Niña del Lado Sur de 13 Años de Edad Muere a Causa del H1N1

Milwaukee -Oficiales de salud de la Ciudad reportaron la muerte de Gisela Alanis, 13, quien se convirtió en la victima más reciente al virus mortal de influenza A (H1N1). El reporte del Médico Forense de Milwaukee dice que Alanis fue admitida al Hospital de Niños de Wisconsin el 27 de mayo debido a complicaciones con su asma. Alanis más tarde desarrolló dificultades respiratorias, fiebre y fue diagnosticada con A (H1N1) por lo cual falleció el domingo 12 de julio a causa de dicha enfermedad. Ella se convirtió en la cuarta victima de la Influenza Porcina en Milwaukee y la quinta persona en morir de la misma en el Estado de Wisconsin.
Alanis, una estudiante de octavo grado quien asistiera a la Escuela Intermedia Notre Dame en el lado Sur de Milwaukee, y faltó a la graduación que se llevara a cabo el 5 de junio. El padre de ella aceptó el diploma de Alanis.
Miembros de la familia no sabían como de enferma ella estaba ya que ella sufría de Asma, y los médicos del Hospital de Niños nunca notificaron a los padres de Alanis de que ella tenía A (H1N1). Puede que ella no había sido examinada para ver si estaba infectada con el virus de la influenza. Los padres tuvieron el primer conocimiento de la causa de su muerte cuando reporteros fueron a la casa de la familia a hacer preguntas.
El pasado miércoles, sus compañeros de escuela del octavo grado llevaron a cabo una venta de pasteles para recaudar fondos y así ayudar a la familia de Alanis con los gastos funerales.
El Centro de Control y Prevención de Enfermedades reportó que Wisconsin tiene 6,037 casos ambos confirmados y probables de la influenza Porcina.
El Comisionado de Salud de la Ciudad Bevan K. Baker también reportó que en Milwaukee solamente existen 3,268 casos. Los números de Milwaukee han estado declinando, pero se espera aumenten, de acuerdo a oficiales de salud. “Nosotros también esperamos que los número se incrementen en el otoño”, dijo Baker el pasado martes.
El Estado de New York ha reportado hasta el 10 de julio 2,582 casos influenza Porcina confirmados y probables, con 52 muertes reportadas por causa de la enfermedad. New York tiene el más alto número de muertes por causa del virus de influenza en el país.

Milwaukee - City health officials reported the death of Gisela Alanis, 13, who became the latest victim to the A (H1N1) deadly influenza virus. The Milwaukee Medical Examiner report says Alanis was admitted to Children's Hospital of Wisconsin on May 27 due to complications related to asthma. Alanis later developed respiratory difficulties, fever and was diagnosed with A (H1N1) and died last Sunday, July 12 from the influenza virus. She became the fourth victim of the Swine flu in Milwaukee and the fifth person to die from A (H1N1) in the State of Wisconsin.
Alanis, an eighth-grader attended Notre Dame Middle School in the South side of Milwaukee, and missed the June 5th graduation. Her father accepted Alanis’ diploma.
Family members didn’t know how sick she was because she suffered from asthma, and doctors from the Children's Hospital never notified the parents that Alanis had A (H1N1). She might not have been tested for the influenza virus. The family first found out about the cause of her death when reporters went to the family asking questions.
On Wednesday, her eighth-grade classmates held a bake sale fundraiser to help Alanis family with funeral expenses.
The Centers for Disease Control and Prevention reported that Wisconsin has 6,037 both confirmed and probable swine flu cases. City Commissioner of Health Bevan K. Baker also reported that Milwaukee by itself has 3,268 cases. Milwaukee case counts have been declining, but are expected to rise, according to health officials. “We're also expecting the numbers to ramp back up in the fall,” Baker said on Tuesday.
As of July 10th, the State of New York reported 2582 of confirmed and probable swine flu cases, with 52 reported deaths from A (H1N1). New York has the highest deaths from the influenza virus than any other state in the country.

Milwaukee Police Chief Above The Law?

The Ethics Board dismissed a citizen’s complaint alleging Police Chief Edward Flynn's extra-marital affair violated the city's ethics code

Milwaukee - On Wednesday, the Milwaukee Ethics Board decided to dismissed a complaint filed by a group of citizens alleging Chief Edward A. Flynn's extra-marital affair violated the city's ethics code. Ethics Board Chairman Dwight Ellis said the board decided that the La Monte Harris complaint did not state a proper case for the Ethics Board to take action against Chief Flynn.
Wisconsin State Law states, that committing adultery is a Class I Felony Offense. Rarely has anyone ever been charged with the offense, but no doubt it’s a law. Did Flynn commit a felony? His own public admission of confirming the affair with Jessica McBribe, indicates he did commit a felony under Wisconsin law. Both McBribe and Flynn are married to other spouses.
Even though, Milwaukee County District Attorney John Chisholm decided not to prosecute the police chief, Flynn should be removed from office for committing a felony.
Harris is optimistic that “someone with integrity and standards” will hold Flynn accountable. On Tuesday, Harris and a group calling for accountability for the top law enforcement official is requesting for Milwaukee County Chief Circuit Judge Jeffrey Kremers to launch a John Doe investigation targeting Flynn.
On Wednesday, South side Alderman Bob Donovan criticized Mayor Tom Barrett for using Chief Flynn for next Tuesday Barrett’s 400 dollar per person fundraiser at the Italian Community Center. “I'll be honest, Tom, this whole thing just doesn't smell right to me,” Donovan wrote Barrett.
The Milwaukee Fire and Police Commission has terminated Police Officers for violating the Police Officer Code of Ethics and who have committed a felony act, even though they don’t get prosecuted. The Ethic Board’s decision to dismiss the complaint and their lack of judgement to launch an investigation sets precedent that Chief Flynn has become immune from justice, according to Taxpayers.

Milwaukee -El miércoles 1ro de julio el Concejal James Witkowiak quien representa el Distrito 12do envió una declaración diciendo que él y la Ciudad de Milwaukee no va a continuar persiguiendo el usar dominio eminente para tomar poder de la propiedad de la familia Eligio Cetina. Los Cetina están ahora planeando el desarrollar el terreno como espacio al detal y la ciudad les está permitiendo el desarrollar el terreno, aun sin someter los nuevos planes, de acuerdo al abogado Don Stinespring Jr. quien representa a los Cetina.
“Desde un punto de vista legal y constitucional, nadie debe de ser permitido el construir en una propiedad que no ha sido destrozada, la cual no ha recibido ninguna violación y no le está haciendo daño a nadie”, dijo Stinespring. Los Cetina han contratado a un arquitecto para que finalice los planes y los someta a la ciudad.
La ciudad de Milwaukee por años ha tratado de negar a la familia Cetina permisos para comenzar la construcción de su negocio. Oficiales se la hizo a la familia Cetina creer que se les iba a otorgar un permiso para construir una vez reparaciones en un edificio existente en su propiedad. Ellos gastaron miles de dólares en la reparación del edificio. Finalmente, como la ciudad no les estaba otorgando un permiso para construir un restaurante Maya con barra, la familia Cetina decidió el gastar otros $30 mil dólares para remover el edificio. Una vez la demolición comenzó, los Cetina recibieron una carta una semana más tarde de la ciudad demandando la demolición del edificio, de acuerdo a Eligio.
Las propiedades de Cetina están localizadas en el 1443 y 1445-47 Sur de la Avenida Muskego. Las dos parcelas de terreno fueron designadas como destrozadas para facilitar la adquisición del terreno por parte de la Autoridad de Reconstrucción de la Ciudad de Milwaukee, Wisconsin a finales de mayo. La Autoridad de Reconstrucción de la Ciudad de Milwaukee y el Departamento de Desarrollo de la Ciudad (DCD) no tienen ningún registro de haber citado alguna vez las propiedades de Cetina por ninguna clase de violación que actualmente la hubiera catalogado como destrozada.
El Concejal Witkowiak dirigió la decisión de quitarle la propiedad a los Cetina y entonces vendersela a Pete Tsitiridis, propietario de Pete’s Fruit Market en al 1400 Sur de la Calle Union quien quiere construir una expansión de su negocio de 51,790 pies cuadrados valorada en $5.7 millones lo cual incluiría la propiedad de los Cetina.
Las acciones de Witkowiak llevaron a formarse un grupo de negocios Hispanos quienes entonces se opusieron públicamente al uso de dominio eminente para quitarle la propiedad a los Cetina. El grupo amenazó con remover al Concejal Witkowiak y comenzar un boicot contra Pete’s Fruit Market, el cual depende en los consumidores Latinos.
La propuesta expansión de Pete’s Fruit Market no estuvo incluida en Plan de Desarrollo Comprensivo de Lado Sur Cercano el cual fue aprobado el pasado mayo por el Concilio Común. El plan se considera discriminatorio en contra de los negocios Hispanos, porque le falta el promover crecimiento, y el construir en los negocios Hispanos existentes a lo largo de los corredores del Oeste de la Avenida National, Oeste de la Histórica Calle Mitchell y el Oeste de la Avenida Lincoln. El plan comprensivo tampoco tenía una versión en Español antes de que fuera pasado por la ciudad. La ciudad quiere crecimiento de negocios al detal en esos corredores.
Los planeadores del Plan de Desarrollo Comprensivo de Lado Sur Cercano incluyendo a la firma HNTB, Planeadores del Departamento de Desarrollo de la Ciudad, Equipo de Gerencia de Contratos, y compañeros proveedores de fondos Maria Monreal-Cameron, directora ejecutiva y CEO del Hispanic Chamber of Commerce de Wisconsin y el Dr. Tony Baéz, director ejecutivo y CEO del Spanish Speaking Council.
Ambos Concejales Witkowiak y Tony Zielinski han sido criticados por usar los planes de Desarrollo Comprensivo de Area aprobados en sus distritos para promover el crecimiento de intereses especiales.
Witkowiak durante la reunión en mayo del Comité de División de Zona, Vecindarios y Desarrollo, ha dicho que él o la ciudad nunca le quitarían terrenos a los residentes del Lado Sur, pero solo tres semanas después de pasar el Plan de Desarrollo Comprensivo de Lado Sur Cercano, Witkowiak estaba usando dominio eminente para quitarle la propiedad a los Cetina.
La controversia del plan comenzó el pasado diciembre cuando el Plan Comprensivo del Sur Este fue aprobado por el Concilio Común fue usado por el Concejal Zielinski para evitar que AK Food Mart en Bay View obtuviera una licencia de licor. En una audiencia del Comité el 15 de diciembre de 2008 ellos trajeron a Michael J. Maierle, Planeador Urbano para el DCD para que testificara que no iba a avanzar el plan, si la licencia fuera otorgada.
Pero un mes más tarde el Concejal Tony Zielinski dirigió la aprobación de una licencia de licor para otro negocio bajo construcción llamado Tonic Tavern en el bloque 2300 de Sur de la KK sin avisar a los residentes de vecindario como es requerido por la ley. Al presente, Zielinski es miembro del Comité de Licencias.

Madre Adoptiva Sentenciada a Prisión por la Muerte de una Criatura de 13 meses de edad

Milwaukee- El martes pasado, Crystal Keith, 25, fue sentenciada por la juez del condado de Milwaukee Patricia McMahon a 50 años de prisión y 25 años de supervisión en la golpiza fatal el pasado noviembre 2008 de Christopher Thomas de 13 meses de edad. Keith también fue sentenciada por torturar a la hermana Thomas de 2 años de edad. Es la tía por parentesco de los Thomas, de acuerdo a registros de la corte.
En mayo, Keith fue convicta por primer grado de homicidio precipitado y por abuso de niños, ambos felonías.
La muerte de Thomas resultó en cambios dentro del Negociado del Departamento de Niños y Familias de Bienestar de Niños de Milwaukee. Trabajadores de casos ahora están requeridos a visitar a niños en casas adoptivas dos veces al mes.
La Causa, una organización sin fines de lucro del Lado Sur se le había otorgado previamente un contrato de 11 millones para el bienestar de niños para que proveyera gerencia de casos continua y servicios de seguridad para 650 casos y había empleado a 120 trabajadores de casos de bienestar público.
Una investigación interna por el estado de Wisconsin culpa a La Causa por haber manejado mal el caso de Thomas. El estado encontró que el trabajador del caso de La Causa no tenía experiencia, le faltaba el entrenamiento adecuado y falló en supervisar a ambos, Thomas y su hermana de 2 años de edad.
En diciembre 2008, Hugo Cardona, ex presidente y CEO de La Causa decidió el terminar el contrato de 11 millones de dólares con el estado poco después de la muerte de Thomas. Cardona personalmente presentó la decisión de la agencia de terminar el contrato a Reggie Bicha, Secretaria del Departamento de Niños y Familias del estado.
En mayo 2009, Integrated Family Services tomo control del contrato del estado y contrató a la mayoría del personal de La Causa para manejar los servicios de bienestar. Integrated Family Services es una agencia sin fines de lucro subsidaria de St. Aemilian-Lakeside, de acuerdo al Departamento de Niños y Familias del estado.

Foster Parent Sentenced To Prison In Death Of 13-month-old Child

Milwaukee - On Tuesday, Crystal Keith, 25, was sentenced by Milwaukee County Circuit Judge Patricia McMahon to 50 years in prison and 25 years of supervision in the November 2008 beating death of 13-month-old Christopher Thomas. Keith was also sentenced for torturing Thomas’ 2-year-old sister. Keith is the Thomas kinship aunt, according to court records.
In May, Keith was convicted of 1st-Degree Reckless Homicide and Child Abuse - Intentionally Cause Great Bodily Harm, both felonies.
The death of Thomas resulted in changes within the Wisconsin Department of Children and Families' Bureau of Milwaukee Child Welfare. Caseworkers are now required to visit children in foster homes twice a month.
La Causa a South side non-profit organization was previously awarded an 11 million child welfare contract to provide ongoing case management and safety services for 650 cases and had employed 120 child welfare case workers.
An internal investigation by the state blamed La Causa for mishandling Thomas case. The state found that a case worker from La Causa was inexperienced, lacked adequate training and failed to supervise both Thomas and his 2-year-old sister.
In December 2008, Hugo Cardona, former president and CEO of La Causa decided to end the 11 million contract with the state shortly after Thomas death. Cardona personally turned in the agency’s decision to end the contract to Reggie Bicha, Secretary of the state's Department of Children and Families.
In May 2009, Integrated Family Services took over the state contract and hired most of La Causa’s staff for managing the child welfare services. Integrated Family Services is a nonprofit subsidiary of St. Aemilian-Lakeside, according to state's Department of Children and Families.

South Side Alderman Decides Not To Pursue Eminent Domain

City planned to take Latino family land to sell to neighboring business for their 5.7 million expansion

Milwaukee- On Wednesday, July 1st, Alderman James Witkowiak who represents the 12th Aldermanic District sent out a statement saying he and the City of Milwaukee will no longer pursue using eminent domain to take property from Eligio Cetina’s family. The Cetina’s are now planning to develop the land as retail space and the city is letting them develop the land, even without submitting new plans, according to attorney Don Stinespring Jr. who represents the Cetina’s.
“From a legal and constitutional point of view, no one should be forced to build on property that is unblighted, without any violations and is not harming anyone,” Stinespring said. The Cetina’s have hired an architect to finalize their plans and submit them to the city.
The City of Milwaukee for years had tried to deny the Cetina family permits to break ground for a business. City officials led the Cetina family to believe that they would be granted building permits once repairs were made to an existing building in their property. They spend thousands of dollars for repairs of the building. Finally, since the city was not granting them a permit to open a Mayan Restaurant and bar, the Cetina family decided to spend another 30 thousand to remove the building. Once demolition began, the Cetina’s received a letter a week later from the city demanding demolition of the building, according to Eligio.
Cetina’s properties are located on 1443 and 1445-47 S. Muskego Ave. The two land parcels were blight designated to facilitate the acquisition of the land by the Redevelopment Authority of the City of Milwaukee, Wisconsin in late May. The Redevelopment Authority and the Department of City Development (DCD) have no record of ever citing the Cetina’s properties for any kind of violations that would actually classify them as blighted.
Alderman Witkowiak led the decision to take the Cetina’s properties and then sell it to Pete Tsitiridis, owner of Pete's Fruit Market at 1400 S. Union St. who wants to build a $5.7 million, 51,790-square-foot expansion of his business that would include Cetina’s property.
Witkowiak’s actions led to the forming of a Hispanic business group who then publicly opposed using eminent domain to take the Cetina’s properties. The group threatened to recall Alderman Witkowiak and to begin a local boycott against Pete’s Fruit Market, which depends on Latino consumers.
Pete’s Fruit Market proposed expansion was not included in the South Side Comprehensive Development Area Plan that was approved in May by the Common Council. The plan is considered discriminatory against Hispanic businesses, because it lacks to promote growth, and to build on existing Hispanic businesses along W. National Ave., W. Historic Mitchell St. and W. Lincoln Ave. corridors. The comprehensive plan also lacked a Spanish version before it was passed by the city. The city wants retail growth in those business corridors.
The planners of the South side Comprehensive Area Plan include the consulting firm of HNTB, Department of City Development planners, the Contract Management Team, and funding partners Maria Monreal-Cameron, executive director and CEO of the Hispanic Chamber of Commerce and Dr. Tony Baez, executive director and CEO of the Spanish Speaking Council.
Both Aldermen Witkowiak and Tony Zielinski have been criticized for using the Comprehensive Development Area Plans approved in their districts to promote special interest growth.
Witkowiak during the Zoning, Neighbors and Development Committee meeting in May, had said he or the city would never take land from residents of the South side, but in just three weeks after passing the South Side Comprehensive Area Plan, Witkowiak was using eminent domain to take the Cetina’s properties.
The plan controversy ignited back in December when the South East Comprehensive Plan approved by the Common Council was used by Alderman Zielinski to keep AK Food Mart in Bay View from getting a Class Malt license. At a License Committee hearing on December 15, 2008 they even brought Michael J. Maierle, Urban Planner from DCD to testify that it wouldn’t further the development plan, if a license was granted.
But a month later Ald. Tony Zielinski spear headed the approval of a liquor license to another business under construction called the Tonic Tavern in the 2300 block of S. KK without advising the neighborhood residents as required by law. Currently, Zielinski is a member of the License Committee.
