41-year-old Raul Herrera Charged With Hit-and-run Causing The Death Of Roberto Deleon, 90, In The Southside Of Milwaukee

Herrera was charged in Milwaukee County for the fatal hit-and-run death of a 90-year-old man.

Milwaukee, Wisconsin - On Thursday, Raul Herrera, 41, of Milwaukee was charged with one felony count for the May 10, 2025 fatal hit-and-run death of Roberto Deleon, 90, at the 1000 block of S. 35 Street in the Southside of Milwaukee.

If convicted Herrera is facing up to 25 years in prison and up to $100,000 in fines.

According to police, Deleon was struck by Herrera while he crossed the street. Herrera then fled the scene, but was later identified and taken into custody.

In addition on Thursday, Herrera was criminally charged in another case with one felony count for 2nd-degree recklessly endangering safety including use of a dangerous weapon, domestic abuse assessment; one felony count for intimidate a witness/domestic abuse including use of a dangerous weapon and domestic abuse assessment; one felony count for false imprisonment including use of a dangerous weapon and domestic abuse assessment; one felony count for strangulation/suffocation including use of a dangerous weapon and domestic abuse assessment; and two misdemeanor counts for battery including use of dangerous weapon and domestic abuse assessment, and disorderly conduct including use of a dangerous weapon and domestic abuse assessment. 

If convicted, Herrera is facing 10 years in prison and up to $25,000 in fines, or both for each felony count for 2nd-degree recklessly endangering safety and intimidate a witness/domestic abuse; facing up to 6 years in prison and up to $10,000 in fines, or both for each felony count of false imprisonment and strangulation/suffocation; and 9 months in jail and up to $10,000 in fines, or both for one misdemeanor count for battery, and up to 90 days in jail and up to $1,000 in fines, or both for one misdemeanor count for disorderly conduct.



29-year-old Janice Ramos Charged With 1st-degree Intentional Homicide For The Murder Of Astrid N. González-Feliciano, 30, In The Southside Of Milwaukee

Ramos lured her child's father out of González-Feliciano's residence who he was now dating before Ramos fatally shot his girlfriend with a .45 caliber handgun.

Milwaukee, Wisconsin - On Tuesday, Janice Ramos, 29, of Milwaukee was charged with one felony count for 1st-degree intentional homicide including several enhancers (modifiers to the charge), use of a dangerous weapon, and party to a crime for the May 5, 2025 homicide of Astrid N. González-Feliciano, 30, at the 1900 block of W. Amy Pl in the Southside of Milwaukee. 

If convicted on all counts, Ramos is facing life in prison without the possibility of parole for 1st-degree intentional homicide, and an additional 5 years in prison for using a dangerous weapon. A $100,000 cash bail was set for Ramos, she was booked on May 12th at the Milwaukee County jail.

Police found González-Feliciano deceased at the location due to fatal gunshot wounds. González-Feliciano was located just inside her residence fatally shot, at least 4 spent .45 caliber castings were recovered by police including the ones that her young child had picked up and was holding when police arrived at the scene.

Police discovered that González-Feliciano had been fatally shot at least 20 hours before they were called to the homicide crime scene.

According to the criminal complaint, the neighbors had previously heard loud bangs, but thought they were fireworks. Later, a neighbor saw several of González-Feliciano's young children nude in the front porch and when the neighbor asked one of the children about their mother, the child told the neighbor that she was inside on the floor bleeding. The neighbor then called police to the scene.

Milwaukee police were able to get surveillance video from a nearby area and they could see Ramos and another unidentified person wearing hoodies in the shadows by González-Feliciano's residence. Ramos confessed to police that she called her child's father earlier with an excuse to get him to leave González-Feliciano's residence who he was dating. Once Ramos ex-boyfriend left, she approached González-Feliciano who came to the door and fatally shot her multiple times. Ramos told police that it was the other person who killed González-Feliciano, but police have yet to charge Ramos's accomplice.

González-Feliciano is originally from Peñuelas, Puerto Rico.

(HNNUSA) learned that the MAGA (Make Amerikkka Great Again) U.S. Immigration and Customs Enforcement (USICE) frivolous obstruction case filed against Milwaukee County Circuit Court Judge Hannah C. Dugan will be heard by U.S. District Judge Lynn Adelman. Judge Adelman is well known for his years as an attorney specializing in Civil Rights litigation in Wisconsin and was a former Wisconsin Democrat State senator.

MAGAs in Wisconsin and around the U.S. including the MAGA regime at the White House, USICE, FBI and USDHS now fear that Judge Dugan will be absolved from the frivolous felony charges of obstruction of USICE agents and concealing an undocumented individual to evade arrest at the Milwaukee County Court House.

A MAGA federal grand jury indicted Judge Dugan on Tuesday, and her federal case now goes before U.S. District Judge Adelman.

Judge Dugan, 66, was frivolously charged after she showed undocumented Eduardo Flores-Ruiz, 30, originally from Mexico and his attorney an alternative exit from her courtroom after MAGA Gestapo style USICE agents and other federal agents from the FBI and DEA went to the Milwaukee County Court House to execute a USICE fake administrative warrant. A USICE fake administrative warrant is signed by an USICE agent, and is not legal binding to be served at private property or inside buildings to arrest individuals. Only a judicial warrant signed by a federal judge is legal binding to enter private property and buildings to arrest an individual, seize property and conduct searches.

USICE agents use administrative warrants instead of judicial warrants signed by a judge to avoid a lengthy judicial due process case against those sought by USICE for removal.

It seems that the grand jury doesn't know the difference between a USICE fake administrative warrant and a judicial warrant, according to the indictment on Count 2 section A.

Milwaukee, Wisconsin - The alleged driver, Raul Herrera, 41, of Waukesha was arrested and is pending felony criminal charges for the May 10, 2025 fatal hit-and-run death of Roberto Deleon, 90, at the 1000 block of S. 35 Street in the Southside of Milwaukee.

The Milwaukee County Medical Examiner's Office pronounced Deleon deceased at 10:05 p.m. on Saturday, May 10, 2025.

According to police, Deleon was struck by Herrera while he crossed the street. Herrera fled the scene, but was later identified and taken into custody.

Herrera was booked on Monday at the Milwaukee County jail on a $100,000 cash bail.

36-year-old Kevin Ivan López, Former Co-owner Of Judy's Cantina Arrested By USICE/ERO At Milwaukee County Court House Public Hallway On May 7, 2025

Milwaukee, Wisconsin - On Thursday, the U.S. Immigration and Customs Enforcement-Enforcement Removal Operations (USICE/ERO) announced that Kevin Ivan López, 36, the former co-owner of Judy's Cantina Restaurant was taken into custody on May 7, 2025 at the Milwaukee County Court House public hallway. López had a preliminary hearing at the courthouse for two felony counts for 1st-degree sexual assault/intercourse of a child under 16 and 2nd-degree sexual assault of an unconscious victim.

When López left the preliminary hearing, he was taken into custody by the USICE/ERO out of Chicago executing a USICE administrative warrant, according to sources.

According to USICE/ERO, López had been previously been arrested by local authorities for marijuana possession.

López is the fourth non-U.S. citizen taken into custody at the Milwaukee County Court House hallway, since April 2025.

The 3 following undocumented individuals were identified as:

• Eduardo Flores-Ruiz, 30, originally from Mexico arrested by USICE on April 18, 2025 at the Milwaukee County Court House.  Milwaukee County Judge Hannah C. Wisconsin State Representative Tusler called Capitol police in an attempt to eject Lee with the F☆ck Trump Viva Mexico cap from the Committee meeting citing Assembly rule 26, but State Representative Sylvia Ortiz-Velez (D-Milw) as a ranking Committee member dismissed the officers when they arrived, since the individual with the cap had already left and the meeting was on recess. Milwaukee County Court Chief Judge Carl Ashley Allowing MAGA Gestapo USICE Agents To Execute Fake Administrative Warrants At Courthouse Public Hallways

USICE and its federal law enforcement partners are being allowed by Milwaukee County Chief Judge Ashley to execute fake administrative warrants inside the courthouse to arrest undocumented individuals attending state court criminal hearings.

Milwaukee, Wisconsin - It seems that Milwaukee County Chief Judge Carl Ashley is allowing MAGA Gestapo U.S. Immigration and Customs Enforcement (USICE) agents to continue to arrest undocumented individuals at the Milwaukee County Court House public hallways after their state court hearings.

Chief Judge Ashley on Wednesday confirmed another undocumented individual having a County court hearing was taken into custody by USICE agents outside of the courtroom after leaving the scheduled hearing. The USICE detainee was not identified by Ashley.

Chief Judge Ashley didn't say, if USICE agents were executing an administrative fake warrant or a judicial warrant. Most likely, the USICE agents were executing a USICE fake administrative warrant inside the courthouse.

An USICE fake administrative warrant signed by a agent is not legal binding to arrest anyone in private property and inside buildings, not legal to enter homes and vehicles to make an arrest, and not legal to seize property or conduct searches. Only a judicial warrant signed by a federal judge allows agents to enter private property to make arrests, seize evidence and conduct searches.

A state courthouse property should not be considered open for USICE agents to execute administrative fake warrants inside courthouse hallways where the public gathers before and after a court hearing. Courthouse hallways are considered public hallways for people to meet with attorneys and etc., but not public in nature (legal sense) to execute fake warrants by USICE agents and its federal law enforcement partners that include the FBI, USDEA, USDHS, USICE-ERO, Postal Inspectors, and the U.S. Marshals Service.

Four undocumented individuals including one unidentified (defendants in state court proceedings) have been arrested with fake administrative warrants by USICE in the Milwaukee County Court House and Safety Building public hallways.

The recent arrest on May 7, 2025 of an unidentified defendant (undocumented) at the Milwaukee County Court House indicates, that any undocumented individual showing up for a County court hearing is subject to arrest by USICE agents. 

Thus, USICE agents and its federal law enforcement partners continue to obstruct state judicial due process proceedings and leaving state victims without justice (remedy) and due course after state criminal cases are intentionally disrupted by USICE agents and left open without defendants to prosecute.

30-year-old Astrid N. González Was Fatally Shot In The Southside Of Milwaukee

González was found fatally shot in the Southside of Milwaukee.

Milwaukee, Wisconsin - On Tuesday, Milwaukee police responded to shots fired at the 1900 block of W. Amy Pl and located Astrid N. González Feliciano, 30, deceased at the location due to a fatal gunshot wound.

The Milwaukee County Medical Examiner's Office pronounced González deceased at 7:43 p.m. at the scene.

Neighbors say, that they heard gunshots, but thought the shots were fireworks. They noticed several of González's children walking  outside and when they asked about their mother, the children said, their mother was inside on the floor bleeding. That's when the neighbors contacted police. González is originally from Peñuelas, Puerto Rico.

Milwaukee police continue with ongoing homicide investigation to determine what happened and are seeking unknown suspects.

32-year-old Willmar Ray Cabarcas-Polo, A Venezuela National Charged With Several Felonies For Pistol Whipping Victim And Pointing Gun At Witnesses At An Indoor Soccer Facilty In Madison

Cabarcas-Polo was extradited to Wisconsin from Texas to face multiple criminal charges.

Fitchburg, Wisconsin - On Tuesday, Willmar Ray Cabarcas-Polo, 32, originally from Venezuela posted a $30,000 cash bail and was released after being extradited from Addison, Texas where he fled after allegedly pistol whipping (strikng) a male victim in the back of the head and then pointing a gun at witnesses including children at a indoor soccer facilty in Madison on April 13, according to the criminal complaint. Cabarcas-Polo had to surrender his passport to police under the bail conditions and must not leave Dane County without court permission.

Cabarcas-Polo was criminally charged with two felonies for substantial battery to intentionally cause harm including use of a dangerous weapon, 2nd-degree recklessly endangering safety including use of a dangerous weapon, and two misdemeanor counts for intentionally pointing gun at a person and disorderly conduct including use of a dangerous weapon.

If convicted, Cabarcas-Polo is facing up to 3 years and 5 months in prison and up to $10,000 in fines, or both for substantial battery, facing up to 10 years in prison and up to $25,000 in fines, or both for 2nd-degree recklessly endangering safety, and up to 9 months in jail and up to $10,000 in fines, or both for 1 misdemeanor count for pointing a gun at a person, and up to 90 days in jail and up to $1,000 in fines, or both for 1 misdemeanor count of disorderly conduct. In addition, each felony count carry an enhancer (modifier), which adds 5 years to sentencing, and up to 6 months in jail for each misdemeanor enhancer.

According to Fitchburg police, Cabarcas-Polo was attending a soccer game at an indoor soccer facilty located at 2800 block of Index Road in Madison, when he noticed a prior acquaintance and went up to talk to him about a pending issue. During the heated conversation, Cabarcas-Polo then struck (pistol whipped) the male victim in the back of the head in front of multiple soccer game attendees and he allegedly pointed the gun at adults and children, but did not discharge his gun.

He left the scene before police arrived. An arrest warrant for Cabarcas-Polo was issued on April 17. Fitchburg police than executed an arrest warrant for Cabarcas-Polo at his residence, but later discovered that he had fled the state. 

Cabarcas-Polo was later arrested in Addison, Texas near Dallas and was extradited to Wisconsin to face criminal charges.

In 2022, Cabarcas-Polo illegally crossed into the U.S. through the Eagle Pass border crossing, was arrested by the U.S. Border Patrol, and had a USICE arrest detainer, but was later lifted, according to Fitchburg police.


17-year-old Joseph Prado Charged With Felony Murder For The Death Of Donell Jones, 17, On Easter Day 2025

Prado confessed to Milwaukee police that he fired his weapon while holding up a victim.

Milwaukee, Wisconsin - The Milwaukee County District Attorney's Office on May 1, 2025 charged Joseph Prado, 17, with 3 felony counts for felony murder, attempted armed robbery and possession of a firearm by a adjudicated delinquent juvenile for the April 20, 2025 homicide of Donell Jones, 17, in Milwaukee.

If convicted, Prado is facing up to 15 years in prison for felony murder, facing up to 40 years in prison for attempted armed robbery and up to $100,000 in fines, or both, and up to 10 years in prison and up to $25,000 in fines, or both for possession of a firearm.

A $500,000 cash bail was set for Prado, according to court records.

The criminal complaint says, that Prado and a friend had left a party on Easter morning near W. Townsend Street and N. 23 Street when they saw another individual who his friend had issues with and they confronted him.

Prado decided to rob one of the individuals that they stopped and apparently fired his weapon after hearing gunshots. Jones was critically injured by gunfire and later died at a local hospital, and another 20-year-old victim was injured by gunfire and survived, according to police.

Milwaukee, Wisconsin - This past weekend, the Southside experienced a shortage of patriotic impromptu and chaotic Mexican flag waving and cruising including large unorganized crowds in celebration of the Cinco de Mayo festive weekend.

Hispanic News Network U.S.A. (HNNUSA) did noticed that no massive chaotic and impromptu Mexican flag waving and cruising occurred in the predominately Latino Southside Community over the Cinco de Mayo 2025 celebrations.

HNNUSA noticed about less than a half dozen vehicles going solo in the predominately Mexican-American and immigrant community in Milwaukee over the weekend.

Many say, that 34-count convicted felon President Donald J. Trump's latest U.S. Immigration and Customs (USICE) mass immigration enforcement operations nationwide and locally have kept Mexican nationals and others from openly taking over the streets in what had become an annual impromptu flag waving and cruising event.

The Trump for President Facebook page claimed that many communities canceled their Cinco de Mayo celebrations due to the current USICE raids.

The 5,500 USICE enforcement personnel is now operating under the Titlewave Operation, which arrested more than 1,100 undocumented immigrants in Florida, and USICE confirmed that their agents including other federal law enforcement agencies including the Postal Inspectors have partnered to conduct mass immigration enforcement raids.

The MAGA Republicans in the U.S. Congress are working to add additional federal funding for USICE, in order to hire an additional 4,500 agents.

No major incidents were reported by Milwaukee police over the weekend concerning the Cinco de Mayo 2025 celebrations, except a minor brawl reported on Sunday, May 4, 2025 at the United Migrant Opportunity Services Corporate (UMOS) grounds at the 2700 W. UMOS has not announced, that the Alpine Carnival rides will continue at their corporate grounds for future outdoor events like the upcoming Mexican Independence Day Parade and Festival 2025 during the September 16, weekend celebration.

The annual Cinco de Mayo festival previously held at the UMOS corporate grounds sponsored and organized by El Conquistador Newspaper was moved this year to Humboldt Park at the 3000 S. Howell Ave. in Milwaukee. Victor Huyke, the organizer of the Cinco de Mayo Festival at Humboldt Park reported no incidents when contacted by HNNUSA on Tuesday. 

Also, the César E. Chávez Drive Business Bid 38 organizers of this year's outdoor Cinco de Mayo Market 2025 one-day event at S. Chávez Drive on Sunday reported no incidents as well.

In History May 5, 1862, the Battle of Puebla unfolded as General Ignacio Zaragoza's outnumbered Mexican peasant fighters defeated the mighty French forces. This victory was a strong stance against foreign dominance, and it's celebrated today as Cinco de Mayo, and also that the Mexican peasants stopped the French army from aiding the South (Confederacy) during the U.S. Civil War with weapons and forces, which an agreement between the Confederacy and the French had planned during the U.S. Civil War. Thus, marking a defeat for the South, the North (U.S.) was actually saved by the Mexican peasants defeat of the French.

Governor Evers approved a guidedance for state employees when confronting MAGA Gestapo Style USICE agents at state government agencies and departments seeking private data or information.

Madison, Wisconsin - Wisconsin Governor Tony Evers (D) in an interview with WISN UPFRONT responded to allegations raised by 41 MAGA (Make Amerikkka Great Again) Republicans in the State Assembly in a joint statement for Governor Evers to recind his recent guidedance to state officials and employees, which instructs them to have an attorney present when confronting MAGA Gestapo Style U.S. Immigration and Customs Enforcement (USICE) agents with a USICE administrative warrant signed by a agent or a judicial warrant signed by a federal judge.

Evers called his guidance to state employees, a right thing to do, which would prevent USICE agents from overreach and go beyond the scope of the warrant presented. Most state agencies do have an attorney present and these attorneys would make sure that USICE agents don't go beyond what a judicial warrant requires to take (confiscate) as evidence or private data during an investigation.

A USICE administrative warrant signed by a agent, is not legal binding to execute at private property, and it does not allow arrests inside buildings, and to seize property or conduct searches. A judicial warrant signed by a federal judge allows for the arrest of any individual named in a warrant at private property, seize evidence and conduct searches for what the warrant only requires.

According to the MAGA Republicans in the State Assembly, it seems they rather have state officials (employees) comply with USICE administrative warrants without question, which is ludicrous, and most likely non-legal binding, instead of making sure state employees are protected from USICE agents overreach of authority executing fake USICE administrative warrants at state government agencies.

Former Wisconsin Governor Scott Walker (R) also posted in his Facebook personal account calling on state employees to "disregard information provided" by Governor Evers guidedance and implying for employees to allow USICE agents execute warrants without question.

Both the MAGA Republicans and former Governor Walker alleged that Governor Evers was breaking the law by refusing USICE agents access to state confidential and private data including information. Also, Wisconsin State Attorney General Josh Kaul backed Governor Evers guidedance to state employees and says it is a reasonably thing to do for state agencies to have their attorneys present and involved in the process to make sure things are done lawfully and the rights of state citizens are protected because state government has a lot of confidential and private information about its citizens and that's just common sense when USICE comes around.

Garcia-Jarquin fled from Milwaukee after killing a victim in a hit-and-run crash on News Year's Eve in 2023.

Milwaukee, Wisconsin - On May 2, Basilio A. Garcia-Jarquin, 28, was booked at the Milwaukee County jail for homicide by intoxicated use of a vehicle, knownly operate a vehicle without a license and injury by intoxicated use of a vehicle.

If convicted, Garcia-Jarquin is facing up to 25 years in prison and up to $100,000 in fines, or both for homicide by intoxicated use of a vehicle; facing up to 6 years in prison and up to $10,000 in fines, or both for driving without a license, and up to 12 years and 5 months in prison and up to $25,000 in fines, or both for injury by intoxicated use of a vehicle.

Garcia-Jarquin was wanted for a hit-and-run crash homicide on New Year's Eve in 2023 in Milwaukee.

Garcia-Jarquin was taken into custody in Chicago by the Cook County Sheriff's Office and the U.S. Marshals Service at the 4100 block of W. 25 Place, according to authorities.

Washington, D.C. - USICE Director Todd M. Lyons falsely claimed that Kilmar Abrego-Garcia has a criminal history. But attorneys for the corrupt USDOJ under MAGA U.S. Attorney General Pam Bondi testified in federal court that Abrego-Garcia has no criminal record in the U.S. or in El Salvador compared to 34-count convicted felon Trump. Trump who is a convicted felon approved a mass deportation operation known as "Titlewave", as we know today, about 90% who were arrested and not afforded due process, and then illegally sent to a El Salvador notorious prison under the Alien Enemies Act of 1798 had no criminal record and were targeted because of their body art (tattoos).

These individuals are sent to El Salvador to suffer inhumane conditions, human rights violations and treatment, since they are in another country. MAGA (Make Amerikkka Great Again) U.S. Department of State Secretary Marco Rubio confirmed that the U.S. is looking for other countries to accept and imprison deportees or removed individuals including U.S. Citizens from the U.S.. Multiple individuals were detained with USICE fake administrative warrants, which are not legal binding to enter private property including courthouse, can not seize property or remove individuals from inside vehicles. Only a judicial warrant signed by a federal judge can allow USICE agents to enter private property to arrest an individual.

On April 25, Milwaukee County Circuit Court Judge Hannah C. Dugan, 65, was arrested by the FBI and frivolously charged for obstruction of USICE agents and concealing an individual to evade USICE. Judge Dugan would not comply with a USICE administrative warrant, which is not legal binding inside private property and a courtroom. She allegedly allowed undocumented Eduardo Flores-Ruiz, 30, and his attorney exit through a side courtroom door leading to the public hallway where USICE agents including DEA and FBI (6 totaled) were waiting, but they did not detain him until he was outside the courthouse after a brief chase. The Trump MAGA lawless regime also threaten Wisconsin Governor Tony Evers (D) with arrest via a warning for implementation of a guide to state employees and state agencies telling them to have an attorney present when USICE agents show up with an administrative warrant or judicial warrant in order to limit what the warrants requested. USICE agents use administrative warrants, to avoid due process for individuals arrested, simply because the individuals are held for long periods and are coerced to sign documents to be deported. With a judicial warrant, individuals arrested by USICE are afforded due process and court hearings, which Trump, USDOJ, USDHS and USICE want to avoid.

So far, USICE operates with 5,500 agents nationwide, and the MAGA Republicans in the U.S. Congress who are complicit with Trump not to provide due process and court hearings for those detained by USICE, now want to approve additional federal funding to increase USICE agents from 5,500 to 10,000. 

The 34-count convicted felon Trump has ordered for FBI, USDEA, USHDS, Postal Service agents and other federal security enforcement to aid USICE agents during the mass deportation Titlewave operation in the country.

Over 66,000 undocumented immigrants have been detained and many removed from the U.S. under the illegal Alien Enemies Act of 1798 without affording most of them due process proceedings and also not allowing them to legally challenge their removal.

A federal judge placed an injunction against the Trump administration to stop the removal of individuals to El Salvador and to allow due process for those arrested by USICE including allowing them time to challenge their removal process.
