City of Delavan Police Detective Trevor G. Hinman Files Alleged Fraudulent Police Reports Against Julie Valadez And Kathryn Alamea-Xian, In The Run Away Case Of Julie’s Son

Det. Hinman filed several alleged false or misleading police reports against Valadez and Alamea-Xian, according to documents from the City of Delavan Police Department investigation into the run away incident of 15-year-old Julie's son on January 10.

May 5, 2023

Delavan, Wisconsin - On Friday, Hispanic News Network U.S.A. (HNNUSA) learned that City of Delavan Police Detective Trevor G. Hinman, the lead investigator filed an alleged false police report (claiming new incident for Kidnapped Minor to Sexually Asslt) in the run away incident reported on January 10, 2023 of 15-year-old Ethan Valadez who was identified by the Walworth County Scanner as the missing person in a Facebook post and also identified by name by both  Det. Hinman and the Walworth County District Attorney's Office criminal complaint filed against Julie Valadez, Ethan's mother after he ran away in early 2023. Julie was in Canada at the time Ethan decided to run away on his own accord.

Ethan's grandparents on his father's side were leaving to Mexico on January 10th when he decided to run away because he was staying at their house and Ricardo was going to pick up Ethan who didn't want to return to his abusive father's home.

According to the Delavan Police report, Julie contacted a neighbor of Ethan's grandparents on Ricardo's side to try and convince his grandparents not to leave to Mexico because Ethan wouldn't have a place to safely stay.

Delavan Police Lt. David Markley reported that Ethan was safe after he ran away from his abusive father and that it wasn't planned for Ethan to run away. In order words, Markley seemed to indicate that Ethan ran away on his own accord and wasn't kidnapped as Det. Hinman and Attorney Molly Jasmer, the Guardian Ad Litem (GAL) attempted to portray to the feds. Attorney Jasmer had contacted the U.S. DOJ and claimed that Ethan had been kidnapped by Julie, which days later turned out that Ethan ran away on his own accord.

Also, when Waukesha Police Det. Shelly Fischer was contacted by Lt. Markley from the Delavan Police Department on January 11, 2023, she told Markley that she believed Ethan had ran away, since he had a history of doing so, and always attempted to reach his mother.

On January 25, 2023, Det. Hinman contacted GAL Attorney Jasmer, who was appointed by Waukesha County family court Judge Aprahamian to the Julie Valadez v. Ricardo Valadez Waukesha divorce case after it closed, and Hinman asked Jasmer, if Ethan had sent her a letter pertaining to his father and his wishes not to live with his father. Jasmer verified to Det. Hinman that she nor the courts had received a letter from Ethan and that no legal paper work was filed by Julie. Which in this case, GAL Attorney Jasmer allegedly lied to Det. Hinman, since Julie had previously filed appellate filings that mentioned Ethan's letter about him not wanting to stay with his abusive father addressed to Jasmer.

Several days after Ethan ran away, Det. Hinman told Ricardo that Ethan was safe and he had crossed into Canada and then asked Ricardo, Ethan's father, if Ethan could have planned this out (running away) on his own?, Ricardo told Det. Hinman that he believed Ethan could have, as he is extremely smart, but was unlikely Ethan did this on his own.

Ricardo Valadez had previously told police that Ethan, his son had ran away on his own at least five times.

On February 1, 2023, Det. Hinman sought for Walworth County D.A. Zeke Wiedenfeld to issue an arrest warrant for Julie in the incident. Det. Hinman filed a Delavan police incident report supplement number 23-000655 for incident dated 01/10/2023, which Hinman filed it as a new incident "Kidnapped Minor to Sexually Asslt" with a booking # 23-000062 with the following charges, abduction of child taking, interfere with custody-beyond, interfere with custody of other parent and conspiracy to commit, Hinman also claimed "Arrested" then identified Julie by name and other information.

The incident police report claimed that Julie was arrested and the booking number was 23-000062 claiming the victims were Ricardo Valadez and his son Ethan.

Hinman also filed the same police report for Alamea-Xian dated 03/01/2023, also claiming new incident "Kidnapped Minor to Sexually Asslt" with a booking # 23-000168, claiming that the victim was Ethan. Hinman claimed in the police report supplement "Arrested" with Alamea-Xian's name and other information.

Det. Hinman sought the help from the FBI by claiming that Ethan was kidnapped by Julie, Alamea-Xian and Kimberlee Coronado who is still incarcerated in Walworth County with a $100,000 cash bond for Ethan's run away incident.

It appears that Hinman who was the criminal complaint Delavan Police detective to filed and signed the complaint with the Walworth County D.A.'s Office also seemed to intentionally file misinformation with omission of facts implying that Julie was in the U.S..

The criminal complaint case # 2023CF000048 on page 2, paragraph 5 in Probable Cause, "Detective Hinman reports that on January 12, 2023 he spoke with US Customs and Border Patrol Agent Juan Chaves.  Agent Chaves advised that Chaves received information about this case from the FBI and was reaching out to Det. Hinman to pass along information. Agent Chaves told Hinman that based on their records, E.B.V. crossed the US-Canada border via the Surrey Pacific Highway crossing on 01/11/2023 and was believed to be in Vancouver, CA. Agent Chaves told Det. Hinman that they have records that show E.B.V. took the Amtrak (8906) from Seattle Washington to Vancouver, Canada. Agent Chaves said that this Amtrak was located at/near the airport in Seattle.  Agent Chaves advised that records indicated that the defendant was last documented crossing the border into Canada." In the last sentence of the paragraph, Det. Hinman failed to mention the date Julie was last documented crossing the border into Canada, which Agent Chaves told Hinman that Julie on July 21, 2022, she left Puerto Rico and arrived in Miami, then flew to Dallas and then to Canada, which indicated that Julie was not in Wisconsin as Det. Hinman intended to imply. Hinman also included that paragraph in Kimberlee Coronado's criminal complaint case # 2023CF000150 in page 2, Probable Cause paragraph 5, which reads, "Detective Hinman reports that on January 12, 2023 he spoke with US Customs and Border Patrol Agent Juan Chaves. Agent Chaves advised that records indicated that Julie was last documented crossing the border into Canada." In Coronado's criminal complaint, Det. Hinman also intentionally omitted what Agent Chaves told him of Julie's last documented crossing into Canada to internationally imply that Julie was in the U.S. and make it seem that she and Ethan crossed into Canada, which is incorrect.

In the Delavan Police report, all the police investigators assigned to Ethan's run away incident on January 10, 2023 learned that Julie had filed an appeal with the Wisconsin State Court of Appeals after Waukesha County family court Judge Michael J. Abrahamian illegally placed the four Valadez children with the abusive father and also that Waukesha County Judge Ralph M. Ramirez failed to abide with the Wisconsin Court of Appeals to reverse Aprahamian's illegal decision to place the Valadez children with the abuser.

Unfortunately, it seems that Delavan Police Department Det. Hinman attempted to allegedly fabricate a crime of Kidnapped Minor to Sexually Asslt. The Walworth County D.A.'s Office never charged Julie, Alamea-Xian and Coronado with abduction of a child or kidnapping.

The FBI has no ongoing investigation case against Julie or Alamea-Xian in regards to alleged kidnapping charges that Det. Hinman and Jasmer falsely claimed.

HNNUSA learned, that Det. Hinman's false Delavan Police report supplement allegedly accusing both Julie and Alamea-Xian of Kidnapped Minor to Sexually Asslt was included in the discovery report released to Canada Border Services Agency by Delavan police, according to sources.

On March 24, 2023, Julie Valadez filed a Petition of Writ of Mandamus with the Wisconsin State Supreme Court against Waukesha County family court Judge Ralph M. Ramirez for illegal placement of her 4 children with the abusive father (Ricardo) at link (includes court transcripts, documents and all state and federal Constitutional violations committed by Judge Ramirez in Waukesha County against Julie and her children): http://bit.ly/40PkEWY

Wisconsin State Court of Appeals document filed (Case # 2021AP189 & 2020AP1738) by Julie Valadez, dated 12/12/2022 shows that Waukesha County family court Judge Ralph M. Ramirez and Attorney Molly Jasmer, the Guardian Ad Litem (GAL) knew that Ethan Valadez had ran away from his abusive father in May 22, 2022 and in paragraph 43 of the appeal's document had asked to be placed with his mother, which confirms that GAL Jasmer lied to Delavan Police Department Det. Hinman when she was asked, if she knew that Ethan wanted to be placed with his mother Julie, Jasmer told Det. Hinman that she nor the Waukesha Court were never told by Ethan that he didn't want to be with his abusive father and wanted to be with his mother and that Julie never filed legal paper work. So far, Ethan has run away at least 5 times, according to his father, Ricardo and Det. Hinman.

Editor's note:

Did the Walworth County D.A. Zeke Wiedenfeld and his D.A. assistants know that City of Dalavan Detective Trevor G. Hinman failed to include verified information by U.S. Customs and Border Patrol agent Juan Chaves who told Hinman that Julie Valadez was last documented leaving the U.S. on July 21, 2022 and she wasn't in the country when her 15-year-old son decided to run away from his abusive father? Det. Hinman failed to add the date when Agent Chaves told him that she left the country in July 2022, but it seems Det. Hinman omitted that information in the Julie Valadez and Kimberlee Coronado's criminal complaints, and most likely in the Kathryn Alamea-Xian criminal complant as well in an attempt to imply that she was in the country when her son ran away. Did Walworth County Judge Daniel Johnson and City of Delavan Police Chief Jim Hansen know that Det. Hinman intentionally omitted that Julie was last documented leaving the country on July 21, 2022 and did Walworth County D.A. Wiedenfeld including Judge Johnson and Police Chief Hansen know that Det. Hinman filed a misleading or fraudulent police arrest report with new incident of "Kidnapped Minor to Sexual Assault" for Julie Valadez and Kathryn Alamea-Xian, which was also included in the City of Delavan Police Department (DPD) discovery documents sent to the Canada Border Services Agency by the DPD?  Or were they all complicit with Det. Hinman fraudulent arrest documents that included booking numbers and documenting that Julie and Alamea-Xian were arrested?
Also did Walworth County Deputy District Attorney James T. Sempf know that Det. Hinman intentionally included misinformation and omitted facts to imply Julie was in country and did he know about the misleading or fraudulent arrest documents that were filed in the police report allegedly and falsely accusing both Julie and Alamea-Xian of Kidnapped Minor to Sexual Assault?

Milwaukee Alderman Jonathan Brostoff Confirmed, The Milwaukee Common Council Approved Temporary Water Street Food Truck Ban Without Actual Proof Of Police And Health Department Cited Violations

Alderman Brostoff told a group (coalition) of Latino food truck vendors on Wednesday that the Milwaukee Common Council had only two options, to ignore or implement a temporary ban of truck food vendors on multiple blocks along N. Water Street for certain vendor issues, which lacked any proof of Milwaukee police enforcement and the City Department of Health enforcement of violations committed by certain food vendors.

Milwaukee, Wisconsin - Milwaukee Alderman Jonathan Brostoff is in hot water with Latino and non-Latino food truck vendors after he confirmed during a Wednesday meeting at City Hall that due to certain food truck vendor issues, the Milwaukee Common Council approved a temporary ban of food trucks along multiple blocks on N. Water Street without providing any proof of any actual violations committed by any food truck vendor that was banned from selling food on Water Street. Video of meeting courtesy of Alejandro Rivera at link: https://youtu.be/LYIIEiv-cjE

Brostoff told Walter Garron, the spokesperson for the Latino food truck vendors coalition, that he had video and testimony by individuals that certain issues and violations were being committed at food truck vendor areas on N. Water Street, but fell short from providing any actual proof that the Milwaukee police and the Milwaukee Health Department ever cited any food truck vendor at the downtown N. Water Street business corridor.

The Milwaukee Common Council with the support of Alderman Brostoff and Alderwoman JoCasta Zamarripa passed a temporary food truck ban on Water Street until the end of May, which neither Brostoff or Zamarripa held any public, business and food vendor hearings that a ban would be implemented, thus violating the rights of the food vendors to address any concerns that would lead to a discriminatory food truck ban on Water Street.

The temporary ban of food truck vendors on N. Water Street should be immediately be lifted, since it was done without any planned public hearings in violation of the due process clause and blatantly violating the rights of food vendors as afforded when they apply for a food truck vendor's license.

None of the food truck vendors that were banned from N. Water Street committed any City or health violation to be targeted by the Milwaukee Common Council. It sure looks like the Milwaukee Common Council just implemented a food truck ban without citing any actual violations, which police and the City Health Department were involved and violation citations were issued to any of the food vendors that were temporarily banned. Shame on the Milwaukee Common Council, Brostoff and Zamarripa.

The Milwaukee Common Council and Mayor Cavalier Johnson should be held accountable for causing economic hardship to those food truck vendors and their employees affected by the City temporary ban.

Brostoff and Zamarripa say that they are now working to introduce a proposed updated City food truck vendor regulations, but one thing for sure, why implement a temporary food truck vendor ban on N. Water Street when no actual proof exists that any food vendor violated any City ordinance that would force a temporary ban.

Currently, there are 18 food truck vendor bans in the City that includes W. Historic Mitchell Street.

According to Brostoff, there are at least 1,000 City licensed food truck vendors and all are prohibited from parking along certain blocks on N. Water Street during the temporary ban.

Caroline Gomez-Tom Defeats Angel Sanchez In The Milwaukee County Supervisor District 14 Special Election 2023

Gomez-Tom received 66.33% of the vote on Tuesday.

Milwaukee, Wisconsin - Health care advocate Caroline Gomez-Tom, 34, who the status quo sector of the Southside community supported including Voces de la Frontera defeated former Milwaukee Alderman Angel Sanchez, 53, on Tuesday's Special Election, May 2, 2023.

Gomez-Tom received 587 votes, 66.33% and Sanchez received 294 votes, 33.22%, according to the Milwaukee County Election Commission.

Sanchez released the following statement,
"I entered this race to serve the Great people of the Southside and to bring light to the antiquated formula of State Shared Revenues. Mission Accomplished the ball is rolling and may both sides find common ground. Last night a total of 800 voters showed up out of over 45,000 registered voters."

Sanchez is a former Milwaukee Alderman for the 12th Aldermanic District and has been a Republican candidate for the Wisconsin State Senate (2022) and State Assembly (2020) and he also ran for the Milwaukee County School Board (2013).

The Milwaukee County Board of Supervisors have yet to challenge or filed a lawsuit to get the County its fair share of revenue to operate efficiently per year. The State share revenue rip-off by the Republican controlled legislature has short changed Milwaukee County taxpayers for years who have not received their fair share revenue for services so, that the County can operate efficiently.

Milwaukee County pays nearly $3 billion in share revenues per year to the State and the State only returns $250 million to operate per year and the County falls on a $20 million in deficit per year.

Milwaukee County Executive David Crowley has proposed a 1% tax increase for Milwaukee County taxpayers, which already pay more of their share of taxes. Crowley should be focused instead in getting more of the Milwaukee County share revenue for the County to operate without a deficit than raise taxes.

Former Milwaukee County Supervisor, currently the Wisconsin State Assembly Representative Sylvia Ortiz-Velez (D-Milw.) attempted to address the unfair share revenue that the State takes from Milwaukee when she was a Supervisor, but to date, she hasn't followed through for County taxpayers at the State Assembly level. Also, the current Milwaukee County Supervisor Juan Miguel Martinez, known as the anti-cop supervisor hasn't addressed the unfair share revenues that the County pays the State each year. Marisabel Cabrera (D-Milw.), another State Assembly Representative from Milwaukee County hasn't either made any effort publicly in her multiple terms in office to help return more of the share revenue to the County.

To be fair about share revenue tax payments to State, the City of Milwaukee also pays its share of share revenue and get less per year to operate efficiently. Neither Alderman Jose G. Perez, currently the President of the Common Council and Alderwoman JoCasta Zamarripa, a former State Representative (democrat) haven't made any effort to address the high share revenue that the City pays the State and to help the City to get its fair share revenue to operate efficiently and to avoid raising taxes.

Note: On March 4, 2023, Hispanic News Network U.S.A. (HNNUSA) via email requested share revenue payments information from Dennis Yaccarino, the Budget & Management Director from the City of Milwaukee Budget Office. To date, Yaccarino has not responded to HNNUSA or has publicly released the actual share revenue payment to the State and how much is returned to the City of Milwaukee in share revenues to operate efficiently per year.

The Milwaukee Common Council and Milwaukee Mayor Cavalier Johnson is currently debating whether to raise City taxes, since in 2023, the City is facing a $150M structural budget deficit. The City has a $1.7B annual budget and currently, proposed budget cuts are affecting City services and could eliminate the Milwaukee Police District 6 Station on S. 27 Street, according to a leaked internal police memo.

City departments have to submit tentative proposed cuts up to 25% and to show the effects those cuts would have in City services.

The Milwaukee Common Council should also challenge or file a lawsuit against the Republican controlled legislature to get more of its fair share of revenues to operate efficiently instead of raising City taxes and making cuts to Ciry departments that provide services to taxpayers.

Latinos, Immigrants And Allies Have Been Marching For 17 Years In Milwaukee For Comprehensive Immigration Reform With A Path To Citizenship To No Avail

In last 17 years, the number of Latinos, immigrants and allies marching have dwindled from more than 30,000 to less than an estimated 1,700 on May 1, 2023. Video march link at: https://youtu.be/PkPs7gmLFZE

May 2, 2023

Milwaukee, Wisconsin - On Monday, Voces de la Frontera (VDLF) and allies held another May 1st, immigrant March, which the 38° cold and windy weather that included rain (sprinkles) kept thousands of immigrants and Latinos from participating this year. So far, VDLF hasn't been thinking out of the box in last five years, but Hispanic News Network U.S.A. (HNNUSA) has learned that VDLF organizers are now attempting to reach out to the Republican controlled legislature in Wisconsin to at least get some political influence in the hopes of getting some sympathetic conservative Republicans to help pass a bill to allow undocumented Immigrants to apply for driver licenses in Wisconsin.

VDLF is a 501-c non-profit organization, but has a sister political organization called Voces de la Frontera Action, which is controlled by a majority of White Board of Directors who are considered liberals and socialists, according to sources.

In the last year, VDLF has experienced a major turn over in staffing, due to funding sources and the recent low turnout in the May 1, 2023 march indicates VDLF needs to start thinking out of the box. The march participation in the last 17 years has definitely dwindled from more than 30,000 participant's to an estimated 1,700 on Monday during the cold, windy and wet weather conditions in Milwaukee.

This year's theme for marching was "Wisconsin Driver Licenses for all" including the undocumented workers in the state. Comprehensive Immigration Reform with a path to citizenship for more than 13M undocumented immigrants was put in the back burner, since Democrats in the U.S. Congress and U.S. President Joe Biden (D) promised to pass a Comprehensive Immigration Reform bill with a path to citizenship. That hasn't happened yet and America is still waiting for Biden to wakeup and complete his promise to the Latinos who were instrumental in elected him.

More than $90M in combined taxes are contributed to the state per year by the 70,000 undocumented workers in Wisconsin.

Also, Mexico and Wisconsin have a $6.3B trade agreement, and yet, the Republican controlled legislature has failed to approve a bill that would allow undocumented workers who are mostly Mexican nationals to apply for Wisconsin driver licenses.

If undocumented workers would be allowed to apply for driver licenses today, at least 32,000 would benefit.

Two neighboring states Illinois and Minnesota have approved driver licenses for the undocumented workers to create safe roads.

Governor Tony Evers (D) has attempted to include driver licenses for the undocumented workers in the state budget, but Republicans have red acted it out of the budget each time.

In 2006, due to the federal Real ID law, the Wisconsin Republican controlled legislature passed its own version of the Real ID in 2006 and was signed into law by former Wisconsin Governor Jim Doyle (D) who at the time reluctantly signed it into law as democrats in the state legislature oppose it and in 2007, it went into affect, which required a U.S. valid Social Security number to apply for a Wisconsin driver's license.

15-year-old Ethan Valadez Who Applied For Asylum In Canada Was Forcibly And Illegally Removed From The Country By The Canada Border Services Agency Officials

Ethan returned to Wisconsin unvoluntarily after the Canada Border Services Agency officials illegally removed him from Canada months after applying for asylum to escape from his abusive father.

By H. Nelson Goodson

May 1, 2023

Milwaukee, Wisconsin - On late Friday, Ethan Valadez, 15, arrived at the Mitchell International Airport in Milwaukee after being forcibly and illegally removed from Canada by the Canada Border Services Agency (CBSA) officials. When Ethan arrived at the Mitchell International Airport in Milwaukee, he refused to be reunited with his abusive father, Ricardo Valadez (Reference: Julie Valadez v. Ricardo Valadez Waukesha County divorce case # 2018FA000296).

Federal Bureau of Investigation (FBI) Agent Shannon Meyers from Seattle helped arranged for Ethan to stay with his maternal parent's on Julie's side, according to a source.

In Canada, Chad Brown, a ministry appointed representative at CBSA removed Ethan's refugee claim without his knowledge and consent, thus illegally paving the way for CBSA officials to forcibly remove Ethan from Canada and violating his rights as a 15-year-old Refugee Protection Division claimant. (All workers for the Refugee Protection Division are on a nationwide strike in Canada)

Ethan along with his mother Julie Valadez and her advocate, Kathryn Alamea-Xian, from Protective Makua were illegally detained by Danielle (Jenkins) Bernard with the CBSA on April 21, 2023. Last Thursday, both Julie and Kathryn were finally assigned attorneys, which Ethan was denied an attorney and not allowed to speak with his mother during the ordeal, which he was forced to endure by the CBSA and at the Ministry of Children and Family Development group home. A social worker (Esther De Waard) at the Ministry of Children and Family Development further traumatized Ethan that his refugee claim including his mother's and Alamea-Xian's refugee claims would be rejected and both Julie and Alamea-Xian, who is a LBGTQI activist would face criminal charges.

Julie and Alamea-Xian who have been illegally detained for 11-days, will have a CBSA hearing on May 2, 2023 at 11:00 a.m. at the CBSA detention facility in Surrey, B.C..

According to both Julie and Alamea-Xian, they say that Julie's ex-husband Ricardo allegedly claimed in a Walworth County criminal complaint that Julie, Alamea-Xian and Kimberlee Coronado conspired to interfere with child custody of the other parent when Ethan ran away on his own accord in January 2023 and was identified by the Walworth County Scanner as the missing 15-year-old with autism.

According to a Walworth County police report, Ricardo Valadez admitted to police that Ethan had ran away at least 5 times. Ethan had repeatedly sought protection from the Waukesha Police Department in Waukesha County and Delavan Police Department in Walworth County to no avail after complaining that his father was physically and mentally abusing him. Also, Waukesha County family court judges Abraham J. Aprahamian and Ralph M. Ramirez failed to protect Ethan after he and Julie sought protection under the state's abused victim's protection law from the inept judges.

Coronado was taken into custody by the Delavan Police Department and was criminally charged for interfering with the custody of the other parent and a cash bail of $100,000 was set. Coronado remains incarcerated at the Walworth County Sheriff's jail since March 16, 2023.

Coronado's arraignment is scheduled on May 17, 2023 at 1:15 p.m. at the Walworth County Judicial Center room 3040, presiding Judge Daniel S. Johnson who set the must pay $100.000 cash bond to be released, even when the Walworth County assessment found that she was not a flight risk and has no criminal record.

West Allis, Wisconsin - On Thursday, Jason Zamora, 20, of West Allis was charged with one felony count for 2nd-degree reckless homicide for the April 23 death of Maryxa Valle Zepeda, 18, of Milwaukee. Zepeda died at a fatal crash scene at the intersection of S. 60 and W. Burnham Streets in West Allis.

If convicted, Zamora is facing up to to 25 years in prison and up to $100,000 in fines.

Police say, Zamora ran a red light at S. 60 and W. Burnham Streets and crashed into another vehicle. Both vehicles ended on the side of a corner building. Zepeda, who was the passenger in Zamora's vehicle (Pontiac) died at the scene from the injuries she sustained in the deadly crash.

The Milwaukee County Medical Examiner's Office listed Zepeda's death at 12:35 a.m. on Sunday, April 23, 2023.

The 18-year-old female driver of the other vehicle (jeep) that Zamora crashed into and two pedestrians ages 50 and 53 who were standing outside a bar were taken to a local hospital for treatment of non-life threatening injuries.

According to family members, Zepeda was at a party on Saturday night and her boyfriend, Zamora went to the party and Zepeda then left with him and shortly after, she passed away at the crash scene.

Zepeda's aunt said during a  candle light vigil on Sunday at the crash scene, that the family didn't know that Zamora was intoxicated when he left with Zepeda.

According to the aunt, Zepeda called her best friend and told her that she was afraid after noticing he was driving while intoxicated before he crashed into a jeep at an intersection.
