Wisconsin Capitol Police Offense/Incident Report Regarding Complaint Filed By WI State Rep. Greta Neubauer (D-Racine) Against WI State Rep. Sylvia Ortiz-Velez (D-Milw)


Breaking in Wisconsin: The full Capitol Police Offense/Incident report dated September 3, 2025 released regarding the Stalking and Threatening allegations made by Wisconsin State Representative Greta Neubauer (D-Racine) against Wisconsin State Representative Sylvia Ortiz-Velez (D-Milw).

Rep. Neubauer in the police report alleged that Rep. Ortiz-Velez had threatened to shoot legislators and Neubauer told Capitol Police investigators that Ortiz-Velez had allegedly threatened to expose to the media (the Milwaukee Journal Sentinel and Hispanic News Network U.S.A.) that Wisconsin State Representative Priscilla Prado (D-Milw) had allegedly said, "Who do I have to sleep with to get a bill pass around here?" (Page 25, paragraph 5), and that Prado was allegedly promiscuous and was sleeping with other members of the legislature including Republicans, and frequently consumed alcohol. (Page 22)

Wisconsin State Representative Kalan Romal Haywood II who recorded Rep. Ortiz-Velez on the phone saying, "Greta is trying to come to my front yard with two bitches. I would not fight, I would shoot them both with a AK." Haywood told Capitol Police investigators that he regarded Ortiz-Velez's statement as a metaphorical, not literal. He didn't believe that Rep. Ortiz-Velez was a threat to anyone. (Page 14)

Also, Rep. Ortiz-Velez told Capitol Police that Neubauer and other Democrats in the Wisconsin State Assembly were attempting to stop her from testifying in the Assembly floor against Milwaukee County Executive David Crowley who had announced that he was running for Wisconsin Governor. Rep. Ortiz-Velez was instrumental in passing a bill to limit County executives from abusing their power during state of emergency situations. Apparently, Crowley exceeded his authority as Milwaukee County Executive during the Covid pandemic in 2020.

Capitol Police found no probable cause to criminally charge Rep. Ortiz-Velez in Madison, but Rep. Prado filed a complaint against Rep. Ortiz-Velez for threatening to expose her inappropriate personal conduct with the Milwaukee County District Attorney's Office and Ortiz-Velez was charged with one misdemeanor count for disorderly conduct. Ortiz-Velez pleaded no contest and was fined $300.
