39-year-old Ricardo Mondragon-Martinez, The Paletería Yayo Popsicle Street Vendor Who Was The Victim Of An Aggressive Assault At Mitchell Park Arrested In Milwaukee


Mondragon-Martinez is being held at the Milwaukee County Sheriff's Office jail on a warrant from Outagamie County.

Milwaukee, Wisconsin - On Monday, Ricardo Mondragon-Martinez, 39, was taken into custody and booked at the Milwaukee County Sheriff's Office jail and was placed on hold (no bail) for the Appleton Police Department. According to court records, Mondragon-Martinez has had an open bench warrant since November 19, 2018 in Outagamie County for one misdemeanor count for operating a vehicle without a driver's license (second offense in 3 years). He was charged with the misdemeanor on June 13, 2018, according to court records.

If convicted in Outagamie County, Mondragon-Martinez is facing up to 6 months in jail and up to $1,000 in fines, or both.

Mondragon-Martinez was charged on Wednesday, May 8, in Milwaukee County with assault indecent exposure or intoxication, which is only a forfeiture U (fine), a $484.00 bond was set. Mondragon-Martinez is scheduled for a intake hearing for July 3, 2024.

On September 20, 2023, Mondragon-Martinez pleaded no contest in Milwaukee County to possession of alcohol beverages and was fined $326.50, which is still due today. 

A Facebook (FB) video of Mondragon-Martinez went viral on Sunday when Aaron Thompson III,  who is Afro-American took Mondragon-Martinez's Paletería Yayo popsicle cart without permission, tipped it over and then fled laughing at Mitchell Park on Cinco de Mayo 2024. Mondragon-Martinez, a Mexican popsicle street vendor with Paletería Yayo began drinking after the incident and a majority of the Southside Latino community using FB became outraged and called for Mondragon-Martinez to get Justice.

Thompson III on Monday after he was identified apologized to Mondragon-Martinez in person during a gathering organized by the Wisconsin Brown Berets in the Southside of Milwaukee. Thompson III gave Mondragon-Martinez $100 after apologizing to him. (Full article link: https://shorturl.at/jzKPZ)


Update: The Wisconsin Brown Berets announced on Wednesday, Mondragon-Martinez was bailed out from the Outagamie County Sheriff's Office jail and remains free on bond.

Justice For Ricardo, The Southside Paletero (Mexican Popsicle Street Vendor) Who Became The Victim Of An Aggressive Assault At Mitchell Park On Cinco De Mayo 2024



The alleged assailant, Aaron Thompson III came out on social media accompanied by a member of the Wisconsin Brown Berets making an apology and offering to give Ricardo, the Mexican popsicle street vendor $100, after a $500 reward was offered leading to the identity of the Black individual that took the paletero's cart without permission and tipped it over, while running away and laughing about it. Milwaukee, Wisconsin - On Monday, the Black suspect who allegedly took a Paletería Yayo Mexican popsicle cart without permission and then tipped it as he fled running and laughing at Mitchell Park was identified as Aaron Thompson III, soon after a $500 reward was offered by Rafael Hernández and Adriana Bungee Hernández for information leading to his identity.

Thompson III on Monday in a posted Facebook (FB) video by Walter Garron who identified himself as a Wisconsin Brown Beret introduced Thompson III, who then confessed that he took the paletero cart, tipped it and ran from the scene laughing, which the Sunday incident was video recorded at Mitchell Park and went viral once the video clip was posted on FB. The viral video of the incident created outrage in the Southside of Milwaukee and a majority of FB users in social media continue to demand "Justice for Ricardo", the Paletería Yayo, LLC street cart vendor who was victimized at Mitchell Park.

So far, the usual wannabe Latino leaders (who only pose for mainstream media cameras on occasion) haven't organized a public hearing inviting police and the diverse Southside community and those effected to condemned all the chaotic Cinco de Mayo 2024 flag waving parading and cruising celebrations, reported shooting incident at W. Historic Michell St. and S. César E. Chávez Drive, including a Milwaukee police officer getting shot in the upper leg at S. Chávez Drive over the weekend in the Southside.

In Garron's FB video, Thompson III apologized for what he did and explained that he did it as joking around and stated that he was going to give Ricardo $100 and buy additional Mexican popsicles to be given away at a planned Mitchell Park cleanup gathering in the parking lot on Saturday at 10:00 a.m., which is being organized by Garron. Thompson III is expected to be at Mitchell Park on Saturday to help with the Mitchell Park cleanup.

A FB post dated April 30th by Milwaukee County Supervisor Juan Miguel Martinez and neighborhood volunteers are planning a Mitchell Park cleanup on Saturday at 12:00 p.m. behind the Mitchell Park Domes located in the Southside of Milwaukee.

Garron says that, if his planned cleanup at Mitchell Park goes beyond noon on Saturday, as a goodwill and community unity gesture, his group will gladly join Supervisor Martinez's cleanup group.

Supervisor Martinez released the following statement on Monday after Sunday's incident involving Thompson III and the Yayo paletero Ricardo, "It is extremely disappointing to see individuals causing disruptions at events meant to uplift our community. I am working to ensure that we make Cinco de Mayo a Countysponsored event in the future with proper security, not just police officers standing at entrances and exits, failing to address the altercations actually going on. Together, as a community, we can mitigate these situations by using the parks as a tool to stop these appalling incidents in the future." 

A second FB video posted by Garron who is working to unite both the Black and Latino Communities including defusing the current tensions and situation shows Thompson III at the Paletería Yayo location at the 1700 block of W. Lincoln Ave. showing Garron, Thompson III, Rene Adan, the owner of Paletería Yayo, LLC and Ricardo, the paletero victim of Thompson's aggression on Sunday. Adan, the owner of Paletería Yayo also posted a FB video saying that when Ricardo came out on Garron's FB video with Thompson III, Ricardo was allegedly intoxicated and made some out of place comments. Adan also stated that he wasn't aware of what happened at Mitchell Park and Thompson III's aggression against Ricardo, and that Recardo had started drinking after the incident on Sunday. Adan vowed to meet with police and the local alderman to seek justice for Ricardo and to address continued assaults and robberies targeted at paleteros. Once Ricardo can explain to Adan what actually occurred at Mitchell Park, Adan will then decide, if he will seek criminal charges against Thompson III on behalf of Paletería Yayo and Ricardo. Adan says that his employees (paleteros) have been robbed and assaulted on a daily basis, but on Sunday, an aggressive assault committed by Thompson III against Ricardo was video recorded and it went viral. Garron told Hispanic News Network U.S.A. (HNNUSA) when contacted Monday that Thompson III had contacted him to make an apology to the Southside community and to Ricardo, after Garron first posted Thompson's FB profile sent to him by several FB users who identified him. When Garron was asked, if he noticed before the interview at the Paletería Yayo business that Ricardo was showing signs of being intoxicated, Garron replied "Yes".

In addition, FB users that were at Mitchell Park on Sunday alleged that several black individuals in a Infinity vehicle stole from Rricardo and that one had been taken into custody. HNNUSA hasn't been able to confirm the incident.

Also, another viral video at Mitchell Park showed two Black individuals being taken into custody. A Milwaukee County Sheriff's deputy pulled a AR-15 style loaded pistol from the individual's waistband. Another deputy is seen unloading the weapon.

The Milwaukee County Sheriff's Office hasn't reported any information about their arrests. No weapons are allowed in Milwaukee County Parks.

Suspect Fired Multiple Shots At S. Chávez Drive And W. Historic Mitchell Street After Two Women Fought During Cinco De Mayo 2024 Chaotic Impromptu Crowd Gathering




An unidentified man was taken into custody after he allegedly fired multiple shots to the air just as two women brawled in the middle of the intersection.

Milwaukee, Wisconsin - On Sunday, around 8:15 p.m. Milwaukee police responded to the intervention of S. César E. Chávez Drive and W. Historic Mitchell Street to multiple shots fired. An armed male suspect was taken into custody by police.

According to a social media video posted on Facebook by Alvarez Maybelline, two women are seen in a brawl and then a male in a light sweatshirt intervenes while taking out a handgun, loaded the chamber and fired into air and then he walked West on Mitchell from S. Chávez Drive and fired multiple shots, and he then walked back to Chávez Drive as he was being video recorded from inside a vehicle at the corner. (Facebook video link: https://tinyurl.com/295r4dz8)

No one was reported injured. According to other individuals at the scene, a group of small motor bikes had gathered at the intersection and were burning rubber as police were about a block away.

Earlier, police had closed all 5 side streets between W. Greenfield Ave. to W. National Ave. along S. Chávez Drive at 6:00 p.m. and prohibited taco food trucks and vehicles from parking along Chávez Drive to avoid a gathering of Cinco de Mayo 2024 impromptu chaotic flag waving parading and cruising celebrations.

But a brawl broke out at S. Chávez Drive and W. Scott Street in the afternoon in front of McDonald's. Police were able to respond quickly. https://tinyurl.com/k8p624r4

Several incidents occurred at Mitchell Park, a crowd gathered and multiple Black men taunted a paletero (Mexican popsicle seller), one of the men took the popsicle cart and dumped it on the parking lot. The second incident, Milwaukee County Sheriff deputies arrested two Black men and one had a loaded short AK-15 pistol on his waistband.  

A reward of $500 is being offered by Rafael Hernández and Adriana Bungee Hernández for information leading to the individual who tipped the paletero cart at Mitchell Park.

Hernández told Hispanic News Network U.S.A. (HNNUSA) that shortly after posting the reward on social media, he received multiple responses that identified Aaron Thompson, 26, as the suspect who intentionally tipped the paletero cart.

On Friday and Saturday, all of the businesses along the S. César E. Chávez Drive including 7 taco food trucks failed to generate an estimated $512K of business sales compared to 2023 on the same Cinco de Mayo weekend.

This year, the impromptu flag waving parading and cruising crowds moved to the intersection of S. Chávez Drive and W. Historic Mitchell Street.

A business owner along S. Chávez Drive after hearing about the recent shooting, claimed that Milwaukee police only succeeded in criminalizing the S. Chávez Drive Bid 38 corridor and kept customers from shopping and patronizing the area.

Last year, several shootings were reported at a impromptu chaotic flag waving parading and cruising gathering at S. Chávez Drive and W. Scott Street, which a 17-year-old male was shot by police, arrested, charged with a felony and convicted.

Update: On Sunday, May 5, 2024 around 10:52 p.m., a Milwaukee police officer was reported shot thru the upper leg at S. Chávez Drive and W. Scott Street in the Southside of Milwaukee. A tourniquet was applied and he is expected to survive.

Milwaukee Hit-and-run Deceased Victims Identified As Ausberto Gutiérrez, 41, And Maycol Gutiérrez, 39, From Nicaragua

Two Nicaraguan brothers ages 41 and 39 killed in hit-and-run at the 1900 block of W. Lincoln Ave. in the Southside of Milwaukee.

Milwaukee,  Wisconsin- On early Sinday, May 5, 2024, at around 2:45 a.m., Milwaukee police responded to the 1900 block of W. Lincoln Ave. and located two injured Hispanic men who were pronounced deceased at the scene by the Milwaukee Medical Examiner's Office.

The victims were identified as Ausberto Gutiérrez, 41, aka, "Beto Ausberton" and Maycol Gutiérrez, 39, two brothers from Nicaragua, according to a source that wants to remain anonymous. Ausberto is survived by two young daughters.

According to police a vehicle heading Eastbound on W. Lincoln struck both the Gutiérrez brothers who were standing or walking by a parked vehicle, several other people were also inside the parked vehicle, which was also struck. The unidentified hit-and-run driver of the vehicle did not stop and fled the scene.

Police investigating the hit-and-run deaths recovered nearby video surveillance camera footage in the area showing a White SUV heading Eastbound on W. Lincoln Ave. with damage to the front passenger's side of the SUV and a broken left headlight.

Milwaukee police continue to search for a White Chevrolet Traverse SUV year model between 2013-2017 in connection with a fatal hit-and-run at the 1900 block of W. Lincoln Ave. on Sunday.

Apparently, the Gutiérrez brothers had just arrived at their destination (residence) by a woman who gave them a ride and they were saying goodbye to her and giving her some money for the ride, when the White SUV driver fatally struck them.

S. César E. Chávez Drive Business Corridor Failed To Generate More Than $512K In Two Days During Cinco De Mayo 2024 Due To Street Closures By Milwaukee Police

More than 48 businesses and 7 Taco food trucks along S. Chavez Dr. between W. National Ave. and W. Greenfield Ave. failed to generated more than $512K of business in two days compared to prior Cinco de Mayo weekend observance.

Milwaukee, Wisconsin - On Saturday, Hispanic News Network U.S.A. (HNNUSA) learned that the S. César E. Chávez Drive business corridor between W. National Ave. and W. Greenfield Ave. was prevented by the Milwaukee Police Department District Station 2 from generating more than $512K, after no parking restrictions along S. Chávez Drive went into effect Friday and Saturday from 6:00 p.m. to late at night, compare to prior Cinco de Mayo weekend sales.

Milwaukee police kept the Northbound and Southbound lanes of S. Chávez Drive opened, but vehicles including 7 taco food trucks were not allowed to park along Chávez Drive, some businesses closed their patking lots too, to prevent excess parking to impromptu flag waving vehicles and Cinco de Mayo revelers. Also, 5 streets going either Westbound or Eastbound between W. Greenfield to W. National were closed for through traffic into S. Chávez Dtive. The taco food trucks had to move to the side streets before 6:00 p.m. when no parking restrictions went into effect.

Since, the 5 streets, W. Madison, W. Scott, W. Washington, W. Mineral and W. Walker had no access to S. Chávez Drive, most vehicles could not park so customers could patronize any of the taco food trucks for two days.

On Sunday, May 5, 2024, the same parking restrictions and street closures from Friday and Saturday will continue.  

More than 20,000 vehicles drive through Chávez Dr. per day and more than 147,000 per week during the year.

In one day, consumers in the 53204 zipcode spent approximately $249,315.06. The biggest tax-generating base for the city comes solely from the Southside compared to other districts.

A 2006 city economic study reported that the Southside households in the predominately Latino community located inside Postal Zip Code 53204 in Milwaukee spent more than $91 million annually in retail goods, according to the Department of City Development statistics.

Milwaukee police decided to add no parking restrictions along S. Chávez Drive over the Cinco de Mayo anticipated annual impromptu chaotic flag waving parading and cruising celebrations. Well, as one business owner along Chávez Drive told HNNUSA, police managed to portray (criminalize) S. Chávez Drive as an alleged crime ridden area by closing streets in between from S. Greenfield to W. National Avenues. after 6:00 p.m., they kept businesses in Chávez Drive from generating business sales during a community Cinco de Mayo festive weekend.

U.S. Representative Cuellar and his wife, Imelda Cuellar charged with multiple criminal federal charges, if convicted, they face more than 200 years each in a federal prison.

Laredo, Texas - On Friday, a press release from the U.S. Department of Justice reported that the Federal Bureau of Investigation (FBI) arrested both U.S. Representative Henry Cuellar (D-TX) and his wife Imelda Cuellar for bribery and money laundering. The federal indictment was announced by Principal Deputy Assistant Attorney General Nicole M. Argentieri, head of the Justice Department's Criminal Division; Assistant Attorney General Matthew G. Olsen of the Justice Department's National Security Division; Assistant Director Michael D. Nordwall of the FBI's Criminal Investigative Division; and Deputy Assistant Inspector General Jason Loeffler and Special Agent in Charge Chris Hileman of the Department of State Office of Inspector General (DOS-OIG).

According to the federal indictment, Congressman Cuellar allegedly accepted $600,000 in bribes from two foreign entities in exchange for official acts as a member of congress. The indictment was unsealed Friday in the Southern District of Texas charging U.S. Congressman Enrique Roberto "Henry" Cuellar, 68, and his wife, Imelda Cuellar, 67, both of Laredo, Texas, with participating in two schemes involving bribery, unlawful foreign influence, and money laundering. Congressman Cuellar and Imelda Cuellar made their initial court appearance on Friday before U.S. Magistrate Judge Dena Palermo in Houston.

According to court documents, beginning in at least December 2014 and continuing through at least November 2021, Congressman Cuellar and Imelda Cuellar allegedly accepted approximately $600,000 in bribes from two foreign entities: an oil and gas company wholly owned and controlled by the Government of Azerbaijan, and a bank headquartered in Mexico City. The bribe payments were allegedly laundered, pursuant to sham consulting contracts, through a series of front companies and middlemen into shell companies owned by Imelda Cuellar, who performed little to no legitimate work under the contracts. In exchange for the bribes paid by the Azerbaijani oil and gas company, Congressman Cuellar allegedly agreed to use his office to influence U.S. foreign policy in favor of Azerbaijan. In exchange for the bribes paid by the Mexican bank, Congressman Cuellar allegedly agreed to influence legislative activity and to advise and pressure high-ranking U.S. Executive Branch officials regarding measures beneficial to the bank. 

Congressman Cuellar and Imelda Cuellar are each charged with the following offenses and if convicted, face maximum penalties as indicated: two counts of conspiracy to commit bribery of a federal official and to have a public official act as an agent of a foreign principal, five years in prison on each count; two counts of bribery of a federal official, 15 years in prison on each count; two counts of conspiracy to commit honest services wire fraud, 20 years in prison on each count; two counts of violating the ban on public officials acting as agents of a foreign principal, two years in prison on each count; one count of conspiracy to commit concealment money laundering, 20 years in prison; and five counts of money laundering, 20 years in prison on each count.

The FBI and DOS-OIG investigated the case.

S. Chávez Drive Parking Restrictions Go Into Effect To Avoid Chaotic Crowds During Cinco de Mayo 2024 Impromptu Flag Waving And Cruising Celebrations In The Southside Of Milwaukee

Special Events parking restrictions starting at 6:00 p.m. along S. César E. Chávez Drive not being enforced by MPD and City parking checkers during Cinco de Mayo 2024 anticipated chaotic impromptu flag waving parading and cruising over the weekend.

Milwaukee, Wisconsin - Under the direction of the Milwaukee Police Department District Station 2, a Special Events parking prohibition signs along S. César E. Chávez Drive between W. National Ave. and W. Greenfield Ave. in the Southside of Milwaukee.

El Supermercado El Rey, 900 block of S. Chávez Drive at 5:00 p.m. on Friday, May 3, 2024 closed its entrance to their parking lot from S. Chávez Drive and will close the entire parking after 8:00 p.m. and no vehicles will allowed to park without authorization.

The Foodmart associated with El Rey at the 1300 block of W. Burnham St. is also expected to close its parking lot as well.

So far, it appears that no parking restrictions are being enforced at 6:00 p.m. by MPD or City of Milwaukee Parking Enforcement Officers. Citations for parking at Special Events designated areas, the fines can vary from $200 to $500 and vehicles will be towed at owners expense.

Police and City Parking Enforcement Officers just before 8:00 p.m. began to enforce the no parking restrictions along S. Chávez Drive and cited vehicles that remained on Chávez Drive after the restrictions went into effect. The no parking restrictions are in effect until Sunday.

At the 1200 block of W. Historic Mitchell Street, several businesses were displaying Mexican flags for sale. But, not to much activity of vehicles displaying the Mexican flag reported in early afternoon.

A business owner along the S. Chávez Drive corridor says, that this year the business is expected to lose up to $7,000 per day, if the S. Chávez Drive is shut down in anticipation of the annual chaotic Cinco de Mayo impromptu flag waving parading and cruising in the Southside. If police shut down S. Chávez  this weekend after 6:00 p.m., only walk-in pedestrians will be allowed on S. Chávez Drive until the street is reopened.

Last year during the Cinco de Mayo 2023 impromptu flag waving parading and cruising, several shooters were shot and one 17-year-old male was taken into custody, Charged and convicted of a felony. Full article: https://tinyurl.com/2vwkdywk

14-year-old Damian Haglund Fatally Shot By Several Mount Horeb Police Officers, Including RSO Assigned To Middle School

Haglund allegedly stole his grandfather's deer rifle, took his grandfather's vehicle, crashed it at a house and then walked to the Mount Horeb Middle School and fired multiple shots in the parking lot before being fatally shot by several officers including the resource school officer with the Mount Horeb Police Department.

Village Of Mount Horeb, Wisconsin - On Thursday, the deceased 14-year-old Mount Horeb Middle School shooter was identified in social media (Facebook) as Damian Haglund. Haglund was allegedly shot dead by several police officers including the resource school officer with the Mount Horeb Police Department.

Just before 11:00 a.m. on Wednesday, Haglund allegedly stole his grandfather's deer rifle with ammo, took his grandfather's vehicle, crashed it at a house and than walked to the Mount Horeb Middle School parking lot and fired multiple shots. Several students alerted their parents and school officials.

Haglund before police arrived had gone to the cafeteria section and while outside banged on the glass window with the stock end of the rifle, apparently smiling at  horrified students inside the cafeteria.

Haglund was not able to get into the school, as police soon confronted him and fatally shot him.

Haglund was an eighth grader at Mount Horeb Middle School.

An ongoing investigation by authorities continues to learn what led Haglund to arm himself and attempt to get into the middle school.

Homicide Suspect 22-year-old Xavier L. Tate Jr, Arrested In Glendale Heights By Chicago Police And U.S. Marshals In Illinois

Glendale Heights, Illinois - On Wednesday, Chicago police and U.S. Marshals arrested murder suspect Xavier L. Tate Jr., 22, aka, "Zay" from Aurora in Glendale Heights, according to the Chicago Police Department.

The arrest was made on early Wednesday evening.

A $100,000 combined reward had been offered by the Cook County Crime Stoppers, the ATF (Bureau of Alcohol, Tabacco and Firearms) and the Chicago Police Memorial Foundation leading to the arrest and conviction of Tate Jr., the homicide suspect connected to the April 21 murder of Chicago Police Officer Luis Huesca, 30, at the 3100 block of W. 56 St. in the Southwest Gage neighborhood area in Chicago.

Tate was charged with 1st-degree murder, aggravated vehicular hijacking and possession of a firearm for the homicide of Chicago Police Officer Huesca.

According to the criminal complaint, Tate shot off-duty Police Officer Huesca multiple times in the face after dragging him out of his personal vehicle, then took Huesca's police badge, service handgun and his vehicle during the car jacking and fled the crime scene. Huesca was in full police uniform, had just ended his duty shift and was headed home, according to the Chicago Police Department.

The vehicle was later located.

Christine Neumann-Ortiz, the founder and Executive Director of Voces de la Frontera (VDLF) at an outdoor rally held at the Milwaukee Turners parking lot stated that former U.S. President Donald J. Trump (R) who is in Wisconsin on Wednesday, was "not welcome in Wisconsin", and that Trump "was the real threat to democracy, orchestrating a failed coup by your corrupt followers and white supremacists. We reject your racist platform that promises dictatorship, military style mass deportations, and family separation."

In 2020, the Wisconsin Latino vote was instrumental in defeating Trump and electing Joe Biden (D) as U.S. President, according to Neumann-Ortiz.

Trump was scheduled to hold a political rally at the Waukesha County Expo Center, according to the Trump campaign.

This year, VDLF and its allies called for President Biden through an executive order to provide work permits for the undocumented taxpaying workers in the nation, to also end 287G law enforcement and U.S. Immigration and Customs Enforcement partnership, for the Wisconsin State legislature to allow undocumented workers to apply for State driver licenses and to end the war in the GAZA.

Multiple speakers at the May Day 2024 rally confirmed that they are planning to stage major protests during the 3-day Trump MAGA Cult (RNC 2024) National Convention at the FISERV FORUM in July 2024.

Trump (R) will make a surprised visit to the Southside of Milwaukee (S. 5th and W. Washington Streets) where organizers of the annual May Day 2024 march have agreed to let Trump lead thousands of immigrant and allies along the march route. The May Day 2024 march will begin gathering at 9:30 a.m. and will start marching North on S. 5th Street and across the S. 6 Street viaduct at 10:30 a.m. to downtown Milwaukee.

35-year-old Miguel A. Aponte, Reggaetón Freestyling Artist "Incredulo" Facing Life In Prison For The Homicide Of Laeng Sanavongsay, 49, In Ozuakee County

Aponte, an inspiring Reggaetón freestyling singing artist from Waukesha is facing life in prison for the homicide of Laeng Sanavongsay in the Town of Crafton in Ozuakee County.

Town of Crafton, Wisconsin - Miguel A.  Aponte, 35, also known as "Incredulo", a popular Reggaetón freestyling singing artist from Waukesha is facing life in prison without the possibility of parole for the March 4, 2023 homicide of Laeng Sanavongsay, 49, from Texas in the Town of Crafton in Ozuakee County. Sanavongsay's body was found in a charred vehicle, with a gunshot wound to the left of the victim's head. 

The Ozuakee County Medical Examiner's Office (OCMEO) determined that Sanavongsay's death was a homicide. The OCMEO also found that Sanavongsay had suffered several broken ribs and that his wrist showed signs of being bound.

The Ozuakee County Sheriff's Office were able to get DNA from the interior and exterior of Sanavongsay's rented vehicle and when entered in the Combined DNA Index System (CODIS), a hit matched to Aponte's DNA.

A cellphone tracking system used by Ozuakee authorities tracked Sanavongsay's movement in the Milwaukee County area and Ozuakee, which included phone calls between Aponte and Sanavongsay.

Aponte was taken into custody 7 months after Sanavongsay's murder.

Aponte was criminally charged with 1st-degree intentional homicide, as a party to a crime, use of a dangerous weapon; false imprisoment, as party to crime; attempting to disfigured a corpse, as party to a crime, and felony bail jumping, according to Ozuakee County court records.

A $750,000 cash bond was set for Aponte. He is scheduled for a court proceeding hearing on May 22, 2024.

According to Waukesha County Court records, Aponte was charged with one felony count for child abuse, intentionally causing harm on October 24, 2023. Aponte has a scheduled court hearing for May 3, 2024. A cash bond of $250.00 was set for Aponte.

If convicted, Aponte is facing 6 years in prison and up to $10,000 in fines, or both.

According to Milwaukee County court records, Aponte was charged on August 20, 2022 with one felony count for manufacturing and delivering cocaine of more than 40 grams, and conspiracy to commit. If convicted, Aponte is facing up to 40 years in prison and up to $100,000 in fines, or both.

A cash bail of $1,500 was set for Aponte. A scheduled jury trial for Aponte is set for May 20, 2024.

On November 26, 2014 in Milwaukee County, Aponte pleaded guilty to one felony count for possession with intent to sell THC of 200 to 1000 grams and use of a dangerous weapon, and was sentenced to 3 years in prison, with two years incarceration and one year probation, but the Milwaukee County Court judge stayed the sentence to 30 months probation.

Aponte in an early age was introduced to Musica Urbana (Urban Music/Freestyling) leading to Reggaetón, and he created songs during his short career as an inspiring Reggaetón artist.

Milwaukee, Wisconsin - On Monday, Hispanic News Network U.S.A. (HNNUSA) learned that the Hispanic Chamber of Commerce of Wisconsin, Inc. (HCCW) Wisconsin State Charitable Organization license (non-profit status with the state) expired on July 31, 2023 and hasn't been renewed, according to the Wisconsin Department of Financial Institutions (DFI) Charitable Organization website.

When contacted on Monday, George Franco, the CEO of HCCW, Inc. confirmed that the organization's accountant is looking into it.

Franco also says that the HCCW has an active Board of Directors and has an office at its present location at 1021 W. National Ave..

The DFI on Monday confirmed that non-stock business portion of the HCCW is in good standing, but the DFI Charitable Organization confirmed that the State license as a non-profit for the HCCW had expired on 7/31/2024, nine months ago. 

On August 8, 2022, the HCCW sold the property for $714,334 to SJ Mason Properties LLC and on August 31, 2022, the property ownership was registered to SJ Mason Properties, according to City of Milwaukee property tax roll records.

The former HCCW building is being sold by SJ Mason Properties for $2,170,000 or leased for $17.00/SF MG, which has 12,000 SF and 13 parking spaces, according to real estate services Founders 3.

According to the HCCW non-profit organization's website (https://hccw.org/) and its IRS 990 2022 tax filing, the HCCW headquarters is still operating at 1021 W. National Ave. in the Southside of Milwaukee.

The HCCW website does not list or identify an active full Board of Directors. In 2022, the HCCW reported in their IRS 990 tax filing, the HCCW generated more than $535K in revenues.

Chicago, Illinois - On Saturday, Cook County Crime Stoppers and the ATF (Bureau of Alcohol, Tabacco and Firearms) offered $25,000 reward and the Chicago Police Memorial Foundation offered and additional $75,000 reward with a combined total of $100,000 reward leading to the arrest and conviction of Xavier L. Tate Jr., 22, aka, "Zay" from Aurora, the homicide suspect connected to the April 21 murder of Chicago Police Officer Luis Huesca, 30, at the 3100 block of W. 56 St. in the Southwest Gage neighborhood area in Chicago.

On Friday, Tate was identified as the murder suspect by Chicago Police.

Tate has been charged with 1st-degree murder for the murder of Chicago Police Officer Huesca.

SDC Shuts Down Operations Of 30 Programs And Laid-off 85 Employees While Restructuring After Misappropriation Of Funds Discovered

Milwaukee, Wisconsin - On Friday, all of the Social Department Commission (SDC) staff received a letter letting everyone know of the layoff decision. As of Friday, the SDC, which began operating since 1963 has shutdown its 30 service programs and had laid-off nearly 85 employees, according to Pamela Johnson, the SDC Interim CEO.

Johnson in a letter dated April 26, 2024 to all staff says, "This letter is to inform you that your employment with SDC is ending due to temporary closure the agency effective today. A reopen date has not been determined at this time."

George P. Hinton, the former chief executive officer of the SDC was forced to resign on April 18 after the SDC commissioners learned of more than $100,000 misallocation of weatherization program funds. William Sulton, the SDC commission's attorney told the Milwaukee Journal Sentinel that on April 19, the agency failed to pay 19 employees.

A week prior to Hinton's resignation, Patrick Kirsenlohr, the SDC finance director was terminated by Hinton when it was learned of the misallocation of funds in the weatherization program.

In March, after the SDC suspended its operation of the weatherization program, Robert Miranda from Freshwater For Life Action Committee (FLAC) and Get The Lead Out, also a former SDC Commissioner 2000-2004 called for the City of Milwaukee to do an independent investigation into the SDC Lead Safe Program too. Miranda also reported on his personal Facebook (FB) account that SDC's "Shabby work done at one home by SDC contractor cost taxpayers $134,000.00 for windows and siding, 1 door, 3 heater boxes and 12 sheets of drywall. Outrageous! No oversight. Total failure by MHD."

On Saturday, Miranda in his personal FB page posted regarding to SDC, "What a mess. Millions in tax dollars need to be audited. Where did it go?"

Laredo, Texas - On Wednesday, the Webb County Sheriff's Office confirmed that Deputy Peter Lozano III, 29, was suspended and placed on administrative leave after being criminally indicted for the February 12 death of Kassandra Lozano, 25, in a multiple vehicle crash on Loop 20 near Casa Blanca Lake. Lozano III is accused of driving a grey Chevrolet corvette while intoxicated and crashing into another vehicle that had crashed with a second vehicle. Kassandra was Lozano's passenger and girlfriend who succumbed to her injuries. Four other people including Lozano III suffered non-life threatening injuries.

Deputy Lozano III was criminally charged on March 27th with intoxication manslaughter with vehicle, intoxication assault with vehicle and 2 counts of aggravated assault with a deadly weapon, according to the criminal complaint.

A $200,000 cash bond for intoxication manslaughter was set for Lozano III and $100,000 cash bond for each additional count. Lozano III was booked at the Webb County jail and then posted bond on April 24, according to the Webb County jail records.

Lozano III, if convicted is facing from 2 to 20 years in prison and up to $10,000 in fines, or both for intoxication manslaughter; facing up to 20 years in prison for intoxicated assault with vehicle, and facing from 2 to 20 years in prison and up to $10,000 in fines, or both for each felony count of aggravated assault with a deadly weapon.

Lozano III was sworned in as a Webb County Sheriff's Deputy in mid 2020.

The Laredo Police Department investigated the case.

Chicago, Illinois - On Sunday, off-duty Chicago Police Officer Luis Huesca, 30, suffered fatal gunshot injuries at the Southwest area Gage Park neighborhood in Chicago by a unknown suspect, his police badge, service handgun and personal vehicle were stolen, the Chicago Police Department reported.

Officer Huesca was shot at least 20 times with automatic switch weapon after being pulled from his vehicle in what police believe was a carjacking. Responding nearby police officers to a shot spotter detector alert in the area just before 3:00 a.m. at the 3100 block of W. 56 St., near Kedzie Ave. found injured Officer Huesca in the roadway.

Huesca was declared deceased at a local hospital. Police say that the suspect removed Huesca's badge from his uniform, took his service handgun and personal vehicle.

Officer Huesca had just ended his shift and was headed home when he was targeted and killed. He was two days from celebrating his 31st birthday, according to police.

Huesca had 6 years of service with the Chicago Police Department.

Milwaukee Police Officer Marco A. López Reached Plea Agreement In Felony Fraud Case In Connection With The Death Of Keishon D. Thomas In 2022

López is scheduled for a plea/sentencing hearing on May 10.

Milwaukee, Wisconsin - Last Tuesday, April 16, Marco A. López, 41, a Milwaukee Police Officer under full suspension has reached a plea agreement resolution with the Milwaukee County District Attorney's Office (MCDAO), according to Milwaukee County court records. A plea/sentencing hearing for López was scheduled for May 10th.

López is charged with one felony count for misconduct/office-fraud/record/statement (making false record entries) in connection with the in-custody death of Keishon D. Thomas, 20, at Milwaukee Police Department District Station 5 in 2022.

Police Officer López, if convicted is facing up to 3 years, 6 months in prison and could be fined up to $10,000, or both. Officer López has over 12 years of service with the department. 

According to the criminal complaint, Officer López was to check Keishon and other individuals (inmates) in custody at the District Station 5 every 15 minutes during his shift. Video surveillance footage from inside the station showed that López did not check on the inmates including Keishon at least 10 times who were in custody.

Officer López was found to have falsely logged 10 times in the cell block booking sheet that he in fact checked on the inmates that were locked up, when in fact video surveillance footage inside the police station showed he did not.

Another Milwaukee Police Officer Donald W. Krueger, 50, pleaded no contest in March 2024 and was convicted for one felony count of misconduct in office and fraud in connection with the February 2022 death of Thomas while in custody. Former Milwaukee Police Officer Krueger retired before the felony conviction.

Krueger's sentencing under a plea agreement with the MCDAO, he was fined $5,000 and will serve no prison time, according to court records.

According to the criminal complaint, Krueger neglected Keishon, who was confined at the Milwaukee Police District 5 Station. He neglected Keishon by failing to garner him medical attention, despite seeing Keishon dry heave multiple times, being informed Keishon had recently ingested multiple controlled substances, noting Keishon's profuse sweating, and stating he was going to call an ambulance, which Krueger never did. Keishon ultimately died in custody at the district station.

Milwaukee Police Plan To Shut Down S. Chávez Drive On Cinco de Mayo 2024 Weekend To Prevent Impromptu Mexican Flag Waving Cruising And Chaotic Crowds

Police tentative plan to shut down S. César E.  Chávez Drive during the Cinco de Mayo weekend celebrations to prevent gathering of chaotic crowds, impromptu Mexican flag waving, parading and cruising.

Milwaukee, Wisconsin - On Friday, April 19, 2024, the S. César E. Chávez Drive Bid 38 business owners and several Milwaukee Police Department (MPD) officers including Sergeant Guadalupe Ramirez Cervantes from the MPD District Station 2 met at the Cristo Rey Jesuit High School to discuss public safety measures during the impromptu Cinco de Mayo celebrations in the Southside of Milwaukee.

Sinai Mendoza-Zarate, the Executive Director of the S. César E. Chávez Drive Bid 38 says that the Bid 38 is working with police to make sure that this year's anticipated Cinco de Mayo impromptu flag waving, parading and cruising by the Chávez Bid 38 Corridor is safe for the community celebrating the historic event.

The tentative plan, police are planning to shut S. Chávez Drive from W. National Ave. to W. Greenfield Ave. after 5:00 p.m. during Saturday, May 4, 2024 and Sunday, May 5, 2024 to prevent a large gathering of vehicles with individuals engaged in impromptu flag waving, parading and cruising along the S. Also, police will ask business owners with large parking lots on S. Chávez Drive to close them to prevent vehicles from parking.

Mexican food trucks will not be allowed on S. Chávez Drive after the street is shut down. The food trucks that usually park along S. Chávez Drive will need to move to side streets, according to police.

Victor Huyke, from El Conquistador Latino Newspaper and sponsor of the one-day Cinco de Mayo festival on Saturday, May 4 at the United Migrant Opportunity Services (UMOS) Corporate parking lot at the 2700 block of S. Chase Ave. told the attendees that on April 9, 2024, Milwaukee Police Captain Eric Pfeiffer from Police District Station 6 alleged that the Cinco de Mayo festival at UMOS had a car show and that afterwards some violence occurred at S. Chávez Drive. Captain Peiffer wrote, "There were some concerns that stemmed from last year's event that we wish to address and avoid some of the violence that happened later that night on César Chávez. One of the things of concern was the car show on the lot at UMOS. As you know from past events, the car show acts as a catalyst for cruising problems after the festival is done. Even though these past violent events have happened off the UMOS grounds, there is no doubt that the vehicles at the car show were part of those problems later..."

Huyke told police and those at the Chávez Bid 38 meeting that last year, there was no car show at the UMOS Cinco de Mayo one-day festival and what happened at S. Chávez Dtive occurred on its own and police failed to neutralize the chaos ending with two shootings at W. Scott Street and S. 15 place and at the 1200 block of S. Chávez Drive in the Southside of Milwaukee.

This year, the Cinco de Mayo festival at UMOS will include a car show and contest, according to El Conquistador advertisement.

Huyke also stated, that in the last 50 years of doing the Cinco de Mayo festival by UMOS in the Southside, no problems were ever reported.

Police haven't released any information about how many citations were handed out and how many vehicle related infractions occurred in the Southside of Milwaukee last year during the Cinco de Mayo impromptu flag waving, parading and cruising event.

Last year, a 17-year-old male suspect shot an automatic handgun in the air, he was then shot by a Milwaukee police officer for failing to put down his weapon, arrested, charged and convicted. (Full article link: https://tinyurl.com/2vwkdywk)

The Chávez Bid 38 members say that they are working with police to make sure the Cinco de Mayo impromptu flag waving, parading and cruising next month doesn't turn into violence and chaos like last year and the tentative closure of S. Chávez Drive will provide public safety for those celebrating the Cinco de Mayo weekend.

The Chávez Bid 38 plans to work with Kevin Kuschel, the Executive Director of Clarke Square Neighborhood Initiative to have an organized Cinco de Mayo event on S. Chávez Drive in 2025.

Editor's note: Prior closures of S. Chávez Drive has only diverted the impromptu flag waving cruising to other Southside mainstream areas that include W. Lincoln Ave., S. 6 Street viaduct, S. 13, W. Historic Mitchell Street, W. Burnham and W. Pierce Streets. Also, police and the S. Chávez Drive Bid 38 and the Clarke Square Neighborhood Initiative haven't reached out to local Latino media to educate the community about the consequences of engaging in chaotic acts and reckless driving during the impromptu flag waving cruising in the Southside of Milwaukee. As Police Sgt. Ramirez Cervantes explained, that last year they had a lack of resources to handle the anticipated problems that come with unorganized parading and flag waving cruising. Sgt. Ramirez Cervantes says that this year, they received resources to manage any anticipated issue during the Cinco de Mayo impromptu flag waving parading.

The lack of Latinos in supervisor positions in the Milwaukee Police Department, for example having Hispanic police captains and Latino supervisors in the chain of command at MPD has become an issue of trying to reinvent the wheel to handle the same community issues dealing with reckless driving, chaotic crowd gatherings, public drinking (beer/alcohol) and shooting incidents in the community not associated with organized Mexican and Puerto Rican festivals in the Summer months.
