Sheboygan, Wisconsin - On Monday, Kevin Stephan Matichek, 33, was charged with one felony count for repeated sexual assault of the same child at least 3 violations of 1st or 2nd-degree sexual assault of a child. Additionally charges are pending against Matichek, according to the Sheboygan County District Attorney's Office.
He was taken into custody on Friday.
Sheboygan Police Captain Kurt Brasser during a press conference on Monday said, that the department received information back in June alleging that Matichek was having inappropriate relationships with children, but could not be substantiated. It was until last week that a anonymous tip to Crime Stoppers led police to contact a 17-year-old victim who engaged in inappropriate sexual contact with Matichek. The teen also told police of a 15-year-old boy who had sexual contact with Matichek. Police were able to contact the 15-year-old boy who admitted of having sex with Matichek.
The criminal complaint states, that Matichek met the 15-year-old boy in June and engaged in anal and oral sex with the boy at least 8 different times until a Crime Stoppers tip led police to investigate the alleged sexual assault of the boy involved and a 17-year-old male.
Matichek apparently admitted to kissing the younger boy and dating him. He denied that he had anal or oral sex with the boy. Matichek claims the boy likes to exaggerate, according to the criminal complaint.
Captain Brasser confirmed that a search warrant was issued to search Matichek's residence and some electronic devices were seized by police and are reviewing the contents.
If convicted, Matichek is facing up to 40 years in prison and up to $100K in fines. A cash bail of $75K was set for Matichek.
The investigation is ongoing to determine, if more victims are involved.
Matichek was first elected to the Sheboygan Common Council in 2011 and is running for re-election in the April 2015 ballot. He is facing one challenger, Job E. Hou-Seye in the April election.
Hou-Seye on Sunday said, that the arrest of Ald. Matichek was unexpected and a surprise. "...my heart goes out to any children and families that have been affected by this terrible situation. I had hoped to Campaign on relevant issues, and not have something like this blight the City of Sheboygan," Hou-Seye stated in his Facebook (FB) account.
On Monday Hou-Seye posted on FB, "The irony is that Kevin Matichek was one of the chief individuals responsible for pushing for Mayor Ryan to be removed from office. Somebody who is alleged to have been doing something highly criminal should not have been throwing stones at somebody who had a problem with alcohol on his own personal time."
