolden and then for Wilson to fatally shoot Lorenzo in return, simply over the initial enforcement of a in house rule that prohibited Lorenzo from carrying his backpack with $2,000 in cash inside the store.

It seems that the MPS officers simply failed to de escalate the situation and resulted in two deaths affecting multiple families and love ones including leaving children without a father.

One of Lorenzo's sister posted on her Facebook account that both Wilson and Nolden forced Lorenzo out of El Rey Supermarket and then shuffled with him in the far end of the parking lot resulting in the death of both shooting victims and a 41-year-old unidentified woman being crazed by gunfire as a result of possibly using excessive force by the MPS officers including exceeding their authority allowed by state law, which limits their authority to assault and restraint individuals,  especially while enforcing an in house rule of prohibiting large bags inside the store.

So far, Wilson has not made any statements in regards to what led to the deaths of both Lorenzo and Nolden including why did they decide to continue to follow Lorenzo outside after he already had left El Rey Supermarket and why didn't they call police when Lorenzo continued to refused to leave his backpack at the front customer service counter and walked in with backpack, and was followd by Nolden through out the store before Lorenzo finally made his exit from the store?

Lorenzo has no history of being a violent man nor does he have any history of gun violence convictions.

After his death, his felony convictions were spread by the mainstream media and certain individuals to probably justify his death. Lorenzo had an active warrant for a prior drug case.

In this case, the MPS officers didn't know of Lorenzo's felony convictions and that he had an active warrant, which are definitely irrelevant to what happened at El Rey.

Several things for sure that we know, Lorenzo was a regular cliente who loved to eat at El Rey food restaurant on Chávez Drive and he was not a violent man and he had no intention to commit mass murder as led to believe in social media posts because he walked out or was forced out of El Rey by MPS officers.

Lorenzo never brandished a handgun while inside El Rey until both MPS officers were altercating with him in the parking lot. He was a felon and is prohibited from carrying a deadly weapon. But, the penalty for a felon in possession of a firearm is 5 years in prison and not the death penalty in Wisconsin. Lorenzo as anyone else has a right to defend his or their life, if he believes his life is being threaten under Wisconsin law, although consequences might follow, but at least the individual would be alive to face them.

Wilson had authority over Nolden, if Wilson would have told Nolden to stand down and let Lorenzo go (continue on his way) once he exited the El Rey Supermarket and then call police, both Nolden and Lorenzo would be alive today. In this tragic incident at El Rey parking lot, it seems that Wilson and Nolden had a choice, but they made a deadly decision to get into an altercation with Lorenzo that resulted in the death of both Nolden and Lorenzo.

Their are multiple surveillance cameras inside El Rey and outside, and the last few minutes of video recorded of the outside shooting could determine, if charges will be filed against Wilson or he was justified in killing Lorenzo, and if both MPS officers exceeded their authority under state law. According to the MPS company website, their MPS officers wear body cameras.

Justice for both Lorenzo and Nolden is warranted in this case!

The family of Lorenzo says that they will continue to protest at El Rey on Chávez Drive with ski masks and backpacks to seek justice for Lorenzo.

Despite the outcome of this case, lawsuits from Lorenzo's family will follow, according to Wanda Rodriguez, the sister of Lorenzo who is also seeking justice for her brother.

36-year-old Luis Lorenzo And 59-year-old Anthony James Nolden Identified As The Two Deceased Men At El Rey Parking Lot Shooting In The Southside Of Milwaukee

Milwaukee, Wisconsin - On Sunday, a disturbance ignited after Ivory Suttle, 29, aka, "Scooby Shiesty", a family member (cousin) of Luis Lorenzo, 36, aka, "Pito" attended a vigil for fallen Marshal Public Safety Anthony "Tony" Nolden, 59, at the El Rey Supermarket César E. Chávez outdoor Plaza (Placita). More than a hundred people including Milwaukee Alderman and City Council President José G. Pérez and Alderwoman JoCasta Zamarripa attended the outdoor vigil. The vigil organizers were the Brown Berets of Wisconsin, which Walter Garron was the vigil host of the event. The vigil at the 900 block of S. César E. Chávez Drive was open to the public, which family members including the mother of Lorenzo did not intend to disrupt the vigil, but to peacefully protest the killing of Lorenzo by a Marshal Public Safety officer.

Suttle was present at the vigil and after it ended, an incident occurred when Marshal Public Safety (MPS) officers including Enoch Wilson, the Director of MPS began an brief altercation with Suttle for allegedly taking photos, which Suttle was forced to the ground and his hands were handcuffed behind his back by security officers, as other security guards gathered around him. Suttle cried out that he didn't do anything wrong and didn't take any photos, while Wilson told Suttle, he didn't have a right to take photos or be on private property.

Suttle posted on his Facebook Scooby Shiesty that, "The same security company Marshall public safety who killed Pito Said I was being disrespectful because I was talking to CBS58 about Pito Lorenzo side of the story they were mad making fake accusations that I was being disrespectful and trespassing I started going on live they drew their guns public safety officer Dyson started pushing me then 10+ public safety officers slammed me on the ground they put me in cuffs and when I got up and as I was talking to the police the real police. He kept harassing me and making threats all with his gun in his hand all while I was still in handcuffs. I came for a peaceful protest..."

When police arrived, Suttle was released and escorted to the Southeast sidewalk where the rest of the Lorenzo family members were peacefully protesting and calling for justice in the death of Lorenzo.

According to Suttle, Lorenzo had gone to El Rey Supermarket to eat breakfast, when he entered El Rey, MPS Officer Nolden told him that he had to leave a backpack or bag in front. Lorenzo was also wearing some type of ski mask covering his face, according to an El Rey source.

Lorenzo didn't want to leave the bag in front and walked to the restaurant section when MPS Officer Nolden followed him. Nolden called for backup and Wilson arrived.

Both Nolden and Wilson went outside with Lorenzo and for some reason, Nolden, Wilson and Lorenzo got into an altercation. That's when Lorenzo took out a handgun from his waistband and fired at Nolden striking him. Then in response, Wilson fired his handgun at Lorenzo fatally striking him. So far, police haven't determined who fired first, according to a press release.

Suttle and Wanda Rodriguez,  Lorenzo's sister told Hispanic News Network U.S.A. (HNNUSA) that they believed Lorenzo was profiled by the way he was dressed and allegations that he tried to steal from El Rey were false. They confirmed that Lorenzo was carrying at least $2,000 in the backpack and didn't want to leave it in the front unattended.

Rodriguez also said that Lorenzo might have been under the influence of drugs and panicked that two security officers had profiled him, while carrying that much money and he feared for his life. She says that the MPS officers chased him to the end of the parking lot and shot him. Lorenzo deserves to be alive today and the right to be heard. Rodriguez also told HNNUSA that they will seek legal action against El Rey Supermarket and the Marshal Public Safety company.

No one was arrested on Sunday at El Rey after the vigil, but an MPS officer was seen carrying an AR-15 rifle. 

The MPS officers were at Sunday's vigil mourning the lost of a fellow officer who was know to be friendly and courteous to the public clientele at El Rey Supermarket.

On Saturday, the El Rey family released the following statement, "We are devastated by the violent act which led to a senseless loss of life this morning.  This horrible event not only happened in the community we love, but outside of our grocery store.  

Our deepest appreciation goes out to the security team, who bravely put their lives on the line to prevent this tragedy from escalating and potentially becoming an even worse situation.  And we thank each first responder as their actions helped to stabilize the scene and our neighborhood.  

We are proactively working with law enforcement as they conduct a standard investigation.  Due to the ongoing nature of the investigation, we cannot provide further comment at this time.  Just know that the entire El Rey family is heartbroken by this senseless act and thankful for the support of our community."

Dan O'Donnell, a Trump supporter and a conservative WISN News Talk Show host first tweeted that Lorenzo had committed a theft at El Rey Supermarket and has since tweeted otherwise, now he tweeted that Lorenzo was peppered sprayed and began to shoot widely...it seems that O'Donnell is tweeting what seems to be misinformation for ratings some might say or his police sources are giving him false information.  

Lorenzo had no history of being a violent man or any history of gun violence.
