Santiago was arrested in Indiana after shooting at several Indiana State troopers who then pursued him until he crash.

Milwaukee, Wisconsin - On Friday, Carlos R. Santiago, 38, was charged in Wisconsin with two felony counts for 1st-degree intentional homicide with use of a dangerous weapon, possession of a weapon by a felon and one misdemeanor count for bail jumping for the June 24, 2022 homicide of Ronald Cirino, 35, at the 1400 block of S. 23rd Street in the Southside of Milwaukee.
If convicted, Santiago is facing life in prison without the possibility of parole for the homicide. He is facing up to 10 years in prison for felon possession of a weapon and up to $25,000 in fines and up to nine months in jail and up to $10,000 in fines for bail jumping.
Santiago was also charged last Wednesday, June 28th in Lake County Indiana with multiple felony counts for attempted murder, attempted battery by means of a deadly weapon and criminal recklessness, also with two counts of resisting law enforcement, pointing a fire arm and leaving the scene of an accident.
Bond in Indiana was set at $80,000 for Santiago with surety $8,000 cash.
According to the criminal complaint in Indiana, Santiago had a vehicle (1993 Ford Escort) problem on the highway. Santiago fled from two Indiana State troopers who then pursued him. Santiago managed to fire a 9mm handgun multiple times at state troopers. He then got into a crash and continued to flee on foot and he jumped into the Calumet River in South Chicago naked while holding the firearm.
The Lake County Indiana Sheriff's Office helicopter pilot unit assisted and arrested Santiago. Santiago was arrested under a bridge trying to inject himself with a syringe.
Law enforcement in Indiana ran the vehicle plates and discoverd that the 1993 Ford Escort had been stolen from a homicide victim identified as Ronald Cirino in Milwaukee.
