Milwaukee Fire and Police Commission Approved Consultant Audit Exonerating Police Faulty Crime Reporting

Police department exonerated from reporting misclassified crime data for years.

January 4, 2013

Milwaukee, Wisconsin - On Thursday, the Milwaukee Fire and Police Commission (FPC) anonymously approved an audit by the PRI Management Group who released a crime data audit report exonering the department from deliberately reclassifying serious crime to minor crimes. A previous crime statistic report by the Milwaukee Journal Sentinel (MJS) found that thousands of serious crimes were wrongly classified as minor crimes to indicate that while Police Chief Edward Flynn was hired, crime had actually reduced, but in fact it rose about 10 percent, according to suspected crime numbers and cases found misclassified. If such crime data identified would be corrected, an increase of crime has occurred while Chief Flynn took office.
PRI Management was paid $25,000 by the FPC for the report, but PRI previously supported Flynn through their Twitter account, including blog posts and criticized the MJS for exposing and reporting the flawed crime data.
PRI reported that the reclassification of serious crimes to minor crimes were made by poor training, human error and computer problems by police personnel.
Since Chief Flynn was hired, some of the rank-and-file personnel in the department reported to the MJS, that they had been pressured "to mark crimes as less serious." PRI indicated that it found no deliberate attempt through policy or by Chief Flynn to create flawed crime statistics to show lower crime rate while he is in office.
At least 5,000 serious crimes were either reclassified as minor crimes and some were never reported. The PRI audit report fell short in documenting such crimes that were targeted or in releasing any information regarding those crimes.
Currently, the department has a policy to disregard less priority crime calls and those called in by citizens never get reported or followed up, according to some Milwaukee residents and officers. Thus, keeping a cap on reporting low priority crime calls and crimes deemed not serious to responding accordingly.

New Year's Michigan Voter U.S. Citizenship Affirmation Law Aimed To Remove 4,000 Non-citizens From Voting

Governor Rick Synder

Michigan voter U.S. Citizen affirmation law takes effect in the New Year in an attempt to remove at least 4,000 alleged non-citizens from the state's election voting rolls.

Lansing, Michigan - Governor Rick Synder (R) signed a U.S. citizen affirmation bill into law in the last days of 2012 requiring state voters to confirm that they are U.S. citizens and can legally vote in elections before voting. Michigan voters will now have to verify their legal status by signing an "affirmation" statement in the New Year. Michigan became the first state to pass a law requiring its citizens to affirm their U.S. citizenship status and can legally vote.
Last September, Ruth Johnson, the Michigan Secretary of State announced that at least 4,000 non-U.S. citizens might be registered to vote according to the new data acquired by the state. Johnson had requested federal authorities who have complete citizenship data to assist Michigan in determining citizenship of certain registered voters, but failed to act. "The whole reason we have non-U.S. citizens on our rolls in the first place is because for more than 30 years the feds required us to ask every customer if they wanted to register to vote, regardless of citizenship," Johnson said. "So today, we could have 4,000 people on our voter rolls who don't belong there – that's the population of cities like Bloomfield Hills or Durand." Nearly 1,000 of non-U.S. citizens have been verified, Johnson reported.
Michigan has more than 304,000 noncitizens, according to the U.S. Census' five-year American Community Survey. Of those noncitizens, nearly 4,000 could be registered to vote in Michigan, according to Johnson.
It is illegal and a felony crime to vote in any state, if the registered voter is not a U.S. citizen and votes.

Long Beach, California - On Monday, the Rivera family buried the remains of the late Jenni Rivera at the All Souls Cemetery on New Year's Eve without the media or public present. The Rivera family held a private service and buried the remains of Jenni Rivera, 43, and then held a procession by walking, dancing, singing and celebrating the death of Jenni as she requested.
Friends, musicians from the Jenni Rivera band and the Rivera family then celebrated her life at her mother's family home in remembrance of La Diva de la Banda, Jenni Rivera.
The public will now be allowed to pay their last respects at the cemetery, according to family members.
Rivera lost her life on December 10th shortly after departing from Monterrey on a private Learjet 25. Ten minutes into the Learjet flight around 3:15 a.m., the jet lost control at 28,000 feet and plunged at a speed of 600 miles per hour crashing into the side of a mountain in a ranch in Iturbe, Nuevo León.
Rivera, four of her companions and two pilots lost their lives when the Learjet exploded and their bodies disintegrated on impact. Rivera had performed on Saturday night at the Monterrey Arena in front of 16,000 fans and was headed to Toluca when the plane that she and her attorney, representative and several make-up/manicure aides were traveling in disappeared 10 minutes after taking off from Monterrey and crashed.
Rivera (Jenny Dolores Rivera Saavedra) including both pilots, Miguel Pérez and Alejandro Torres and four other passengers Alberto Rivera Saavedra, Mario Macias, Jacob Llenares and Gerardo N. were killed in the crash.
Rivera is a three time Latin Grammy Award nominee who is known for her banda and norteña music genres. Rivera had just signed a deal with ABC to star in a comedy sitcom called "Jenni". She also became the first Latina artist to host her own reality show and had launched a clothing and cosmetics line.
Rivera is survived by her five children, (three fathered by Marín), Jacqueline Marín Rivera, 23, Janney "Chiquis" Marín Rivera, 27, and Michael Marín Rivera, 21, (two fathered by López) Jenicka López Rivera, 15, and Johnny López Rivera, 11, including both her parents (Pedro Rivera and Rosa Saavedra) and siblings, Pedro, Gustavo, Lupillo, Juan and Rosie.
Lupillo is a popular banda singer and Juan is also a singer.

Tax Relief Act To Keep Taxes From Increasing For American Middle Class Approved By Congress

Millionaires and billionaires will have to pay higher permanent tax increases for New Year.

January 2, 2013

Washington D.C. - On late Tuesday, a bipartisan majority vote of 257-167 just after 9:00 p.m., Mountain Time, the U.S. House of Representatives passed the American Taxpayer Relief Act of 2012. The act was also approved by the U.S. Senate earlier and President Barack H. Obama will sign it into law. The bipartisan tax relief act approval avoids a fiscal cliff for the next several months that would have turned around the gradual growth of the economy back into a recession.
The middle class won't see an increase in taxes, but those making more than $450,000 will see a tax hike increase.
American taxpayers making less than $400,000 and couples earning less than $450,000 will keep the Bush era tax cuts permanently. The tax cuts will effect 84 percent of the working class in the U.S.
Millionaires and billionaires who represent the top 2 percent of the wealthy will also get a permanent tax rate increase and less tax benefits to help lower the federal deficit.
It's the first time in 20 years, the wealthy 2 percent of taxpayers that had paid less taxes through last two decades will face and get a tax hike increase.
The White House blog posted the following statement, "This is the first time in twenty years that a bipartisan agreement has increased tax rates on the wealthy.
Additionally, this deal ensures that America will continue to invest in education, clean energy, and manufacturing to strengthen our economy and the middle class.
As President Obama noted in a statement about the deal, while neither Democrats nor Republicans got everything they wanted, this agreement is the right thing to do for our country. And the President looks forward to working with Republicans to reduce the deficit in a balanced and bipartisan way.
The agreement passed by an overwhelming bipartisan majority in the Senate last night permanently extends the middle-class tax cuts and also extends credits for working families. It provides additional measures to protect families and promote economic growth. The lower tax rates, an expanded Child Tax Credit, and marriage penalty relief  will provide certainty for 114 million households and together will prevent the typical family of four from seeing a $2,200 tax increase.
By raising income tax rates on the wealthiest and keeping taxes low for the middle class, it means we will now have the most progressive tax code in decades. The agreement also prevents two million people from losing unemployment insurance benefits in January by extending emergency UI benefits for one year.
Tax credits that encourage the production of clean domestic energy, such as the Production Tax Credit (PTC), will be extended through the end of the year. And businesses will get to immediately write off 50 percent of capital investments made next year, helping to create jobs in manufacturing and other sectors.
The deal also postpones the sequester for two months, which will give Congress time to work on a balanced plan to prevent the automatic spending cuts that would threaten our national security and slash investments that build our economy. The postponement is paid for with $1 of revenue for every $1 of spending, with the spending balanced between defense and domestic: The agreement saves $24 billion, half in revenue and half from spending cuts which are divided equally between defense and nondefense," according to the White House blog.
