Pat Scott Dykas Died At A Milwaukee Southside Speedway Gas Station, Circumstances Unclear

Dykas had been released from the Milwaukee County House of Corrections hours earlier before his death at a local Southside Speedway gas station in Milwaukee.

Milwaukee, WI - On Friday, Pat Scott Dykas, 27, apparently died at a local Southside Milwaukee Speedway gas station at 959 W. Lincoln Ave. Police and fire fighters responded to a call at around 6:34 p.m. for a reported injury or sick person. The Speedway gas station was closed and police placed yellow tape around the immediate area of the gas station.
Police continue to investigate Dykas death and it is still unclear how Dykas died. The Milwaukee County Medical Examiner's Office hasn't released any information either relating to Dykas death.
Hispanic News Network U.S.A. (HNNUSA) contacted Speedway staff on Saturday, no information was provided, but the person who answered at Speedway stated that it wasn't a robbery and couldn't elaborate further about what happened. Police have not released any information about Dykas death.
According to information, Dykas had been released hours earlier from the Milwaukee County House of Corrections on Friday before his reported death at the Speedway gas station.

Chihuahua, Mexico - All roads, highways and train travel routes in Chihuahua, Mexico will be blocked on Monday, January 2, 2017 starting around 7:00 a.m. for a national protest of a federal 20% increase of PEMEX gasoline prices approved by the Mexican Congress and the Peña Nieto government, according to El Barzón, a civil social rights organization in Chihuahua. Only police emergency vehicles, first responders and ambulances will be permited to cross citizen blockades around the State of Chihuahua and other states involved in the national protest.

On January 1, 2017, the monopoly national gasoline PEMEX Company will increase gasoline prices per liter by 20% under a federal law passed by the Mexican Congress and President Enrique Peña Nieto.

An Islamic State video has surfaced showing several Turkish soldiers in a cage who are chained by the neck and body with flammable liquid bags attached to them. The graphic video was posted in the Clarion Project dot org Web page to education and show how destructible and evil the Islamic State operates to spread their terror in occupied territories.
No information was provided where it was recorded or when the video was made and date it was released.

Milwaukee, WI - On Wednesday, multiple Milwaukee White cops and a supervisor were accused of interrupting a peaceful event held by the Revolutionary Black Panther Party (RBPP) at an outdoor sidewalk People's Public Pantry and Feed The People Program taking place at N. 27th Street and W. Fond du Lac Ave. Vaun L. Mayes, the RBPP National and Regional General including the Minister of Information/Media, also known as an Afro-American national civil rights activist who participated at the event posted a video he recorded of the incident on his Facebook (FB) account and reported that a Milwaukee police officer had struck a girl between the age of 11 to 12 in the mouth and the injury caused her to bleed.
Mayes told Hispanic News Network U.S.A. (HNNUSA) when contacted that the RBPP have been kept under surveillance by the Milwaukee police, since the other day when the RBPP acquired a legal permit to marched and hold a rally on December 18 while armed against police brutality and corruption within the Seventh Milwaukee Police District Station under the command of Milwaukee Police Department Chief Edward Flynn.
Mayes has been very vocal against Milwaukee Police Officer Dominique Heaggan-Brown, 24, who worked at the Seventh Milwaukee Police District Station and was recently charged with 1st-degree reckless homicide for the cold blooded murder of Sylville Smith, 23, near Sherman Park. Officer Heaggan-Brown has since been terminated from the Milwaukee Police Department. Heaggan-Brown who is Afro-American was also charged with two felony counts for 2nd-degree sexual assault of intoxicated victim, 2nd-degree sexual assault of unconscious victim, one felony count for capture an intimate representation and two misdemeanor counts for prostitution-none maritial intercourse for the August 15 sexual assault of a male victim, a day after killing Smith.
Heaggan-Brown had been also named with another officer in a federal lawsuit filed by a male victim, that both officers illegal targeted and stripped searched the victim.
Mayes says, that the RBPP have combined a Sherman Park food program with the People's Public Pantry and Feed The People Program to provide complimentary food and other services to the Afro-American community, but that police have been harassing the RBPP. 
In a released statement, Mayes stated, "we recognize the police have targeted us since we did the armed march last week... this is apparent in our other live feeds. I make sure to document them following and watching us. This is unacceptable and it will not be tolerated. This is an organization of self defense, and we are an armed group. We will remain so. We will not be intimidated nor bullied out of our service to the community. The RBPP have done the Feed the People Program for months at that location without incident or complaints. My Program from Sherman Park, the Program in the Parks created the People's Public Pantry about a month or so ago, and have just joined both of them to bring more resources to the people in the community, where as my program usually operates out of Sherman Park."
According to Mayes, the police usually stakes out the RBPP sponsored food program with 3 to 4 police squads in the area, which engage in surveillance, take photos, video and etc., which in return, the RBPP does the same thing and documents police presence and post the RBPP intelligence gathering on Mayes FB account for the public to see.
On Wednesday police, "took one weapon, (which was legal and valid as far as licensed) and arrested one person for a petty bench warrant," Mayes reported.
The Milwaukee Police Department has yet to release a statement about confiscating a weapon while being open carried by a RBPP member and the allegation that a young girl was struck by an officer at the RBPP open pantry event in the Northside. A police sergeant at the scene had a body camera on his glasses and most likely other officers had body cameras as well and might have captured, which officer struck the young girl.
According to an officer at the scene in the video, he told the RBPP members that someone had called police and made a complaint because they were in front of a private business and obstructing the sidewalk with the food open pantry operation.

Update: Vaun L. Mayes reported that the following Facebook (FB) accounts, Back the Blue Wisconsin and Sean Baker (a fake profile) are behind calling false police calls, the filing of false police reports, including the misuse of an electronic device. Both FB accounts indicate the obvious and Baker admits the complicity.



WI: The Milwaukee Police Department including Police Chief Edward Flynn is facing a $400M federal civil lawsuit for the Constitutional rights violation incident involving White officers who illegally seized a weapon and a 10-year-old child was struck in the mouth by a careless officer during a confrontation with members of the Revolutionary Black Panther Party (RBPP), a Milwaukee organization.
Also, CBS 58 reported that the RBPP has not confirmed a date when the lawsuit will be filed. Chief Flynn and the MPD haven't responded to the RBPP claim that police officers violated their civil and Constitutional rights, according to CBS 58.

La Joya Grande, San Luis Potosi, Mexico - On Monday, Félix Peña, 66, from the town of Jesús Maria de Villa de Guadalupe was representing Los Coyotes Negros during a horse race at the Rubi 15th Birthday celebration was killed when he got to close on the race tracks and his horse trampled over him causing his death at an area known as the Dry Lagoon (Laguna Seca) near a La Joya Grande ranch. The horse race was cancelled due to the fatal accident.
Rubi's XV Birthday celebration went viral on social media after her father, Cresencio Ibarra and her mother, Anaelda Garcia in a Youtube video invited people to attend the event. Ibarra later explained that it was an invitation for family and friends only, but the invite went viral as a joke and drew international attention.
The horse race winning price was $10,000 pesos ($485.20 U.S.), which Peña's horse was leading the horse race when he got over excited got into the racing track and his horse, the Oso Dormido ran him over. Peña was taken to a local hospital, but was pronounced dead.
In an interview by Horacero dot com, Peña stated he was not doing it for the price money, but for the fame and recognition for his horse as a winner.
A video of the incident was released by Horacero dot com.
Reports of a second person being injured or has died was reported as well, but no confirmation has been released.

Women And Teens Brawl At Mayfair Mall After Christmas Day In Wauwatosa

Police responded to an afternoon brawl between women and teens at the Mayfair Mall.

Wauwatosa, WI - On Monday after Christmas Day, several women and teens were involved in an afternoon brawl at the Mayfair Mall in Wauwatosa. Police responded to the fight, but no information has been released, whether anyone was taken into custody.
A video was posted on Facebook (FB) by Cam'Ron Johnson ll, which showed the brief brawl where the women exchanged punches, kicks and pulled hair. A Mayfair security guard attempted to stop the brawl, but the video ended. Even several women who were involved admitted to participating in the brawl by posting comments on Johnson's FB account.
Mayfair Mall, shopping center has been known for previous brawls by Afro-American teens and adults who seem to violate the mall's code of conduct policies while shopping at the popular mall.

• Fox 32 Chicago reported a large fight at the Fox Valley Mall food court in Auroa, Illinois. Police arrested 8 teens, 4 females and 4 boys who were charged with misdemeanors, but some charges could become felonies.

CNN reported that other shopping malls in 5 states had minor fights to mall evacuations.

• In Auroa, Colorado, a fight broke out in the food court at the Town Center where over 500 people were involved, which caused the mall to close early.

• In Memphis, Tennessee, several incidents were reprted. First fight happened at the Wolf chase Galleria food court and the second at the Oak Court Mall. Seven people were taken into custody.

• Fayetteville, North Carolina, police reported that a fight involving teenagers broke out in the Ref Cross Mall.

• In Elizabeth, New Jersey, police responded to a fight at the Mills at Jersey Gardens where a fight broke out, two adults, an 8 and 12-year-old were reported injured.

• Fort Worth, Texas, an estimated 100 people were involved in several fights at the Hulen Mall. No injuries reported.


Devin Katzfey Arrested For The December 19 Homicide Of Delvin Mendoza-Chaparro In Milwaukee's Southside

Three suspects have been charged for the brutal beating of a 20-year-old man accused of stealing a bong and a pipe from his associates that were used to smoke marijuana.

Milwaukee, WI - Three of four suspects have been charged with reckless homicide for the December 19 murder of Delvin Mendoza-Chaparro, 20. Devin L. Katzfey, 20, was charged in absentia for 1st-degree reckless homicide and was wanted on a felony homicide warrant. He was arrested and booked at the Milwaukee County jail on Monday with additional charges for criminal damage to property, trespassing and felony violation of probation, which a hold has been placed restricting from being released on bond.
Two others, Sarah Zakzesky, 20, was charged with 1st-degree reckless homicide and a cash bond was set at $50,000 and Branden L. Katzfey, 19, was charged with 1st-degree reckless homicide and a cash bond was set at $10,000. A 20-year-old woman has been taken into custody and criminal charges are pending.
Zakzesky will have a preliminary court hearing on December 29, Branden will have a preliminary court hearing on December 30 and Devin will appear for a court hearing on December 27. The suspects are facing up to 60 years in prison, if they are convicted for 1st-degree reckless homicide.
According to the criminal complaint, Devin accused Mendoza-Chaparro of trying to steal a bong and a pipe that was used to smoke marijuana by the group. Devin began to beat Mendoza-Chaparro and Branden, Zakzesky also joined in the beating. The brutal beating of Mendoza-Chaparro by Devin was video recorded and posted on Snapchat, which police found three videos showing Mendoza-Chaparro being beaten by the group.
The two Katzfey brothers told on each other to police, apparently Devin confessed that his brother Branden had urinated on Mendoza-Chaparro's face by the cat litter, and Branden told police that Devin was the primary person who beat the victim and that Devin even forced Mendoza-Chaparro to eat cat excrement for stealing a bong. Also that Zakzesky even grabbed Mendoza-Chaparro's head and slammed him on a counter. Branden was mad because Mendoza-Chaparro had taken his cellphone as well, according to the criminal complaint.
Both Branden and Zakzesky were in a relationship and she told police that Branden had woken her up because he wanted a blow job after having sex in the bathroom earlier in the night before Mendoza-Chaparro was killed.
Mendoza-Chaparro's brutal beating took place at apartment number four at 600 W. Rogers Street where Devin and Zakzesky shared in Milwaukee's Southside. After the beating, both Devin and Zakzesky took Mendoza-Chaparro who was unconscious to a nearby alley and left him in the snowbank next to some garbage cans behind a rear garage of a home. Mendoza-Chaparro was not dress for the 15 degree frigid weather, which contributed to his death from exposure to the freezing temperatures.
A man at the property went to take his auto out and found Mendoza-Chaparro's frozen beaten body next to the garage door. The man noticed that the victim had a hand and some fingers from the other hand missing, according to the criminal complaint. It is not clear, if the missing hand and fingers were taken by outdoor animals.
The Milwaukee Medical Examiner's Office confirmed that Mendoza-Chaparro died from multiple injuries caused by blunt force trauma to the head and exposure to freezing temperatures.

Feds In Wisconsin Admit An Unmarked ATF Van Struck Bruce J. Young Before He Died

The ATF in Wisconsin has admitted that one of their agents driving an unmarked van had struck a 40-year-old wanted man from behind before dying, according to the Wisconsin DOJ Division of Criminal Investigaton.

Milwaukee, WI - On Tuesday, the Wisconsin Department of Justice Division of Criminal Investigation confirmed that the U.S. Department of Justice Alcohol, Tabacco, Firearms and Explosives (ATF) has admitted that one of the ATF agents driving and unmarked van had struck Bruce J. Young, 40, as he fled on foot and was crossing W. Greenfield Ave. at the 3400 block and not as previously reported that a Milwaukee police unmarked van had struck Young. According to a civilian dash cam video recording of the incident released to Fox 6 News Milwaukee, Young is seen running northbound on S. 34th Street from authorities and trying to cross W. Greenfield Ave. as a driver going westbound on W. Greenfield Ave. was recording on a dash cam caught the whole incident by chance. The video shows Young crossing W. Greenfield when a fed van followed him and then just struck him from behind. On impact, Young fell and died. Not one officer or ATF agent attempted to render aid to Young while on the ground. The body froze at the scene.
One source says, an officer told her that they couldn't get close to Young's body because the ATF believed he was wearing an explosive device, if true. It would have been a bad decision for a fed van to strike him and ignite the explosives.
According to information released by the State's DOJ Division of Criminal Investigation (DOJDCI), the ATF requested the investigation due to an officer-involved death and claimed that Young died from a self-inflicted gun shot wound, but it isn't clear yet how Young actually died. Young was seen holding a handgun to his head as he eluded arrest by the ATF, but then was struck by an unmarked ATF van as he was crossing W. Greenfield Ave.
At least 15 to 17 law enforcement officers including ATF agent's, police and deputies participated in an attempt to serve a warrant for illegal possession of explosives, when the incident went wrong and ended with Young's death.
According to Nenita Borjas who took interest in the incident when local media reported that Young had died from a self-inflicted gunshot wound, she began to question the headlines and is now seeking justice for Young. At the time, Borjas didn't know that Young was White, but that a man was intentionally struck by an unmarked law enforcement van and the media went along with what the ATF had claimed, that it was a self-inflicted gunshot wound with no other explanation. The media report might have led the public to believe that it was an actual suicide, but when a video later surfaced to showed Young was actually struck by the ATF van while he was still alive, the ATF's claim doesn't match the officer-involved death report in this case. Borjas posted on her Facebook account that with the help of some members of the Southside community neighborhood and others who requested to stay anonymous were able to reach Young's family. The ATF who was the leading agency in the incident still claims that Young had died of a self-inflicted gunshot wound.
An attorney has been acquired by the Young family to look into Young's death and seek an inquiry from law enforcement agencies involved in his death. Young's family attorney, John Birdsall told Fox 6 that he doesn't believe Young shot himself and has requested for the ATF to release any proof when Young shot himself, before or after he was struck by the ATF van. The ATF struck Young from behind as he fled on foot, according to a dash cam video.
Birdsall confirmed that Young's body had a gunshot wound and the family will perform an independent autopsy as well. Fox 6 reported that the ATF found fireworks, black powder and empty grenades at a rented storage space in Germantown, but the ATF hasn't indicated if it was legal or illegal to own, according attorney Birdsall.
Questions regarding how Young died on December 15 has generated interest in Milwaukee area including members from the Afro-American community and members of the Latino community who are networking with the goal to bring Justice for Young who happens to be White with felony convictions. It seems the ATF's claim that Young died from a self-inflicted gunshot wound is not very convincing to many, since a video showed an ATF van strike him while he was still alive.
The ATF at the moment has not released any video or evidence to prove that Young actually shot himself.

Update: According to Johnny Koremenos, the Director of Communications and Public Affairs for the Wisconsin Department of Justice, he released the following statement regarding the death of Young, that Young didn't die as a result of being struck by an ATF van, but that,

"-The cause of death was a self-inflicted gunshot wound and not being struck by the vehicle.

- According to 2013 Wisconsin Act 348, “Officer-involved death" means a death of an individual that results directly from an action or an omission of a law enforcement officer while the law enforcement officer is on duty or while the law enforcement officer is off duty but performing activities that are within the scope of his or her law enforcement duties.” This incident is not being investigated as an OID because a law enforcement officer struck Mr. Young. As I mentioned above, Mr. Young did not die because he was struck by a vehicle. While the victim did not die because a law enforcement officer discharged his/her weapon or because of the use of his/her vehicle, the chain of events that occurred on Thursday after law enforcement attempted to take this individual into custody caused the OID law to apply. In a similar instance about a year ago in Jefferson County, a law enforcement pursuit resulted in a car crash that killed two juveniles. The OID applied in that case too.

-ATF is part of a local jurisdictional task force. Regardless of the law enforcement agency/agencies involved in the OID, the incident took place within the State of Wisconsin, so the State law governing OID investigations applies. ATF requested DOJ lead this investigation.
No other information is available at this time."

Koremenos wouldn't confirm whether Young was alive or deceased when he was struck from behind by the unmarked ATF van and if any law enforcement dash cam and body camera video was recovered to show how Young actually died.
The civilian dash cam video certainly contradicts the information released by the DOJ that says, Young died from a self-inflicted gunshot wound and not from being struck by the ATF van.

ATF Claims Suicide By Self-inflicted Gunshot, But Unmarked ATF Van Struck Bruce Young Before Dying

Did police, deputies and the ATF have body cameras and dashcams mounted on vehicles? Some Sheriff's vehicle have dashcams and are turned on when sirens and red lights are turned on. Some Milwaukee police officers also carry body cameras and some vehicles had dashcams as well.
The claim that Young died from a self-inflicted gunshot wound is difficult to accept due to being struck by a fed van as he fled. Did the ATF killed young and is trying to blame the death on Young himself?
Did Young unintentionally fired his weapon on himself when he was struck by the ATF van?, if so, it wouldn't be classified as a self-inflicted gunshot wound as the ATF wants the public to believe, but rather homicide by intentional use of a fed van to cause death by impact.
The State's DOJDCI did confirm that the ATF and assisting law enforcement agencies were attempting to serve a felony warrant for illegal possession of explosives when Young eluded authorities and the incident ended with his death.
According to Wisconsin court records, Young was a convicted felon and had multiple traffic violations. The feds haven't confirmed, if Young was a federal felon as well.
Was Young's death caused by a self-inflicted gunshot wound or homicide by the ATF? The Milwaukee County Medical Examiner's Office is performing their own investigation as well to determine cause of death.
Local media reported the incident as strange, but neighbors including some members of the community are not accepting just yet the ATF's claim that it was just a self-inflicted gunshot wound death simply because the civilian dashcam video shows otherwise and is horrifying that a ATF van intentionally struck Young as he attempted to cross the street.
The Milwaukee County Sheriff's Office when contacted would only say that the incident on December 15 at the 3400 block of W. Greenfield Ave. is under investigation by the DOJ's DCI. The Milwaukee Police Department has not released any statement concerning an officer involved death in Milwaukee's Southside.

Update: Nenita Borjas posted on her Facebook account that with the help of some members of the Southside community neighborhood and others who requested to stay anonymous were able to reach the family of Bruce J. Young who was actually killed after a unmarked ATF van struck him as he fled arrest. The ATF who was the leading agency in the incident claimed that Young had died of a self-inflicted gunshot wound, but a civilian dashcam video captured the moment when a fed van struck Young hard and on impact, Young then fell and died in outdoor freezing conditions without any officer immediately rendering aid.
An attorney has been acquired by the Young family to look into Young's death and seek an inquiry from law enforcement agencies involved in his death.

Milwaukee, WI - On Sunday, Dr. Allí Muhammad, the CGIC from the Revolutionary Black Panther Party (RBPP) held an armed marched for human rights in the Northside of Milwaukee along with dozens of Black Panther members who vowed to defend their lives if stopped and threatened by criminal pigs (police). The RBPP members marched with assault rifles, holstered handguns and machetes. The armed march was organized to honor all of the Afro-Americans murdered by police in Milwaukee (Sylville Smith), Wauwatosa (Jay Anderson) and other parts of the U.S. Dr. Muhammad says, that they were not advocating violence or terrorism, but that they were against terrorism and violence by police who engaged in criminal acts against the community. If police put lives (Afro-Americans) in total eminent danger when stopped legally or illegally, that they do have a legal right to defend themselves, if legally armed and would shoot at an officer, despite if he/she would be wearing a badge, according to Dr. Muhammad who spoke while walking in the march.
Some of the chants were directed at President-elect Trump, the Trump neo-Nazi administration, Milwaukee Police Chief Edward Flynn and criminal police officers (Outlaws with a badge) who wear the badge to commit crimes against the Afro-American community. 
During a press conference by the Sylville Smith family last week, they called on an investigation of the Milwaukee 7th Police District Station that patrols the Sherman Park neighborhood and accused police supervisors of corruption that led to allegations of illegal stops and searches targeting Afro-Americans. Former Gay Milwaukee Police Officer Dominique Heaggan-Brown, 24, was charged with 1st-degree reckless homicide for Smith's murder. Heaggan-Brown is also charged for sexual assault of a male victim and taking photos while committing the crime.

Milwaukee, WI - On Thursday, Milwaukee County Sheriff deputies from the tactical unit, Milwaukee police and ATF agents attempted to serve a felony warrant for illegal possession of explosives, but the suspect, Bruce J. Young, 40, eluded capture and fled while armed. Young shortly after, apparently took his life with a self-inflicted wound at the 3400 block of W. Greenfield Ave., according to the ATF.
A photo of the deceased suspect on the street was posted on Facebook by an onlooker at the crime scene. Young's body remained at the scene for a while because the feds believed he might have been wearing an explosive device (improvised explosive deviced).
W. Greenfield Ave. at the 3400 block remained closed as authorities continued their investigation. A Milwaukee County Sheriff's Office (MCSO) bomb unit was also at the scene. According to the MCSO, the ongoing investigation is being handled by the State Department of Criminal Investigations.
A driver with a live dashcam on the vehicle was heading Westbound on W. Greenfield Ave. and captured the moment when an unmarked police van intentionally struck Young at the 3400 block of W. Greenfield Ave. The video dashcam recorded by the driver was released to Fox 6 News Milwaukee.
The ATF has confirmed that they were the leading agency in the warrant execution. According to state court records, Young was a convicted felon and could not own or possess a weapon and explosives.

Milwaukee, WI - On Thursday, Milwaukee County Sheriff deputies from the tactical unit and ATF agents attempted to serve a felony warrant, but a male suspect eluded capture and fled. The suspect shortly after took his life with a self-inflicted wound at the 3400 block of W. Greenfield Ave. 
Photos of the deceased suspect on the street were posted on Facebook by onlookers at the crime scene.
Milwaukee police reported that shots were reported at S. 23rd Street and W. Greenfield Ave. around 3:55 p.m. No further information is available at the time.
W. Greenfield Ave. at the 3400 block remained closed as authorities continue the investigation. A Milwaukee County Sheriff's Office (MCSO) bomb unit was also at the scene.
According to the MCSO, the ongoing investigation is being handled by the State Department of Criminal Investigations.

Former Milwaukee Gay Cop Dominique Heaggan-Brown Charged With 1st-degree Reckless Homicide For The Murder Of Sylville Smith

Heaggan-Brown is facing 60 years in prison for the homicide of Sylville Smith. He was previously charged with sexual assault of a male victim back in October and is facing more than 80 years in prison in that case.

Milwaukee, WI - Former Milwaukee gay cop, Dominique Heaggan-Brown, 24, was charged on Thursday with 1st-degree reckless homicide for the August 13th murder of Sylville Smith, 23. Heaggan-Brown is facing up to 60 years in prison, if convicted.
Heaggan-Brown will make a court appearance on Friday to face charges. According to the criminal complaint, Smith was seen running from officers with a handgun in his hand with an extended magazine and came upon a fence where he slip and fell. Then Smith turned to the officers and threw the handgun over the fence when he was shot in the bicep by Heaggan-Brown, Smith fell then Heaggan-Brown walked up to Smith and pointed his gun at him and fatally shot Smith in the chest, according to Heaggan-Brown's body camera footage. Smith was unarmed when Heaggan-Brown fatally shot him in cold blood.
In October, Heaggan-Brown was charged with two felony counts for 2nd-degree sexual assault of intoxicated victim, 2nd-degree sexual assault of unconscious victim, one felony count for capture an intimate representation and two misdemeanor counts for prostitution-none maritial intercourse for the August 15 sexual assault of a male victim. If convicted of all counts, Heaggan-Brown is facing up to 40 years in prison for each count of sexual assault and up to $100,000 in fines for each count, 3 years and 6 months in prison and up to $10,000 in fines for one count of capture an intimate representation, and 9 months in prison and $10,000 in fines for each count of prostitution.
The Milwaukee Police Department suspended Officer Heaggan-Brown with pay pending the outcome of the case, but was later terminated. Heaggan-Brown was first identified by Hispanic News Network U.S.A. (HNNUSA) as the officer who fatally shot Sylville Smith, 23, in the Sherman Park neighborhood at N. 4th Street and W. Auer Ave. on August 13 and an unrest followed for weeks. 28 people were arrested and charged with various crimes resulting from the Sherman Park unrest after Smith was murdered by Heaggan-Brown.
Sylville Smith's brother, a cousin and several others held a press conference and expressed that Milwaukee Police Chief Eward Flynn and Mayor Tom Barrett had initially claimed that Smith was a career criminal and that then Officer Heaggan-Brown had reason to fire at Smith, a known criminal. Smith was not a convicted felon, but had received a Conceal Carry License to possess a concealed weapon. Chief Flynn previously indicated that a photo showed Smith with a handgun before getting shot and then a second fatal shot within 1.6 seconds. Flynn says, that Heaggan-Brown was under a stressful split second decision to protect his life at the time. Heaggan-Brown walked up to Smith when he was on the ground and shot him at point blank. Chief Flynn seem not to happy, that a stressful act would not be considered as justified for discharging a second shot, even if the victim was unarmed.
The Smith family told media sources that no one from the Milwaukee County District Attorney's Office or the Milwaukee Police Department had contacted them about filing a homicide charge against Heaggan-Brown. Another speaker asked why did Chief Flynn and Mayor Barrett claimed that Smith was a known criminal? Chief Flynn during a press conference stated, that Sherman Park residents didn't ignite a riot after Smith was killed, but criminals who did not live at the Sherman Park neighborhood and were friends with Smith, the deceased.

Milwaukee, WI - On Tuesday, Christine Neumann-Ortiz, the Executive Director of Voces de Frontera (VDLF), a workers and immigrant rights non-profit organization announced that VDLF will be part of a coalition composed of public elected officials, religious groups of all faiths, immigrant and refugee rights groups, workers, Muslims, women, DREAMers, Afro-Americans, Jews, LGBTQ community and other organizations that will hold a national day of action and resistance movement against President-elect Trump's political advocacy for hate, racism, creating division among Americans and anticipated mass deportations of DREAMers and undocumented immigrants including refugees. VDLF and groups support and advocate for the creation of sanctuary cities to protect undocumented immigrants. 
The National Day of Action and Resistance against Trump's advocacy for racism and hate during his election campaign is set for Saturday, January 14, 2016. VDLF will initiate a march from their main office at 1027 S. 5th St. at 11:00 a.m. and will head to the Milwaukee County Courthouse in Downtown Milwaukee for anow outdoor rally.

Milwaukee Common Council Approved $1,600 Cost For Private Property Lateral Replacement

It will be mandatory for residential toxic lead laterals to be replaced in Milwaukee when they fail, damaged or broken.

Milwaukee, WI - On Tuesday, the Milwaukee Common Council on a vote of 12-3 passed a mandatory lead service line replacement requirement for a cost-share structure between the City and private property owners, which would mandate full replacement, if a lead lateral connected to the City's water main is damaged, fails, leaks, breaks or the water main is replaced due to infrastructure repair. Under an amendment added to the lead lateral mandate, a quarterly report and financial impact assessment would be required.
Private property owners would now be required to pay $1,600 of the cost to replace the full toxic lead lateral connections and the City would pay 2/3s of the cost. Home owners would have an option to pay in full for lead lateral replacement or would be given up to ten years to pay by including the cost in their property taxes with low interest rates.
The Freshwater For Life Action Coalition (FLAC) had argued that lead laterals on private properties were owned by the City, since the City in 1872 mandated the use of lead laterals to be connected from the City's water main into buildings, but Alderman James Bohl told members of the Common Council that under state law and other legal decisions including the opinion of the City Attorney, that it has been determined that lead laterals in private property are owned by the property owner.
Alderman Mark A. Borkowski argued that the mandate to stop using lead laterals began in 1986 and it wasn't until 2004 that City Aldermen became aware that they had an issue with lead laterals. Borkowski now says, that at least 90% of all Milwaukee homes could have lead lateral connections than previously reported. Aldermen couldn't confirm, if in fact the City stopped mandating the use of residential lead laterals connections to the water main in 1951.
According to a June 16, 2016 memorandum from Kate Pawasarat, Community Analytics Analyst for the City of Milwaukee Department of Administration Budget and Management Division, she reported the following information.
There are approximately 74,600 properties with lead service lines in the City of Milwaukee.
• Based on property assessment class information, 91.5% of properties with lead service lines are
residential.
• Approximately 68,300 residential properties or 54.2% of all residential properties in the City of Milwaukee have lead service lines.

Statement from FLAC Spokesperson Robert Miranda, "Even though Common Council voted to pass the Mayor's proposal based the opinion of the City Attorney that ownership/responsibility of the lead laterals on the homeowners side is property of the homeowner, I have forward the City Attorney's opinion to a lawyer from EarthJustice based in Washington DC., who is an expert on lead lateral ownership issues and who informed me that she will review the City Attorney's opinion and let me know where we stand. Since the Common Council will not take the responsibility to get a second opinion to ensure the citizens are not being unduly taxed again, we'll have to do the work of the people who we elected to represent us, but decided they work more for the government than they do for the people."

In other Milwaukee Common Council action on Tuesday:

• A 10-day Class B Tavern and Public Entertainment Premises license suspension was approved for both Kaña Mojito Club, 625 S. 5th St. operated by Angel Velazquez and La Cage, 801 S. 2nd Street operated by Michael Jost. Alderman José G. Pérez voted for license suspension along with other aldermen. In the case of Kaña Mojito Club, Velazquez failed to call police after a woman was assaulted inside the club. The woman suffered a broken eye socket and brain trauma, according to the City Attorney's Office. The Common Council vote 10-5 to reduce the 60-day suspension to a 10-day suspension under recommendation by Alderman Pérez.
In the case of La Cage, the Common Council on a vote of 15-0 decided on a 10-day suspension for lack of providing surveillance cameras and a nuisance complaint by a neighbor.


City of Milwaukee Municipal IDs To Be Issued To Local Residents In January

The City of Milwaukee License Division confirmed, municipal IDs will be available in January for local residents.

Milwaukee, WI - On Tuesday, Jim Cooney, License Specialist III from the City of Milwaukee License Division confirmed that City municipal IDs will become available for residents in January. According to Cooney, the City's License Division will start issuing the citywide municipal IDs to local residents in 2017.
Eligible residents applying for a municipal identification (ID) card can be any resident from the age of 14 accompanied by parent or guardian and older. Residents will pay a fee of $10.00 to get an ID (a replacement ID would cost $5.00) and will be good for five years.
Residents would need identity documents (U.S. or foreign passport, Consular ID, Permanent Residency card (Green card), U.S. state or federal ID and a U.S. state license) and must have lived in the city for 15 days to be eligible to get a municipal ID. The ID will be mailed to applicant.
An applicant must notify the City Clerk's Office within 10 days, if ID is lost or stolen and any change of address.
ID won't be valid or authorized for voting purposes.
If you are unable to meet the requirements of an ID application, an appeal could be made with the City Clerk's Office.

FLAC Challenges Milwaukee City Attorney's Opinion That City Doesn't Own Toxic Lead Laterals Connected To Homes

Milwaukee, WI - The Milwaukee Common Council will take the issue up and discuss who is responsible for replacing at least 70,000 toxic lead laterals connected to homes from the City's water main. The public won't be allowed to address the Council members during the hearing. The Milwaukee City Attorney's Office sent an opinion to the Milwaukee Common Council suggesting that the half portion of a toxic lead lateral on private property is owned by the home owner. The home owner could be mandated by the Council to pay at least $1,600 to replace them when in need, whether the laterals break or an emergency to remove them arise.
Robert Miranda, from the Freshwater For Life Action Coalition (FLAC) argued, that the opinion of the City Attorney is wrong and that the City should pay the full replacement cost of the lead laterals, just like Philadelphia is doing today. 
FLAC has been advocating for the City to replace all of the toxic lead laterals as soon as possible instead of waiting until the laterals need replacing.
Miranda says, that "on December 13, 2016 the Milwaukee Common Council will be voting on a proposal to have homeowners pay as much as $1,600, to be paid via your property tax up to ten years, to remove lead laterals in the event of leaks, brake down or other emergency. The City Attorney's opinion on this matter is that these lead laterals are the property of homeowners."
In the Milwaukee Water Department Rules, Regulations and Penalties dating 1872, the City mandated for lead laterals to be connected from the City's water main and extended to the inside of buildings and the practice lasted until 1951, making the City the owners of the lead laterals, according to Miranda.
FLAC has started a campaign for property owners to contact the Milwaukee Common Council requesting to suspend their decision to have owners pay for partial removal of lead laterals and is also pushing for the City to fund the full replacement of laterals.
Miranda and FLAC members want the Milwaukee Common Council to suspend their decision to have property owners pay for part of the removal of lead laterals until it is determined who actually owns the laterals.
Last month during a Water Task Force Committee hearing, FLAC requested that property owners of homes rented out to local residents should also make information available that the home has a lead lateral connected to the City's water main, according to Miranda. Today, homes with lead paint are identified and information made available to residents.
Milwaukee Alderman Tony Zielinski from the 14th Aldermanic District released the following statement on his Facebook (FB) account to district residents, "In the 2017 budget, the City adopted a policy under which it will require all laterals that break to be replaced.  In addition, if the City replaces your water main as part of a road construction project, your lead lateral will have to be replaced as well.
"I knew that the cost of replacing these laterals can be high – often as high as $5,000.  That’s why I supported the proposal to have the City ensure that home owners would pay no more than $1,600 to replace their laterals.  Yes, you heard that right. Instead of paying $5,000 you pay $1,600. Moreover, you can take up to 10 years to pay the $1,600 at a very low rate of interest.
"So to summarize, you will be paying much less to have the lateral replaced and you will be significantly lowering the amount of lead in your water."
The 14th Aldermanic District has 9,452 homes including buildings with lead lateral connections to the City's water main, according to the City of Milwaukee Water Works.
Rob Petrie on FB raised the following questions in response to Ald. Zielinski's statement, "Do the terms of a payment plan stay with the house, thus making them a financial disclosure made to potential buyers? Or do they follow the person signing for the payment plan even after a sale of the property?"


Pitbull Fatally Shot By Milwaukee Police At Domestic Violence Call In Milwaukee's Southside

The owner of the pitbull dog informed police officers that she had a dog, but police shot it, the dog while bleeding fled and then dropped dead nearby.

Milwaukee, WI - On Sunday, Milwaukee police officers responded to a domestic violence call around 12:01 p.m. at the 1800 block of S. 6th Street to investigate a battery domestic violence complaint. When the officers arrived at the scene near W. Maple and S. 6th Street, a woman informed the officers that she had a pitbull dog, but the dog was shot by police. It is not clear why police shot the dog, but the dog fled the scene while bleeding once it was shot and later dropped dead nearby from the fatal shooting injury. Children were heard screaming and crying at the scene, according to a neigbor.
In photos posted on Facebook within minutes of the incident by Katherine Crespo, a woman is seen carrying the dead dog after it was shot by police. According to a neighbor, the dog owner asked police, why did you shoot my dog, I told you I had a dog and papers.
No one was taken into custody at the scene, according to the neighbor. Police have not released any information about the shooting ofor a pitbull, any arrest made and why police killed the woman's dog.

Bismarck, N. Dakota -  A class action lawsuit by the National Lawyers Guild (NLG) representing nine Plaintiffs, Vanessa Dundon, Jade Kalikolehuaokalani Wool, Crystal Wilson, David Demo, Guy Dullknife III, Mariah Marie Bruce, Frank Finan, Israel Hoagland-Lynn and Noah Michael Treanor was filed in the U.S. District Court, District of North Dakota, Western District against Defendants, Kyle Kirchmeier (Morton County Sheriff), Morton County, City of Mandan, Jason Ziegler (Mandan Chief of Police), Stutsman County, Chad Kaiser (Stutsman County Sheriff), and DOES 1-100 claiming the use of excessive force and violated the First and Fourth Amendment rights of plaintiffs on November 29, 2016 at the Backwater Bridge in Connor Ball. The case, Dundon v. Kirchmeier, Case No. 1:16-cv-406 was filed in late November and "Plaintiffs seek a TRO and Preliminary Injunction that will prohibit Defendants, their employees, and those acting in concert or active participation with them, from using excessive force in responding to the pipeline protests and prayer ceremonies."
According to the case filing, the Plaintiffs claimed that the Defendants violated their Constitutional rights, which includes "their First and Fourth Amendment rights by using highly dangerous weaponry, including Specialty Impact Munitions (SIM, also known as Kinetic Impact Projectiles or KIP), explosive "blast" grenades, 
other chemical agent devices, and a water cannon and water hoses in freezing temperatures, to quell protests and prayer ceremonies associated with opposition to the Dakota Access Pipeline (DAPL).
"DAPL is being built immediately north of the Standing Rock Sioux Reservation and is planned to traverse the Missouri River at Lake Oahe. On November 20, 2016, the Plaintiffs were peacefully and legally in the area of Backwater Bridge on Route 1806 near the Standing Rock reservation. Defendants unleashed a violent, unjustified, and unprovoked physical attack on Plaintiffs and others, without warning or opportunity to disperse. As a direct result of Defendants' illegal use of force, Plaintiffs suffered severe injuries, including a 21-year-old woman (Sophia Wilansky) whose arm was nearly torn off by an explosive grenade and is currently undergoing multiple surgeries and facing permanent disability, and another woman who was shot in the eye causing a serious eye injury with ongoing severe pain and possible permanent blindness in that eye. Defendants deployed an arsenal of dangerous implements and devices, including SIM (such as lead-filled, shotgun-fired 'beanbags' and high-velocity plastic and foam rubber 'sponge rounds'); explosive flashbang-like grenades such as "Instantaneous Blast CS grenades" and Stinger grenades; other chemical agent devices; and a high pressure water cannon and fire hoses, despite the subfreezing temperature...Defendants' unjustifiable use of violent, excessive, military-style force against peaceful protesters came to a head on the evening of November 20, when more than 400 water protectors came to a bridge on Highway 1806 across from an inactive DAPL construction site less than a mile from the Oceti Sakowin Camp...Dozens of Morton County officers, City of Mandan police officers, and other assisting law enforcement officers arrived at the bridge in riot gear along with City of Mandan fire trucks and a Stutsman County Sheriff's Department armored vehicle with a water cannon mounted on top. Id. Despite sub-freezing temperatures and a barbed-wire fence separating the water protectors from the police and the construction site, Defendants used water cannon and fire hoses  on the water protectors. Id. Defendants also attacked the water protectors with chemical agents, explosive grenades, and SIM...Sheriff Kirchmeier and the other defendants were well aware that their actions were likely to cause great bodily harm and constituted intentional and reckless use of excessive force.
"However, the next day, Defendants Kirchmeier and Mandan Police Chief Jason Ziegler publicly defended use of the water and indicated that they would do it again...Plaintiffs seek a TRO and Preliminary Injunction that will prohibit Defendants, their employees, and those acting in concert or active participation with them, from using excessive force in responding to the pipeline protests and prayer ceremonies. Specifically, the indiscriminate use of SIM, explosive grenades, chemical agents, Directed Energy Devices, sound cannons, and water cannons or hoses, as means of crowd dispersal should be prohibited...Plaintiffs respectfully request that this Court enter a preliminary injunction and, pending the preliminary injunction hearing, that this Court schedule an emergency hearing and issue a temporary restraining order for the relief requested in the Complaint."

Wauwatosa Police Officer Joseph A. Mensah Won't Face Charges For Jay Anderson Jr.'s Homicide

The Milwaukee County District Attorney's Office decided not to charge Wauwatosa Police Officer Mensah for the June homicide of Jay Anderson Jr. at Madison Park.

Wauwatosa, WI - The Milwaukee County District Attorney's Office announced that Wauwatosa Police Officer Joseph A. Mensah will not be charged with the June 23, 2016 homicide of Jay Anderson Jr. Officer Mensah shot Anderson multiple times while he was inside a vehicle.
The investigative agency of the shooting, the Milwaukee Police Department determined that Wauwatosa Police Officer Mensah had reasonable justification in killing Anderson when he lowered his arms. Mensah told investigators that he feared for his life after noticing a handgun next Anderson in the front seat in his vehicle.
The Anderson's family attorney confirmed that police have not released any photos of the gun in the front seat. A dash camera video from Officer Mensah's squad shows when he fired multiple shots at Anderson when he lowered his arm.
Anderson had been sleeping in his vehicle at the Madison Park when Officer Mensah approached and woke him up. According to the police report, Mensah called for backup, but failed to back off from Anderson's vehicle to wait for other officers.
The Anderson family has requested a federal investigation into Jay's homicide. Wauwatosa Police Officer Mensah was not wearing a body camera at the time when killed Anderson and no witnesses to shooting were present.
Officer Mensah was involved in a previous shooting death as well. On July 16, 2015, Officer Mensah fatally shot Antonio Gonzales, 29, after he approached Officer Mensah and his partner wielding a sword. The Milwaukee District Attorney's Office didn't charged Mensah for Gonzales homicide.
The Milwaukee County Examiner's Office classified such officer related fatal shootings as homicides. The Milwaukee County District Attorney's Office later determines, whether the homicides involving police officers were justified.



Santos L. Martinez Wanted In Connection With Dragging A Waukegan Police Officer With Vehicle At Gas Station

Martinez fled the scene, but dragged a Waukegan police officer with a stolen auto at a gas station.

Waukegan, Illinois - On Wednesday, the Waukegan Police Department (WPD) released the identity and a booking photo of Santos L. Martinez, 18, who dragged a Waukegan police officer as he hanged on a vehicle door. The officer is one of multiple officers who attempted to take Martinez into custody at a gas station located at the 900 block of Grand Ave. Martinez was driving a stolen four-door 2005 gray Volkswagon.
None of the officers fired a shot at Martinez even when he used the stolen vehicle as a weapon.
According to a press release, the WPD obtained a warrant for Martinez who dragged an officer this past weekend. The WPD is actively looking for Martinez.  He is wanted on $250,000 felony warrants for Aggravated Battery to a Police Officer and Resisting Arrest. The WPD considers him to be dangerous.

Update: Waukegan police detectives arrested Santos L. Martinez on Friday, December 9, 2016 at 2:40 p.m. Martinez was spotted on foot by detectives at the intersection of Washington Street and Fulton Ave., according to Waukegan police.

Cannon Ball, N. Dakota - On Sunday, the White House has confirmed that President Barack H. Obama has ordered the U.S. Army Corps of Engineers to deny the final easement permit for the Dakota Access Pipeline (DAPL), which the easement denial certainly will kill the Black Snake before it crosses the Missouri River in Cannon Ball. Obama's decision ensures that DAPL is dead stopped under his administration and the Standing Rock Sioux Tribe has won the battle to keep the fresh water Missouri River clean for 18M people along the river.
President-elect Trump's administration will inherit the Standing Rock #NoDAPL issue in 2017. The Standing Rock Sioux Tribe and allies have succeeded in getting the U.S. Army Corps of Engineers to deny the final easement to DAPL and for an environmental impact evaluation to be done, which will takes months to finish causing a financial burden to DAPL. 
The Morton County Sheriff's Office, the N. Dakota governor, N.D. State Patrol, assisting law enforcement agencies from 9 states and the N. Dakota national guard will nowork be facing possible federal lawsuits for their illegal acts against Native Americans and allies during the #NoDAPL protests and peaceful prayer ceremonies.
The State of N. Dakota has spent more than $10M in protecting DAPL interests and allowed excessive use of force to be used by law enforcement agencies.
The #NoDAPL movements around the nation and in N. Dakota, which had received very little news coverage by the main stream medía have now killed DAPL, the Black Snake in Cannon Ball.

Army will not grant easement for Dakota Access Pipeline crossing

The Department of the Army will not approve an easement that would allow the proposed Dakota Access Pipeline to cross under Lake Oahe in North Dakota, the Army's Assistant Secretary for Civil Works announced today.
Jo-Ellen Darcy said she based her decision on a need to explore alternate routes for the Dakota Access Pipeline crossing. Her office had announced on November 14, 2016 that it was delaying the decision on the easement to allow for discussions with the Standing Rock Sioux Tribe, whose reservation lies 0.5 miles south of the proposed crossing. Tribal officials have expressed repeated concerns over the risk that a pipeline rupture or spill could pose to its water supply and treaty rights.
"Although we have had continuing discussion and exchanges of new information with the Standing Rock Sioux and Dakota Access, it's clear that there's more work to do," Darcy said. "The best way to complete that work responsibly and expeditiously is to explore alternate routes for the pipeline crossing."
Darcy said that the consideration of alternative routes would be best accomplished through an Environmental Impact Statement with full public input and analysis.
The Dakota Access Pipeline is an approximately 1,172 mile pipeline that would connect the Bakken and Three Forks oil production areas in North Dakota to an existing crude oil terminal near Pakota, Illinois. The pipeline is 30 inches in diameter and is projected to transport approximately 470,000 barrels of oil per day, with a capacity as high as 570,000 barrels. The current proposed pipeline route would cross Lake Oahe, an Army Corps of Engineers project on the Missouri River.

U.S. Army War Veteran Stands With Standing Rock And Condemned Use Of Violence By Police Against Native Americans

Statement released and posted by Zooniya Ogitchida in his Facebook account, a U.S. Veteran at Standing Rock. Ogitchida reflects his moment at the front line just across the Backwater Bridge near the Oceti Sakowin Camp. More than two thousand Veterans will be at Standing Rock these week to engage in a peaceful protest, prayer ceremony and to protect water protectors from abusive violence by law enforcement officers including the Morton County Sheriff's Office.

The following is Ogitchida's statement, "I walked up to the frontline, wearing my ACU top (uniform), with my Sergeant rank, my name tape, U.S. Army and flag. behind me there was hundreds and hundreds of water protectors. I wanted to walk up alone, so I did. As I walked up they begun to take their positions. Some sheriff captain and a few other officers came to greet me. I stood there on top of a barrier concrete divider, looked at all them Police/sheriffs. in front of me Concertina razor wire, around me... burnt ashes and wet abandoned clothes. I said to them,
"I am a 10 year, 2x war veteran. I am not a protestor, I am an Ogitchida, I am here to protect these people from you. I am a defender of the Constitution. I came to see this for myself. I seen the rubber bullets, I seen the gas, I seen the attack dogs, I seen the water at freezing temperature. I seen the riot gear and the violence inflicted on so many U.S. Citizens. I seen how you've been mistreating my people. I am the first of many warriors to come."
"Then what looked like to me a thousand water protectors came walking up behind me to the front line.
"As I stood there on top of the concrete divider with the razor wire, I said, "If you're going to shoot rubber bullets, shoot them at me, at this uniform."
"The captain and the other officers said to me they appreciated my service. I said, "I wish I could say the same."

Kosciusko Community Center Is A Public Facility Contrary To "Not Public Per-se" According To Milwaukee County Employee

Media was not allowed to news video record at the Kosciusko "Kozy" Community Center during the water filter give away to local residents.

Milwaukee, WI - On Wednesday, some media outlets including Hispanic News Network U.S.A. (HNNUSA) were not allowed to news video record at the Kosciusko "Kozy" Community Center, 2201 S. 7th Street during a water filter give away to local Milwaukee area residents who still have fresh water toxic lead laterals connected to the City of Milwaukee water main. The water filters were being given out as a bandage fix from the City of Milwaukee for residents as a first come, first serve basis, who reside in homes that still have the toxic lead laterals.
Media outlets were not allowed to news video record inside the building unless they received permission, but they could only record the legs and feet of those residents waiting in line to get their free water filter because the facility was not public per-se, according to a Milwaukee County worker.
To date, the KCC has not been privatized and is a County run facility. The Milwaukee Parks officials were contacted for comment concerning the issue that the KCC is "not public per-se."
Paula Johnson-Boorse, the Sr. Executive Assistant to Director John Dargle, Jr. from the Milwaukee County Department of Parks, Recreation & Culture released the following statement,  "Kosciuszko Community Center remains a public facility, however, we also serve the community though a variety of membership-based programs and recreational opportunities. Many of these members are children and teens who use the facility for after school programming and tutoring. Because these minors, or more accurately their parents and guardians, have not all given permission for their likeness to be filmed or used, we ask that filming in the facility only take place in areas that are in use by the public, and not our membership base.
"We commend the efforts of the community organizers to distribute water filters for those who have a need for them and would be happy to accommodate filming in the areas of the building that area accessible to the public."
According Johnson-Boorse, the KCC is a public facility and the lobby would be considered an area where video recording could have been allowed, since it was not an area of youth activity. Apparently, the Milwaukee County worker wasn't well informed regarding the policy and banned video recording where permitted.
12th District Milwaukee County Supervisor Peggy West on the contrary questions Johnson-Boorse's statement that the Kosciusko Community Center is actually a public facility, since the KCC has denied people access to use the restroom. According to Supervisor West, the KCC doors are locked and people must have a paid membership to get access to use the restroom at the County facility. West stated, "I've bought a membership for an elderly gentleman, Ricardo Dorantes, so he could use the rest room there. Its private with public access. If it wasn't, why are the doors locked?"
Not allowing Milwaukee taxpayers, local residents or even homeless people access to a restroom at the KCC draws questions about accessibility for those in need to use the rest room. It is illegal to urinate or defecate at the park grounds or in public, but when in need of an emergency, what would be the alternative for people, some might argue.
The restroom restrictions issue is problematic for others as well within the City of Milwaukee, many businesses post signs that restrooms are for customers only, but in reality as a business licensed by the City, it should have restrooms accessible to the public.
Currently, there is no County resolution or City ordinance restricting the public from using restrooms at County facilities or businesses in Milwaukee.
Supervisor West and other public elected officials can actually bring up the issue to the County Board and the Milwaukee Common Council to enact policy (resolution/ordinance) that rest rooms in County facilities and local businesses in the City of Milwaukee should be available to the public when opened.

Milwaukee Civil Rights, Farm Worker Rights And Education Activist Clementina Rocha Castro Passed Away

Rocha Castro was instrumental along with other Milwaukee Latino residents in the early 1970's in struggling for civil rights, farm worker rights and higher education for Latinos in Milwaukee and Wisconsin.

Milwaukee, WI - On Monday, Clementina Rocha Castro, 83, was born into internal life and is remembered for her civil rights activism during the Latino community struggle for reforms in the early 1970's, that led to higher education opportunities for Latinos, jobs and enforcement of farm worker rights in Wisconsin. Rocha Castro was among a group of Latino women known as the "Adelitas" that included the late Marla O. Anderson, Maria Ortega and others who marched and put themselves in the front lines along side with Latino male activists in the civil rights movement.
Rocha Castro along with the Adelitas marched from Milwaukee to the Madison with hundreds of Latinos/as to support migrant farm worker rights and enforcement of existing migrant farm laws. Rocha Castro and the Adelitas including more than 500 educational activists were also instrumental in eliminating the discriminatory barriers that kept Latino students from enrolling at the University of Wisconsin-Milwaukee on August 27, 1970. That historical incident is known as the "UWM Chapman Hall Takeover" which was led by the late Roberto Hernández, Ernesto Chacon, the late Dante Navarro, Armando Orellana and Jesus Salas who is still active in the struggle for Latino civil rights and immigration reform today.
Rocha Castro was a co-founder of La Causa Day Care in Milwaukee.

Funeral services: Visitation on Friday, December 2, 2016 from 4 p.m. to 8 p.m., remembrance at 7 p.m. at the Prasser-Kleczka Funeral Home, 3275 S. Howell Ave.
Also, visitation on Saturday, December 3, 2016 from 12 p.m. to 1 p.m. at the Lady of Guadalupe Church, 613 S. 4th St., following interment at the Forest Home Cemetery.
