Decomposed Body Found In Hildalgo County Identified As 11-year-old Undocumented Boy From Guatemala

The Hidalgo County Sheriff's Office confirmed that the decomposed body of an 11-year-old boy was found in a desert area on June 15.

La Joya, Texas - On Monday, the Hidalgo County Sheriff's Office (HCSO) released the identity of an 11-year-old boy as Gilberto Francisco Ramos Juárez whose decomposed body was found in a desert area at Patricio Pérez and Nopal Streets near the city of La Joya and about half a mile from a ranch. Juárez is originally from Huehuetenango, Chiantla, Guatemala, according to his brother from Chicago.
Juárez decomposed body had a white rosary, a brown buckled belt, jeans and a pair of black boots. His borther's phone number was found inscribed behind the belt buckle. The phone number led authorities to contact his brother in Chicago, who confirmed that about 25-days ago, Juárez, his uncle and other undocumented immigrants crossed into the U.S. from Reynosa, Tamaulipas, Mexico with an undocumented human smuggler (Coyote). Juárez became separated from the group and wondered into a desert area near La Joya.
The uncle got detained by U.S. Border Patrol and it hasn't been confirmed, if Juárez uncle alerted authorities that Juárez was missing.
Authorities also contacted Juárez father, who also confirmed that his son was travelling with his uncle and described Juárez belongings.
The HCSO says, an autopsy indicates that Juárez didn't show any signs of trauma, but might have died from a heat stroke. The toxicology results for Juárez has yet to be released.
President Barack H. Obama announced on Monday, that he will take executive action as allowed under the law to fix the broken down immigration system by the end of Summer. He also urged the U.S. Congress to pass a bill to make it faster to deport unaccompanied illegal alien children and adults. More than 80,000 of unaccompanied children are expected to be detained along the U.S. and Mexico border.
More than 170,000 of undocumented immigrants from South and Central America travel through Mexico on their way to the U.S. border. A recent surge of migration to the U.S. border by unaccompanied children has forced Obama to take action.
By the end of Summer, the Obama administration would have deported more than 66,000 of undocumented immigrants.
Last week, U.S. Representative Darell Issa (R-CA) called on President Obama to deport DREAMers and upscale the deportation process more quickly. Issa blamed the president's Deferred Action for Childhood Arrivals (DACA) for the new wave of unaccompanied children crossing into the U.S. But, DACA only applies to undocumented children brought to the U.S. by their parents before June 15, 2007. Issa's belief has been gaining support in the House of Representatives.

Kenosha, Wisconsin - The Kenosha Police Department has taken over the murder investigation of Jenny Gamez, 21, of Oakridge, Oregon in the sadistic sexual acts involving BDSM that resulted in a double homicide involving Steven Mark Zelich, 52, from West Allis, Wisconsin. Authorities had requested the help of the Cottage Grove Police Department in Oregon to get Gamez's dental records from a dental clinic to determine, if she was Zelich's first victim, a confessed sadistic sex killer. Gamez was reported missing from Oregon in 2012 by her family.
Zelich told homicide investigators that he killed Gamez in late 2012 or early 2013 in Kenosha County, but wouldn't identified her. Zelich had been engaging in BDSM sex (BD) Bondage and Dominance, (SM) Sadism and Masochism with Gamez. Zelich didn't identified the woman as Gamez, but police on Monday during a news conference in Elkhorn confirmed her identity by dental records.
Zelich kept Gamez's body for about year at his West Allis apartment, police say.
Zelich also admitted to Rochester police in Minnesota that he killed Laura Jean Simonson, 37, of Farmington, Minnesota on November 2, 2013 at a local hotel. He then hid the body in his vehicle and left to Wisconsin. Zelich also confessed to killing an unidentified women who he met online and killed her in Kenosha County after having BDSM sex with her in late 2012 or early 2013. 
He kept both bodies and later discarded them inside several suitcases. Police have also confirmed the bodies were intact and not dismemered as previously reported. The bodies were discovered on the side of a rural road on June 5, 2014 near the Town of Geneva, Wisconsin.
Simonson's body still had a sex gagging mouth ball tied to her mouth and believed to have been strangled during BDSM sex. Gamez body had her hands tied behind her back and both bodies had been in a decomposing stage when they were found in several suitcases in Walworth County, according to police.
Zelich was charged on Thursday with two felony counts of hiding a corpse and a $1M cash bail was set on Friday during a bond hearing in Walworth County.
A homicide charged is expected to be filed against Zelich in Minnesota and another one in Kenosha County.

Chicago, Illinois - Last Thursday, José Saurez-Gómez, 29, of Chicago was charged in a Cook County Criminal Court with aggravated battery and indecent exposure after he was taken into custody by Chicago police on Tuesday. Several passengers in a Brown Line CTA train helped restrain Saurez-Gómez after he allegedly ejaculated on a woman's pants. Saurez-Gómez while riding in a crowed CTA train began to rub his penis on a woman's leg around 7:00 p.m. without her consent near the Southport Avenue stop. He then took out his penis from his pants and ejaculated on the victim's pants. His grinding on the woman's leg coincided with the train's movement, but was discovered after taking his penis out and ejaculating. 
He might have gotten away with it, if he would have kept his penis inside his pants. But, he wanted to avoid a sticky mess on himself and relief himself on the victim's pants and in public, according to witnesses. 
The woman's pants was recovered by police as evidence and for DNA testing in the case.
Two witnesses who saw the incident and were not splattered with semen held Saurez-Gómez until police arrived. Saurez-Gómez was ordered held on a $300,000 bond on Thursday and remains at the Cook County jail unable to post bail, according to the criminal complaint.

Revelers Waving Puerto Rican Flags Dispersed By Milwaukee Police

Milwaukee, WI - On Saturday, an estimated 15 police squad car units, including motorcyles, several prisoner transport vans and bicycle units responded to revelers at the intersection of  S. Cesar E. Chavez Dr. and W. Mitchell St. Revelers gathered for an impromptu celebration by waving Puerto Rican flags and shouting at passing vehicles to beep their horns in recognition of Puerto Rican Day.
Police stopped vehicles exhibiting flags and driving carelessly on Chavez Drive. The S. 17th Street going Northbound from W. Mitchell was temporarily closed.
The revelers around 9:10 p.m. were finally dispersed from Chavez Drive. Most of the revelers had attended the Puerto Rican Festival earlier on Saturday at the Silver City area under the S. 35th Street viaduct. Police reported no arrests. 
Several police officers stated that they were at the Chavez intersection to make sure no trouble erupted. The officers also said, the revelers were peaceful and just exercising their expression to celebrate their Puerto Rican Day in Milwaukee. 
Other officers were spotted throughout the South side patrolling to make sure the revelers didn't gather again somewhere else.

Milwaukee, WI - The 2nd Annual Puerto Rican Fest 2014 ended on Saturday after a day long festivity by the local Puerto Rican (PR) community. The event was sponsored by PR festival organizer, Yussef Morales and the Puerto Rican Empowerment Group of WI. Hundreds of people gathered under the S. 35th Street viaduct in Arlington Heights Park for the festival.
Local DJ's played Reggaeton, Salsa, Merengue and Bachata. A car show and motorcycle exhibit was provided by local collectors and enthusiasts. A variety of vendors also provided food and Puerto Rican items at the one-day event.

Milwaukee, WI - On Friday, a Milwaukee motorcycle police officer was struck as he was making a u-turn at the 300 block of N. Milwaukee Street just after 6:00 p.m. A truck driver was backing out of a garage from a building located on the West side of the street and the officer was heading Northbound when he made a u-turn to head South.
The man, who was driving a F150 gray truck struck the front wheel and fender of the motorcycle, but Officer Lentz was not injured. The driver was cited.
The motorcycle received minor front damage.

West Allis, Wisconsin - On Wednesday, Steven Mark Zelich, 52, a former West Allis Police Officer was taken into custody at his apartment located in the 8000 block of W. Lincoln Ave. in connection with two female bodies found dismembered inside several suitcases in Walworth County. The dismembered bodies of Laura Simonson, 37, of Farmington, Minnesota and another unidentified woman were found on June 5 at a rural road in the Town of Geneva, according to the Town of Geneva police.
Simonson was reported missing from Minnesota since December 2013. The second victim was only identified as a woman who is described as possibly Caucasian, age 15 to 35, 5'2" – 5'4", 120 – 140 lbs with long, straight dark brown or black hair. She has two piercings in each ear, and a quarter sized heart tattoo on the lower left abdomen/pelvic area, according to police.
Zelich retired from the West Allis Police Department in 2001.
A posted free Chicago listing in the Secondcityclassifieds dot com claims,  that Zelich was a Sadist and had Simonson caged and treated her as a sex slave. Police were contacted earlier, but could not locate where he had in prison her for months, the ad claimed. None of the Simonson's family members or friends have come forward to verify who posted it.
The classified ad reads, "Steven Mark Zelich is a sadist who has enslaved a petite female named Laura Jean Simonson. He keeps her naked, handcuffed, shackled, and caged. He has no intention of ever releasing this poor woman who suffers from various mental disabilities. She has been whipped and tortured by Steven Mark Zelich since November 2, 2013. Laura is the mother of 7 young children and has not been allowed by Steven to contact them in any way. The police have not been able to locate where Steven has Laura imprisoned. Steven Mark Zelich, 52, of West Allis,  Wisconsin was booked at the Walworth County jail for two felony counts of hiding a corpse, according to the Walworth County Sheriff's Office.  Zelich will be arraigned for a bail/bond hearing in court on Friday at 1:15 p.m.

City of Milwaukee Closed Esperanza Unida International Building Due To Fire Hazard

Faulty fire water sprinkle compressor system caused a five-day closing of the South side Esperanza Unida International building by order of the City of Milwaukee.

Milwaukee, WI - On Wednesday, the City of Milwaukee gave Esperanza Unida, Inc. a two hour notice to close their International building located at 611 W. National Ave. due to a faulty fire water sprinkle compressor system. The Esperanza Unida International building will be closed for the next five-days, according to Manuel "Manny" Pérez, the executive director of Esperanza Unida.
Pérez said, that on Monday employee's were doing an inspection of the fire sprinkle system when it was discovered that the compressor wasn't working. Pérez notified the city and on Wednesday around 10:00 a.m., Pérez was given a two hour notice to close the entire building effecting 20 tenants. Tenants are not allowed to enter without authorization or conduct business during the lock out.
A contractor has been called to fix the system and it will take at least five-days to repair the sprinkle water system compressor, according to Pérez. The estimated cost to fix the water system compressor could be under $12,000.
Hispanic News Network U.S.A. (HNNUSA) was the first to report that the Esperanza Unida building had been sold for $1.3M to a local Milwaukee developer who will invest a $7M project to build a 55 apartment unit complex at the 611 W. National Ave. location. The tenants have until December to make arrangements before the developer who has not been identified by Pérez will take over the building.
In a released statement to tenants, Pérez said, "The City of Milwaukee notified us at 10:30 am of their decision and we notified you immediately. To be clear, the City of Milwaukee in this case is acting correctly given the importance of Fire Suppression Systems in any building. That the process could have been planned better or that they did not provide time to 4:00 pm would have been better; however, they made their decision and that is for them to evaluate. It also needs to be clear that there has not been negligence on the part of Esperanza Unida, myself or anyone in the team. If anything we have been extremely proactive; particularly because the Fire Inspection by the City of Milwaukee was not scheduled until October but at my directive we have been bringing contractors early in the year to inspect and maintain systems. This has included the elevators, boiler systems, sun pump system, many Exit signs that needed repair, electrical, etc. All of that work has been advanced without you knowing since the beginning of the year. Other items are EXIT signs repairs are also scheduled to take place and addressing the lack of HVAC in the 3rd floor particularly.
Once Engler Electric notified us of the fire suppression pump failure three days ago we (1) immediately notified the City inspectors; (2) immediately engaged the contractors to diagnose and prepare a solution for the issue. The solution was presented to the City and it was accepted. However, the City is also concerned that once the cabling is replaced we still do not know if the pump is good or not. We are already making preparations in case the pump is not good after replacing the cable. The contractor has provided an estimated completion time of July 2nd or earlier.  I assure you since last Thursday I have assigned this item the top priority to be addressed. I think this is a time to help an organization that now needs your help and that has helped all for many years. Developing a community is not an individual effort…it should be a collective effort."

South St. Paul Burglar Forgets To Log Out From Facebook

Burglar breaks into home then log's in to Facebook and forgets to log out.

South St. Paul, MN - Last Thursday, Nicholas Wig, 26, broke into a South St. Paul home and stole some items. While at the home, Wig used a computer to log in to his Facebook (FB) account and then forgot to log off, according to WCCO News. 
When James Wood came home, he noticed that someone had broken in and several items were stolen. Wood than noticed that Wig had used his computer and left his FB page logged in. Wood wrote a comment on Wig's FB that he had left some items at his home and wanted to return them. 
Wood then spotted Wig walking to his burglarized home and called police. Police arrested Wig who was still wearing Wood's watched. Wood had made an arrangement to meet Wig so, he could return some clothes that were left at the burglarized home in return for a recycle cellphone Wig had taken Wood's home.
Wood told WCCO News, that if Wig would not have left his FB page logged in, he wouldn't have been caught.
If convicted, Wig is facing up to 10 years in prison and $20,000 in fines.

Wilcher Story Of Being Kicked Out Of KFC Restaurant A Hoax

Story that went viral of Wilcher being asked to leave KFC restaurant in Mississippi because of the way she looked was a hoax, according to an investigation conducted by KFC.

Jackson, Mississippi - On Tuesday, representatives of Kentucky Fried Chicken Corporation (KFC) confirmed, a claim that went viral about Victoria Wilcher, 3, being asked to leave from KFC restaurant in Jackson for the way that she looked was a hoax. The KFC investigated the claim and could not find any video or food order transaction on the day Wilcher and her grandmother were supposed to have been asked to leave a KFC restaurant. There are two KFC restaurants in Jackson and none of the locations showed that either Wilcher or her grandmother were customers on the day it was claimed the incident occurred. Kirk Hannon, the owner of the Jackson KFC franchise has not commented about Wilcher's hoax. 
Kelly Mullins, Wilcher's grandmother had claimed, she and Wilcher were ssked to leave a KFC restaurant. But Wilcher and Mullins were never at the KFC in Jackson on May 15 as it was claimed on a Victoria's Victories Facebook (FB) posting, according to the Kentucky Fried Chicken Corporation. 
The Laurel Leader-Call also reported that Mullins told WAPT TV in Jackson shortly after the incident went viral on social media on June 12 that: "I ordered a sweet tea and mashed potatoes and gravy. I sat down at the table and started feeding her and the lady came over and said that we would have to leave, because we were disturbing other customers, that Victoria's face was disturbing other customers."
Teri Rials Bates, Wilcher's aunt had posted on her Victoria's Victories FB page that the incident happened on the KFC restaurant on State and High Streets,  but that restaurant has been closed for several years, according to KFC. Bates later updated the page and then posted that she had made a mistake and stated, the incident happened at the Woodrow Wilson location. KFC investigated and found that Bates, Mullins and the Wilcher family had been lying, created the hoax and the incident never happened.
Bates also created a Gofundme account for Wilcher that collected $135,000 in donations.
The Wilcher family never came out and said it was all a lie, but the KFC investigation later exposed it as a hoax. 
KFC had offered $30,000 to help pay Wilcher's medical bills and a plastic surgeon from Las Vegas offered reconstruction surgery. 
The Wilcher family is now focusing on the healing process that Victoria is going through after three pitbulls attacked her on May 15 and disfigured her right side of her face, according to the Laurel Leader-Call.
Wilcher was taken to the Blair E. Batson Children's Hospital on May 15 for treatment. 
Richard Maynard, spokesman for KFC released the following statement,  "Like the rest of America, the KFC family has been moved by the story of Victoria's injuries and recovery. After the alleged incident was reported to us, two investigations took place, including one by an independent investigator. Neither revealed any evidence that the incident occurred and we consider the investigation closed. We are honoring our commitment to make a $30,000 donation to assist with Victoria's medical bills. We hope everyone keeps Victoria in their thoughts and prayers. She will certainly be in ours."
Wlcher's Facebook account Victoria's Victories and a gofundme page account that raised about $135,000 have been disabled. Gofundme donors are now requesting for gofundme dot com return their donations that were generated from lies.

Milwaukee, WI - On Thursday, Dimity Grabowski, one of the Historic Mitchell Street Business Improvement District (BID) #4 Board members questioned an alleged conflict of interest among the Board membership. At least four current BID #4 Board members are also Board members for the Historic Mitchell Street Preservation Corporation (HMSPC), Hispanic News Network U.S.A. (HNNUSA) has learned. Grabowski during the BID #4 meeting also requested clarification from Nancy Bush, the executive director for the BID #4 of its association between the two entities. 
A two-hour session was scheduled before the next BID #4 meeting on July 17 to discuss Grabowski's request and the $247,000 discrepancy that HNNUSA reported. Grabowski stated to HNNUSA, "I have full faith that our new President, Rudy Gutiérrez will be a "positive" voice for Mitchell St., on the BID #4. My direct concerns are related to the obvious conflict of interest within several BID #4 members who currently serve on the HMSPC jointly." Grabowski is the owner of Think Resale on Historic Michell Street.
Last Monday, Bush released that the BID #4 had made $2,562.49 after costs during Sun Fair 2012, an annual street outdoor event. In April 2013, Ron Giguere, then president of the BID #4 told the Business Journal (BJ) that the Sun Fair had made over $250,000, which HNNUSA reported. Giguere abruptly resigned as president of the BID #4 in October 2013.

the HMSPC, which Giguere is the current Chair of the Board. Bush says, it rents the first floor, which actually are three rooms. The BID #4 pays about $1,200 per month and both the BID and HMSPC share the whole building, which has no separate entrances or exits for each group. The house doesn't even have a sign outside the building indicating that BID #4 is at the location.
BID #4 has not responded to Giguere's statement to the BJ and if they found any funding missing or not reported concerning the Sun Fair event in 2012.
Bush also wouldn't release her annual salary, but HNNUSA has learned that she makes over $63,300 annually, including benefits, cellphone service and gas allowance. Bush's salary is funded through levy assessments collected from businesses and property owners along the Mitchell Street Business district.
There are 30 BID's in the City of Milwaukee, not all have the same assessment formula. The BID #4's is $4.00 per $1,000 of assessed commercial property value, not to exceed $2500, Bush confirmed.
In an e-mail to HNNUSA, Bush wrote, "In 2012, the Sun Fair did not make "more than $250,000," it made $2,562.49. Last year, in 2013, the event made $911.26. In 2011, its first year, the event made $1,296.16." HNNUSA learned that the Rainbow Valley Carnival and Rides (RVC) gave BID #4 $16,895 in commission in 2013. Sun Fair in 2013 made $20,889, total expenses were $19,997.74, net income $911.26.
In 2014 and 2013, BID #4 paid $7,903 for a city permit to block off W. Historic Mitchell Street from S. 8th to S. 11th Streets for the three-day event.
This year, Sun Fair 2014 made $19,235, the expenses reported were $14,946,51 and net income $4,288.49. The RVC commission to BID #4 was $15,660, according to the BID #4 financial report for Sun Fair 2014. 

Governor Walker Allegedly Oversaw Illegal Fundraising Scheme With Conservarive Groups, Wisconsin Prosecutors Say

Madison, WI - On Thursday, Governor Scott Walker (R) found himself in the center of an out of state scheme to launder millions of fundraising money to a Wisconsin group from out of state conservative groups, which later ended up in his recall election campaign, according to Wisconsin prosecutors. A federal judge received about 288 unredacted pages, including one e-mail from Walker indicating his personal involvement in the scheme from a John Doe ongoing investigation that exposed the scheme. 
The documents confirmed that Walker was in the center of the alleged illegal fundraising scheme to coordinate millions of funds into his campaign. Walker says, what his recall campaign engaged in 2011-12 to collect funds to get him reelected was not illegal.
Walker posted on his Facebook account, "The accusation of any wrongdoing written in the complaint by the office of a partisan Democrat District Attorney by me or by my campaign is categorically false. In fact two judges, in both state and federal courts, have ruled that no laws were broken.
This is nothing more than a partisan investigation with no basis in state law. It's time for the prosecutors to acknowledge both judge's orders to end this investigation.
Now my Democratic opponents will use these false accusations to distract from the issues important to the voters of Wisconsin."

Esperanza Unida International Building Sold For $1.3M

Four member Esperanza Unida Board accepted offer before deadline on Wednesday from Milwaukee apartment developer to buy the Esperanza Unida International building for $1.3M to help pay incurred debts.

Milwaukee, WI -  On Thursday, Manuel "Manny" Pérez, the executive director of Esperanza Unida, Inc. confirmed, that the current four members of the Board from the non-profit organization had accepted a $1.3 million offer from a local developer to purchase the building and property at 611 W. National Ave. Pérez said, that most of the 20 tenants have until December 31, before the developer will begin making the transition to acquire the property.
The developer will convert the Esperanza Unida International Building into a $7 million development project to create a 55 apartment unit complex and will keep some businesses on the first floor, according to Pérez.
The Esperanza Unida organization will continue to operate at 1329 W. National Ave., where they own a second property.
The current Esperanza Unida Board members are Steed Welch, Chair; James "Jim" Witkowiak, Vice-Chair; Susan Pepper-Sims and Tamara Owens. The Board has three vacant seats, according to Pérez.
Pérez stated, that the Esperanza Unida building was not listed to be sold, but a week ago, the developer made an offer and gave the Esperanza Unida Board until Wednesday to accept the $1.3M offer. The Board couldn't refuse the offer, since it has been on debt and facing a $1.3M deficit. 
Last year, Esperanza Unida ended with $495,000 in gross revenue and for 2014, Pérez projected about $900,000 in gross revenue. But in terms of net income, Esperanza owes $50,000 to CD, it owes $388,000 to the Internal Revenue Service (IRS) and $70,000 to the Wisconsin Department of Workforce Development (DWD) employment insurance. He also confirmed that several "inappropriate loans were made during former Richard Oulahan (1978 to 2005) or right after, which a $600,000 loan from M&I Bank was made before former executive director Robert F. Miranda (2005 to 2014) took over, also a loan from Wells Fargo of $100,000 was made and we have no idea where it is. So, the total debt for Esperanza Unida is beteen $1.2 to $1.3 million," according to Pérez.
Today, about $700,000 in loans has not been able to be accounted for or no records exist for its disbursement and it has been reported to the Federal Economic Development Authority,  Pérez said.
Esperanza Unida rent space was previously valued at $6.50 per square foot during the Oulahan administration and later increased to $8.25 and remained steady for decades. The city recommended $10.00 per square foot and Esperanza Unida remained at $8.25. New tenants rented space at $12.25 per square foot, since Pérez took over. Pérez also said, that Esperanza Unida had a history of being an incubator for helping businesses grow and prosper, but the low rent never generated revenue to cover the costs of maintaining and operating the building.
If the building would have been listed for sale last year, it wouldn't have been sold for more than $800,000. Today, the Board made at least $500,000 more due to current repair maintenance and improvements conducted under Pérez. The $1.3M from the purchase will go to pay over due city taxes, the IRS debt, DWD, several loans and other bills incurred by previous administrations.
Pérez, who would not disclose the name of the developer says, the purchase by the developer will "generate construction jobs, attract community activity and stimulate economic growth." There has been no new development on S. 6th Street or vicinity since, Alderman José G. Pérez was elected, which have kept rent values low. With the lack of any new development, many buildings are under valued in the area, according to city tax records.

Phoenix, Arizona - On Tuesday, Maricopa County Superior Judge John Rea ruled that Scott Michael Fistler of Phoenix, a Republican who was running as a Democrat in the 7th Congressional District using Cesar Chavez as his name failed to get enough valid signatures to get on the ballot. Fistler who changed his name in November 2013 collected 1,455 signatures, which 711 were considered invalid, according to the Maricopa Election County Office (MECO). MECO confirmed that 48% (711 nomination signatures) were invalid because people who signed Fistler's nomination papers were  not registered to vote, lived in the district or were Republicans. Judge Rea agreed with MECO and ordered Fistler's alias name Cesar Chavez ineligible to be place on the ballot for the August 26 Primary Election.
Alejandro Chavez, Cesar Chavez's grandson had filed a lawsuit against Fistler for using the name of the late United Farm Workers leader Cesar Chavez to run for public office. Alejandro claimed, that Fistler had only changed his name to fool voters in a Hispanic Democratic majority district, had used a different size nomination papers and had circulated the nomination papers before registering as a Democrat. Judge Rea dismissed most of Alejandro's claim, but cited with MECO that Fistler had failed to get the required minimum 1,039 signatures and was 295 short to be placed on the ballot. Alejandro had also alleged that Fistler had collected hundreds of invalid signatures. Alejandro confirmed, that he and volunteers had verified hundreds of invalid signatures, which Fistler had collected in wrong size nomination papers.
Fistler told media outlets in Arizona that he plans to appeal. He has until June 29 to file an appeal. Fistler represented himself in court and at times during testimony had cried, the Arizona Republic reported.
Fistler ran as a Republican in 2012 for the State Senate seat in District 24, but dropped out before the Primary Election and then ran unsuccessfully as a write in candidate. 

49 In Milwaukee, 59 In Chicago And 197 Criminal Illegal Aliens Arrested By ICE In Six States

ICE's month long operation in the Midwest arrested 233 criminal illegal aliens, 56 immigration fugitives and 81 re-entry deportees.

Washington, D.C. - On Tuesday, Immigration and Customs Enforcement (ICE) and Enforcement and Removal Operations (ERO) reported that a month long joint Operation Cross Check in the Midwest arrested 297 illegal aliens in six states. The suspects were taken into custody in the following states, Illinois,  Wisconsin, Kentucky, Kansas, Iowa and Missouri. ICE/ERO confirmed, that of the 297 arrested, 233 were criminal illegal aliens, 56 immigration fugitives and 81 re-entry deportees, including 287 men, 10 women from 29 countries.
ICE/ERO officers made 59 arrests in the Chicago area during the operation. The majority of those arrested, or 53, were convicted criminals. Eleven were immigration fugitives and 24 were previously deported from the United States. The 55 men and four women are from the following countries: Mexico (50), Poland (3), former Yugoslavia (2) and one each from Honduras, Moldova, Ecuador and Venezuela.
In Milwaukee, 49 men were arrested, of those, 44 are considered criminals, seven were fugitives and 8 were re-entry deportees, who are facing prosecution. 41 illegal aliens are from Mexico, 3 from Laos, 2 from Nicaragua, one each from Romania, Dominican Republic and Costa Rica.

Over $247K Generated Revenue Discrepancy For Sun Fair 2012 Reported

Milwaukee, WI - On Monday, Nancy Bush, the current executive director of the W. Mitchell Street Business Improvement District (BID) #4 in an e-mail response to an article posted on June 1, about Sun Fair confirmed that the  street outdoor event made about $2,562.49 after costs paid in 2012. Her figure contradicts former BID #4 Board president Ron Giguere's quote to the Business Journal (BJ) article dated April 16, 2013 saying, that Sun Fair in 2012 made over $250,000. Giguere said, "...The carnival (at Sun Fair) did over $250,000 (revenue) in three days last year. So that's a very healthy atmosphere for retailers to come into."
Hispanic News Network U.S.A. (HNNUSA) checked the BJ archives for April 2013 and found no change of Giguere's estimated quote of over $250K in the article. 
Bush wrote, "In 2012, the Sun Fair did not make "more than $250,000," it made $2,562.49. Last year, in 2013, the event made $911.26. In 2011, its first year, the event made $1,296.16." If Giguere was correct in his quote to the BJ in 2013, then what happened to the remaining $247,437.51 or who did profit? According to Bush, she has no record of it and can only vouch for less than $26 hundred.
HNNUSA is looking into a quarter million discrepancy in the revenue figures that Bush released on Monday and Giguere estimated quote when he was in charge of BID #4 in 2013.
Giguere abruptly resigned from the BID in October of 2013.
Bush has also denied HNNUSA to released her annual income, including benefits totals as executive director for BID #4, but she says, that her salary and benefits are not public, according to her. HNNUSA estimated her salary around $65K with benefits. Bush denied that she made that much in salary.
In this year's proposed operating budget, the BID was allocated $8,000 for professional services and $63,500 for personnel, but it was not clear, if Bush's salary was included in this amount.

26-month-old Child Found Deceased At Milwaukee Home

Milwaukee,  WI - On Saturday, both Charis Díaz, 33, from Puerto Rico and Luis Enrique Aldrete Guerra, 35, from Jalisco, Mexico are grieving the untimely death of their 26-month-old son, Chris Angel Aldrete-Díaz. Aldrete-Díaz was found deceased at home in the 3800 block of S. 43 Street just before 4:00 p.m. 
Aldrete-Díaz went to bed and never woke up again, according to Maddelyne Montes De Oca, Aldrete-Díaz's godmother.  De Oca says, an ambulance was called and attempts to resuscitate Aldrete-Díaz were unsuccessful. He had no history of illness. The Milwaukee Coroner's Office is performing an autopsy to determine what caused Aldrete-Díaz's death.
Díaz has two children and had attempted several times to get pregnant, but was unsuccessful before eventually becoming pregnant again with Aldrete-Díaz. Aldrete-Díaz was a playful and happy child who was adored by family and friends from Mexico and Puerto Rico, De Oca said.
Both Guerra and Díaz have no extended family in Milwaukee.

Burial will take place on Friday, June 20, 2014 at Good Hope Cemetery. Please meet at the funeral home to process to the cemetery at 12 Noon.

Edu-White Charged With Two Counts Of Intentional Child Abuse In Milwaukee

Milwaukee, WI - Last Wednesday,  Leandre T. Edu-White, 18, of Milwaukee was charged with two felony counts, one for child abuse and intentionally causing great bodily harm and a second for child abuse with intentionally causing harm in connection with the severe head beating of Tayveon Keaton, 14, on May 8, including a 13-year-old boy. A $3,500 cash bond was set for Edu-White. A Facebook (FB) posting of Edu-White's photo led to his arrest. At the time, Keaton's family didn't know who the suspect was, but posted his photo, which eventually led to his identity. 
Sarah Fosterling-Keaton posted Edu-White's photo who had beat her son in the head and another victim. Two FB users (sisters, Toya and Lataysha) saw the alleged suspect and then Lataysha contacted police to turned him in. 
Keaton's son, Tayveon has had several head surgeries, with one in recent days at Children's Hospital of Wisconsin. Tayveon is slowly recovering, according to Sarah.
Last May, Tayveon and a 13-year-old friend were walking from school near Highway 100 and W. Oklahoma Ave. when they noticed Edu-White bullying some kids. When Tayveon spoke against the bullying, Edu-White beat Tayveon and his friend. Tayveon suffered severe trauma to his head prompting surgery and has remained in the hospital since May.
Edu-White was also charged in March with misdeamenor battery and was out on a $250 signature bond pending a final pre-trial on August 4.

163 Human Traffickers Along The U.S.-Mexican Border Arrested In May

ICE reported a month long operation in May that led to the arrest of 163 human smugglers (Coyotes) in five border towns.

Washington,  D.C. - On Friday, the Immigration and Customs Enforcement (ICE) and Homeland Security Investions (HSI) reported that 163 human smugglers (Coyotes) that operated along the U.S.-Mexican border had been arrested in May. A monthlong operation in Houston, San Antonio, El Paso, San Diego and Phoenix led to the arrest of the suspects and has resulted in 60 indictments and 45 convictions.
ICE also confiscated 29 vehicles and more than $35,000 cash. The feds are investigating whether the suspects were connected to more than 48,000 of unaccompanied children smuggled into the U.S. Illegally from Mexico, Honduras, El Salvador and Guatemala between last year and May 2014.
In fiscal year 2013, HSI initiated more than 1,700 human smuggling investigations and had 2,718 arrests, 1,854 indictments, 1,802 convictions, and $5,219,924 in asset seizures, according to ICE.

Federal Judge Crabb Stayed Same-sex Marriages In Wisconsin Forcing Counties To Stop Issuing Licenses

Madison, WI - On Friday, U.S. District Judge Barbara B. Crabb issued a stay that will force state county clerks in Wisconsin to stop issuing marriage licenses to same-sex couples. Only 20 of 70 counties in the state decided not to issue licenses. More than 550 same-sex couples had been married in Wisconsin since June 6, when Judge Crabb declared Wisconsin's ban on same-sex marriages unconstitutional. 
Crabb didn't rule, if county clerks could issue licenses or not, but 50 counties allowed for same-sex couples to get married. Those marriages will remain in limbo until a federal appeals court decide the outcome. J.B. Van Hollen (R), the Wisconsin State Attorney General filed an appeal on Crabb's decision.
Judge Crabb's decision on Friday to stay marriages ends her case in the matter.

Complaint Filed With DHS For Widespread Systematic Appalling Abuse Of Undocumented Children By CBP Agents

Phoenix, Arizona - On Wednesday, the National Immigrant Justice Center (NIJC), the ACLU Border Litigation Project, Americans for Immigrant Justice (AI Justice), Esperanza Immigrant Rights Project (Esperanza), and the Florence Immigrant and Refugee Rights Project (Florence Project) filed a joint administrative complaint with the DHS Office for Civil Rights and Civil Liberties as well as the DHS Office of Inspector General. The complaint emphasizes that abuses of unaccompanied children by immigration officials have been documented and reported to DHS for years, but the government has not implemented reforms or taken any action to hold agents accountable, the ACLU in Arizona (ACLU-AZ) reported.
The complaint was filed on behave of an estimated 116 children. The U.S. Custom and Border Protection (CBP) agents along the U.S. and Mexico border are accused of appalling abuses that have taken place for years and without impunity, according to the complainants. A new wave of more than 28,000 of unaccompanied children that crossed into the U.S. in recent weeks have exposed CBP's agents widespread abuse of inappropriate touching of children's genitals during strip searches, lack of medical treatment, holding children (boys and girls) with both men and women, lack of sanitary conditions and other conditions. 
Undocumented children from ages 13 to 14 were shackled and held in freezing detention cells without being provided blankets and food. Infants who became ill weren't treated until days after the parents had asked for medical treatment. The complain also states, many children were held by CBP over the legal 72-hour holding period.
"The complaint describes Border Patrol agents denying necessary medical care to children as young as five-months-old, refusing to provide diapers for infants, confiscating and not returning legal documents and personal belongings, making racially-charged insults and death threats, and strip searching and shackling children in three-point restraints during transport. Reports of such abuse have been documented and reported for years, but no reforms have been implemented, nor have any actions been taken to hold agents accountable," the ACLU-AZ says.
In 2013, an estimated 24,000 unaccompanied children from Mexico, Guatemala, El Salvador and Honduras crossed into the U.S. illegally. By May 2014, the influx of undocumented children into the U.S. doubled, according to the CBP.

Children named in the complaint, many of whom fled violence and persecution in their home countries, include:

● H.R., a seven-year-old boy, was severely developmentally disabled and suffering from acute malnourishment when he was apprehended, but CBP held him in custody for approximately five days without any medical treatment. He was eventually hospitalized and underwent emergency surgery.

● D.G., a 16-year-old girl, was detained with adults. When CBP officials searched D.G., they violently spread her legs and touched her genital area forcefully, making her scream.

● M.R., a 15-year-old girl, traveled from Guatemala with her two-year-old son. Both M.R. and her son became sick while in CBP custody, but M.R.'s requests for medical attention were ignored or dismissed for approximately five days, until she and her son were finally taken to a hospital.

● K.A., a 14-year-old girl, had her asthma medication confiscated by CBP officials and proceeded to suffer multiple asthma attacks in the filthy and overcrowded CBP holding cells. After the first asthma attack, officials threatened that they would punish her if she were faking.

● C.S., a 17-year-old girl, was detained in a hielera (freezer) in wet clothes. Her clothes did not dry for three and a half days due to the frigid temperature in the holding cell. The only drinking water available to C.S. came from the toilet tank, and the bathroom was situated in plain view of all other detainees with a security camera mounted in front of it.

An estimated more than 200 unaccompanied children are detained by the CBP per day along the U.S. and Mexico border. A Congressional investigation confirmed that the undocumented children are being held in the following government military installations and 94 private contracted detainee centers. As of June, more than 2,700 children remained in custody of the CBP.

● 1,500 children held at the Nogales Transition Center in Arizona

● 1,339 children were held in the Rio Valley CBP sector

● 6,218 children are detained in housing provided by the U.S. Department of Health and Human Services

● More than 1,338 as of May are being held at the Lackland Airforce base in San Antonio, Texas

● More than 100 are held at the Ventura County Naval Base near Oxnard, California. Capacity more than 500 expected.

● Fort Sill Army Base near Lawton, Oklahoma is expected to house at least 600.

● Other facilities in the U.S. are being prepared to hold thousands of unaccompanied children crossing into the U.S. illegally

Frivolous Lawsuit Filed Against Milwaukee County Executive Abele And Same-sex Marriages

Milwaukee,  WI - On Thursday,  Bob Braun, 79, of West Allis filed a lawsuit against same-sex marriages in his attempt to stop Milwaukee County from issuing marriage licenses to couples. Braun claims the same-sex couples are committing a sin and that in 2006 voters decided to amend the Wisconsin state Constitution to ban same-sex marriages. Braun believes the Milwaukee County Clerk's Office has violated his civil rights because a ban was enacted and now marriage licenses are being issued to same-sex couples.
Braun, the plaintiff filed the lawsuit against Milwaukee County Executive Chris Abele, County Clerk Joe Czarnezki, Deputy County Clerk George Christenson and another County Clerk's office worker for allowing same-sex couples to get married. He didn't want to wait for the federal court of appeals to decide the outcome of same-sex marriages. 
Braun also claims that Abele had paid for overtime to keep the courthouse open, thus bribing County workers. He wants for a Milwaukee County judge to stop the clerk's office from issuing licenses. 
Abele indicated, that both Democrats and Republican County workers volunteered to work on Friday and Saturday to accommodate those couples wanting to get married. Abele posted on his Facebook account, "I'm proud to have marched in Pridefest every year I've been office and I'm proud to have advocated, with SO many others who have done so much more, for a Wisconsin that takes a back seat to no other state in understanding equal protection under the law...That Friday night and Saturday, a whole lot of the great public servants we are privileged to have in Milwaukee County - democrats and republicans - enthusiastically volunteered their time staying late."
Braun's lawsuit won't stop the issuing of licenses for those filing to get married, according to the County Clerk's Office.
Since last Friday, more than 500 same-sex couples have been married in Wisconsin. Only 20 state counties of 70 have not issued licenses to same-sex couples.
Last Friday, U.S. District Judge Barbara Crabb struck down the Wisconsin same-sex marriage ban and ruled it was unconstitutional. Judge Crabb will address arguments in the case today.
State Attorney J.B. Van Hollen (R) had attempted to file an emergency injunction to stop same-sex marriages, but failed to get a federal judge to issue an injunction. 
Wisconsin Governor Scott Walker (R) says, that voters decided to ban same-sex marriages in the state and amended the state Constitution to define marriage between one man and one woman. Since a majority of Wisconsin voters decided to ban same-sex marriages, Walker believes it's Constitutional. Judge Crabb ruled otherwise and cited the ban was discriminatory. 
Alderman T. Anthony Zielinski from the 14th District in Milwaukee announced that he will be presenting a City Proclamation before the full Milwaukee Common Council on Tuesday to Matt Schreck and his partner Jose Fernando Gutierrez who were the first same-sex couple in the State of Wisconsin (beating Madison by six minutes) to get married in state. Both Schreck and Gutierrez reside in Zielinski's aldermanic district.

Mikwaukee, WI - On Wednesday,  Alderman T. Anthony Zielinski from the 14th District announced that he will present a City of Milwaukee Proclamation to both Matt Schreck and his partner Jose Fernando Gutierrez for becoming the first same-sex couple to get married in the State of Wisconsin. Alderman Zielinski will present the proclamation next Tuesday during the full Milwaukee Common Council.
Zielinski in his Facebook account stated, "As everyone knows, Matt Schreck and his partner Jose Fernando Gutierrez were the first same sex couple in the State of Wisconsin (beating Madison by six minutes) and they reside in our district.
Because of this proud and momentous occasion I will be formally presenting them with a proclamation in front of the full common council on Tuesday, June 24th at 9:00 a.m. This is a big honor that is rarely granted.
The proceedings are open to the public so anyone wishing to attend are encouraged to do so."
So far since Friday, only 20 of 70 Wisconsin Counties have not issued marriage licenses to same-sex couples after U.S. District Judge Barbara Crabb ruled that a ban on same-sex marriages in Wisconsin was unconstitutional. More than 483 marriage licenses were issued, with 76% or 368 that were issued in Dane and Milwaukee Counties, the AP reported.
Judge Crabb on Wednesday set a hearing for arguments in the same-sex marriage ban case for Friday to determine further action needed. 
J.B. Van Hollen, the Wisconsin State Attorney General has attempted to file an emergency injunction to stop marriages, but has failed. Van Hollen also requested for Judge Crabb to stay her ruling in allowing same-sex marriages until the state files an appeal. Crabb has denied Van Hollen's request.

Georgetown, Texas -  The first song focused and dedicated to the League of United Latin American Citizens (LULAC) Civil Rights achievements has been launched by the Martinez brothers. Both Jose G. Martinez Sr. and Rodolfo "Rudy" Martinez released the song "Ahora-Si Se Puede" in May. A copy was presented to Hispanic News Network U.S.A. (HNNUSA).
Rudy stated, that he and Jose had written the "LULAC lyrics in the song with words identifying where LULAC has taken a stand representing individuals with Civil Rights issues of employment, education, housing, and immigration, etc. It also includes, "All for one and One for All" to remind members to remain true to their Motto." The song was composed in three rhythms,  Salsa, Ranchera and Merengue to reach a diverse LULAC membership and audience.
Jose is a well known Tejano style singer and band player in the Wisconsin area and has performed in many state music and festival venues.
Rudy is the current Chair for LULAC's Texas Civil Rights Committee, which says, that the funding generated by sales of the CD would be used to run the Civil Rights program. Rudy was also responsible for the first LULAC "Salud To Hispanic Women" in September of 1988 in Milwaukee,  Wisconsin.
The Martinez brothers introduced their CD at the LULAC State Convention in Houston, Texas over the weekend. They will also be making their CD available during next month's National LULAC Convention in New York City on the first weekend in July.

Morgan Geyser Ordered To Take Mental Evaluation As Attempted Murder Case Proceeds In Waukesha County

Waukesha, WI - On Wednesday, Waukesha County Court Commissioner Laura Lau granted a competency motion to allow Morgan Geyser, 12, to be examine by the Wisconsin Forensic Unit to determine mental evaluation. The mental evaluation should be conducted within the next 15 days and should be sealed. 
Anissa E. Weier, 12, also appeared in court and no action was taken. Weier and Geyser next court hearing is set for July 2.
Entered on record, Waukesha County Cirucit Court Judge Michael O. Bohren denied a motion by several media associations to reconsider media limits and restriction about taking facial photos or video of both Weier and Geyser while in court proceedings.
On Tuesday, Judge Bohren issued a media restriction without a defense motion, which restricted video or still photos of facial images of both Geyser and Weier. Each defendant is charged with one felony count for first-degree attempted homicide of Payton Isabella Leutner, 12. A cash bond of $500,000 each remains in effect, according to Lau. The defendants are being house at a secure juvenile detention center in West Bend. If convicted, Weier and Geyser are facing up to 65 years in prison each.
Leutner's identity was made available by numerous Facebook postings in social media discussing Leutner's horrific May 31 stabbing in Waukesha. Leutner was left to die, but she managed to crawl out of a wooded area near Davids Park and was found by a bicyclist who called police. She survived and is recovering from the stab wounds.
The stabbing was influence by "Slenderman," a fictional character in Creepypasta dot com, according to Geyser, who admitted to stabbing Leutner. Geyser told police that Weier held Leutner down and also stabbed her.
Both the Wisconsin Newspaper Association and the Broadcaster's Association on Tuesday had filed a "Motion To Reconsider Order Governing Media Coverage" for today's court hearing at 1:15 p.m. in courtroom CG49. 
A pool of only one photographer and one television news agency was allowed in Commissioner Lau's courtroom to cover Weier and Geyser's hearing. News reporters and defendants family members were at the hearing.
All cellphones devices with photo or image taking ability were restricted. A separate room was reserved for other media to share a pool coverage of the hearing, according to court records.

MPS Board Committee Approved Bilingualism Region For Milwaukee's Southside

A MPS Board committee approved an initiative to create a bilingualism region in Milwaukee's Southside to excel students in both English/Spanish and other conversant languages.

Milwaukee, WI - On Tuesday, the Milwaukee Public School (MPS) Board Committee on Achievement and Innovation approved a bilingualism region for Milwaukee's Southside. The 1415R-003 resolution was proposed by both School Board members Titiana Joseph and Larry Miller. The resolution now goes before the full MPS Board on June 19 and if approved, it would establish a bilingualism region and create additional jobs to implement the program. 
The resolution seeks to accommodate the growing Spanish speaking student enrollment at the school district. An estimated one third of students enrolled in MPS are fluent in Spanish. 
Once the bilingualism region is implemented in the Southside, the resolution says that "within a reasonable number of years" MPS can become "a school district in which students will graduate academically well prepared in English, Spanish, and/or be conversant in another language." 
The bilingualism region initiative would establish a combination of initiatives to help students excel in both English and Spanish, while making other languages more conversant for students to learn and prepare them to become more competitive in today's skilled jobs, including corporate fields and the world market requiring dual language knowledge. 
The Joseph-Miller 1415R-003 resolution states that, "It is socially, culturally, and economically necessary that public education promotes the learning of English while equally embracing the development of Spanish and supporting the learning of other languages, when appropriate.  Students must also be well prepared for effective participation in societies and economies connected to each other by global imperatives, governments and public school districts must find ways to invest in education and future generations...The school district's bilingual-maintenance, dual-language, language-immersion, and multicultural programs are already successful initiatives that move MPS closer to such goals...That MPS shall establish the equivalent of a region that promotes bilingualism by first establishing an English/Spanish bilingual and dual-language program in Milwaukee's near southside in Board District 6 and then, within a reasonable number of years, at the city-wide level until MPS becomes a school district in which students will graduate academically well prepared in English, Spanish, and/or be conversant in another language...That MPS will increase its hiring of bilingual certified staff in each school with an English/Spanish dual-language and/or bilingual-maintenance program, as well as increase the number of bilingual English/Spanish administrators in Central Services. MPS shall also hire an adequate number of bilingual counseling and bilingual special education staff."

Suspected Bully Wanted For Beating 14-year-old Teen Taken Into Custody

West Allis police have taken a suspect into custody in connection with the beating of two 13-year-olds that left one hospitalized with severe head injury resulting in surgery.

West Allis, WI - On Monday, Sarah Fosterling-Keaton posted on Facebook (FB) that the alleged suspect who had beat her son in the head and another 13-year-old boy on May 8, has been taken into custody by West Allis police. The suspect's photo was posted on FB on June 6 and two FB users (sisters, Toya and Lataysha) saw the alleged suspect and then Lataysha contacted police to turned him in. Toya told Sarah that the suspect's name was Dre and had recently disabled his FB account.
Sarah thanked everyone on Monday for there support and help in locating the suspect. Sarah posted, "FACEBOOK! I cannot thank you enough! The picture I posted apparently went viral. Some wonderful lady seen him showed police picture and they arrested him today. He is in custody! THANK YOU THANK YOU THANK YOU!"
Keaton's son, Tayveon Keaton, 14, had brain surgery and might have another surgery at Children's Hospital of Wisconsin, according to Sarah.
The suspect has not been charged, but his photo went viral on the social network.
Last May, Tayveon and a 13-year-old friend were walking from school near Highway 100 and W. Oklahoma Ave. when they noticed an older teen bullying some kids. When Tayveon spoke against the bullying, the suspect beat Tayveon and his friend. Tayveon suffered a severe beating to his head prompting surgery and has remained in the hospital since May.

Madison, WI - On Tuesday, the Wisconsin Government Accountability Board dismissed a nomination signature challenge against State Representative JoCasta Zamarripa (D-Milw.) from the 8th Assembly District and confirmed that State Representative Jessie Rodriquez (R-Franklin) in the 21st Assembly District is running unopposed. Zamarripa was facing a nomination signature challenge from Laura Manriquez, who is also running for the Democratic nomination in the State Assembly race. Manriquez challenge was dismissed after a notary public failed to sign the paper work correctly, according to a source.
Zamarripa will face Manriquez on the August 12, Primary Election. The winner with face Vincent Synowicz, who is running as a Republican in the 8th Assembly District in the General Election. The district is predominantly Democratic.
Also State Representative Rodríguez, a Republican that gain recognition for not running as a Hispanic will be on the ballot. The GOP recognized her as the first Hispanic Republican woman to get elected. Rodríguez also voted along party lines to reject a proposed bill by Zamarripa to approve a Cesar E. Chavez optional holiday for state workers. 
In January, Rodríguez rejected to be identified as a minority or Hispanic when asked to join the Black and Hispanic Caucus in the state legislature. She didn't join the Caucus. Rodríguez represents parts of Oak Creek, South Milwaukee and Franklin.
