Waukesha County Sheriff's Detective Joseph Mensah Has Resigned, Effective July 31, 2025, Resignation Letter To Sheriff Eric Severson Says

Mensah submitted his resignation from the Waukesha County Sheriff's Office, effective the end of July.

Waukesha, Wisconsin - On Thursday, Waukesha County Sheriff's Detective Joseph Mensah, 35, submitted his resignation, effective July 31, 2025 to the Waukesha County Sheriff's Office. Mensah was hired as a Waukesha County Sheriff's deputy in January 2021.

Mensah says he is transitioning out of law enforcement due to family and personal reasons. 

In March 2025, Mensah's federal lawsuit civil trial ended in a hung jury. The family of Alvin Cole, one of Mensah's victims filed a federal civil rights lawsuit against Mensah claiming excessive force.

The Cole and Anderson families have ongoing federal civil rights cases against Mensah.

In July 2021, Milwaukee County Circuit Court Judge Glen H. Yamahiro found probable cause to criminally charge Mensah, a Waukesha County Sheriff's deputy and former Wauwatosa police officer with a homicide charge for the June 16, 2016 murder of Jay Anderson Jr. in Wauwatosa.

Mensah resigned from the Wauwatosa Police Department after being involved with three homicides within a five-year duty span. 

According to the Milwaukee Police Department investigation, then Wauwatosa Police Officer Mensah went to Madison Park in regards to an after-hour loitering violation. Mensah who wasn't wearing a body video camera at the time claimed that Anderson reached for a handgun next to him and that he feared for his life and fired multiple shots striking Anderson five times in the head and another shot in the upper right shoulder. The police investigation result indicated that Mensah was justified in Anderson's homicide, according to the Milwaukee Police investigation report.

Mensah was also declared justified in the shooting deaths of Alvin Cole, 17, on February 2, 2020 at the Mayfair Mall parking lot and Antonio Gonzales, 29, on July 2015 for wielding a decorative sword.

Williams confessed to police that he was contacted by someone who wanted him to rob White's mother, a known drug dealer.

Milwaukee, Wisconsin - On Thursday, Corey G. Williams, 25, was charged with 3 felony counts, kidnap with intent to transfer property including party to a crime, taking hostage including party to a crime, and intent to contribute to the delinquency including party to a crime, in connection with the abduction of Jamal D. White, 7, on July 11, 2025 in Milwaukee. Williams cash bond was set at $100,000 cash, but he remains on hold at the Milwaukee County jail by the Wisconsin Department of Corrections for a probation violation.

Williams told police that someone had contacted him in order for him to rob Shavon Williams, 32, White's mother who flaunted bricks of drugs and cash on FaceTime, and is a known drug dealer, according to the criminal complaint. Williams was promised $10,000 for the job, but after abducting White, he asked for more money for doing the job.

Williams admitted that he drove the vehicle on July 11th and two other accomplices, Fabian Johnson,  38, and a 14-year-old male suspect helped kidnapped White while they were armed. Johnson alleged abducted White.

Williams and his accomplices later contacted White's mother and they demanded $100,000 cash and jewelry in ransom for the return of White.

Police finally arrested Williams at a residence the next day after White was abducted.

Also, a 14-year-old suspect was taken into custody. Shavon was also taken into custody by police and criminal charges are pending. The Wisconsin Department Of Corrections has placed a hold for Shavon.

Jamal White's uncle, Jamel K. White, 27, was taken into custody after firing a handgun at several people by his residence. White was criminally charged  with two felony counts for 1st-degree recklessly endangering safety including using a dangerous weapon, according to Milwaukee County court records.

A $20,000 cash bond was set for White.

Update:

On July 20, 2025, Fabian Johnson, 38, was charged with kidnapping of a child including party to a crime in connection with Jamal D. White, 7, abduction. If convicted, Johnson is facing up to 40 years in prison and up to $100,000 in fines. A $200,000 cash bond was set for Johnson.

The 14-year-old suspect is expected to be waived to adult court, according to a petition filed by the Milwaukee County District Attorney’s Office.

The 14-year-old suspect was charged with kidnapping and party to a crime, use of a dangerous weapon; taking hostage, released without bodily harm and use of a dangerous weapon; use of a firearm by an adjudicated delinquent; and possession of a dangerous weapon by a  person under the age of 18.

Southside Milwaukee Carjacking At El Rey Foodmart Parking Lot, 2 Black Suspects Involved, They Yanked Driver Out From Vehicle, Then Both Men Fled In Stolen Red Vehicle, They Later Crashed

Several carjacking Black suspects waited at the El Rey Foodmart parking lot until they targeted a male victim, which the victim was forcibly pulled (yanked) from the vehicle and then the suspects fled in the stolen vehicle, which was caught by Foodmart's outdoor camera surveillance video.

Milwaukee, Wisconsin - On Wednesday, Milwaukee police responded around 3:28 p.m. to a robbery at the 1300 block of W. Burnham Street where the El Rey Foodmart parking lot is located, a carjacking male Hispanic victim was located. The victim told police that several Black male suspects had forced him out of his red vehicle at the El Rey Foodmart parking lot and had stolen his vehicle including other personal items.

Police later spotted the suspects and a pursued was launched until the suspect driving the stolen red vehicle crashed into another vehicle. 

The outdoor camera surveillance video at the El Rey Foodmart around 3:22 p.m. captured the carjacking and Tony Sherman posted the video in his Facebook account and also posted a second video from social media (Instagram) mkeshaderoom1 showing the aftermath of a multiple vehicle crash where the two carjacking Black suspects were arrested by police including three other male passengers in the stolen vehicle.

Williams was taken into custody 24 hours after 7-year-old White was kidnapped while riding his bicycle by at least four armed masked men near his home.

Milwaukee, Wisconsin - On Saturday, Milwaukee police executed a warrant for Corey G. Williams, 25, at the 2000 block of N. 39 Street in connection with Friday's armed abduction around 7:00 p.m. of Jamal White, 7, who was riding his bicycle near N. 60 and W. Hustis in Milwaukee. Police found White inside the home at N. 39 and was later reunited with his family.

Williams was taken into custody and felony criminal charges are pending.

White's mother alleged that at least four masked armed men had kidnapped her son last Friday near their home. Police hasn't confirmed, if other suspects are being sought in connection with White's abduction.

Social media posts began circulating on Saturday afternoon showing Williams being taken into custody by police and White being found alive by police.

According to news reports, the community in the Northside shared information about the abduction of White, which eventually led police to where Williams was located and arrested.

Williams has a felony criminal history, according to Milwaukee County court records. Williams is allegedly facing felony criminal charges for armed kidnapping involving a child, party to a crime and a felon possession of a dangerous weapon.

In 2024, Williams was sentenced to two years and 6 months in prison after pleading guilty to one felony count of illegal article in Wisconsin and was ordered to serve 6 months in huber (work release) and an extended 2 years probation.

Williams was still on probation when he was taken into custody on Saturday by police in connection with the abduction of White.

Update: Corey G. Williams was booked at the Milwaukee County jail on July 15, 2025, a cash bond of $75,000 was set, according to the Milwaukee County Sheriff's Office. Also, a hold has been placed on Williams by the Wisconsin Department of Corrections for a probation violation.

Two Dead From ELMNT Lounge Drive-by Shooting Identified, Antwan Hogans, 52, Known As OG Tweezy And Kevin Lewis, 39, Known As Bubbs Dubbs In Downtown Milwaukee, Three Other Victims Ages, 30, 32 And 34 Injured

Two men killed in a drive-by shooting on early Saturday at ELMNT Lounge have been identified as Hogans and Lewis, known in the night club entertainment Gangsta (rap) music venue.

Milwaukee, Wisconsin - On Sunday, Hispanic News Network U.S.A. (HNNUSA) learned the name of the second homicide victim killed in a drive-by shooting on early Saturday at ELMNT Lounge at the 600 block of N. Water Street in downtown Milwaukee. The second victim was identified as Kevin Lewis, 39, aka, Bubbs Dubbs from Milwaukee. Lewis passed away from his injuries at a local hospital at 11:33 a.m. on Saturday, according to the Milwaukee County Medical Examiner's Office.

The first homicide victim identified by HNNUSA on early Saturday was Antwan Hogans, 52, aka, OG Tweezy who passed away from his injuries after he was shot in front of ELMNT Lounge. The Milwaukee County Medical Examiner's Office pronounced Hogans deceased at 12:44 a.m. on Saturday, and is investigating the deaths of Hogans and Lewis as homicides.

Hogans as a entertainment promoter was hosting a concert and rap music venue event on Friday, July 11, 2025 at ELMNT Lounge.

According to police, they responded to shots fired around 12:07 a.m. on early Saturday at the 600 block of N. Water Street, when they arrived they located Hogans and Lewis including three other victims ages 30, 32 and 34 suffering from gunshot wounds from an apparent drive-by shooting. Life-saving measures were performed by police on Hogans and Lewis, but Hogans died at the scene, and Lewis was conveyed to a local hospital where he later died. The three other victims suffered non-life threatening injuries and were expected to survive, according to Milwaukee police.

Hogans is known as a Gangsta Rap Artist and was the owner of Hookahs By Tweezy at the 6000 block of W. Fond du Lac Ave. in Milwaukee. Hogans also ran for City of Milwaukee mayor in 2015.

Milwaukee police are searching for a suspect(s) in connection with the drive-by shooting homicides of Hogans and Lewis. No arrests have been made in the case.

Update: On Monday, July 14, 2025, Milwaukee police confirmed that a 24-year-old suspect has been arrested in connection with the Hogans and Lewis homicides including three other victims that were injured in a drive-by.

Milwaukee, Wisconsin - On early Saturday, July 12, 2025, Milwaukee police responded around 12:07 a.m. to shots fired at the 600 block of N. Water Street where they located 5 male victims with multiple gunshot wounds. One of the deceased victims was identified in social media (Facebook-FB) as Antwan Hogans, 52, aka, Young Tweezy, who had been fatally shot, and a second victim identified by his allias, Bubbs Dubbs was later pronounced deceased at the hospital, 3 other victims in their 30's suffered non-life threatening injuries and were conveyed to a local hospital for treatment. 

Police and first responders at the scene performed life-saving measures (CPR) on Hogans, according to a FB video posted by G3 SMG in social media.

Hogans died at the scene,  according to a FB post by Dori Hogans, his cousin. 

The Milwaukee County Medical Examiner's Office (MCMEO) declared Hogans deceased at the scene at 12:44 a.m., and ruled it as a homicide. On Saturday, the MCMEO pronounced Bubbs Dubbs deceased at 11:33 a.m. at a local hospital and ruled it a homicide as well. His birth name has not been released yet.

Police are looking for a suspect(s) and no arrests have been made.

Chicago, Illinois - On Tuesday, Alderperson Jessie Fuentes in a press release reported that multiple (15 to 20) U.S. Homeland Security and U.S. Immigration and Customs Enforcement agents illegally entered the National Museum of Puerto Rican Arts & Culture (NMPRAC) property and building at the 3000 block of W. Division Street in Chicago around 4:00 p.m. after arriving in vehicles without prior notice or legal documentation.

According to Ald. Fuentes, the federal agents entered the NMPRAC museum property and refused multiple requests by museum staff to present a warrant, badges, or identifications. The unidentified men (feds) informed museum staff that they were assessing entry and exit points for upcoming events that may draw undocumented attendees. When asked to leave the premises, agents refused and continued to walk the property, further intimidating staff and disregarding legal boundaries.

This alarming incident comes just days before Barrio Arts Fest (July 12 and 13th), Colombian Fest (July 18 - July 20th), and Fiesta Boricua (August 29-31), three large cultural and Latinx celebrations expected to draw large crowds. A press conference scheduled for Wednesday will cover legal responses under consideration and proactive measures being implemented to ensure community safety, according to Ald. Fuentes.

18-year-old Quintarez D. Morris Sentenced To 10 years In Prison For The 1st-degree Reckless Homicides Of Exziel Rivera, 15, And Nayah Vásquez, 18, On Christmas Day 2024

Milwaukee, Wisconsin - On Tuesday, Quintarez D. Morris, 18, was sentenced to 10 years in prison, but will serve 5 years in prison and 5 years of extended supervision in a plea deal with prosecutors. Morris who was the driver pleaded guilty under a plea agreement to one felony  count of 1st-degree reckless homicide for the double drive-by homicides of Exziel Rivera, 15, and Nayah Vásquez, 18, on Christmas Day in 2024 in the Southside of Milwaukee.

Under the plea agreement, Morris will testify against his accomplice, Jeremiah N. Taylor, 18, who fatally shot both Rivera and Vásquez in a drive-by.

Morris was also ordered to pay full restitution, according to Milwaukee County court records.

On Wednesday, July 9, 2025, Morris will be back to court for a plea and sentencing hearing in a separate felony case for three felony counts, operating a vehicle to flee police, 2nd-degree recklessly endangering safety and possession of cocaine greater than 15 to 40 grams.

Morris's accomplice,  Taylor remains on the run and has been criminally charged for the double homicides of Rivera and Vásquez. A homicide criminal felony warrant has been issued for Taylor's arrest.

Taylor was criminally charged with two felony counts of 1st-degree reckless homicide, use of a dangerous weapon and party to a crime for the Christmas Day 2024 double murders of Rivera and Vásquez at the 1100 block of S. 37 Street in the Southside of Milwaukee.

Update: Quintarez D. Morris pled guilty on July 9, 2025 to one felony count of 2nd-degree recklessly endangering safety, and one felony count for possession of cocaine. Under a plea agreement to plea guilty, Morris was sentenced to 6 years in prison and must do 3 years in prison and 3 years of extended supervision for 2nd-degree recklessly endangering safety and will be served concurrently (same time) with possession of cocaine, which he was sentenced to 6 years in prison, but must do 3 years in prison and 3 years extended supervision, according to Milwaukee Conty court records.

57-year-old Patricia Concha, Former Executive Director Of The Republican National Committee Hispanic Community Center Charged With Disorderly Conduct In Milwaukee

Concha, former executive director of the Republican Hispanic Community Center has been criminally charged with disorderly conduct including domestic abuse in Milwaukee County.

Milwaukee, Wisconsin - On Monday, Patricia Concha, 57, of West Allis was criminally charged with one misdemeanor count of disorderly conduct including domestic abuse, according to Milwaukee County court records.

If convicted, Concha is facing up to 90 days in jail and up to $1,000 in fines, or both. A signature bond of $1,000 was set for Concha, but a bond bail hearing was also set for July 11, 2025.

In January 2024, Concha was taken into custody for an outstanding misdemeanor warrant issued on August 8, 2019 for failing to appear in court to face one misdemeanor count of operating a vehicle while revoked (revoked due to alcohol/control substance/refusal),  according to Milwaukee County court records.

In September 2021, while Concha was working as the executive director of the Republican Hispanic Community Center in the Southside of Milwaukee located at the 1300 block of W. Lincoln Ave., she had an active warrant.

34-year-old Michael Payday Griffin Jr. Identified In Shorewood's Homicide Of Victoria Truss, 34, And Shooting Of Cop Was Fatally Shot By Police After Pursuit In Milwaukee

34-year-old Victoria "Vikki" Truss was fatally shot, the suspect is dead, another victim suffered injuries, and Shorewood police officer shot, his body armor prevented serious injuries.

Village of Shorewood, Wisconsin - On Thursday, Shorewood police at 2:51 a.m. responded to shots fired at the 4100 block of Bartlett Ave., as an officer in a police squad arrived, a Michael Payday Griffin Jr.,  34, discharged multiple gunshots striking the front window, and striking the officer in his bullet proof vest. The officer was conveyed to a local hospital for treatment and was later released.

When other officers arrived at the scene they located Victoria Truss, 34, fatally shot at least four times just outside her home in Shorewood. The Milwaukee County Medical Examiner's Office pronounced Truss deceased at 9:50 a.m., and declared it a homicide.

Police around 9:23 a.m. spotted Griffin driving black 4 door Mercedes-Sedan vehicle in Milwaukee and a high-speed pursuit followed. Griffin ended up near N. 5 St. and W. Reservoir Ave., where police cornered him, and shots were exchanged. Griffin while still inside his vehicle fired gunshots at officers and the officers returned fire. Upon closer inspection of the suspect's vehicle by police, the suspect was found with a fatal gunshot wound to his left eye. Milwaukee and Glendale police were at the scene.

The Milwaukee County Medical Examiner's Office arrived at the scene and pronounced Griffin deceased at 10:20 a.m..

According to sources, Truss was living with her boyfriend Griffin and the day before her death, she had broken up with him and Griffin was not allowed back into her residence.

Griffin also shot the manager of the rental building in the hand, and is recovering from the injury.

The homicide in Shorewood and the death of Griffin in Milwaukee are being investigated by the Milwaukee Area Investigative Team led by the Oak Creek Police Department.

Truss is survived by her 14-year-old son.

Wausau, Wisconsin - The U.S. Immigration and Customs Enforcement - Enforcement and Removal Operations (USICE-ERO) reported that Rigoberto Ramon-Bailon, 30, a Mexican national had been taken into custody on July 1, 2025 by federal immigration and FBI pending removal from the U.S..

On May 24, 2019, Ramon-Bailon was sentenced in Marathon County to 2 years probation after he pled no contest to one misdemeanor count for sexual intercourse with a child 16 or over. In addition, he pled no contest to two misdemeanor counts for disorderly conduct and was sentenced to 2 years probation for each count to be served concurrently (same time) with the sexual intercourse with  child count under a plea agreement.

In October 22, 2024, Ramon-Bailon was criminally charged in Marathon County with two felony counts of 2nd-degree sexual assault of a child. The felony criminal case against Ramon-Bailon is still open.

On March 31, 2025, Ramon-Bailon was again criminally charged in Marathon County with one felony count of bail jumping and one misdemeanor count of operating a vehicle without a license. The criminal case against Ramon-Bailon is still open, according to Marathon County court records.

22-year-old Tremaine D. Jones Charged With The Homicide Of Milwaukee Police Officer Kendall Corder, 32, And Attempted Homicide Of Officer Christopher McCray, 29, In Wisconsin

Jones is now facing life in prison without the possibility of parole for the homicide of Milwaukee Police Officer Corder.

Milwaukee, Wisconsin - On Tuesday, Tremaine D. Jones, 22, was criminally charged with one felony count for 1st-degree intentional homicide while using a dangerous weapon for the June 26, 2025 murder of Milwaukee Police Officer Kendall Corder, 32, and charged with one felony count for attempted 1st-degree intentional homicide while using a dangerous weapon in the shooting of Officer Christopher McCray, 29, in Milwaukee. In addition, Jones was charged with 1st-degree recklessly endangering safety while using a dangerous weapon.

If convicted on all counts, Jones is facing life in prison without the possibility of parole, and an additional 77 years and 6 months in prison, including up to $25,000 in fines. A $500,000 cash bail was set for Jones, according to Milwaukee County court records.

Also criminally charged in the homicide case is Jermela Kittler, 19, she was charged with one felony count for harboring and aiding a felon (Jones).

Also in connection with the homicide  case, Bryshawn Taylor, 22, is charged with one felony count for possession of a firearm by a felon and habitual criminality repeater.

According to the criminal complaint, Jones fatally shot Officer Corder on June 26, 2026 at the 2200 block of N. 24 Pl, and wounded Officer McCray at a Northside alley.

Both Corder and McCray were assigned to Milwaukee Police Department District 2 Station in the Southside of Milwaukee. They responded to priority 1 call for a shooting. As both officers got out their police vehicle, they were ambushed with a rifle by Jones. 

Officer Corder was shot in the upper arm and at least one gunshot round penetrated his cavity chest causing severe internal injuries, including his heart and undewent emergency surgery. He never recovered. Officer McCray suffered gunshot wounds to his foot and back, and had surgery to repair his foot.

After shooting both officers in the alley, Jones fled the scene and went to Kittler's residence and stayed there to avoid getting arrested.

Jones was taken into custody without incident on June 27, 2025, according to police.

The criminal complaint states, "Along a fence that runs that is on the western border of this backyard, Complainant located a Palmetto State Armory PA-15 5.56 rifle with serial number SCNL621842. This firearm had electrical tape on the stock of the firearm. Complainant is aware that this rifle was taken to the Milwaukee Police Department Fusion Center where it was determined to as being consistent with the firearm that fired all sixteen (16) fired 5.56 mm rifle rounds located behind 2554 W. Garfield. Additionally, in the backyard, Complainant recovered a black backpack on the ground between the vehicles parked in the backyard. The backpack had white letters on the upper front part of the bag. 

Inside the bag was a WPS employee identification card with the name of the above mentioned Defendant Tremaine Jones. Furthermore, in a small pouch located inside the backpack, Complainant located the Defendant’s Social Security Card, the Defendant’s birth certificate, and several debit cards, one of which was in the name of the Defendant. Lastly, in a pocket of the backpack, Complainant recovered a receipt from Prolific Arms LLC in West Allis, which shows that the Defendant purchased this firearm on June 17, 2025 and then picked up the firearm on June 19, 2025."

The criminal complaint states, that two groups of females had been fighting for several days over Jones, and in the day Officers Corder and McCray were shot, the two groups wanted to confronted each other, which Tyler was with Jones' baby mother's group and Jones joined the other group after Kittler had called him that Tyler had a gun. Shots were fired before Officers Corder and McCray arrived at the scene. (Read the 9-page criminal complaint for further details)

Officer Corder was declared deceased (brain-dead) on Saturday, June 28, 2025 at 12:03 p.m., according to the Milwaukee County Medical Examiner's Office.

Corder's body was unplugged from life-supports on Sunday, June 29, 2025.

Officer McCray was released from Froedtert Hospital on Saturday, June 28, 2025 and continues to recover.

Milwaukee, Wisconsin - MAGA (Make Amerikkka Great Again) Gestapo masked USICE and FBI agents around 7:45 a.m. stopped an individual on Tuesday, July 1, 2025, at S. 25 St. and W. Muskego Ave. in the Southside of Milwaukee. The individual(s) was questioned and taken by USICE, and vehicle left behind at the scene.

The photo of USICE at S. 25 and W. Muskego was posted on Facebook by Victor Gonzalez who says, someone had sent him the picture. Gonzalez drove to the area where USICE was spotted afterwards, but USICE had gone. In a social media video that he posted, Gonzalez can be heard asking an employee of a new Mexican store that just opened at the old Walgreens, if la migra (USICE) was in the area, which the employee responded that they were, but didn't enter the grocery store.

A Hispanic News Network U.S.A. (HNNUSA) follower also checked the license plate L65445 of the USICE Nissan Titan truck used in the operation, and no registration was found in the Wisconsin Department of Motor Vehicle.

Other immigrant rights non-profit organizations in the Milwaukee area were alerted on Tuesday that USICE was conducting immigration enforcement in the Southside.
