Milwaukee Police Officers From District 2 Intentionally Used Squad Spotlights To Blind Facebook News Blogger At Homicide Scene In The Southside

Several Milwaukee police officers at a homicide scene illegally used their marked SUV squad spotlights to blind a Black Facebook news blogger who was video recording a homicide scene investigation in the Southside of Milwaukee.

Milwaukee, Wisconsin - On Thursday, a Black Milwaukee police officer and a second officer from police district 2 station internationally used their Milwaukee Police Department (MPD) SUV police squads #229 and #511 spotlights to blind a 42-year-old Black news blogger who was video recording a homicide investigation at S. 15th Street and W. Becher Street.

Hispanic News Network U.S.A. (HNNUSA) on Sunday contacted the 42-year-old Black news blogger from Hard Stack Street Magazine (HSSM) to get information concerning the unprecedented reason why MPD officers used spotlights from their police SUV squads to internationally blind him from publicly video record at the homicide scene without interfering with the ongoing investigation.

The 42-year-old HSSM blogger told HNNUSA that he had no idea why the MPD officers kept shining a light on him as he video record the homicide investigation from across the street and a sidewalk, which he said the crime scene was taped off, but not covered to keep anyone from video recording what's visible to the public eye. The HSSM blogger confirmed that he never crossed over the crime scene tape and kept a distance while video recording a 16 minute blogging news video on Facebook live. He also has a hardstackstreetmag dot com web page.

One MPD officer on unit #229 got out of the police SUV police squad and shined the spotlight on him and then got in the driver's side, Another MPD officer seating inside unit #511 next to the residence at the corner duplex being investigated also used the SUV spotlight to internationally blind the HSSM blogger who was across the street, according to the HSSM blogger and video footage.

Both unidentified MPD officers from District 2 must have some issues and shouldn't be on the street, especially when they use their badges and authority to unconstitutionally block any alternative or mainstream media from video recording a crime scene when it is in full view of the public.

Also, HNNUSA learned that the TMJ 4 News crew had the same thing done intentionally to them by a Milwaukee police officer on January 23, 2023 at an incident site, which  they were blinded by light. TMJ 4 News reported the mishap to Milwaukee Police administration and are currently looking at the incident.

In Wisconsin and throughout the U.S., anyone or the mainstream media including alternative news bloggers have a First Amendment Constitutional right to video record local police while on duty and investigating a crime scene as long as they don't interfere with the investigation or cross beyond a crime scene tape barrier.

Apparently, the two police officers lack any Constitutional knowledge and First Amendment rights afforded to citizens, mainstream media and alternative news bloggers while publicly video recording police at crime scenes that the public can view and is not a restrictive zone.

33-year-old Dyango J. Zerpa, Milwaukee County Supervisor For The 14th District Resigns From His First Term In Office

Zerpa was previously fired as a legislative aide to State Representative Sylvia Ortiz-Velez in August 2022.

By H. Nelson Goodson
Hispanic News Network U.S.A.

January 27, 2023

Milwaukee, Wisconsin - Hispanic News Network U.S.A. (HNNUSA) has learned that Dyango J.  Zerpa, 33, the current Milwaukee County Supervisor for the 14th District (formerly the 12th District) last day in office was on Thursday, he previously submitted his resignation effective on Friday, January 27, 2023. Zerpa previously notified the Milwaukee County Sheriff's Office and the Milwaukee County Clerk's Office as per law that he would resign effective Friday.

Zerpa says that he will pursue other career opportunities, but didn't not explained why he resigned from the Milwaukee County Board of Supervisors.

His resignation will likely lead to a special election to fill his seat on the 14th District for County Supervisor.

In August 2022, HNNUSA first broke the story of Zerpa, then a legislative aide to State Representative Silvia Ortiz-Velez (D-Milw) had been terminated after she discovered that Zerpa had claimed worked hours in order to collect a salary when in fact Zerpa did not work those hours at her Madison legislative office.

Rep. Ortiz-Velez reported Zerpa's disception to collect a salary for hours he did not work to the Legislative Human Resources Office and a legislative audit was conducted, which found Zerpa indeed claimed hours for salary when he did not work and was terminated.

On Friday, Wisconsin State Representative Ortiz-Velez confirmed that she isn't aware, if Zerpa ever refunded the salary pay to the state that he collected, but didn't actually worked.

So far, the State hasn't criminally charged Zerpa for falsely filling out time cards for hours worked to collect a salary, which he never worked in Madison at State Representative Ortiz-Velez's 8th Assembly District office.

Representative Ortiz-Velez  confirmed that Zerpa had been terminated by the State on July 18, 2022. Rep. Ortiz-Velez also released the following statement to HNNUSA in August, "Mr. Zerpa was terminated by the state for misconduct connected with his work after a full investigation. The State recommended termination action, and I supported the state's decision to terminate Mr.  Zerpa."

According to Milwaukee County Court records, on January 2006, a petition was approved for Dyango Joses Smith to change his name to Dyango Joses Zerpa.

Zerpa was also the legislative aide to Ortiz-Velez when she was a Milwaukee County Supervisor in the 12th District and he worked worked in her election to get elected to the County seat in the Milwaukee County Board of Supervisors replacing then incumbent Supervisor Peggy West in April 2018.

Zerpa while working as a legislative aide to Rep. Ortiz-Velez in Madison, he ran in 2021 unopposed for the 12th District Supervisor's seat (now the 14th District after redistricting) vacated by Ortiz-Velez.

While Zerpa was a County Supervisor in the last 8 months, he allegedly committed some irregularities while in office at the County level and also some irregularities in his campaign finance reports, but not serious enough to warrant any criminal charges by the Milwaukee County District Attorney's Office, according to sources.

A Special Election will be held at a later date to fill the seat for the remaining time of 1 year and 4 months left of a 2 year term Zerpa has resigned from.

New Orleans 16-Judge Panel Of The U.S. Court Of Appeals Begins Hearing Case Of La Gordiloca News Facebook Blogger Who Was Frivolously Charged By Local Texas Authorities For Asking Laredo Police Officer Questions For Information

Villarreal Treviño in 2017 was charged in Webb County Texas with several frivolous felony charges for asking a Laredo police officer questions for information.

By H. Nelson Goodson
Hispanic News Network U.S.A.

January 24, 2023

New Orleans, Louisiana - On Wednesday, the 16-judge panel for the U.S. 5th District Court Of Appeals in Louisiana will hear arguments in the Priscilla Villarreal Treviño, 37, aka, "La Gordiloca" (The Crazy Fat Lady) case No. 20-40359 (5th Cir. 2022), which she was frivolously charged with several felony counts for asking a Laredo, Texas police officer (public official) questions for information.

Villarreal Treviño, a Facebook (FB) blogger reports alternative news in her Gordiloca News Laredo Tx FB page before the local mainstream media.

The Foundation for Individual Rights and Expression (FIRE) who represents Villarreal Treviño will be arguing on Wednesday in the U.S. Circuit Court of Appeals for the Fifth District that the Laredo Police Department (LPD) and the Webb County District Attorney's Office violated Villarreal Treviño's First and Fourt Amendment rights for asking public officials (police officer) questions and pulishing the truth.

In 2017, Villarreal Treviño reported the suicide of Julio Guillermo Vila, 59, a U.S. Customs and Border Protection agriculture supervisory program manager who jumped to his death from the flyover at loop 20 and Interstate 35 in Laredo and named him. She also cited a source and a Laredo police officer confirmed the information.

In April 2017, Villarreal Treviño published a story about Vila who committed suicide. The story identified him by name and revealed that he was an agent with the U.S. Customs and Border Patrol. Villarreal Treviño first uncovered this information from talking to a janitor who worked near the scene of the suicide. She then contacted LPD Officer Barbara J. Goodwin, who confirmed the man's identity.

The following month, Villarreal Treviño published the last name of a family involved in a fatal car accident in Laredo. She first learned the family's identity from a relative of the family who saw a video that Villarreal Treviño had posted. Again, Villarreal Treviño contacted Officer Goodwin, and again, the officer verified this information.

Goodwin was stripped of her badge and weapon, while an LPD internal investigation was pending. Villarreal Treviño repeatedly denied on her FB page that Goodwin had provided any information and was innocent of the alleged accusations by the LPD.

Six months later, the Laredo police issued two arrest warrants for Villarreal Treviño for violating Texas Penal Code §39.06(c). The police admitted that local officials had never brought a prosecution under § 39.06(c) in the nearlythree-decade history of that provision.

Villarreal Treviño turned herself in to police on December 13, 2017 after several warrants for her arrest were issued and charges were filed, she was released on bond after she was charged with two felony counts for misuse of official information, a 3rd-degree felony, if convicted she could face up to 10 years in prison for each count and $10,000 in fines.

In March 2018, the felony charges were later dropped by the Webb County 111th District Court Judge Monica Zapata Notzon who ruled that Villarreal Treviño's due process was denied and the charges were unconstitutional, but Villarreal Treviño filed a federal lawsuit claiming her First and Fourth Amendment rights were violated by the LPD and the Webb County District Attorney's Office.

According to the Laredo Police Department (LPD) complaint, Villarreal Treviño allegedly used official information not yet released to report on her Facebook news page called La Gordiloca News Laredo TX and profited from it affecting such investigations.

Goshen, California - On Tuesday, the Tulare County Sheriff's Office (TCSO) identified the 6 victims including a teenage girl and her 10-month-old child who were fatally shot like drug cartel-style execution on early Monday. The TCSO identified the victims as:

• 72-year-old Rosa Parraz

• 52-year-old Eladio Parraz Jr.

• 50-year-old Jennifer Analla

• 19-year-old Marcos Parraz

• 16-year-old Alissa Parraz

• 10-month-old Nycolas Parraz

All the deceased victims were shot in the head and other parts of the body that resulted in their immediate deaths. TCSO investigators and deputies found three surviving victims as well.

Tulare County Sheriff Mike Boudreau says, that at least two known shooters were involved in the mass shooting at the 6800 block of Harvest Road in Goshen. The female teenager and her 10-month-old toddler were discovered outside from the shooting scene, she was believed to have been attempting to flee from the shooters, according to crime scene investigators preliminary report. Most of the other deceased victims were found in the house, with one female victim located in front of the door way. Two surviving victims were found inside an adjacent trailer and one other surviving victim was found inside the house.

Sheriff Boudreau says, the home is known as a gang affiliated and drug activity residence, but multiple deceased victims, the grandmother, teenage girl and her child were innocent fatalities.

52-year-old Parraz was previously arrested for possession of firearms by a felon where multiple weapons and ammunition including a drug controlled  substance was recovered during a search warrant executed a week ago. Eladio was able to make bail in the case and remained free on bail.

According to the TCSO, just before 4 a.m. on 1/16/23, TCSO Deputies were called to a home in the 6800 Block of Harvest Road in Goshen for multiple shots fired. The reporting party believed an active shooter was in the area because of the amount of shots being heard.
Deputies arrived seven minutes later.

When they arrived, Deputies immediately noticed two victims dead in the street. Deputies then found a third shooting victim in the doorway of the home. As Deputies searched the area, they found multiple victims at the scene. At this point, there are six total victims. There are victims inside and outside the home. One victim was still alive when Deputies arrived on scene and was taken to the hospital after Deputies performed CPR on him, as well as other victims. Unfortunately, they were all pronounced dead, including the victim who was taken to the hospital.

Detectives believe there are at least two suspects and this is not a random act of violence. It appears this family was targeted and there are gang associations involved, as well as potential drug investigations. A week ago, TCSO Detectives conducted a narcotics search warrant at the victims' home.

The victims include a 16-year-old mother and her 10-month-old baby.

The FBI and ATF have joined the criminal investigation in Tulare County and a $10,000 reward has been offered for any information leading to the arrest of two suspects involved in the mass cartel-style execution in Goshen.

Both Allen and Yracheta were found deceased with multiple gunshot wounds inside a vehicle. Allen had several gunshot wounds to the head and Yracheta had multiple gunshot wounds to the body, according to the Milwaukee County Medical Examiner's Office.

According to the criminal complaint, after Randall was taken into custody on January 10, a search warrant was executed and police found two firearms, one with a silencer and another with an extended magazine. It was determined through forensic testing that the 9mm Glock 17 semiautomatic firearm with the silencer was used to kill both Allen and Yracheta.

Randall admitted to police that the murders couldn't be undone, he told police "Can't make it right, it's already done" and that he didn't remember the actual shooting when he killed both victims.

A video surveillance  camera footage showed a suspect with a limp getting into Yracheta's vehicle and then flashes were seen moments after he got in. He then exited the vehicle and left.

Yracheta's cellphone last texts led police to Randall's residence where his phone was connected to the IP address at his home.

According to police, Randall had been shot about a month ago in the foot, which corresponded to his limp in the video connecting him to the murders.

The South Milwaukee Police Department (SMPD) says that Randall was an acquaintance to one of the murdered victims who arranged a marijuana drug deal purchase. Randall was taken into custody on May 24, 2018 after police saw him driving the stolen vehicle and when they attempted a traffick stop, Randall sped away.

Randall was facing up to 21 years in prison and an additional 6 years in prison for bail jumping.

Randall was sentenced to 4 years in prison (2 years incarceration and 2 years probation consecutive to other sentencing charges) for robbery using force under a plea agreement, additional charges were dismissed, but read on the record.

Waukesha, Wisconsin - On Wednesday, January 4, 2023, Waukesha County family court Judge Ralph Ramirez allegedly committed another unconstitutional and illegal act by signing a Remedial Contempt Order prohibiting Julie Valadez in the Julie Valadez v. Ricardo Valadez divorce case # 2018FA000296 to file any other fillings or motions unless she pays attorney sanctioned fees of up to $750 to Ricardo's attorney ("to be paid within 90-days", court records show). Ramirez also imposed a 30-day jail order (Date: 1/3/2023, "The Court will impose a 30 day jail sentence with work and treatment release stayed for 2 years with a purge payment in the amount of $685. The Court will further impose $80 in service fees due by March 1st, 2023... The Court will further order, until the amount is paid in full the Circuit Court is to not accept any filings by Julie Valadez.", court record shows.) in the Remedial Contempt Order too against Julie whose four children were illegally taken away from her and her parental rights were denied  (removed) without due process by Judge Michael J. Abrahamian who was removed from the case after the Wisconsin Court of Appeals ruled that he illegally denied Julie's parental rights and placed her four special needs children with the domestic abuser and ex-husband Ricardo Valadez, according to court records and transcripts including filings by Julie to challenge Abrahamian's decision. Judge Ramirez was assigned to the case by Chief Judge Jennifer Dorow and he has ignored state laws protecting victims (children and a domestic abused spouse), which Ramirez kept Abrahamian's decision in place, to take Julie's children away and keep them with the domestic abuser in contrary to state law.

"I have parental rights, but I am being denied access to my parental rights unlawfully," Julie told Hispanic News Network U.S.A. (HNNUSA).

Julie has been declared indigent in the case and is under victim protective status.

Judge Ramirez and Guardian Ad Litem Attorney Molly Jasmer are now attempting to criminalize Julie for providing a lunch for one of the Valadez's children when he was in the hospital for being abused by his father Ricardo, according to a documentary video by Protective Makua.

Protective Makua from Hawaii just released the following YouTube video about Julie Valadez's plight and the lack of accountability to hold rogue and corrupt judges in Waukesha County accountable by enforcing state law and also exposes former Waukesha County Chief Judge Jennifer Dorow's alleged complicit corruption as well. Dorow is currently a candidate for the Wisconsin State Supreme Court.
