Santos M. Solier And Bryell C. Bonds Charged For The March 29th Homicide Of Richard L. Alva Jr. In The Southside Of Milwaukee

Both Solier and Bonds have been charged with the homicide of Alva Jr.

Milwaukee, WI - On March 29, 2021, Milwaukee police responded to a shooting scene just after 5:05a.m. near the 2300 block of W. Scott Street in the Southside of Milwaukee and found Richard L. Alva Jr., 34, critically shot. Alva died and police were able to recover video surveillance footage from cameras in the area and were able to identify the suspects involved in the homicide.

According to the criminal complaint, police recovered several video surveillance footage from the immediate area that showed Alva and both Bonds and Solier talking near an SUV for awhile. Then Bonds and Solier backed up with extended arms with firearms while also firing multiple gunshots at Alva who was unarmed. The suspects then fled the scene.

A woman who accompanied Alva told police that she and Alva were at a bar and one of the suspects had gotten into an argument with Alva.

Police recovered 10 spent cartridges where Alva was fatally shot.


Both Santos M. Solier, 24, and Bryell C. Bonds, 25, were charged each with 1st-degree intentional homicide and party to a crime. If convicted, both Solier and Bonds are facing life in prison each without the possibility of parole. Bond for Solier was set at $210,000 and Bonds was set at $150,000, according to the Milwaukee County Sheriff's Office.

Solier was taken into custody in July and Bonds in May.

Next court hearing is on October 21.

IRC Proposing Several Milwaukee County Legislative Map Districts That Attempts To Create Majority Hispanic Districts In The Southside Of Milwaukee

Milwaukee County eligible voting residents in the Southside of Milwaukee could get a two Hispanic-majority districts or three Hispanic-majority districts.

Milwaukee, WI - The Office of Milwaukee County Supervisor Sylvia Ortiz-Velez announced  that on Thursday, September 23, at 7:00 p.m., the Independent Redistricting Committee (IRC) will meet to consider finalizing a legislative map for Milwaukee County. In the IRC agenda item 3, two maps identified as Map E and Map F create Hispanic majority districts. For example, Map E creates two Hispanic-majority districts (9 and 13) of 70.1% and 66.7%, which meet statistical standards set in case law to ensure that Hispanic voters can choose their preferred candidate, over the preferred candidate of non-Hispanic voters in the district. Map E also keeps important community boundaries in mind, notably by including the Domes in one of the districts and excluding neighborhoods in Walker's Point that have become increasingly White in the last decade.

According to the IRC, Map F attempts to create 3 Hispanic-majority districts (9, 11, and 13), but only creates one 70% Hispanic district, and two that are Hispanic-plurality (which means that Hispanics are the largest voting group in the district, but do NOT make up 50% of the eligible voters). 

Thursday's IRC public hearing begins at 7 p.m. and will be held virtually. 

Anyone who wishes to appear before the Independent Redistricting Committee and provide their input on the proposed political districts is welcome to sign up on the County Clerk's web site.

Milwaukee Southside Homicide Victim Found Inside Burnt Vehicle Identified As Senora Taylor

Taylor was discovered inside a burnt vehicle in the Southside of Milwaukee and police are investigating the case as a homicide.

Milwaukee, WI - On Tuesday, Milwaukee police and the Milwaukee Fire Department were called to the 2700 block of S. 16 Street around 8:10p.m. after a vehicle on fire was reported. When the blaze was put out, first responders discovered the deceased burnt body of Senora Mitchelle Taylor, 25, after the blaze was put out.

Police suspect that Taylor was killed and the vehicle she was found in had been set on fire to destroy evidence of the crime. The cause of the vehicle fire and events leading up to it remain under investigation, according to police.

According to Wisconsin court records, Taylor was charged in Milwaukee County on June 30, 2020 with two felony counts for armed robbery and bail jumping, she pleaded guilty in August to both felony counts and was facing up to 40 years in prison and up to $100,000 in fines for the 1st count and up to 6 years in prison and up to $10,000 in fines on the 2nd count and she was awaiting sentencing this November. 

Two other felony charges for possession of narcotics and for robbery with threat of force were dismissed in 2020, according to court records.

Petition Circulating For An FBI Investigation Into Full-scale Corruption, Alleged Crimes, Evidence Of Crimes And Misconduct By Police, Judge, Attorney And The WHHS In Waukesha County

A Change dot org petition posted (link: https://bit.ly/3nX5fTH) on Facebook alleged a full-scale corruption scheme of crimes and misconduct involving Waukesha police, a Waukesha County family court judge, an attorney and the Waukesha Health and Human Services, according to Julie Valadez, a domestic abuse wife who filed for divorce in Waukesha County just to become another victim by an alleged corrupt judge who funnels taxpayers money to an attorney.

Valadez has turned her personal Facebook account into a public platform to expose the judicial abuse while going through a difficult divorce that has taken a toll and her not being able to see her children by order of the court.

No woman should ever go through the overwhelming judicial abuse today while seeking a divorce remedy and fair justice in Wisconsin. Waukesha County family court Judge Michael J. Aprahamian has also failed to provide Julie with fair spousal support making it even harder for Julie to recover from an economic crisis.

The Valadez's petition asks for an FBI investigation into the allegations and says that she has the evidence to prove it, but so far, Waukesha County District Attorney Susan L. Opper and the Wisconsin Attorney General Josh Kaul have failed to investigate after Valadez had contacted them. 

On September 20, 2021, Valadez filed a complaint against Waukesha County Judge Aprahamian with the Wisconsin Judiciary Committee claiming illegal acts that include "funneling money illegally to attorneys, concealing evidence, obstruction of justice, conspiring to have name forged on a federal stimulus check, violating federal ADA laws, violating federal HHS laws, lying on the record in court, obstructing access to public court proceedings and conspiracy to commit false imprisonment (the appellate court intervene with emergency stay as his actions are not lawful)" including other serious allegations.

Valadez has also filed a federal court case against Judge Aprahamian and attorney Molly J. Jasmer (Case: 2:21-cv-00795) claiming that Judge Aprahamian attempted to force her to sign a document when in fact Valadez had the option not to sign such a document under federal law. That case is pending and being heard by Magistrate Lyn Adelman in the Wisconsin Eastern District Court.

Valadez in the petition asks for public support and reads:

Motorcycle Enthusiast 17-year-old Jose Luis Hurtado Died In Reported Southside Milwaukee Fatal Crash

Hurtado was pronounced deceased at the scene after losing control of his motorcycle and crashing into a parked vehicle.

Milwaukee, WI - On Friday, Milwaukee police and first responders were called to the 2400 block of S. 35 Street around 9:45p.m. where a motorcycle crash was reported. When first responders arrived at the scene, they found Jose Luis Hurtado, 17, aka, Luis Roman (El LR), critically injured and attempted life-saving measures, but were unsuccessful.

Police say that Hurtado lost control of his motorcycle and crashed into a parked vehicle. The preliminary accident report indicates that speed could have been the factor of the crash. 

The fatal motorcycle crash investigation is ongoing, according to police.

According to the owner of the vehicle that got struck by the motorcycle in the accident, Hurtado's body ended up under the parked vehicle, instantly killing him after losing control of his motorcycle. 

Hurtado is survived by his young son Damien and immediate family.

Hurtado is originally from Leon, Guanajuato, Mexico.

MATC President Announced That All Employees Will Be Required To Confirm Vaccination Status By October 31st

The vaccination status of employees will be confidential when reporting status in the secure Viewpoint system that is expected to be setup and running by September 27th.

Milwaukee, WI - On Thursday, Dr. Vicki J. Martin, the President of the Milwaukee Area Technical College ( MATC) announced that all employees will be required to post their vaccination status on the secure Viewpoint system by Sunday, October 31st.

The secure Viewpoint system is expected to be setup and running by September 27th, according to Martin.

Martin also says that students will be encouraged to get vaccinated as well.

"Moving forward, the college anticipates requiring regular COVID-19 testing for unvaccinated individuals. And while we are not currently requiring the vaccine for employees, MATC anticipates pursuing this option if fewer than 80% of employees are vaccinated by October 31st. A vaccination requirement would include accommodations for approved medical and religious reasons," Martin stated in the announcement.

Milwaukee County Board Of Supervisors Are Required To Confirm Vaccination Status By October 11th To Attend Hybrid Meetings Under Frivolous Administrative Order

The Milwaukee County Board of Supervisors Chairwoman Marcelia Nicholson on Friday sent out an email requiring all supervisors, staff and the public attending hybrid meetings to confirm vaccination status.

Milwaukee, WI - On Tuesday, Hispanic News Network U.S.A. (HNNUSA) learned that Milwaukee County Board of Supervisors received an email on Friday, September 10, 2021 by Milwaukee County Board Chairwoman Marcelia Nicholson requiring all of the supervisors, staff and members of the public to confirm their vaccination status when attending any full County Board and committee in-person hybrid meetings. A hybrid meeting is when both in-person and online transmission (streaming) of a meeting occurs.

Chairwoman Nicholson also cited Administrative Order 21-3v1, which is the Vaccine Mandate for Milwaukee County dated September 2, 2021, which has not been approved by the Judiciary Committee mandated by state law Chapter 323.14 (1 )(b)(3).  However, HNNUSA discovered that the Vaccine Mandate doesn't require Milwaukee County board supervisors or the public to confirm their vaccination status when attending in-person hybrid meetings during the COVID-19 pandemic. Additionally, the recent County Executive order on vaccine requirements does not include elected officials (County Supervisors) nor members of the public.

Also, it seems that the Vaccine Mandate Administrative Order 21-3v1 by Milwaukee County Executive David Crowley could definitely be frivolous, since the Board of Supervisors began to meet virtually around June 2020, which Crowley can still create any Administrative Order dealing with emergency and sign it, then he would be required to submit the mandate to the Milwaukee County Board Judiciary Committee for consideration and approval, according to Chapter 99.03, which mandates that the Judiciary Committee is the correct committee to take action on emergency and related orders that the Milwaukee County executive issues.

The committee on judiciary, safety and general services of the county board is established as the standing committee of the county board that shall retain policy-making and rule-making powers in the establishment and development of county emergency management plans and programs under ch. 323, Wis. Stats.

Apparently, emergency and related orders submitted by County Executive Crowley have been processed by the Milwaukee County Finance Committee, which the Vaccine Mandate Administrative Order 21-3v1 was approved by passing the Judiciary Committee in violation of chapter 99.03.

What does it actually mean, well both Milwaukee County Board of Supervisors Chairwoman Nicholson and Milwaukee County Executive Crowley has been violating chapter 99.03 and Nicholson hasn't stopped Crowley from issuing mandates dealing with emergency and related orders that are definitely frivolous (null and voided), since the full County Board has been meeting and any additional emergency Administrative Orders that have been passed previously are in violation of chapter 99.03.


Update: On Friday during the Milwaukee County Finance Committee meeting, the 21-803 resolution, which is a resolution calling upon the County Executive to establish a Milwaukee County policy requiring all Milwaukee County employees be fully vaccinated against COVID-19 and provide incentives to do so was layed over on a vote of 4-3 for further inquiry to the legality whether the Finance Committee is authorized to take action on approval of such emergency resolutions.

Milwaukee County Supervisor Sylvia Ortiz-Velez before the Finance Committee vote publicly quoted Maggie Daun, the Corporation Counsel who wrote the following statement via email to Ortiz-Velez recently, “I apologize, I need to make a small correction: chapter 99.03 in its current form mandates that the Judiciary committee is the correct committee to take action on emergency and related orders issued by the CEX (County Executive).  I will advise the Chairwoman of this separately,” Daun wrote.

The 21-803 resolution cites other private and non-profit entries that have placed vaccine mandates on staff, employees and patrons, but it doesn't cite any existing lawful state or federal mandates to create such a vaccine mandate policy by a local or County government requiring elected officials and members of the public to follow such a mandate.

If 21-803 is passed without clarification, modification in order to avoid any civil rights violations to members of the general public, it would create a liability.

The Civil Rights Act Title 2 says "All persons shall be entitled to the full in equal enjoyment of goods and services facilities and privileges advantages in accommodations of any place of public accommodation, as defined in the section without discrimination or segregation on the ground of race, color, RELIGION, or national origin.

Hispanic News Network U.S.A. (HNNUSA) has also learned on September 21, 2021 that Marcelia Nicholson, Chairwoman of the Milwaukee County Board of Supervisors is expected to retract her requirement for Supervisors and the general public attending hybrid County meetings from confirming vaccination status. The Vaccine Mandate 21-3v1 by Milwaukee County Executive David Crowley will now be sent to the Milwaukee County Judiciary Committee for review and Crowley's Administrative Orders dealing with emergency powers are now limited since, the full Board of Supervisors can convene, according to a credible source at the Milwaukee County Board.
