Up To Eleven San Bernardino County Deputies Beat Horse Thief

NBC 4 news crew video captured up to seven to eleven San Bernardino County deputies beat a suspected horse thief over two minutes after he was tased and didn't resist.

San Bernardino, California - On Thursday, an NBC 4 News crew in a helicopter captured a brutal two minutes beating of a suspected horse thief by seven to eleven San Bernardino County deputies just before 3:00 p.m. The beating began after a suspect was tased and fell off the alleged stolen horse, had surrendered and then several deputies began to kick, punched, kneed, kicked in the groin and beat him as others joined in the beating for two minutes. The suspect layed on the ground with his hands in his back when the deputies jumped him and beat him.
The suspect then layed there for more than a half hour without getting any medical attention while some deputies were treated for dehydration and minor injuries from pursuing the suspect in the Deep Creek area of Apple Valley.
Since the news video footage of the brutal beating was aired, the San Bernardino County Sheriff's Office launch an investigation. The suspect was identified as Francis Pusok, 30. San Bernardino County Sheriff John McMahon stated that the video was disturbing and appears department policy was violated by the deputies involved. An internal investigation will determine to what degree the violations extended too. The deputies were equipped with digital audio recorders and will be reviewed, according to Sheriff McMahon.
The video shows that Pusok had surrendered and obeyed deputies commands when he was beaten by the deputies.
The San Bernardino video comes just days after another video captured North Charleston Police Officer Michael T. Slager, 33, murder Walter Lamar Scott, 50, an unarmed Afro-American after a traffic stop. Slager had claimed Scott had scuffle with him, had taken his taser and he feared for his life. The cellphone video recorded by Feidin Santana, 23, contradicted Officer Slager's claim and showed Scott was running away from Officer Slager when fire eight shots at Scott. Officer Slager was charged with murder.
In 2010, the U.S. Department of Justice (DOJ) began a probe into the murder of undocumented immigrant Anastasio Hernández Rojas, 42, but has not filed any federal indictments against eight border patrol and customs border protection agents and four supervisors. The U.S. Department of Homeland Security (DHS) including the DOJ and the Obama administration have attempted to cover-up the Hernández Rojas brutal murder at the San Ysidro Port-of-entry in California U.S. Border and Tijuana by not publicly addressing the inhumane treatment and murder of Hernández Rojas in the hands of a rogue group of border agents who conspired to cover-up the murder. 
In this case, a witness video helped determine that the federal border agents used deadly force ending with the death of Hernández Rojas.
The agents and border supervisors who have have not been charged for the Hernández Rojas murder, but were found to be liable in September 2014 by a federal judge. The Hernández Rojas family has been waiting for justice for almost five years. They agents and supervisors were identified as Phillip Krasielwicz, Gabriel Ducoing and Derrick Llewellyn; Immigration Enforcement Agents Harinzo Naraisnesingh and Andre Piligrino; Customs and Border Protection Officers Kurt Sauer and agent Allen Boutwell; Border Patrol Supervisors Ishmael Finn, Guillermo E. Avila and Edward C. Caliri, and Custom and Border Protection Supervisor Ramon De Jesús were responsible or contributed to Hernández Rojas homicide in 2010, according to a federal judge.
